New Delhi: In order to speed up metro projects being executed in the national capital, Delhi government has decided to extend an interest-free loan of Rs 1,546 crore to DMRC, relaxing the existing rules.As per existing norms, Delhi Metro Rail Corporation (DMRC) has to pay VAT on purchase of every item during the ongoing projects to the city government, which later reimburses the amount after verifying all purchases.Delhi Transport Minister Gopal Rai said the government will extend the loan of Rs 1,546 in three installments – Rs 646 crore in 2015-16, Rs 450 crore in 2016-17 and Rs 450 crore in 2017-18- to the DMRC.The decision was taken at a Cabinet meeting chaired by Chief Minister Arvind Kejriwal on Wednesday.“We used to reimburse the VAT amount paid by the DMRC, but the process would consume more time and often cause delay to projects. For instance, the government had reimbursed the VAT amount, which was to be paid in 2010 to Metro, in 2014. As per the new rule, we will extend interest-free loan in advance which the Metro used to give to the government in forms of VAT,” Rai said.A senior official said the DMRC will now have to pay VAT on every purchase to the city government, and in return for this, government will extend a loan to the metro. Recently, the AAP government accorded in-principle approval for construction of Metro Phase-IV.DMRC has set 2021 deadline for the phase-IV expansion, which would add 75 stations to the network. A total of 31.47 kms of new lines would be underground, while 64.39 km would be elevated. Delhi government has written to DMRC, saying it will go for the revenue sharing model adopted in the previous phases.Among the projects chosen under Phase-IV are Rithala Narela (21.73km), Janakpuri West RK Ashram (28.92km), MukundpurMaujpur (12.54km), Inderlok Indraprastha (12.58km), Tughlakabad Aerocity (20.20 km), and Lajpat Nagar Saket G-Block (7.96 km).

Vizag Metro | Japan Bank JICA to fund Vizag Metro Rail Project
Hyderabad: The proposed metro rail project for Vijayawada and Visakhapatnam has moved forward with the central government giving its nod to the AP government to seek international funds to execute the ambitious work. The Japan International Cooperation Agency (JICA) has also agreed in principle to fund the metro rail projects. A JICA team is currently visiting Vijayawada for a first hand assessment of the project.“The Union urban ministry has recommended to the department of economic affairs to allow AP to seek financial assistance from ex ternal agencies,” said AP municipal administration principal secretary R Karikal Valaven. According to officials, the terms and condi tions offered by JICA are borrower-friendly. The state government can repay the loan over a period of 30 to 40 years.On top of it, a moratorium will be applied for the first 10 years. “The rate of interest is only three per cent. Even in case of fluctuation in the rate of Yen, AP still can handle the situation,” officials said.
JICA has already funded metro rail projects in Delhi, Bangalore, Kolkata and Chennai. Madhya Pradesh has also sought loan from JICA for Metro.
Earlier, the state government explored several methods, including public-private partnership (PPP), grant and loan to raise Rs 10,600 crore for Visakhapat nam and Rs 5,600 crore for Vijayawada metro rail project.The government had abandoned the idea of PPP after discovering that it will not be viable. Now, the plan is to obtain 20 per cent of the cost required for both the projects from the central government. The state government will contribute 20 per cent and the remaining 60 per cent of funds can be procured as loans.

Guwahati: The Assam cabinet has approved the project report for a Mass Rapid Transit System (MRTS) for Guwahati, and the setting up of the Guwahati Metro Rail Corporation Limited (GMRCL).Chief Minister Tarun Gogoi will lay the foundation stone for the Metro project in Khanapara area on February 29, a statement issued by the Chief Minister’s Office said today.The state cabinet under Mr Gogoi’s chairmanship approved the detailed project report (DPR) for the MRTS and the setting up of GMRCL for implementing the project on Saturday.The statement issued today said the 203 km Metro corridor will be completed in three phases.Phase I will cover a length 61.4 km, and will have four corridors — Dharapur-Narangi (elevated), M.G. Road to Khanapara (underground), Jalukbari to Khanapara (elevated) 19.4 km and ISBT to Paltanbazar (elevated).There will be 54 stations in the first phase.The trains will have a carrying capacity of up to 975 passengers each.The projected cost including land is estimated at Rs.18,020 crore.While the Assam government and central government will share 20 percent each of the total cost, local bodies will contribute Rs.350 crore, while the remaining Rs.10,074 crore will be funded through soft loans from funding agencies with guarantees from the central government.GMRCL will be a wholly-owned company of the Assam government and will look after the operation and maintenance of the project.The company will be later converted into joint ownership (50:50) of the state and central governments.

Hyderabad: Municipal administration and urban development minister K Taraka Rama Rao on Thursday said the state government is aiming at commissioning the Hyderabad metro rail service in June this year. Prime Minister Narendra Modi is likely to be present when the first rapid mass transport system is thrown open for Hyderabadis, he said.“We are planning to launch the metro service on Telangana formation day, which is June 2. We are working out the dates with Prime Minister Narendra Modi and chief minister K Chandrasekhar Rao. While it is almost confirmed that the train would be launched in June, we will announce the dates shortly,” the minister said at a press conference convened to announce the 100-day action plan for the development of the city.When he took a ride on the Metro in December last year, KTR had announced that the service would be commissioned in the first half of 2016. At present, an 8-km stretch between Nagole and Mettuguda and another 12-km stretch between Miyapur and SR Nagar are ready.Meanwhile, as part of the 100-day plan, the government would leverage technology to achieve development, KTR said. “The chief minister has given us a mandate that we must put in place such an efficient system that it should automatically get rid of corruption when issuing clearances. We will adopt technology to achieve this,” he said in his first press meet after taking over the MA&UD portfolio.Last week, during a review meeting of the MA&UD ministry, KTR had announced that the government would come up with a three-phase plan for city development – 100-day plan, three-year plan and five-year plan. “We are hereby keeping our promise to announce the first phase. New Delhi: Accommodating the demands of Metro rail companies of setting up of a regulator for timely revision of fares, the urban development ministry will now have this provision in the proposed new bill for all such projects.Representatives of different Metro rail projects made this demand last week at a review meeting while citing how Delhi Metro Rail Corporation (DMRC) has been struggling to revise its fare for over four years because of the indifferent attitude of Centre and Delhi governments. Delhi Metro fare was revised last in 2009.
“There was certain unanimity that fare revision must be de-linked from politics. While setting up of a regulator is one option, there was also a view if we can have a formula in place based on the change in wholesale price index, increase in operation and maintenance cost to revise the fare,” said a government source.
In fact, in states like Karnataka and Kerala, the revision of bus fare is insulated from politics or government interference.Sources said there is a also a proposal to identify items that are commonly used in all Metro rail projects. After assessing the required quantity of such items by all such projects, a tender for such bulk items can be invited. “Once you have such huge quantity of demand, it will encourage setting up of manufacturing units here rather than importing. This will be taken up under Make in India initiative,” said an official.
At present, most of these items such as fasteners, coaches, automated fare collection gates, signalling system and rail tracks are imported. As of now about a dozen Metro projects are operational or work is in progress.

Noida: Noida Metro Rail Corp (NMRC) on Friday said it has completed first phase of construction in record time on Noida-Greater Noida Metro Corridor and structural work of all 21 metro stations is expected to be completed by March 2017.“Casting of concourse level slab has been done in a record time of 8 months which normally takes more than a year… The construction of Noida-Greater Noida Metro Corridor consisting of 30 km of viaduct & 21 Stations is in full swing,” it said in a statement.In line with this, the casting of concourse level slab at Sector-143 station has been started today, it said adding about 600 cubic meter RMC will be poured continuously for 24 hours.According to Noida Authority’s Deputy CEO Saumya Srivastava who holds additional charge as Executive Director of NMRC, “The structural work of this station is expected to be over by August 16.”The casting of concourse level slab of Sector-71, Delta & Sector-149 will also take place within a week’s time, he said.The casting of concourse level slab has been done in a record time of 8 months which normally takes more than a year in a Design & Built construction, he added.“The structural work of all the 21 metro stations is expected to be completed by March 2017,” he added.

Patna: Bihar government today approved the Metro Rail Project in Patna. A budget of Rs 16,960 crore has been allocated for the project which will see Metro services resuming in the city from 2021. The metro network will have 27 stations initially and will run from Saguna More to Patna Junction.The proposal will now be sent to the Union government for approval. The Bihar government started working on the project from 2011, and an initial draft was prepared in 2013.The state government had then asked Rail India Technical and Economic Service (RITES) to prepare a feasibility report.According to the plan, the Metro services in Patna will be rolled out in three phases. In the first phase work will be completed in the east-west and north-south corridors.The metro will run on two routes under the PPP (Public Private Partnership) mode.Patna will be the seventh Indian city to have the metro after Kolkata, Delhi, Bangalore, Mumbai, Jaipur and Chennai.

New Delhi: IL&FS Transportation Networks Ltd said it has sold 49% equity stake in Rapid MetroRail Gurgaon Ltd for Rs 509.9 crore. It did not disclose the name of the buyer in a filing to the Bombay Stock Exchange.“IL&FS Transportation Networks Ltd has informed BSE that the Company along with its subsidiary has sold 49% equity stake in Rapid MetroRail Gurgaon Limited, a subsidiary of the Company at a price of Rs. 17 per share for an aggregate consideration of Rs. 509.90 Crs,” it said.Rapid MetroRail Gurgaon is the world’s first private metro network. It had started as a JV between IL&FS and DLF but the real estate firm later exited. The first phase of the rapid metro was built around an office district called Cyber City in Gurgaon which is entirely owned by DLF.On Thursday, IL&FS Transportation Networks reported a 23.25% rise in its consolidated net profit at Rs 159.07 crore for the quarter ended December 31, 2015 compared to Rs 129.06 crore a year ago. Its total income increased 14.96% to Rs 2,339.47 crore from Rs 2,034.92 crore a year ago.Shares of IL&FS Transportation Networks closed at Rs 70.40 on Thursday on BSE, down 2.7%.

Lucknow: The Union government has approved Rs 130-crore loan for current financial year, paving way for fast construction of the priority North-South corridor of Metro rail in Lucknow. The amount will be released by the Centre in the last week of February.

European Investment Bank has also cleared Rs 43 crore for the current year and as per agreement the amount will be dispersed by last week of March, said LMRC.
“About 900 metres of city roads will be affected by construction of the underground section for a period of over two-and-a-half years and traffic may have to be diverted,” said Kumar Keshav, MD of Lucknow Metro Rail Corporation.
