Patna Metro | revised detailed project report stated, will run 20m beneath Bailey Road

Patna: The Patna Metro, says its revised detailed project report, will run 20m beneath Bailey Road on the west-east corridor. The cabinet on Tuesday approved the revised document submitted by the urban and housing development department. It will now be sent to the Centre.Sharing details, a senior department official closely associated with the Metro project said: “The design of the project has been prepared in such a manner that it would not affect the existing structures and take care to cause minimum disturbance to commuters during its execution.”The detailed project report was revised because, in the earlier one, the west-east corridor was supposed to run along the centre of Bailey Road but due to the execution of Lohia Path Chakra project, some portion of the Metro would have hindered its route.“Roughly speaking, the stretch between Mahavir temple on Bailey Road and Niyojan Bhavan will now run north of the Bailey road median and hence, the Metro alignment would not come in the way of the Lohia Path Chakra,” said the official. He said after the approval of the state cabinet, the document will now be sent to the Centre for final approval.“Once the document is submitted to the Centre, we would pursue it so that the detailed project report could be approved at the earliest, as the goal is to lay the foundation stone of this ambitious project this year itself,” added the official.Conceived in 2011, the Metro project entails laying of around 331km of tracks and developing two corridors — east-west and north-south — for providing seamless connectivity for commuters. The revised detailed project report says that the project will have an estimated cost component of about Rs 17,800 crore.

While the west-east corridor will run between Danapur area and Patna Junction via Dakbungalow Square, the south-north corridor will run between the inter-state bus terminal and from there to Rajendra Nagar and then to Ashok Rajpath and finally, to the railway station via Gandhi Maidan. The urban and housing development department official said work on both the corridors could start simultaneously but these things will be decided only after the Centre approves the detailed project report.

Exclusive Interview of IAS Pankaj Kumar Bansal, MD, Chennai Metro Rail Ltd.

Recently, Metro Rail News has conducted an interview with IAS Pankaj Kumar Bansal, Managing Director of Chennai Metro Rail Limited. In 2013,  Mr. Pankaj Kumar Bansal took over the charge of Chennai Metro as Managing Director, he wondered why platforms of 240 meters needed to be constructed when the train required only 140 to 145 meters to park at the station. He is the 1997 batch IAS officer, ensured that in two years, his team came up with a ‘Yes, We Can’ answer to his 145 meter challenge, arguably “for the first time in the world.” Two key lines were flagged off recently, with passengers now able to travel from Chennai Central to the Airport, with a frequency of a train every 5 minutes, likely to go up to one every two and a half minutes, at just seventy rupees. Here are excerpts from the interview.
  • How long will the project take to complete and what sort of arrangements have been made to ensure commuters do not face any hurdle during the construction work?
It will take minimum 6-8 years to complete the project from the day of the signing of a contract with the multilateral agency. Traffic management plan will be implemented at the workplace to ensure the commuters safety.  The main aim is to relieve, wherever possible, or minimize the (short-term) disruption to normal traffic likely to be caused by the construction of the metro works.
  • Chennai Metro Rail Limited is all set to start work on build the ambitious 107.55 km under phase-2. It has issued a notice to property owners on this stretch. Is the process of acquiring land going on smoothly or facing hiccups akin to that faced by Maha-Metro?
The process of acquiring land going on smoothly. However, in a few cases, petitioners have given objections with regard to alignment, the location of metro stations and compensation.  Our team is in constant touch with them to resolve issues amicably.
  • Talking about sustainability, which is one of the core values of CMRL, are the officials looking to set up e-charging stations like the Hyderabad Metro. Power Gird in partnership with Hyderabad Metro has expressed the desire to set up a similar facility at Chennai Metro stations too. Have talks been initiated between CMRL and Power Grid?
CMRL has already signed an agreement with Power Grid Corporation of India for the provision of e-charging at 4 metro stations.  Further expansion to other stations is also in the anvil.
  • In terms of ensuring passenger safety, what measures has CMRL taken to make sure commuters travel tension-free? Any special provisions made for women commuters?
All metro stations have got 40-60 cameras at various locations in the station for the entire safety of women and other commuters.  These cameras are monitored from each control room around the clock. In addition, each coach in the train has 4 cameras which continuously monitors and the same is recorded.  A rapid action team of state police makes rounds of metro premises for additional safety.

Delhi Metro | CISF commandos train to tackle hostage situation inside Metro tunnel

New Delhi: After recent inputs from Central intelligence agencies over the need for securing metro trains inside underground tunnels, the Central Industrial Security Force (CISF) has started a response training program for its quick reaction teams (QRTs). Senior officers said that the training will equip commandos to handle the situation in case a metro coach is highjacked, rescue passengers and neutralize terrorists inside the tunnel. An officer associated with the program said the training which started recently will be completed within three months. The drill is conducted between midnight and 4 am when metro operations for the public are closed, he said.Officials said the paramilitary force is conducting the training at different stations every day so that commandos become familiar with most of the existing tunnels.“There is no cause for alarm for the public. It was during our meetings that we learned that the metro trains inside tunnels are vulnerable to terror attacks. There are chances that passengers could be held hostage inside trains. In such a scenario, our approach to the affected train or coach becomes difficult. Keeping in mind the challenges, a programme was designed so that our commandos can be equipped and trained to intervene in such a situation,” said an officer, not authorized to speak to the media. The officer said in such a situation, commandos will approach the train from both ends. “Our role is to control the situation until the National Security Guards arrive. However, since the CISF is the first responder to any such situation in Delhi Metro, we need to be prepared and trained to handle such a crisis,” the officer said.Recalling challenges faced by commandos during the training, he said the tunnels remain dark and are relatively low on oxygen. “A medical team accompanies the commandos as they move into the tunnel. The tunnel has lights but they are very dim. In any such situation, the entire operation will have to be completed in the dark. Our men are already trained in handling weapons blindfolded,” the officer said. The CISF men are also being taught how to access a locked metro train from outside. “They will carry specially designed tools which will help them get inside a train,” the officer added.

Enroute, it will cross the Yamuna and Hindon rivers, railway tracks and also the Eastern Peripheral Expressway. Passing through industrialised areas of Haryana and Rajasthan, this smart line will benefit the entire region between Gurgaon to Alwar, while increasing the productivity of a large number of commuters traveling from Delhi and Gurgaon to regions in Manesar and Neemrana. The DPR of this corridor is in advance stages of finalisation. This line will also connect Munirka, Aerocity and move via Gurgaon, Sotanala, and Rewari to reach Alwar in Rajasthan. This corridor will be constructed in three phases The first phase will be from Sarai Kale Khan to SNB (Shahjahan –  Neemrana – Behror), which will be a 126 km long stretch. Out of which, 81.86 km area falls under Haryana and the estimated cost for this phase is likely to be around 25,000 crores.

Maha-metro | MMRC plans alternate route that will hike total project cost

Mumbai: After the National Monuments Authority (NMA) rejected its proposal to build a Metro rail route within the ‘prohibitory area’ of the Aga Khan Palace, a heritage structure, the Maharashtra Metro Rail Corporation Ltd (MMRC) or Maha-Metro has proposed certain changes in the route alignment that will lead to an increase of Rs 185 crore in the project cost.In a communication to the Pune Municipal Corporation (PMC), the Maha-Metro suggested three options but recommended the second option, which proposes an alternate route. It involves diverting the route from Gunjan Chowk and increasing the length of the viaduct to an additional 0.92 km.As per the first option, the Metro route would be diverted from Kalyaninagar Metro station and it would entail a slight increase of .06 km in the length of the viaduct. However, this option would involve relocating several local residents as the area is densely populated and has large housing societies and buildings. It will also involve the acquisition of defence land, which could be a time-consuming process, while the cost of the project would increase by Rs 135 crore. The third option involved diverting the route from the Bund Garden Metro station and along the south bank of Mutha river, increasing the viaduct by about 0.563 km and shifting the location of two stations, leading to an increase of Rs 155 crore in the project cost. But this plan would have hit the ridership from the north side of Kalyani Nagar junction, and also raised environmental issues, as the revised route would pass along the riverfront. “The second option seems to be the most feasible one. The Maha-Metro would like to inform the PMC about the need for a proposed change in alignment, necessitated due to the rejection of the application by NMA,” it said.On September 10, the NMA had rejected the Maha-Metro’s proposal to start work on a Metro route along Nagar Road, as it fell within the regulated area of the Aga Khan Palace. As per the Ancient Monuments and Archaeological Sites and Remains Act of 1958, which was amended in 2010, no construction of any kind is allowed in a prohibited area within 100 metres of a nationally protected monument. The Aga Khan Palace was declared a nationally protected monument in 2003 and the proposed Metro route was within the regulated area.“Since the proposed site of construction is in the prohibited area of the centrally protected monument, no construction is permitted under Section 20 A(4) of AMASR Act, 1958,” the NMA stated.Maha-Metro is implementing the Pune Metro project on two proposed routes which are divided into four parts. The route from Civil Court to Ramwadi is proposed to run on the median of the Pune-Ahmednagar Road, which passes through the vicinity of the Aga Khan Palace. The metro route was at a distance of 118.5 meters from the monument, which is within the regulated area, so the permission of NMA was sought.

Cabinet approves Metro projects in Bhopal and Indore

New Delhi: Ahead of crucial state assembly elections in Madhya Pradesh, Cabinet on Wednesday approved Metro Rail projects in both cities.Union Minister Ravi Shankar Prasad made the announcement after the Cabinet meeting and said that the project in Bhopal would be a 50-50 arrangement between the central and the state governments and the line would run for 27.87 kilometers. The total expenditure of the project is estimated at Ras 6,941.40 crore and would be completed in four years.Prasad further said that the project in Indore would be longer – at 31.55 kilometers and would cover most of the city. The total cost of the expenditure is estimated at Rs 7,500.80 crore and would also take four years to complete.A number of cities in India are looking at Metro projects to fulfill their public transportation needs. While the Kolkata Metro was the first in the country to begin operations – back in 1984, Delhi Metro – which began operations in 2002 – is the longest in terms of network and is a modern network which has connected the length and breadth of the city.Bhopal too wants to want to find its name in the metro map. The mass transit system just wants the city wants. Many feel it is the complete package that will make traveling easier and better. The general public feels that if the metro project is launched in the city, it will lead to the creation of jobs directly as well as indirectly. It will also give the much-needed impetus to the real estate market.Residents who live along the proposed metro route are waiting for metro rail to roll in. Currently, people use private means of transport to travel within Bhopal. This leads to traffic congestion and also increases pollution levels. If metro rail comes, residents will have a reliable, economical and comfortable means of public transport. This will automatically reduce reliance on private vehicles, reduce traffic chaos and to some extent bring down pollution levels. There are several developing pockets like Kolar that are not well connected to the main city. With metro coming in, the lot of developing areas will get connected to other parts of the city too.
