Uttrakhand Metro | DMRC starts survey between Haridwar and Dehradun

Haridwar: The Delhi Metro Rail Corporation (DMRC) has started surveying for the 70-km metro line between Haridwar and Dehradun on Tuesday. A team of engineers visited Haridwar and started work for geotechnical investigation and surveyed different sites in the city for the first phase of the project from Haridwar to Rishikesh (30 km).The Memorandum of Understanding (MoU) was inked between the state Urban Housing Development Authority (UUHDA) and the DMRC during the previous Harish Rawat-led Congress government. UUHDA’s secretary Meenakshi Sundram and director (business production), DMRC, S D Sharma had signed the pact for the project in 2016.The project is slated to be completed by 2021 and will cover around 70 km. The project will also connect Rishikesh and the state government is trying to complete the project before the ‘Mahakumbh’ mela in 2021.
“A team of DMRC engineers visited Haridwar last month for conducting survey and several points were marked by the team in the city. Now geotechnical investigation work has been started by the DMRC. Work is in progress at Arya Nagar and Jawalpur area. Soon work will be started at other points too,” said Sunaina Rana, Haridwar Tehsildar.
According to the district administration a metro station will be established in Jatwara bridge in Jawalapur. There is large scale encroachment in the area and the administration is trying to evacuate the people.The metro line will be constructed in phases and the first phase will connect Dehradun and Rishikesh.Sundram said that in the second phase, the metro lines will be laid on Dehradun-Haridwar route.

Lucknow Metro | LMRC to launch metro services on September 5, 2017

Lucknow: Lucknow Metro Rail Corporation (LMRC) launched its new website just ahead of its priority section to be made operational for the ‘Priority Corridor’ stretching from Transport Nagar to Charbagh. Kumar Keshav, Managing Director launched the website on August 28.“The new website will serve as an efficient channel of interaction between LMRC and the citizens of Lucknow,” Kumar Keshav said while launching the website. “This will increasingly help in setting up a bond that will make Lucknow Metro people’s own Metro,” he added.The new website will serve as an interface for citizens and likely commuters to be acquainted with the metro system and get requisite information related to travelling via metro. Delhi Metro | After fare hike metro rail ridership falls

New Delhi: The Delhi Metro’s ridership saw a slump in June, a month after a steep fare hike came into effect, according to DMRC records. The average daily ridership of the metro in June was 25.7 lakh. The corresponding period last year, when newer sections were yet to be launched, had seen 27.2 lakh people using the network everyday, the Delhi Metro Rail Corporation said, replying to an RTI query. The slump in June was observed across all the corridors of the 218-km-long network. The total ridership came down by around 15 lakh and 21 lakh in the Yellow and Blue Lines in June, as compared to the same period the previous year.In April, 27.5 lakh commuters took the metro on an average daily, while the figure came down to around 26.5 lakh in May, when schools are closed due to summer holidays.April and May 2016 had logged an average daily ridership of 26.3 lakh and 26.2 lakh respectively.Since May 10, the new minimum fare is Rs 10, up from Rs 8, while the maximum stands at Rs 50. It will turn Rs 60 from October. The new fare structure, Monday through Saturday, is: up to 2 kms — Rs 10, 2 to 5 kms — Rs 15, 5 to 12 kms — Rs 20, 12 to 21 kms — Rs 30, 21 to 32 kms — Rs 40, and for journeys of over 32 kms Rs 50. Smart card users get a 10 per cent discount, but that has not contributed towards any substantial rise in the number of cards issued post fare hike.The total number of smart cards issued in March, April, May and June are 4.07 lakh, 3.7 lakh, 3.74 lakh and 3.81 lakh respectively, the metro said, responding to the RTI application filed by this reporter.However, metro attributed the reduction in ridership, by up to 5 per cent, as “natural”. “This much variation is considered natural for any given months or period as a system spread over 218 km, a fluctuation in ridership is always bound to be seen which is dependent on multiple factors like seasons, vacations, strikes or agitations,” a Delhi Metro Rail Corporation spokesperson claimed.The metro has been reluctant to divulge ridership data, which it shared with the media without any fuss till April, since the fare hike was effected. The reply to the RTI application came following a ‘first appeal’. Initially, the public information officer of DMRC had refused to share any data saying no such records are maintained in “material form”.The spokesperson claimed that ridership may have fallen marginally, but metro registered an increase in terms of average distance travelled by commuters in the April to June quarter from 16.41 km to 16.59 km.

New metro rail policy stresses on states to improve viability

New Delhi: The new metro rail policy empowers states, by putting the onus on them to improve project viability by stressing on economic viability and private participation, according to a recent ICRA report.The report elaborated that the viability can be improved by promoting transit-oriented development (TOD) and allying it with real estate development, improving last-mile connectivity as well as attracting private investments.“The new metro rail policy will increase the state government’s role and responsibility in developing the new metro projects,” K Ravichandran, Senior Vice-President and Group-Head, Corporate Ratings, ICRA, said in a statement.The policy provides for rigorous assessment of new metro proposals, including alternate transit mode analysis to ensure that the least-cost and most-efficient mass transit mode is selected for public transport, the report pointed out.Further, it also proposes an independent third-party assessment of proposals by government identified agencies.“However, the policy’s increased emphasis on PPP model for metro development is expected to face challenges, given the low ridership witnessed in some of the operational metro projects and subdued interest of the private sector in taking up PPP projects,” Ravichandran said.

The PPP in the metro rail sector has so far been limited to only six such projects, one of which (Mumbai Metro Phase 2) was terminated before the start while another one (the Delhi Airport Line) was terminated after it became operational.Currently, there are three operational PPP-based Metro projects (one in Mumbai, and two in Gurugram) while one project is under implementation (Hyderabad Metro).
The new policy plans to empower states to regulate and set up a Fare-Fixation Authority as well as promoting other non-fare revenues such as advertisements, lease of space, it noted.

Kanpur Metro | LMRC seeks fund to start construction of metro rail project

Lucknow: With Lucknow Metro’s launch close on its heels, Lucknow Metro Rail Corporation (LMRC) is also planning to begin construction of Kanpur Metro by early next year. LMRC, which is coordinator of Kanpur Metro’s DPR has sought initial funding from the state government to begin documentation and floating of its tenders this year.An LMRC’s senior official said, “We have tried to convince the government to give us some initial funds to begin the tendering of its works this year so that we are able to begin construction by early next year. We have sought around Rs 25-30 crore as the initial fund to start the process.” The project’s DPR has already been approved by the state government and will now be sent for Centre’s approval.The team is following footsteps of Lucknow Metro where even before Centre agreed to share the construction cost, former government kept funding the construction from time to time. LMRC said that the government may extend bigger allocations later in 2018 but to start the project, they need funds.Currently, LMRC has hired a contractor to do earth-filling of the depot and construct boundary walls around it. The DPR suggests main corridor of about 26 km length from IIT Kalyanpur- Rawatpur, Mall Road, Phoolbagh to Naubasta. The second route from GSVM government medical college – via Govind Nagar Road- Fazalganj Chouraha to Vijay Nagar crossing up to Bara sector 8 will be 10 km long.

Kochi Metro | KMRL to review its metro fare policy soon

Kochi: Amid a demand for a cut in fares, the Kochi Metro Rail Ltd (KMRL) Managing Director Elias George made it clear on Wednesday that the fare policy would be reviewed only after the commencement of metro commercial operations till Maharajas.“The correct pattern of regular metro users can be arrived at only when the Metro reaches Maharajas College. We will analyse the situation then and accordingly effect certain changes in the fare structure,” the official said while visiting the Changambuzha Metro station where the mural art work decorations were completed.After the initial rush, thanks to joyriders, the metro trains operating in the Aluva-Palarivattom section is witnessing less commuter patronage during the weekdays though the situation is much better on holidays and weekends.
According to the official, the authorities aim to start the metro operation in the 18 km Aluva-Maharajas stretch by the first week of October, before the Under-17 Football World Cup gets underway.
“The Commissioner of Metro Rail Safety has agreed to conduct the mandatory inspection in the five km-Palarivattom-Maharajas section during the third week of September. The various stages of the trial run are currently in progress,” he said. George said the new Metro Rail Policy which opens a window for private investments, has several factors in line with the Kochi Metro model. “Next week, a meeting is scheduled when the second phase to Kakkanad will be taken up for approval. We expect only minor changes in the draft plan and alignment while getting approval from the central government,” the  official said.Stations to don poetry, quotesBesides the myriad theme-based art works, the metro stations in the Aluva-Palarivattom stretch would boast of poetry and literary quotes from Malayalam, Indian and world literature.“The metro stations will be made culturally rich in two months. Ghaziabad Metro | UP Govt. to follow old funding pattern for metro rail projects

Ghaziabad: Nearly a week after the additional chief secretary announced that the state government was contemplating a change in funding pattern of 9.41km metro project, the principal secretary on Friday said that the old pattern would be followed. Though 9.41km metro project is presently in the making, lack of funds could be a major stumbling block.Mukul Singhal, principal secretary (housing), on Friday, visited Ghaziabad Development Authority (GDA) headquarters and said that the old funding pattern, with the cost being shared by different UP departments, will be continued to fund the 9.41km metro project.“The funding pattern will remain the same and different UP agencies such as Avas Vikas, UP state industrial development corporation, municipal corporation and GDA will contribute their share. I don’t have any knowledge about the new pattern as told by the additional chief secretary. The Metro project will not run into a funds cruch, as the departments will make their payments soon,” Singhal said.Additional chief secretary, Sadakant, during his visit to Ghaziabad last week had said that the state government was contemplating revision of 9.41km metro’s funding pattern. He said that funds would be shared by the state government and the Centre, as it involves huge expenses. He had also ruled out continuing with the old funding pattern, saying that inviting funds from different UP departments was not feasible.
As per the present funding pattern, different UP departments have to contribute ₹1479.6 crore as per a specified ratio.
Apart from the financial issues looming large, the project is still awaiting clearance of the revised detailed project report after its cost escalated from ₹1,770 (at 2012 prices) crore to ₹2,210 crore in December, 2014.“We have taken up an appraisal of the 9.41km, which was done by the officials of Lucknow Metro. The appraisal report has been sent to the Delhi Metro Rail Corporation (DMRC) and their comments are awaited. Once these are cleared, the documents will be put up before the UP cabinet for approval,” Singhal said.The clearance by the UP cabinet will enable the project draws funds worth ₹402.4 crore from the Centre.

He added that The World Bank’s priority is to engage with the government, private sector and civil society.Mr. K Ramchand, Managing Director, IL&FS said that NITI Aayog is currently in the process of preparing a list of 10 big infrastructure projects across sectors that can be developed under the PPP mode and is also working on the flexible structuring of PPP projects. Surat Metro | MEGA submits DPR of metro project to centre for approval

Gandhi Nagar: The Detailed Project Report (DPR) for Surat city metro rail, which was submitted to the Central government last week for approval, has proposed Rs 15,234 crore as the project cost. While 60 per cent of the cost will be loaned from Asian Infrastructure Investment Bank (AIIB), with its headquarters in Beijing, the remaining 40 per cent of the cost will be borne by the Central and state governments.The 400-odd page report was prepared by the Delhi Metro Rail Corporation.“The (Surat city metro rail) project is being constructed on the same model as that of Ahmedabad metro rail… We are expecting to begin work on this project in 2018,” said a senior official linked to the project.The phase-I of the project will have a total length of 40.35 km and 38 stations. The project will be longer and costlier than the first phase of JICA-funded Ahmedabad metro rail project, which is pegged to cost about Rs 10,700 crore.At present, MEGA Company Ltd, which is building the metro rail in Ahmedabad, is overseeing the Surat project.“MEGA is currently hand-holding the project. This will continue till a Special Purpose Vehicle (SPV) is formed for the project.

A chief engineer will soon be appointed to kickstart the project,” the official said.The Surat metro project will have two corridors — 21.61 km-long corridor between Sarthana and Dream City and 18.74 km corridor between Bhesan and Saroli, which is a fully-elevated section that will cross Tapi river. Delhi Metro | DMRC launched free wi-fi at blue line metro stations

New Delhi: The Delhi Metro Rail Corporation (DMRC) today launched ‘High speed Free Wi-Fi’ facilitiy at Metro stations on its Blue Line i.e, Line-3/4 (Dwarka Sec-21 to Noida City Centre/Vaishali). DMRC’s Managing Director, Dr. Mangu Singh formally launched the facility from the Rajiv Chowk Metro station.The facility titled “Oui DMRC Free Wi-Fi” will be available on all 50 stations of the Blue Line. A person will be able to log in simply by searching for Wi-Fi options and log into “Oui DMRC Free Wi-Fi” after doing a onetime registration through their mobile phones. With this facility, passengers will be able to use all standard internet applications inside the station premises like email, Face book, Google, video chat as well as live streaming of cricket and football matches etc.For providing this free wifi facility, DMRC has tied up with a consortium led by M/s Techno Sat Comm which is already providing the same facility on all six Metro stations of the Airport Express Line from October 2016 and also running India’s first Wi-Fi on train service on the Delhi-Howrah Rajdhani Express. The facility will use the globally acclaimed “T-Track 2.0 Wave 2 Solution”, also used on high speed trains worldwide.DMRC aims at launching “Oui DMRC Free Wi-Fi” on all operational Metro stations and trains in a phased manner. It is expected that in another 6-9 months’ time, the same facility will be made available on all stations of Yellow Line (Line-2 i.e, HUDA City Centre to Samaypur Badli) and inside trains of Airport Line.
