UP Budget | CM Akhilesh Yadav allotted fund for Kanpur & Varanasi Metro Projects

Lucknow: Uttar Pradesh Chief Minister Akhilesh Yadav on Friday presented his fifth and last budget before the upcoming 2017 Assembly polls. While experts termed it a populist budget, Akhilesh said it has all the ingredients for the developmental promises made by the Samajwadi Party (SP) government in 2012.

With a fiscal deficit of four per cent, the Rs 3.46 lakh crore budget is the biggest of all the budgets presented by this government and is also 14.2 per cent higher than the last 2015-16 budget allocations. It mainly aims at the agricultural, health, infrastructural, educational sectors besides making suitable allotments of funds for the various schemes promised by the SP.

“Rs 1,336 crore has been allocated for clearing the arrears of sugarcane farmers besides special packages of Rs 1,255 crore for Bundelkhand farmers, Rs 2,057 crore for the 50 drought-hit districts of the state and Rs 4,498 crore for farmers affected by hail storms,” Akhilesh said while presenting the budget.

While Rs 14,721 crore has been allocated for roads and bridges across the state, the budget also made provision of Rs 4,003 crore for the Agra-Lucknow Expressway, Rs 1,500 crore for the Poorvanchal Expressway, Rs 814crore for the Lucknow Metro rail project and Rs 50 crore each for Metro rails projects in Kanpur and Varanasi. A sum of over Rs 1,300 crore has also been earmarked for new schemes which mainly focus on education, health and agriculture.

As per the meeting held on Friday between Mumbai Metropolitan Region Development Authority (MMRDA) and Delhi Metro Rail Corporation (DMRC) officials on the second phase of the larger Dahisar-Charkop-DN Nagar-Bandra-Mankhurd Metro line, the corridor will not pass through NS Road Number 10, ie the road where the Bachchans once lived.

“Draft of the Detailed Project Report was discussed on Friday with the DMRC for Metro 2-B (DN Nagar to Bandra). As per the discussions, the elevated Metro will be made on Gulmohar Road instead of NS Road Number 10,” said UPS Madan, metropolitan commissioner.

The Metro line will start at the existing DN Nagar Metro station and head straight to JVPD Junction only to take left for Gulmohar Road. This means that the Juhu residents who have been opposing the elevated Metro line in favour of an underground one have been bypassed.

Once it reaches Mithibai College or NM College, the earlier alignment will continue — snaking through SV Road up to Bandra. This second phase of the second Metro will be around 9km in length and is expected to be ready in three years from the date of commencement of construction.

“Aviation officials too have been consulted by the DMRC for issues pertaining to the elevated Metro line infringing on the air funnel at Vile Parle-Santa Cruz; the issue has been resolved,” added Madan.

The earlier version of the elevated Metro had several impediments, including non-availability of clearance from the ministry of environment and forests for car depot at Charkop and Mankhurd, partial clearance from the ministry of civil aviation as the alignment was infringing on the air funnel at Santa Cruz, impractical height of the Kurla Metro station, rehabilitation and resettlement issues at various locations, and land for the JVPD Metro station under litigation. The state government announced an underground version for the same, but in 2015, it went back to an elevated system.

Patna Metro | Bihar government approves Metro Rail Project in Patna

Patna: Bihar government today approved the Metro Rail Project in Patna. A budget of Rs 16,960 crore has been allocated for the project which will see Metro services resuming in the city from 2021. The metro network will have 27 stations initially and will run from Saguna More to Patna Junction.

The proposal will now be sent to the Union government for approval. The Bihar government started working on the project from 2011, and an initial draft was prepared in 2013.

The state government had then asked Rail India Technical and Economic Service (RITES) to prepare a feasibility report.

According to the plan, the Metro services in Patna will be rolled out in three phases. In the first phase work will be completed in the east-west and north-south corridors.

The metro will run on two routes under the PPP (Public Private Partnership) mode.

Patna will be the seventh Indian city to have the metro after Kolkata, Delhi, Bangalore, Mumbai, Jaipur and Chennai.

Gurgaon Metro | IL&FS Transportation Networks sells 49% stake in RMRGL for Rs 509.9 crore

New Delhi: IL&FS Transportation Networks Ltd said it has sold 49% equity stake in Rapid MetroRail Gurgaon Ltd for Rs 509.9 crore. It did not disclose the name of the buyer in a filing to the Bombay Stock Exchange.

“IL&FS Transportation Networks Ltd has informed BSE that the Company along with its subsidiary has sold 49% equity stake in Rapid MetroRail Gurgaon Limited, a subsidiary of the Company at a price of Rs. 17 per share for an aggregate consideration of Rs. 509.90 Crs,” it said.

Rapid MetroRail Gurgaon is the world’s first private metro network. It had started as a JV between IL&FS and DLF but the real estate firm later exited. The first phase of the rapid metro was built around an office district called Cyber City in Gurgaon which is entirely owned by DLF.

On Thursday, IL&FS Transportation Networks reported a 23.25% rise in its consolidated net profit at Rs 159.07 crore for the quarter ended December 31, 2015 compared to Rs 129.06 crore a year ago. Its total income increased 14.96% to Rs 2,339.47 crore from Rs 2,034.92 crore a year ago.

Shares of IL&FS Transportation Networks closed at Rs 70.40 on Thursday on BSE, down 2.7%.

Lucknow: The Union government has approved Rs 130-crore loan for current financial year, paving way for fast construction of the priority North-South corridor of Metro rail in Lucknow. The amount will be released by the Centre in the last week of February.

“About 900 metres of city roads will be affected by construction of the underground section for a period of over two-and-a-half years and traffic may have to be diverted,” said Kumar Keshav, MD of Lucknow Metro Rail Corporation.

Delhi Metro | Metro rail service to be extended up to Greater Faridabad

Faridabad: Haryana Chief Minister Manohar Lal Khattar on Saturday said metro rail service would be extended up to Greater Faridabad after its expansion from YMCA Chowk to Ballabgarh is done.

An official release quoting the Chief Minister said people who have constructed houses on government land would not be made homeless, rather they would be given ownership after charging them the current market rate of the land.

Unauthorised colonies would be regularised after charging a development fee, it said. Addressing a rally here, Khattar said, “Everyone is aware of the system that used to be in the state and the country. Corruption was at peak but BJP soon controlled it after coming to power. So far, in our tenure, no one has levelled any allegation of corruption against any BJP leader.”

BJP government had put a check on graft with the help of information technology. Today, there are more than 50 services which are accessible online in Haryana and people can avail its benefit anytime, the Chief Minister said, claiming graft in tehsils has been eliminated by introducing e-registration.

Speaking about reforms in police administration, he said the state government has introduced such a system that FIR could be registered in any police station irrespective of the place of crime.

Stating that development works amounting to Rs 133 crore would be undertaken in Ballabgarh Assembly constituency, Khattar said the developmental suggestions by local MP and Union MoS Krishan Pal Gujjar and MLA Mool Chand Sharma would be completed on the basis of feasibility. Earlier, the Chief Minister laid foundation stones of four new development projects and dedicated one project to the people in Sector 15-A.

Gurgaon Metro | DMRC to study feasibilty of linking old and new Gurgaon

Gurgaon: The movement to extend the Metro rail network to old Gurgaon has got a fresh impetus, with the Haryana government roping in Delhi Metro Rail Corporation (DMRC) to conduct a feasibility study for the proposed route.

Additional chief secretary of town and country planning department, P Raghvendra Rao, told TOI on Wednesday that the state government has written to DMRC for conducting the feasibility study and it will start the work at the earliest.

“We have decided to take the help of DMRC for the proposed Metro route, which will connect old Gurgaon with new Gurgaon,” he said.

“On the basis of the feasibility report, we will take a call on the extension of the Metro network to the old city. We will also decided whether to engage some other agency for execution of the proposal or continue with DMRC, after getting the report,” he added.

Earlier the state government had invited quotations for conducting a feasibility study, following which three companies – DIMTS, UMTC and RITES – had come forward. DMRC had not submitted any quotation on the ground that they do not want to compete with other consultancy organisation for taking up the work.

According to a response to an RTI query, filed by activist Aseem Takyar, DMRC has expressed its desire to work only on mutually agreed terms and condition.
