We looked at a high speed rail link to the airport from MG Road through Cubbon Road, Raj Bhavan, Ballari Road was most feasible and the train can go up to a speed of 160kmph.

It would have taken less than half an hour to reach the airport and people from all areas can access MG road easily . We also created a model wherein private infrastructure companies would be partners of the project. This means they will invest build maintain for a contractual period. That way, work would have got done faster. We also picked technical experts who could monitor the work.

The facilities to check-in baggage at MG Road Metro station and check-out with baggage in other cities was also part of the de s i g n . We also got permission to go under the Indian Air Force base in Yelahanka. But just as we were ready to get final clearance for the project and call tenders during 2011, a few politicians and former BMRC chief N Sivasailam dumped it completely .

Despite the snobbish behaviour of the government, we went ahead and prepared a detailed project report on a high-speed rail link between Chennai and Mysuru via Bengaluru that would cost much less than what government estimated, around Rs12,000 crore.
The government thinks we have vested interests. It simply disregards technocrats.It’s always an ego war between technocrats and bureaucrats and bureaucrats won here.Going by BMRC’s performance so far, as a project company, what else do you expect? Do you think it will gear up for this project?

Metro Projects India | SC stays NGT order on green nod mandatory for Metro projects

NEW DELHI: The Supreme Court today stayed the operation of a National Green Tribunal (NGT) order asking Indian Railways and Delhi Metro Rail Corporation (DMRC) to seek environmental clearances for their projects.

A bench comprising Justices T S Thakur and A M Khanwilkar prima facie agreed to the submission of Delhi Metro and Dedicated Freight Corridor Corporation of India (DFCCIL) that the order of the Tribunal was erroneous and if they were forced to seek clearances from the Ministry of Environment and Forest, their projects will get delayed.

Attorney General Mukul Rohatgi, appearing for the government firms, said there was a notification to this effect and Railways and DMRC are not required to seek environmental clearances for their projects like dedicated freight corridors.

On April 28, this year, MoEF and DMRC had informed the NGT that Metro Rail projects are not required to seek environmental clearance (EC).

The Environment Ministry had told NGT that railway and Metro Rail projects were not within the purview of the 2006 Environmental Impact Assessment Notification and therefore prior EC was not required. Earlier, the National Green Tribunal had held that the Indian Railways and the DMRC would have to secure environmental clearance from MoEF for their projects.

Nagpur Metro | Visvesvaraya NIT now Metro Rail consultant for its project

Nagpur: Visvesvaraya National Institute of Technology (VNIT) has been appointed as structural consultant for the Nagpur Metro Rail Project. Though the work, at present, is confined to the 5-km at-grade patch between the airport and MIHAN, Nagpur Metro Rail Corporation ltd (NMRCL) has plans to broaden VNIT’s role for the entire project.

“Earlier, the NMRCL had planned to approach IITs at Mumbai and Delhi for the task. We invited NMRCL officials and convinced them about the institute’s capability to do the task as we have same infrastructure and facilities here itself. They agreed and appointed VNIT as structural consultant,” said Vikram Jamdar, chairman, board of governors, VNIT. The institute as a consultancy has already started verifying the structural designs.

In another development, 20 students from VNIT have joined the NMRCL. NMRCL managing director Brajesh Dixit, said, “The engineers recruited from VNIT are doing great work. “The students have been appointed as trainee engineers. In 2 years, they will be absorbed as permanent staffers,” he said.

Dixit also informed that after the last academic session, 10 students were recruited and this year another 10 have joined. “Next year, we plan to absorb more talent from the institute,” he said.

At present, all departments of the VNIT are spread over the campus area. “VNIT is constructing a G+6 building which will act as a common block for all the departments,” Jamdar said, adding construction has already started. He said, “From the next academic session, the whole block will become operational.”

Jamdar also informed that the institute is setting up a sewage treatment plant (STP) on the campus itself. Some of the treated water will be used on the premises for gardening purpose while remaining will be discharged into Nag river,” he said.

Institute’s academic dean Dr VK Deshpande, institute director Dr Narendra Deshpande and registrar Dr SR Sathe were also present at the press briefing 14th convocation on Sept 15

VNIT will be holding its 14th convocation on September 15. Chief guest will be college alumni MS Unnikrishnan, managing director and CEP of Thermax Limited, Pune. Sheikh Mohammed Danish, a student of computer science with the highest CGPA score of 9.88 will receive Sir Visvesvaraya gold medal. Idris Mestafa Manaqibwala from civil department will receive the highest number of awards. Gaurav Hirani is the receiver of Hemant Karkare award.

Bangalore Metro | BMRC to fetch good money by short-term naming of Metro stations

Bengaluru: With the State government recently giving in-principle approval to innovative financing measures to fund future Metro projects, attractive revenue streams have now opened up for Bangalore Metro Rail Corporation Ltd. (BMRCL).

The proposed Outer Ring Road link between K R Puram and Silk Board is set to be entirely financed through these measures. Phase-III of Namma Metro, for which the final alignment is still being finalised, is also looking at gaining a substantial part of its funding through innovative financing.

Speaking to Media, BMRCL Managing Director Pradeep Singh Kharola said, “This financing proposes suffixing a second name to the name of upcoming Metro stations for a short-term period, like say for a year. This is expected to fetch good money to fund our future projects.”

The finer details are being worked out. “We are looking at offering the naming rights to established institutions or distinguished local personalities,” he said.

The name change will be okayed wherever it is feasible and provided there are no objections to it, Kharola stressed.

Another big commercial move to be implemented is that of permitting big concerns to construct aerial walkways from their office premises to Metro stations. “We are looking at something on the lines of what has been done at Mantri Mall Sampige Road where the station provides direct connectivity to the Mall,” Kharola said.

FAR enhancement up to 1 km

The green signal for premium FAR (Floor Area Ratio) on both sides of all Metro tracks up to 1 km is also expected to boost Metro revenue significantly, Kharola said.

FAR refers to the ratio between the built-up area in a building in relation with the actual space available. The increased footfalls and development in an area where Metro has its presence is bound to increase the value of the property, said an official from the Confederation of Real Estate Developers Association of India.

“This move gives builders a chance to develop their property vertically by paying an additional sum to Metro for the floor area on which it extends its building,” he said.

Nagpur Metro | Supreme Courts clears way for Nagpur metro E-W corridor

Nagpur: Supreme Court on Thursday cleared the way for work to begin on the Metro rail stretch from Hingna Road depot to Sitabuldi. It set aside the order issued by Nagpur bench of Bombay High Court in favour of joint venture (JV) between Tata Projects Limited (TPL) and Guangdong Yuantian Engineering Company (GYT). The SC decided on the case within one month preventing further delay in the project.

The work on Sitabuldi-Hingna depot section of Metro rail was slated to begin in April but got stuck due to litigation between Nagpur Metro Rail Corporation Limited (NMRCL) and the JV. The litigation started when NMRCL rejected the technical bid of JV. According to NMRCL, the Tata-led JV had experience in construction of high speed rail but not Metro rail.

The JV challenged the decision in Nagpur bench of Bombay High Court, which directed the NMRCL to open its financial bid too. One of the bidders, Afcons, then challenged this order in Supreme Court in the role of an intervener. The SC first granted a status quo on August 22 but decided in favour of NMRCL and Afcons on Thursday.

A NMRCL official said that five companies had bid for the work — Larsen & Toubro, Nagarjuna Construction Company (NCC), Afcons, ITD and the Tata-led JV. “Now we will evaluate the bids of the first four companies. This process will be completed as early as possible and work order will be issued,” he added.
The length of the Sitabuldi-Hingna section is about 9 km. The estimated cost of the construction is about 440 crore. The geotechnical survey of this section had been done months ago.
Meanwhile, the work on Mihan-Sitabuldi stretch of the Metro is going on at a fast pace. NMRCL has so far erected 12 pillars and is in the process of erecting another 35. NMRCL has also launched two horizontal spans. Construction of two stations on this stretch has also started. Work has also started on construction of eight pillars near the main railway station.
The agency has also sent tender for Sitabuldi-Wardhaman Nagar stretch to its prime lender KfW, a German financial institution, for vetting. Once it is cleared, the tender will be floated.

The Edappally flyover is expected to halve traffic congestion at one of the busiest junctions in the State. The National Highway 47, NH 47 Bypass and NH 17 meet at the junction where traffic snarls were the norm.

The DMRC’s Pricipal Advisor E. Sreedharan has suggested the setting up of an underpass linking NH 47 Bypass and NH 17, to further reduce snarls at the junction where one of the biggest shopping malls in India was opened three years ago.

The DMRC took up with the State government the need for a flyover here when Kochi metro rail works were sanctioned. A decision was thus taken to construct the metro viaduct over the flyover, since a flyover could not be built as a separate project.

The proposal was submitted to the Government of Kerala in March 2013 and the government sanctioned the work within two months. The land acquisition cost came to Rs.54.54 crore.

The project consists of a pair of two-lane flyovers on either side of metro piers, flanked by two-lane roads. Two new bridges too were built prior to the start of flyover works.

The total length of the flyover is 433 metres out of which the bridge structure makes up 283 metres. It has a central span of 35 metres with a vertical clearance of 5.5 metres.

The width will make it possible to construct an underpass in the future. Twenty-four piers with 90 piles support the flyover.

The foundation work for the flyover began in January 2015. The work was completed in August this year.

Delhi Metro | Passengers forgot 43 lakh cash & 283 mobiles during travelling

New Delhi:  A whopping Rs 43 lakh in cash, 283 mobile phones and 79 laptops were among the belongings left behind by commuters while travelling in the Delhi Metro till August this year, according to the rail network’s ‘lost and found’ data. The recovery of cash forgotten and later restored to the traveller, as per data accessed by Media, is one of the largest in the last few years. For the entirety of last year, the corresponding figure was only over Rs 18.80 lakh.

As per data prepared by CISF, the security force tasked to secure the Metro network, a total of Rs 43,18,155 in forgotten cash was recovered by its personnel apart from foreign currency worth over Rs 26,000 and bank cheques/drafts worth over Rs 40.85 lakh. Besides that, 79 laptops, 23 pieces of gold ornaments, 283 laptops, 63 watches, nine cameras and as many tablet phones were recovered from the Delhi Metro from January to August this year.

“These are cases of lost and and found in the Delhi Metro. Such cases occur at some station or the other almost every day. The Central Industrial Security Force is tasked with the security duties in the Delhi Metro Rail Corporation and after recovering these items and scanning them from the point of view threats, the force hands them over to the station controller.

“In most cases, the person who forgets his belonging comes back and the cash and other stuff is handed back to the bonafide owner after due verification,” a senior official said. The comparative figures for last year’s recoveries of foreign currency and bank instruments stood at Rs 16,000 and Rs 1.93 lakh respectively.

During the 12-month period, 108 laptops, 26 pieces of ornaments, 37 cameras, 60 watches, 313 mobile phones, 14 tablet phones and half-a-dozen I-Pods were left and found at various Metro stations. The Delhi Metro network has over 150 operational stations running across Delhi, Ghaziabad, Gurgaon and Faridabad. An estimated 26 lakh people use it to travel to their destination every day.

Delhi Metrino Project | Levitating driverless pods to connect Delhi, Manesar

New Delhi: After the Metro, the national Capital of Delhi may get the Metrino: Driverless pods suspended midair from wire on a 70 km stretch between Delhi’s Dhaula Kuan and Manesar (Haryana). The plan is to develop this system in the next two-three years.

According to sources, the Union Minister of Road, Transport and Highways Nitin Gadkari made a presentation to the Union Cabinet about this new mode of transport on Wednesday evening. The Cabinet members lauded the project, which is likely to decongest traffic on National Highway-8 (NH-8) that currently has the Delhi-Gurgaon Expressway.

“The project will be executed and operated by a private player without any investment from the Union government. The minister, in his presentation, said a consultant would be entrusted with the job of preparing a detailed project report (DPR) within six months. The project cost is estimated to be around Rs 4,000 crore and is likely to be completed in two years from the date of award of contract,” said a government official.

Gadkari had earlier indicated that the capital cost of the Metrino was Rs 50 crore for a kilometre in contrast to the Metro, which is Rs 350 crore. Besides, the project does not require land. The government plans to provide the central verge to build the pillars.

The Metrino system would run on the pattern of a ropeway. It would come down at the station and would be powered on electricity. Each pod will accommodate up to five people. The pods are suspended from an overhead network that is around 5-10 m above ground. Each pod is capable of speeds up to 50 kmph.

Under the project, fully automated and driverless pods will travel suspended under an overhead network. Sources added that once a passenger gets into the pod, he/she can select the destination using either a touch panel or voice commands. Rides can take place from any stop directly to the destination selected without a break in journey. Stops are offline like petrol stations along motorways, and hence, don’t obstruct the flow of traffic on guideways.

The Metrino system has been tried out in countries like Poland.

Jaipur Metro | Metro clears final hurdle, second tunnel crosses the state monument

Jaipur: The Jaipur Metro Rail Corporation (JMRC) has cleared the final hurdle as its second tunnel has also crossed the state monument Isar Lat in the Walled City without causing any damage.

The entire operation of constructing two underground tunnels between Chandpole to Badi Chaupar (2.789 km), underJaipur Metro rail (phase-1 B) project, was meticulously monitored online simultaneously by the technicians in Jaipur, Delhi and experts at Athens, Greece.
 
During the digging, JMRC meticulously monitored the fragile state monument Isar Lat as well as the surroundings. For this, prisms were installed on the monument to keep a check on the settlement, with experts monitoring the reading after every half an hour. Other than this, crack meters and vibration meters were also fixed on the meter.

“It was a big challenge for our team as digging was done approximately 60 metres away from the state monument Isar Lat. However, we had experience of working in similar conditions as the first tunnel was dug. Also, this time the vibrations were far less than the permissible limit,” a senior JMRC official said.

He added that before the digging started, the Ombicron Greece developed a three-dimensional (3D) model of the monument. Through software they tried to simulate the situation and studied what would be the effect on the monument during excavation by a tunnel boring machine (TBM). The 3D model helped JMRC to avoid damage and settlement to a state monument.

After the design was prepared by the experts from Greece, it was proof checked by the geo consultant in Paris and finally by the IIT, Delhi. At the time TBM was physically operational near the monument, the design pressure, rotation speed, thrust of the jack, grouting pressure were closely monitored online in Greece, Athens, Paris, Delhi and Jaipur. In the Walled City area, the tunnel is constructed near four archaeological monuments- Chandpole Gate, Isar Lat, Jantar Mantar and Hawa Mahal. As the second tunnel has crossed Isar Lat, JMRC officials can heave a sigh of relief as there are no major hurdles ahead.
