A construction worker died at Chennai Metro Rail Project

Chennai: A 22-year-old worker died after he fell off a scaffolding at the Chennai Metro Rail Project construction site in Meenambakkam here on Thursday night.

He has been identified as Ravindran, a native of Bihar, and two other workers were standing on the scaffolding and working when a truck carrying cars from Ford’s plant at Maraimalai Nagar hit it.

Ravindran lost control and fell on to the top of the truck from a height of about 50 feet.

He died on the spot.

Police rushed to the spot and moved the dead body to the Government General Hospital for postmortem.

Maharashtra CM wants to know financial model for underground Metro Project in Pune

Pune: The Maharashtra Government wants supporters of underground metro in the city to come out with a viable financial model for the project ahead of the chief minister’s meeting with stakeholders in Pune.

Chief Minister Shri Devendra Fadnavis, who was in Pune on Tuesday, made it clear that the state government would not undertake an underground metro project owing to the massive investment required. However, he added that the state government would still like to listen to the project’s supporters.

Advocates of underground metro, led by city MP Anil Shirole, have been insisting that the state government should scrap the Delhi Metro Rail Corporation’s report proposing an elevated metro. Underground metro is a more sustainable form of transport than the elevated metro, Shirole has repeatedly said. City NGOs have also come out in support of underground metro.

According to government sources, the state urban development department wants supporters of underground metro to present a plan to raise funds for such a project to the chief minister during the proposed meeting. The state is worried that the project cost is skyrocketing because of the delay and that in the current circumstances it is difficult to raise funds even for the elevated metro.

In October 2013, the state government decided to go ahead with the metro rail in Pune. The cabinet revised the completion deadline of the first phase from 2014 to 2021.

The Pune Metro project will now cost Rs 11, 802 crore, up from Rs 10,183 crore in 2013. The delay in the execution of the project has resulted in an upward revision of over Rs 1,700 crore in the draft budget for 2015-16 presented by municipal commissioner Kunal Kumar.

The assurance came on Wednesday at a coordination meeting ordered by Calcutta High Court to end the status quo that has delayed the project by more than two years.

The government also announced that the Kolkata Metro Rail Corporation (KMRC) was free to build a shaft at Laldighi to bring out the boring machine that would be used to drill a tunnel from Howrah Maidan to the central business district through the Hooghly.

The decision on whether to create a shaft at Laldighi or not couldn’t be taken immediately because the railway ministry wasn’t represented at the meeting. “The railway ministry’s representative couldn’t come because of a meeting in Delhi. We will send a mail tomorrow, seeking the ministry’s opinion on the proposal,” an official said.

The railways holds a 74 per cent stake in the East-West Metro and the Union urban development ministry owns the remaining 26 per cent.

The official said that once the stakeholders formally agreed to the proposed change in alignment, the state government would start shifting utilities from Laldighi. The Calcutta Municipal Corporation, BSNL, CESC and other agencies said they were ready to shift their underground utilities to make way for the proposed Mahakaran station.

Mahakaran station had originally been planned on Brabourne Road but the state government opposed the proposal on grounds of traffic disruptions and displacement of people.

At the last meeting, the KMRC had agreed in principle to alter the alignment of the project, as proposed by the state government to avoid reclaiming land and shifting utilities from the central business district.

Japan International Cooperation Agency, which is providing Rs 2,253 crore out of the budgeted Rs 4,875 crore for the project, had been initially opposed to any change in the scope of work because that would raise the project expenditure. The Japanese funding agency has since been forced to ease its stand to save the project.

Construction company Afcons has been asked to start creating the proposed tunnel under the Hooghly and build a shaft at Laldighi to bring out the boring machine on the Calcutta side.

The shaft will require 440sq m of land, for which a tram track and a few utilities need to be shifted. The Mahakaran station would require 5,500sq m of land, for which the tram depot would need to be relocated along with several underground utilities.

Another challenge is getting the Archaeological Survey of India’s permission to build the shaft at a site close to the Currency Building, which is a heritage structure.

A joint team of the KMRC, police and other departments of the state government did a survey of the proposed alignment on Wednesday morning.

According to the report, Rani Rashmoni Road would need to be closed to build the proposed Esplanade station. “This will inconvenience a lot of people. We have asked consulting agency Rites to find out whether a diversion is possible to avoid completely blocking this busy road,” transport secretary Alapan Bandyopadhyay said.

The survey covered Raj Bhavan and Esplanade too.

DPR for Patna Metro Rail project ready

Patna: Detailed Project Report (DPR) of Rs 12,000-crore has been prepared for the Patna Metro Rail which will help ease traffic congestion in the state capital having a population of about 22 lakh. This was stated by chief minister Jitan Ram Manjhi on Wednesday. He was inaugurating a global investors’ meet for the Metro project. At least 40 national and international investors took part in the deliberations with Manjhi pledging to fulfil the dream of predecessor Nitish Kumar.

“Metro Rail in Patna was Nitish ji’s dream. Its work began in 2013 and I will do everything needed to complete it,” the CM said, assuring the investors that stumbling blocks won’t be allowed to come in the way of the project’s execution.

The DPR has been prepared by RITES and the work of the first phase is proposed to commence in 2016. The expected time for completion of the project is five years. The 27.88km Metro Rail project from Danapur to Mithapur (east-west corridor) and Patna Junction to ISBT (north-south corridor) will have an underground stretch of over 15km and elevated stretch of over 12km. The DPR proposes three-coach Metro run from 5am to midnight with the fare being anything between Rs 12 and Rs 28 in the initial years.

The east-west corridor will have 13 stations, including Saguna Mor, Raja Bazar, J D Women’s College, Raj Bhawan, High Court and Income Tax Roundabout, while north-south corridor will have 12 stations, including Patna Junction, Dak Bungalow, Gandhi Maidan, PMCH, Patna University, Premchand Rangshala, Rajendra Nagar, NMCH and Mahatma Gandhi Setu.

Mass Transit System – Impacts, Advantages & Disadvantages

Mass transit system refers to public shared transportation, such as trains, buses, ferries etc that can commute a larger number of passengers from origin to destination on a no-reserved basis and in lesser time. It can also be termed as Public Transport.

Rapid transit is an important form of mass transit such as subways and surface light rail systems, designed for commuting inter-city or intra-city. Mass transit may be based on fixed route system such as subway trains, metros or non-fixed route system such as buses. It is potentially more economical, eco-friendly and less time consuming. In addition it is the most competent way of reducing the ever growing traffic congestion of the developing city. Mass transit has the advantage of smaller rights of way and developing lesser amount of infrastructure required for highways and roads.

The drawback of the system is the necessity to travel on a fixed rather than an individually selected schedule and to enter and disembark from the system only at certain designated locations.

Mass transit can be of two types: heavy rail or light rail. Heavy rails are one of the better forms of mass transit as:

  • They are fast
  • They will not interfere with the other traffic as they require separate underground infrastructure

But the initial cost of heavy rail is very high. It works best at places where a larger number of people will ride them such as in the center of big and densely populated cities.

Alstom’s Delhi Metro corruption trial to start in May 2016

The trial of a division of French engineering firm Alstom, accused by Britain’s Serious Fraud Office of making corrupt payments in a contract for the Delhi Metro, is set to begin in May next year, following proceedings held in London on Tuesday.

At a crowded plea hearing at Southwark Crown Court in London, both sides agreed to a trial date of May 23 2016, for Phase 1 of what is likely to be a three-phase trial. Alstom Network U.K. is alleged to have paid €3.3 million in bribes disguised as payments for “consultancy agreements” to obtain infrastructure contracts relating to the Delhi Metro Rail Corporation, as well as contracts for infrastructure projects in Poland and Tunisia.

The prosecution said that it awaited testimony from individuals in India, which it expects to receive by July 31.

IIT-Roorkee to assist in development of Metro Rail in four cities of Uttarakhand

Dehradun: Metro trains would run in the four cities of the state of Uttarakhand, covering the entire Kumbh area. The state government has started sincere efforts to make a concrete plan to introduce the Metro Train network as well as the smart city plan in the state seeking assistance from the IIT-Roorkee.

Uttarakhand Chief Secretary, N.Ravishanker had a discussion with the director of the IIT Rookree Prof. Pradept Banerjee and other scientists of the institute to evolve a plan in this regard. During his visit to the Indian Institute of Technology campus in Rookree, the CS highlighted the need of the institute in the development of the state.

He also said that in view of the Haridwar Kumbh, four cities have been identified which are to be linked with the Metro Train network in Rookree, Haridwar, Rishikesh and Dehradun. This would be done in consultation and help with IIT Rookree.

The IIT Rookree is working as Center for Urban Design and Development for state government.

Besides developing the Metro train network, said the Chief Secretary, smart cities would also be developed across the state. “Focus would be on such a technique which would be completely human free and cheap,” said Ravishanker, adding that emphasis would also be laid on making a plan which would ensure conservation of environment, of the Himalayan region, in the state.

A plan would also be made to develop and conserve the historical places with the help of the scientists of IIT Roorkee.

Technical help and assistance would be taken from the scientists of Civil, Architecture, Computer Science and Electronics department.

Chief Secy conducted Special Task Force Meeting on Hyderabad Metro Rail Project

Hyderabad: Chief Secretary Dr. Rajiv Sharma conducted Special Task Force Meeting (STF) meeting on Tuesday and reviewed the progress of Hyderabad Metro Rail project.

Hyderabad Metro Rail MD NVS Reddy made a detailed presentation on the Action Taken Report (ATR) on the decisions of Chief Secretary of STF meeting held on January 20. He informed that so far 1730 foundations (45 km), 1640 pillars (43 km) and 34 km of viaduct have been completed.

The Chief Secretary reviewed the status of 219 private properties and 85 Government vested Municipal (GVM) properties in the three Metro corridors. He fixed targets for each property and instructed Commissioner GHMC, Collectors of Hyderabad and RR districts to complete acquisition and take possession of all the above properties by mid March 2015.

Dr Rajiv Sharma desired that since Traffic Block Charges for construction of Rail Over Bridges (ROBs) are now waived by Ministry of Railways with the intervention of the Chief Minister, the remaining issue of handing over of affected railway properties is to be taken up by MD, HMR with General Manager, S.C. Railway.

The Chief Secretary desired that in Nagole-Mettuguda stretch which is getting completed, all the ground level works such as improving the carriage way, sidewalks and junctions in this stretch are to be taken up on priority by GMHC and HMR. Within the Metro station area roads, HMR will carry out the works and beyond the station area, GHMC will improve the roads.

While reviewing the security plan for Metro Rail depots and stations, the Chief Secretary instructed to explore the feasibility of entrusting the State Government portion of the security responsibility to the State Special Protection Force (SPF) of Telangana. He also advised Home Secretary to convene a meeting with all the stake holders and come up with a detailed proposal by next STF.
