The Hike in Capital Expenditure: In the Union Budget 2024-25, presented by Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman on July 23, 2024, Indian Railways saw a record capital expenditure (Capex) allocation of ₹2,62,200 crores. This marks a 77% increase compared to the previous five years. Additionally, the Gross Budgetary Support (GBS) for the year is set at ₹2,52,200 crores. This reflects a rise from ₹2,40,200 crores in 2023-24 and a substantial increase from ₹28,174 crores in 2013-14.
Revenue: The Railways achieved a total revenue of ₹2.56 lakh crore (US$ 30.76 billion) by the end of 2024.

Indian Railways Expands Modern Train Services in 2024
Vande Bharat: As of December 26, 2024, Indian Railways is operating a total of 136 Vande Bharat train services across its network. In 2024, 62 new Vande Bharat services were introduced.
Namo Bharat Rapid Rail: The first Namo Bharat Rapid Rail service between Ahmedabad and Bhuj was launched on September 17, 2024.
Amrit Bharat Train Services: Amrit Bharat services, which consist of fully non-AC trains with 12 Sleeper Class coaches and 8 General Class coaches, are providing quality services to passengers. In 2024, two Amrit Bharat Express services—Darbhanga–Anand Vihar (T) Express and Malda Town–SMVT Bengaluru Express—were introduced, with plans for more services in the future.
Train Augmentation and Modernization Initiatives in 2024
Expansion of Coach Composition: In line with existing policies, Mail/Express trains now feature 12 General and Sleeper Class non-AC coaches, along with 8 AC coaches, totalling 22 coaches for passenger convenience.
General Class Coach Addition: Over 950 General Class coaches were added to Mail/Express trains operating with LHB coaches in 2024 to cater to unreserved passengers.
Permanent Coach Augmentation: More than 875 coaches have been permanently deployed for the augmentation of train services.
Transition to Modern LHB Coaches: Since April 2018, Indian Railways has transitioned to LHB coaches for all new train production. Additionally, over 75 pairs of trains have been converted to LHB coaches by November 2024.
Implementation of the Kavach System Across Railways
The Kavach system, an indigenously developed Automatic Train Protection (ATP) system, is designed to enhance train safety on Indian Railways. It requires stringent safety certification (SIL-4), which reflects its high technological standards.

E-ticketing Growth: E-ticketing has reached 86% in the reserved sector, while in the unreserved sector, it has increased from 28% at the start of the financial year to approximately 33% by October 2024.
Streamlined Refund Process: Indian Railways has streamlined the refund process to ensure refunds are processed within 24 hours in 98% of eligible cases.

Eat Right Certification: Under the “Eat Right India” initiative by the Food Safety and Standards Authority of India (FSSAI), 182 stations have received the Eat Right certification, ensuring food safety and quality for passengers.
Namaste Health App: Launched on 16th December 2024, the Namaste Health App provides emergency healthcare services to Western Railway suburban commuters in critical situations.
Special Campaign 4.0:
Indian Railways conducted a total of 56,168 cleanliness drives, to improve workplace hygiene and maintain cleanliness at railway stations.

Central’s Nod for Phase 3: On 16 August 2024, the Central Government gave clearance for 44.65 km Bangalore Metro Phase 3 at Rs 15,611 crore.
State Approval for Phase 3A: On 6 December GOK approved Bangalore Metro’s 35 km long Red Line (Phase 3A) at Rs 28,405.
Delhi Metro:
Record Ridership: DMRC achieved its highest single-day ridership of 78.67 lakh journeys on November 18.

Namo Bharat Service Expansion in 2024
In 2024, the Delhi-Meerut RRTS Corridor witnessed substantial growth in its expansion:
Operational Progress:
A total of 25 km of the corridor became operational this year, extending the operational RRTS network to 42 km.
An additional 13 km stretch in the Delhi section is ready to become operational, further increasing the corridor to 55 km, with 11 stations.
Key Sections Opened in 2024:
6th March 2024: A 17 km section from Duhai to Modi Nagar North was opened for commercial use.
18th August 2024: The corridor was extended by 8 km to Meerut South station.
50 Lakh Commuters on Namo Bharat

Construction Progress
The construction of the remaining sections of the Delhi-Meerut RRTS Corridor is advancing steadily:
New Ashok Nagar to Sarai Kale Khan (5 km): Civil work is nearing completion.
Meerut South to Modipuram (23 km): Civil work is also in its final stages.
Current Activities: Track laying and Overhead Equipment (OHE) installation are underway on both stretches.

NCRTC’s Momentum Toward Sustainability Goals
Solar Power Installation:
NCRTC is installing solar plants across RRTS stations, depots, and buildings.
So far NCRTC has achieved 4 MW of the targeted 11 MW renewable energy production.

NCRTC has also partnered with Power Trading Corporation (PTC) India to secure low-cost energy for the Namo Bharat Corridor.
Net Zero Stations: A Landmark Achievement
NCRTC’s efforts toward sustainability earned recognition at the Green Building Congress 2024, organized by the Indian Green Building Council (IGBC) in Bangalore:
Historic Recognition:
Sahibabad and Guldhar stations became the first in India to receive the IGBC Net-Zero Energy (Operations) rating.
Both stations are also IGBC Platinum-rated.

Each station has a solar capacity of 729 kW

Conclusion
The year 2024 has been instrumental for India’s rail transportation sector, with substantial growth in all verticals, including Metro, Railway, RRTS, and High-Speed Rail, in terms of infrastructure expansion and technological integration. The length of operational metro systems in India increased to 943.61 km. New Delhi (Metro Rail News): Finance Minister Smt. Nirmala Sitharaman will unveil the Union Budget 2025 on February 1.
Expected Growth for Railways
The upcoming Union Budget is anticipated to increase capital expenditure for Indian Railways by 15-20% for FY26, prioritising the efficient utilisation of this year’s allocations. This boost could push the total capital outlay beyond ₹3 lakh crore, surpassing the ₹2.65 lakh crore allocated in the current fiscal year.
Key priorities for the next fiscal year will include commissioning upgraded railway stations, introducing modern train services, and expanding capacity to decongest the track network.
The Union Budget 2025 is anticipated to revolve around the central themes of ‘Amrit Kaal’ and ‘Viksit Bharat’.

Kolkata (Metro Rail News): Herrenknecht AG, a prominent tunnel boring machine (TBM) manufacturer, successfully completed the factory acceptance test (FAT) for TBM S-1410A in Alinjivakkam, Tamil Nadu, last week.

The TBM will be deployed by Larsen & Toubro ( L&T) for 5.05 km underground Package UG1 of Purple Line ( Line 3) spanning 15.215 km from Joka to Esplanade through 12 stations.

Package UG1 of Kolkata Metro’s Purple Line
Larsen & Toubro (L&T) secured the civil construction contract for Package UG1 of the Kolkata Metro Line-3, with a contract value of ₹2,447 crore. RVNL appointed Yuksel Proje–Tumas JV as the project’s General Consultant (GC) in 2021.
The scope of work under this package includes the twin tunnels between Mominpur and Esplanade running through 4 undergrounds of Kolkata Metro’s Purple line.

L&T officially began construction work on Package UG1 of Kolkata Metro Line-3 in May 2024, with initial activities starting at the Victoria Memorial Station site located in Maidan.
In July 2024, L&T initiated the production of tunnel ring segments at its casting yard in the Sarkarpool area of Maheshtala, which is close to Majerhat Station on Kolkata Metro Line-3.
This TBM will likely be deployed from a launch shaft situated at St. Thomas School. From this point, they will advance northward toward Victoria.
Bangalore (Metro Rail News): Bangalore Metro advanced as four firms submitted bids for the Detailed Design Consultant (DDC) covering traction and power supply works for the 44.65 km Bangalore Metro Phase 3 project.
In October 2024, Bangalore Metro Rail Corporation Ltd. (BMRCL) floated a tender for this consultancy contract with a 2-year (730 Days) deadline. On 16 January 2025, Technical bids were opened to reveal the 4 bidders.

Delhi (Metro Rail News): Afcons Infrastructure reached a key milestone in Package DC-07 of Delhi Metro’s Golden Line by casting the final tunnel ring segment. A total of 8,327 ring segments were cast by Afcons for this Package which connects Sangam Vihar Station to Sarita Vihar Depot.

Delhi Metro’s Package DC-07
In January 2022, Afcons Infrastructure secured Package DC-07 from Delhi Metro Rail Corporation for Rs 1669.20 crore. This contract has a 42-month deadline.
Afcons collaborated with the Cooper Turner Beck Group to provide segment casting accessories for their casting yard in Mundka. Casting operations at the site commenced in December 2022, and Afcons successfully completed the casting activities over a span of 24 months.
These segments are currently being utilised by 4 tunnel boring machines (TBMs) to construct the twin tunnels for the Golden Line. Each tunnel ring, measuring 1.4 meters in width, consists of five standard segments and one smaller ‘key’ segment.
Afcons Infrastructure’s responsibilities also extend to the construction of three underground stations at Maa Anandmayee Marg, Tughlakabad Railway Colony, and Tughlakabad.
Update on Tunneling Work on Golden Line Under Package DC-07
Afcons has completed constructing 2 out of 8 tunnels for the Golden Line project.
Both completed tunnels connect the Air Force TBM Launch Shaft with Maa Anandmayee Marg Station.
The up-line tunnel was completed in December 2024 using TBM Amrit (Robbins 372).
In January 2025 the down-line tunnel was completed by TBM Tejas (Herrenknecht S-711).
Nagpur (Metro Rail News): On 14 January, Kalpataru Projects International Ltd. (KPIL) initiated the work under Nagpur Metro Phase 2’s Package C11 by casting the first pile cap for Reach 3A, which connects Lokmanya Nagar and Hingna via seven stations.
In November 2024, KPIL officially began construction activities for Reach 3A which is a western extension of the 19.4 km Aqua Line. Subsequently, in December 2024, KPIL organized a bhoomi puja ceremony to inaugurate the casting yard of Reach 3A.

(Metro Rail News): Another major milestone has been achieved for the Mumbai -Ahmedabad Bullet Train Project (MAHSR) as MG Contractors Pvt. Ltd. (MGCPL) completed the construction of 210 m long PSC (Pre-stressed concrete) bridge under Package P1(C) crossing NH-48 at Dabhan village, near Nadiad, Kheda district, Gujarat on 9th January 2025.

Key Features of 4th PSC Bridge
The bridge spans 210 m and is the 4th Pre-stressed concrete (PSC) bridge completed for the Mumbai-Ahmedabad Bullet Train Project on NH 48.

The bridge spans a configuration of 40m + 65m + 65m + 40m and features 72 precast segments.

The bridge has been constructed by using the Balanced Cantilever Method, which is ideal for larger spans.
Mumbai-Ahmedabad High-Speed Corridor (MAHSR) is an under-construction high-speed rail line spanning 508 km ( 348 Km Gujarat, 04 Km DNH & 156 Km Maharashtra) from Mumbai to Ahmedabad through 12 stations.
Out of 12 stations planned for MAHSR, 4 stations are located in Maharashtra while the remaining 8 stations are located in Gujarat.
Delhi (Metro Rail News): A major milestone has been achieved for Delhi Metro’s Phase 4 as Afcon Infrastructure’s TBM Tejas (S-711) achieved a breakthrough at Maa Anandmayee Marg Station of Golden Line spanning 23.622 Km between Aerocity and Tugalakabad through 16 stations for Package DC-07.
TBM S-711, nicknamed TBM Tejas, is a refurbished Herrenknecht Earth Pressure Balance (EPB) machine. In November 2023, TBM Tejas became the second TBM deployed by Afcon for the Delhi Metro Phase 4 under Package DC-07.
TBM Tejas constructed a 2.674 km downline tunnel from the Air Force Launch Shaft, (east to Sangam Vihar Station) to Maa Anandmayee Marg Station in 14 months.
With this development, a total of 6 breakthroughs have been achieved for the Golden Line of Delhi Metro Phase 4.
In December 2024, TBM Amrit (Robbins 372) completed the tunneling for the parallel line, marking the Completion of the longest tunneling drive in Delhi Metro Phase-4.
Package DC-07
In January 2022, Afcon grabbed Package DC-07 from Delhi Metro Rail Corporation at an estimated cost of Rs. 1669.20 crore with a 42-month deadline.
Scope of Work
The scope of work under this package includes the design and construction of underground twin tunnels from Sangam Vihar Metro Station to the existing Sarita Vihar Depot. The contract also involves the construction of 3 underground tunnels, construction of the retrieval and launching shaft.

Indore Metro (Metro Rail News): Indore Metro phase 1 advanced as Rail Vikas Nigam Ltd. – URC Construction (RVNL – URCC) JV started casting the box segment for Package IN-04 spanning 5.2 km from Shaheed Bagh to Palasia Chauraha through 5 stations.

Each segment cast by RVNL – URCC JV will be 8.5m wide and 2.1m tall. These segments will be utilised to build the viaduct which will connect the elevated stations under this package.

Package IN-04 of Indore Metro
RVNL – URCC grabbed Package IN-04 of Indore Metro from Madhya Pradesh Metro Rail Corporation Ltd. (MPMRCL) at Rs. 543 crore in March 2024.
Scope of Work
The scope of work under this package includes the construction of 5 elevated stations on the Yellow line spanning 31.55 km connecting Palasia – Railway Station – Rajwara- Airport – Bhawarsala via 30 elevated & underground stations.

This package is the 4th civil package on the main line and the 5th overall package for Indore Metro’s Yellow Line. Currently, the technical bid evaluation is underway for Package IN-05R which covers an 8.626 km underground section of the Yellow Line.
Bangalore (Metro Rail News): Bangalore Metro Phase 2 achieved another milestone as CRRC supplied the prototype train for the Purple Line at Green Line’s Peenya Depot.
With this development, BMRCL has received both prototype trains for the Yellow and Purple/Green lines of Bangalore Metro Phase 2.

As per the Titagarh Press Release, “Titagarh will deliver two more trainsets to the Yellow Line by April this year. The company will then ramp up production, delivering two trains a month by September 2025“. Titagarh, with support from CRRC’s engineers, will handle the assembly of all trains from this contract.
Train Specification
This 6-coach train set delivered by CRRC is part of Phase 2’s rolling stock 4RS-DM which was initially awarded to Chinese rolling stock manufacturer CRRC by Bangalore Metro Rail Corporation Ltd (BMRCL). This train for Purple Line has been equipped with a DTG (Distance to Go) signalling system. CRRC rolled out this prototype from its Nanjing Plant in December 2024.
However, the trainsets for the Yellow Line are equipped with communications-based train control (CBTC) signalling systems and are capable of running in GOA4 mode.
4RS-DM, The rolling stock contract of Bangalore Metro Phase 2
Originally, In February 2019, China’s CRRC Corporation Ltd grabbed the contract to supply and manufacture the 216 coaches (36 trainsets) for the yellow and purple line of Bangalore Metro.
However, CRRC was unable to fulfil the contract’s requirement and in response to that it signed a MoU with the Titagarh Rail System. The MoU stated that CRRC will manufacture and supply one prototype train ( 6 coaches ) for the Yellow Line and one prototype train (6 coaches ) Purple Line.
The remaining 204 coaches ( 34 trains ) will be supplied and manufactured by The Titagarh Rail System
Train Allocation
As per the contract, Out of 36 trains, 21 trains ( 126 coaches ) will be deployed on the Purple and Green line while 15 trains (90 coaches ) are planned to be deployed on the Yellow Line by BMRCL.
Kanpur (Metro Rail News): The Kanpur Metro project progressed as the Afcons – Sam India consortium launched the Tunnel Boring Machine (TBM) Vidyarthi from Transport Nagar station toward Kanpur Central on Line 1. This work is being carried out under Kanpur Metro’s underground package KNPCC-06 which connects Nayaganj Station with Transport Nagar Ramp.
TBM S-639B, nicknamed Vidyarthi is an Earth Pressure Balance machine manufactured by Herrenknecht. This machine was commissioned in January 2024 as the 4th TBM for Kanpur Metro Phase 1. TBM Vidyarthi’s task involves constructing tunnel on 23.78 km long Line-1 which connects IIT Kanpur to Naubasta.
TBM Vidyarthi’s Journey in Kanpur Metro
First Assignment:
TBM Vidyarthi completed its first assignment in June 2024 where it constructed an underground tunnel of about 1,250 meters (down line) between Kanpur Central Station and Nayaganj Station.
Second Assignment:
In its second assignment which was completed in November 2024, TBM Vidyarthi built an approximately 331-meter-long tunnel stretching from the ramp near Swadesh Cotton Mills to Transport Nagar Station.
Current Assignment:
For its third assignment, TBM Vidyarthi will build an underground tunnel from Transport Nagar Station to Kanpur Central Station through Jhakarkati.

The Afcons—Sam India consortium secured underground Package KNPCC-06 from Uttar Pradesh Metro Rail Corporation (UPMRC) at Rs. 1087.67 crore. This contract has a 36-month deadline.
This Package will connect Nayaganj Station and Transport Nagar Ramp through 3 underground stations: Kanpur Central, Jhakarkatti and Transport Nagar Station.
Meerut (Metro Rail News): TheMeerut Metro project progressed as the National Capital Region Transport Corporation (NCRTC) initiated trial runs on a 9.4 km route spanning from Meerut South Station to Meerut Central Station on 12 January 2025.
Meerut Metro is India’s newest metro system which is being constructed under the Delhi- Meerut RRTS project spanning 82.5km.
The main objective of the Meerut Metro project is to enhance connectivity and act as a feeder to the Delhi – Meerut RRTS corridor through 4 stations located at Meerut South, Shatabdi Nagar, Begumpul, Modipuram.
About the Trials
Starting from Meerut South Station, the NCRTC team operated a 3-coach Alstom metro train along a 9.4 km stretch, primarily elevated, reaching up to Meerut Central Station. This segment includes six stations:

Brahampuri
Meerut Central
Note: Out of these, Meerut South and Shatabdi Nagar will also serve semi-high-speed RRTS trains.
Aim Behind Trials
The primary objective of the trial run was to validate the Schedule of Dimensions (SOD) clearances by ensuring the train maintains adequate spatial conformity with designed infrastructure.
Additionally, the trials aimed to analyse dynamic interactions between rolling stock and civil structures.
Further Information
Alstom was awarded a Rs. 2577 crore rolling stock contract for Meerut Metro in mid-2021. To date, Alstom has supplied 10 trainsets ( 30 coaches) to NCRTC. All the train sets are currently housed at Duhai Depot, as the Modipuram Depot is still under construction.
The first 3-coach train for the Meerut Metro project was supplied by Alstom and was unveiled in February 2024. The aerodynamic trains feature a stainless steel body have a stainless steel body and are designed for top speed of 135 kmph and operational speed of 120 kmph which will position Meerut Metro as the fastest metro in India.
