Noida Metro|YEIDA signed MoU with DMRC to begin technical feasibility study
Noida: The Yamuna Expressway Industrial Development Authority (YEIDA) on Monday signed a Memorandum of Understanding (MoU) with Delhi Metro Rail Corporation (DMRC) to begin the technical feasibility study on the 38-km long proposed route between Greater Noida and Jewar.
“Once the feasibility report of this project is submitted, work on the detailed project report (DPR) will be started. It will take about two months,” said GP Singh, finance controller of YEIDA. The report will include details of the alignment of the metro route, number of stations required, and the estimated cost.
The project, which is estimated to be around 200 crores, will be aligned at road level along the Yamuna Expressway. By aligning the metro track at road level the construction cost will come down.
Chandigarh Metro|Ministry of Urban Development sent redrafted MoU
New Delhi: The Centre has once again sent a redrafted memorandum of understanding (MoU) to the UT administration to be signed by the three stakeholders — Chandigarh, Punjab and Haryana — for finalising the metro rail project in the city.
This is the second time the union ministry of urban development has sent a revised MoU for the ambitious project.
To set the project rolling, the ministry has directed the stakeholders to sign the document and send it back at the earliest.
Confirming the development, UT finance secretary Sarvjit Singh said: “We have received the MoU and will be forwarding it to all stakeholders.”
A senior official in the administration said that the UT administrator, Kaptan Singh Solanki, will take the final call on the issue.
The MoU sent to the UT has still kept the option of publicprivate partnership (PPP) open. It mentions that all stakeholders should consider different modes, including PPP.
Former UT Administrator Shivraj Patil was not in the favour of PPP for the project, citing delays in all major projects being carried out in the country under this mode.
The metro rail project is proposed in Chandigarh, Panchkula and SAS Nagar, with the cost to be shared by the Centre, UT administration, Punjab and Haryana equally. Sources in the administration said generally the Centre contributes 50% of the funds in metro rail projects.
The project is running behind schedule by more than two years. The work on the first corridor covering a distance of 12.49 kilometre was expected to begin in April 2013 and get operational by 2018. The corridor-1 stretches from the Capitol Complex, Sector 1, in Chandigarh to Gurdwara Singh Shaheedan in SAS Nagar.
The delay in execution of the project will result in cost escalation.
According to the detailed project report (DPR), total estimated cost of the first corridor, as on January 2012, was worked out to be Rs 3,832 crore. According to sources, the cost of project will escalate manifold as a considerable chunk of the route in Chandigarh will be underground.
The total length of metro project covering Chandigarh, Panchkula and SAS Nagar is 37.57 km with estimated cost of Rs 10,900 crore, to be shared by the Centre, UT, Punjab and Haryana equally. Local MP Kirron Kher has been terming the project “commercially unviable”.

Delhi Metro|Metro trains will run completely on solar power soon
New Delhi: The Delhi metro could soon go fully solar. The Delhi metro rail corporation (DMRC) is looking at the possibility of buying electricity from a 500MW solar facility in Rajasthan, a senior central government official said.
A senior DMRC official confirmed that the proposal might involve the DMRC signing a power purchase agreement with a third-party developer in Rajasthan. “We do not plan to spend any money of our own. We could bid out the contract via an open and transparent process,” the official said, adding that the DMRC is looking at buying solar power at a tariff lower than `6.94 per Kilo Watt per Hour, the rate at which it currently buys thermal power. The official added that an initial proposal is likely to be moved within a week.
“In order to be carbon neutral and insulate itself from electricity price increase which has been about 20% per annum in last five years, DMRC is planning to explore the possibility of purchasing power to meet its entire requirement from a solar developer who will be selected through transparent bidding process,” a DMRC spokesperson said.
At present, the Delhi metro has a peak power requirement of 150MW, which is likely to go up to 250MW by the time the third phase of its construction is completed. “Out of this, 50MW can potentially be met through solar rooftop power,” the official said. Since the average plant load factor for solar power is in the range of 20%, it would require an installed capacity of 500MW, the official said.
The Delhi metro has about 1.2MW of installed solar rooftop capacity. A 500MW solar facility could involve an investment to the tune of Rs.3,000 crore, which a developer would have to take.
A major stumbling block, however, according to the two officials, is that unlike Delhi, Rajasthan does not allow banking of solar power. The centre could take the lead in sorting out this issue between the two governments.
Further, the electricity act, which could be amended in the next session of parliament, may also require some tweaking for such a proposal to become viable.
Chennai Metro|Tamilnadu CM to Inaugurate Chennai Metro Rail phase-1 today
Chennai: The first phase of the much-awaited Chennai Rail Metro is all set to be launched today. Tamil Nadu Chief Minister J Jayalalithaa is likely to flag off the project via videoconferencing, sources said.
As part of the first phase, the overhead stretch will connect Alandur in south Chennai to Koyabedu in the north. The 10-km stretch will be covered in 18 minutes. The metro will bear four coaches with a capacity of 1276 passengers and will cover seven stations in the stretch.
The Phase-1 of the Chennai Metro Rail that will cost the state more than Rs. 16,500 crore would cover a 45-km stretch in the city.
Designed as half underground and the rest elevated, one corridor is between Washermanpet and Airport and the other, from Chennai Central to St. Thomas Mount.
The portions from Washermanpet to Saidapet on Anna Salai in corridor I and the portions from Chennai central to Thirumangalam in corridor II will be underground and the remaining portions will be elevated.
Last year, Urban Development Minister Venkaiah Naidu had said the Centre had approved an extension of a nine-km stretch up to Thiruvottiyur from Washermenpet under phase-I of the project in North Chennai. However, it was not included.
Delhi Metro|Land acquisition for the Metro Rail extension project up to Ghaziabad has been completed
Ghaziabad: The Ghaziabad Development Authority (GDA) has said most of the land acquisition for the Metro Rail extension project from Dilshad Garden to New Bus Stand has been completed.
The GDA said the project does not face any roadblocks and a hiccup over the handover of a 3.5-km stretch by the National Highways Authority of India (NHAI) had been sorted out.
Vijay Yadav, vice-chairman of GDA, said, “The work on making land available to the DMRC is under way and as of now we have acquired 18,563.96 square metres of land against 22,779.
81 square metres required,” said Vijay Yadav, vice-chairman, GDA.
For the purpose of constructing Metro stations at Shahidnagar, Rajbagh, Rajender Nagar, Shyam Park, Mohan Nagar, Arthala and New Bus Stand land has been acquired and the cost incurred was about Rs 45 crore.
“In lieu of land we have paid the parties compensation between Rs 50 and Rs 68 per square metre according to the circle rate,” Yadav said. “We are in talks with Mohan Meakins and Durga Enterprises and other private parties for land and it is final phase and I hope that land acquisition for the Metro project would be completed shortly” Yadav said.
When asked about NHAI, which had refused to part with a 3.5-km stretch of land at the Mohan Nagar-Meerut Road T-point segment, Yadav said, “Talks with the NHAI are under way and the issue will be sorted out with shortly,” Yadav said.
The ownership of the 3.5-km stretch currently lies with the NHAI. But under a swap pact, the NHAI was to hand over to the GDA the Mohan Nagar-Meerut Road T-point segment so that Metro construction work could go on unhindered, and take over from the civic body the 3.6-km-long New Link Road, currently under construction to link NH-24 with NH-58.
