Metro Rail News August 2020 Issue published

The Lockdown restrictions have although been eased up, but the pandemic is not over. Instead, the Coronavirus spread is gaining pace, and we have crossed 2 million marks recently. The public transport systems remain suspended, but the question is, how long it can be? If the other economic activities have been opened up, then it’s obvious that the government is finding ways of opening up the metro and rail networks again for the public.

However, it will not be an easy task for different stakeholders to bring back the passengers on board. A lot of fear persists among the people, and they are avoiding one to one contact. The COVID has created havoc and devastated many things overnight. Now, it is the responsibility of the different authorities involved in running these Public transport systems to plan in such a way that the passengers feel safe while travelling. It is need of the hour to take a few initiatives to change the way of fare system, and the best way to go contactless in the fare system can be the implementation of NCMC cards across the metros.

Providing a COVID resistant environment to passengers may help in reducing the fear which persist today among the people. Distribution of free masks in metros can be a way to attract commuters. Bombardier starts dispatching MOVIA metro coaches to Delhi Metro

SALVI/NEW DELHI ( Metro Rail News) – Bombardier Transportation has begun dispatching new MOVIA metro coaches to Delhi Metro Rail Corporation (DMRC). The train coaches are being supplied from its plant located in Savli, Gujarat. This delivery is part of a 40 coach order for which the firm had been awarded a tender last year in March.

DMRC had in October 2018 invited bids for supplying a fleet of 40 new broad gauge coaches compatible with its existing RS2, RS5, RS7 and RS11 type train-sets supplied by Bombardier in the past and according to the industry experts, Bombardier was naturally the only bidder for this contract even though the DMRC went for a tender. The industry experts say that no one else other than the Bombardier transportation was able to supply the coaches demanded by the DMRC.

With an estimate of RS 562, the final contract was awarded to the Bombardier transportation for 430 crores after negotiations between the DMRC and the Bombardier transportation in March last year. Bombardier Transportation is sending these coaches from its Savi plant located in Gujarat.

It is not known yet to us about the destination of these coaches. As per the sources, it may be either the 49.31 km Yellow line’s  Khyber Pass Depot in North Delhi or Sultanpur Depot in South Delhi. The sources familiar with the matter told that the DMRC has not made it clear yet and we will need to wait for knowing it. Once the coaches arrive then only it will become clear as which depot, the DMRC chooses for these coaches.

“The firm had a deadline of 100 weeks to supply all 40 coaches after the letter of acceptance was issued on May 16 2019” said one official.

Land acquisition process starts for Joka-Esplanade Metro corridor

KOLKATA (Metro Rail News): The process of land acquisition for the underground section of the Joka-Esplanade Metro (Kolkata Metro Line 3) has started.

Rail Vikas Nigam Limited (RVNL), the agency tasked with implementing the city’s Metro projects, has just completed a joint land survey with Kolkata Municipal Corporation (KMC). It will start issuing notifications under the Metro Railway (Construction of Works) Act 1978 to acquire parcels along a 1.5km stretch between Mominpore and Ekbalpore.

The land is essentially being acquired for a 400m ramp from the elevated Mominpore station and till the start of the underground tunnels at the DH Road-National Library Avenue crossing, as well as the four entry points to Kiddepore station that will come up near Alipore Bodyguard Lines as per recent developments in the matter.
The total length of the underground tunnels is 2.8km.

But much of the stretch pass through land belonging to the Ministry of Defence (MoD). RVNL already has MoD’s nod for using Army’s land. Now it needs to acquire property belonging to other organizations and some private individuals as well.

The list of these project-affected-persons (PAPs) and organizations was prepared after a joint survey with KMC. It includes a few shop owners and organizations like the Nepal Consulate, CMRI hospital, Kolkata Police, St Thomas School, St Teresa’s School and Bengal’s land reforms and PWD departments.

RVNL and KMC officials recently met the school authorities to get them on board before notifying the acquisition order. Dialogues are being initiated with the Nepal Consulate and the individuals who need to give up shops in the area. Getting possession of land from government agencies like Kolkata Police and the Bengal government will be a mere formality, officials said.

RVNL has the permission to use Army land for Victoria Memorial and Park Street stations. The 14.35km Joka-Esplanade Metro converges at Esplanade where a hub is coming up for three corridors. The existing north-south line already has its station at Esplanade. The upcoming East-West metro station is currently being built.

Visakhapatnam: Fishmarket project paves way for a metro station

Vishakhapatnam ( Metro Rail News ): A metro railway station is set to come up in place of the proposed Rs 7.3 crore four-storeyed modernised fish market adjacent to the RTC Complex in the central business district. Officials of the Visakhapatnam Metropolitan Region Development Authority (VMRDA) said. The authority was entrusted with completing the project on an area of 900 square yards with support from the state fisheries department.

“Visakhapatnam is all set to have a metro railway connection and as per the initial plan, the RTC Complex metro station would come up in the same place where the proposed fish market was scheduled to come up. No alternative plans have been chalked out yet to shift the fish market project,” one official said.

The G+4 fish market project was mooted in 2017 and it was decided the building would house a fish market with a provision for 40 modern fish stalls, cutting and dressing facilities, storage facility and a proper waste water management system. A vehicle parking space was planned for the ground and first floors.

At present, 64 vendors run a fish market from the same place every Sundays and Tuesdays. The market, Sri Polamamba Primary Men and Women Cooperative Marketing Society, was established in 2016.

“The modern fish market project was planned sometime in 2016-17 when former chief minister Chandrababu Naidu visited the fish market and instructed officials to construct a modern and hygienic fish market to cater to the needs of Vizagites. Two years later, we are shocked to hear of this development,” a member of the fish market committee said.

VMRDA officials confirmed that at present, there is no plan on whether the market will be shut down or be permanently shifted to a different location once construction work on the metro rail starts.

NCRTC gets SC permission to construct rail transit line viaduct in Delhi’s forest area

NEW DELHI (Metro Rail News): The Supreme Court of India on Friday granted permission to National Capital Region Transport Corporation (NCRTC) to construct railway line viaduct in the statutory forest area of Millenium Park in Delhi.

Through an order issued in 1996, the apex court had banned construction in any forest area in Delhi. The Top court bench headed by Chief Justice SA Bobde has modified its 1 March 1996 order on the plea filed by Centre and has now granted the permit to construct the Delhi Alwar and Delhi Panipat corridors of the mass rapid transit system for Delhi NCR.

Additional Advocate General Atmaram Nandkarni made detailed submissions apprising the bench also comprising Justice AS Bopanna and Justice V Ramasubramiun of the importance of the development work.

“We consider it appropriate to grant the application for the same…We permit the construction of Delhi-Panipat Corridor etc. over an area of 1 acre in what is known as the Millenium Park.” Said the CJI.

The apex court bench headed by Justice Kuldip Singh in its March 1996 order while banning the use of forest area in Delhi for development works had directed, “ The MCD shall not use the filled up SLFs for any other purpose except forestry. There are twelve such sites including Rajiv Gandhi Smrit VA. We direct the MCD to develop forests and gardens on these 12 sites. The work of afforestation shall be undertaken by the MCD with effect from April 1, 1996.”

The mass rapid transit system shall reduce the travel time between Delhi and Panipat to 45 minutes. The highway is purposed to also provide a rapid railway line running parallel to this corridor.

Railways to Run Special Trains for Ganesh Chaturthi in Maharashtra

Mumbai ( Metro Rail News ) – The Central Railways is expected to run special trains for Konkan region for the Ganesh Chaturthi festival after consulting with the Maharashtra government, according to sources.

The Central Railway had written to the state government seeking its views on running special trains to the Konkan region through Central, Western and Konkan railways, the sources said. Director of the state Disaster Management Unit Abhay Yawalkar has informed the principal chief operations manager of the Central Railway that special trains may be scheduled for the 10-day festival, which begins on August 22.

The number of trains and frequency will, however, be determined based on the demand, he said, adding that a valid confirmed ticket can also serve as an e-pass. Yawalkar also asked the Railways to ensure that all COVID-19 norms framed by the state and Central governments, including social distancing and sanitisation, are followed in trains and at railway stations.

As BMC chops trees for metro, it must plan uprooted ones: Experts

MUMBAI (Metro Rail News) – I an unprecedented move of a huge number of trees getting collapsed in the last three days due to heavy rainfall and cyclonic winds, an expert on the Mumbai Metro Rail Corporation Limited’s (MMRCL) tree transplantation committee, who was also formerly a member of the BMC’s tree committee, on Friday called on the civic body to replant uprooted trees wherever possible.

“If we do not save the fallen trees, the city might fall back by 40 to 70 years in terms of greenery and environment,” said Subhash Patne, a horticulturist. He claimed that a number of the uprooted trees can be replanted.

Heavy rain on three days this week, with cyclonic winds on August 5, had led to the uprooting of over 600 trees, mainly in south Mumbai. The BMC has taken to chopping them down to clear roads. Horticulturists have, however, pointed out that BMC must replant the trees wherever possible.

Patne stressed that trees that have some roots intact and are still going deep into the ground could be replanted at the same spot, and would survive. “Wherever the uprooted trees still have a few roots intact, BMC should replant them at the same site.

They need to dig a bigger pit, pull up the tree carefully with a crane and ram the area around roots with soil to ensure that there are no air pockets. Following this, the branches need to be pruned to balance the tree and support the trunk.”

Around to six years ago, Patne was instrumental in the transplantation of 40-ft palm trees outside Mantralaya and five full-grown coconut trees on the Raj Bhavan premises. Patne, who has been a horticulturist for 45 years, said the ficus species, such as banyan trees, “will definitely survive such replantation”.

Tata Institute of Fundamental Research suggests restarting suburban train services

MUMBAI (Metro Rail News): A group of researchers from the Tata Institute of Fundamental Research (TIFR), Colaba, who analysed data of the first serosurvey conducted by the Brihanmumbai Municipal Corporation (BMC), have advised the state government to start suburban train services in Mumbai amidst easing of lockdown restrictions. They have suggested running local trains with 20-30% occupancy so that social distancing norms can be maintained by the commuters in the trains.

Mumbai and its adjoining cities are connected by a network of 3,000 local trains that used to ferry more than 75 lakh passengers during the normal days before pandemic hit the country. Now both Central and Western Railways are operating around only 700 train services especially for the commute of essential service providers.

Medical facilities in Mumbai are increasing as more hospital beds are available for the treatment of Covid-19. Also, with rising awareness, people are using masks and maintaining social distance, which has lowered the prevalence of the virus. Thus, a small amount of economic opening up can be absorbed by the medical system,” said Juneja on the sideline of an online discussion on the sero-survey findings.

Due to overcrowding in local trains, Juneja said typically 14 passengers travel per square metre, making it impossible to maintain social distance. “We need to maintain one-metre distance to stop further spread the virus. Thus, the trains should run at 20-30% occupancy. The procedure to start local trains should be slow. It can be increased further based on the observed infection rate,” he said.

To prevent overcrowding, currently, only essential staffers, defence personnel, employees of the Central government, income tax, GST and customs, postal departments, nationalised banks, Mumbai Port Trust, judiciary and Raj Bhavan are allowed to travel in local trains.

Many organisations have supported the suggestion of 20-30% occupancy. “Considering the huge population of Mumbai, it is essential to keep a check on local trains. If the state government completely opens up trains in a hurry, it can lead to a second wave of the pandemic. After coming so far, we have to be more cautious,” said one person.

UP Metro creates history with first Double T-Girder Erection at IIT Kanpur Metro Station

KANPUR (Metro Rail News): The Uttar Pradesh Metro Rail Corporation (UPMRC) has made a significant and historic achievement by the erection of the first pre-casted double T-girder of the metro corridor under the Kanpur Metro project and by doing this UPMRC added another new feat to its achievements. This is the first instance of using the new technique as before this, a double T-girder was never used for preparing slab of the concourse level of a Metro station under any Metro project in India.

“The strategy of Metro engineers behind the use of double T-girders in the civil construction of Kanpur Metro is that it will beneficial for saving time and for good finishing too. Till now, total 16 double T-girders have been erected at the IIT Metro Station. The Priority Corridor comprises 9 Metro stations, between IIT & Motijheel and total 384 double T-girders are to be used for constructing the concourse of these stations” said Mr. Kumar Keshav, the Managing Director of UPMRC.

“It is our endeavor to always strive for an innovation that will not only speed up construction work but also enhance the structural beauty of the project. It is the result of these continuous efforts that for the first time in India, we have achieved an unprecedented achievement using this kind of experiment. This experiment will prove to be very effective in the direction of completing the Kanpur metro project within the stipulated time frame. I congratulate the whole team of Metro engineers, our Design Consultants and the Contractor for evolving the concept and successfully implementing it at the site” , said Mr. Kumar Keshav.

What is T-girder?

There are many types of girders used in the structure of the metro, whose main task is to incorporate precast construction to enhance the speed in delivering the project. Double T-girder is now being used for the construction of concourse slab above the road for elevated stations in Kanpur Metro construction. The girder is named after its shape resembling the letter ‘T’ in English.

Why is the use of a double T-girder special?

Generally, a group of single girders is used to form the base of the concourse of the elevated Metro stations, but in Kanpur Metro, a double T-girder is used to form the base of the station’s concourse. It is being used to save time in construction and also, to enhance the finishing of the structure.

The Kanpur metro has been working with a rapid pace even during these hard times of the ongoing pandemic and setting new records. The rolling stock of the Kanpur metro will be provided by Bombardier.
