KOCHI (Metro Rail News): Social Impact Study for the Phase II expansion of the Metro line from Jawaharlal Nehru International Stadium to Infopark via Kakkanad completed by The Kochi Metro Rail Ltd (KMRL).

Phase II Expansion of Kochi Metro, preliminary notification and detailed survey work for preparing sketches for land acquisition are underway.

The revised detailed project report (DPR) for kochi metro Phase II has been submitted to the Central Government for approval. The cost of the project saw de-escalation in the revised DPR. Instead of the earlier project cost of Rs. 2,557 crore, the revised cost is `1,957 crore. The state government has already given administrative sanction for the revised DPR.

The KMRL plans to acquire 2.8630 hectares along the Stadium-Infopark-Kakkanad stretch. Out of the total land to be acquired, 0.72 hectares is government land. Land belonging to 402 individuals will be taken over for the project.

KMRL Managing Director A P M Mohammed Hanish said “The draft declaration for land acquisition is expected to be published soon. The KMRL is working in tandem with the district administration to speed up acquisition proceedings. If the land acquisition will get over by October/November, KMRL is hopeful of launching the preparatory work for Kakkanad extension by December 2019,”.

The KMRL chief said the agency is awaiting Central Government sanction for the Phase II. “We hope the administrative sanction will be given by the new Union Government by June or July,” he said. The state government had already accorded administrative sanction for widening the Seaport-Airport Road from Kakkanad Collectorate Junction to Infopark Expressway entrance for a length of 2.5 km into a four-lane stretch. “Tender process for awarding the contract is in the final stages,” said Hanish.

The widening of the Seaport-Airport Road is essential to carry out civil works of Kochi Metro along the Collectorate and Infopark stretch as the vehicular traffic is very high on this road. Hence, the barricading of the road for Metro work is not possible without widening.

Two New Metro line to connect Noida and Greater Noida to Delhi

NOIDA (Metro Rail News): The Greater Noida Industrial Development Authority (GNIDA) is planning for at least two new Metro line to connect its area to Delhi to ensure a smooth ride for commuters and to enhance connectivity.

The proposed plan is to extend the Delhi Metro Blue Line from Noida City Centre to linked with Line 8 (Janakpuri West-Botanical Garden) of DMRC’s Phase-III by a 16.5-km stretch connecting Sector-143 and Kalindi Kunj and Okhla Bird Sanctuary stations. This extension will give commuters two options — Magenta line to Kalindi Kunj and Blue line to Mayur Vihar.

A second proposal is to build a high-speed Metro corridor via Badarpur, Faridabad. This 66-km high-speed link will run parallel to the Delhi-Mumbai Industrial Corridor (DMIC) at Bodaki and connect to Badarpur station, Delhi and Gurugram at IGI international airport.

Noida Metro Rail Corporation (NMRC) is studying the feasibility of a Metro project connecting Noida’s Aqua Line from Sector 71, which will serve as an interchange station with Greater Noida west’s Gaur City Square in Sector 2. This line will then be extended to Knowledge Park-V (KP-V) in Greater Noida.

It will consist of a 15-km line, which will be extended to Bodaki village in Greater Noida. Finally, Bodaki will be connected with Noida City Centre via stations at Pari Chowk and Noida sectors-147, 143, 85, 101 and 50, among others. This Metro project, which was proposed in 2015 and was to become operational by 2021 had been stalled in 2017 because the route was not economically viable, considering the low population in the area. With Greater Noida west becoming a hub of multi-storied housing complexes, the authority has decided to revisit the project.

As per the report of GNIDA officials, all proposals are likely to be taken to an upcoming board meeting of Greater Noida Authority on May 31 before being forwarded to the UP Govt for further action including preparing of detailed project reports and pattern for funding.

However, shifting of utilities is being done carefully to avoid any damage. Mr. Dilip Kawathkar, joint projects director, MMRDA said “Utility investigation is being carried out through trial trenches at every site where we undertake excavation. In case, a utility is required to be shifted, the owner of the utility is approached for consent. If it’s not to be shifted, we do excavation carefully by avoiding any damage,”

Currently, there are six Metro projects under construction in the city. In 2018, when only three lines were under-construction, the civic body had found 45 spots where drains were damaged.

In a review meeting in April, the civic body had also asked its officials to coordinate with the MMRDA and the Mumbai Metro Rail Corporation Ltd (MMRC), and discuss an action plan to prevent waterlogging and flooding caused by choked drains. MMRC is executing the fully-underground Metro-3 corridor (Colaba-Bandra-Seepz).

DMRC presents Draft DPR of Metro line connecting to Jewar airport

NEW DELHI (Metro Rail News): The Delhi Metro Rail Corporation (DMRC) has given a presentation to the Yamuna Expressway Industrial Development Authority (YEIDA) on the first phase of the 35.64km long that will connect proposed Jewar airport to Knowledge Park 2 in Greater Noida. In this corridor, 32.27km will be elevated and the remaining will be underground near the upcoming Jewar airport. It will have 24 elevated stations and one underground. The estimated cost is close to Rs 7,000 crore.

“YEIDA suggested a few changes, including a completion deadline of 2023 as per Pricewaterhouse Coopers’ (PwC) bid document projections (in the international airport project)” said officials after the presentation on May 9, 2019.

Also, Delhi Metro Rail Corporation (DMRC) was told to look at traffic viability in the metro corridor with the techno-feasibility report of PwC (which includes projections of traffic flow from Haryana, Noida, and Delhi) instead of traffic from Pari Chowk to Jewar.

The revised plan will be sent for state government’s approval which slated in another meeting for Friday between YEIDA, DMRC, and PwC, the officials said.

“Mr BC Sharma, GM, DMRC and his team gave their initial draft report presentation on metro connectivity to Jewar from Aqua Line station near Knowledge Park 2.

This included a 35.64km elevated stretch with about 24 stations and a 3.37km underground route close to the upcoming Jewar airport with one station,” said Shailendra Bhatia, additional CEO of YEIDA. However, YEIDA CEO Arun Vir Singh has ruled out completion of metro work by 2025 and instead asked for work to commence at the same time as that of the airport.

“We cannot have metro work incomplete and pending till 2025 while the airport will be ready by 2023. Connectivity should be ready by 2023 that is before the airport becomes operational,” he said. Singh is the nodal officer for Noida International Airport Limited (NIAL), a body constituted by UP government last year, to get the Jewar airport project rolling.

“The entire stretch of the metro route from Pari Chowk to Jewar will have at least one station per sector to facilitate accessibility and commute. Some of the sectors expected to be covered on this route include sectors 17, 17A, 18, 20, 21, 22D, 22E, 28 and 29. However, there might be a reduction in the number of proposed metro stations based on habitation or duplicity of the area. For example, one station may cater to both Galgotia University and Noida International University and there might not be a station at proposed Night Safari on Yamuna Expressway as it does not exist as of now,” said Singh. “We have suggested that DMRC matches their traffic feasibility study with our bid document prepared by PwC which has projections of traffic flow from Haryana, Yamuna area, Noida to Delhi and ISBT, and not an isolation study of traffic between Pari Chowk and Jewar as per DMRC presentation,” said Singh. “These will be finalised in the next meeting on Friday before the final report is sent to the state government for approval,” the CEO said

APMC-Shreyas stretch of Ahmedabad Metro to start by late 2020

AHMEDABAD (Metro Rail News): The Ahmedabad Metro’s APMC-Shreyas section, which is the part of 18.87 km long North-South corridor. It was supposed to have been completed in April 2019, but it is now expected to be finished only late 2020. People from west Ahmedabad will have to wait longer to board the Metro Rail.

IL&FS Engineering executed the work on the 4.6 km stretch, but it came to a halt in October 2019 as the company failed to pay contractors owing to financial troubles of its parent company.

In December 2019, The Gujarat Metro Rail Corporation (GMRC) terminated IL&FS Engineering’s contract due to slow progress of work and awarded the contract for the remaining work to J Kumar Infra in January 2019.

GMRC official said “The new contractor has started the remaining work on APMC-Shreyas stretch, but not at full swing. The quantity of unfinished work is quite large, and we expect it to be completed only by late 2020,”

J Kumar had started work, but vendors, who have not received their money from IL&FS, are creating issues. Vendors are refusing to move their materials and equipment from Gyaspur depot until their payment is settled.

“We are trying to resolve the issue to ensure work begins at full pace soon,” added officials.

The 4.6 km long APMC-Shreyas stretch of Metro comprises viaduct and stations at APMC, Jivraj Park, Rajiv Nagar, and Shreyas.

North-South corridor remaning work from Shreyas to Motera, which will pass from Paldi, Usmanpura, Vadaj, and other areas, is also projected to be completed by next year.

“The plan is to operationalise the entire corridor from APMC to Motera simultaneously by late 2020,” the GMRC official said.

On the other hand, the 21.16 km East-West corridor from Vastral Gam to Thaltej is expected to become fully operational by the end of 2021, the official said further. This corridor includes the 6.5 km underground stretch from Shahpur to Kankaria.

“The underground tunnel work has been completed in Kalupur, and it is going on in Shahpur. Work on other stretches is also going ahead simultaneously, which will allow us to begin operations on the remainder of the entire corridor by late 2021,” he said.

It is noteworthy that Metro Rail became operational in the Vastral Gam to Apparel Park stretch of East-West corridor on March 6. The service saw ridership of over 38,100 in March, and 35,000 in April. Three stations on the stretch are operational so far, and Amraiwadi station is likely to be open from next week. Vastral and Rabari Colony stations are likely to open by July-end.

Phase-1 cost rises to Rs12,500 crore

The estimated cost of the first phase of Ahmedabad Metro Rail has gone up to Rs 12,500 crore, from Rs 10,773 crore earlier, an official said.

The increase in cost is mainly on account of change of the changed alignment, which increased length of North-South corridor by 1.5 km, said a senior GMRC official. “The original alignment was along Ashram Road, which was later changed to run along side the railway track, increasing length of the project by 1.5 km. We have paid Rs 500 crore to Railways for acquiring its land. Moreover, height and width of the stations has had to be increased to build entry and exit on both sides of the track,” the official said. GMRC has spent Rs 5,000 crore on the project so far.

Delhi Metro services to start at 4 am on Lok Sabha Polling Day

NEW DELHI (Metro Rail News): The Delhi Metro Rail Corporation will run its trains two hours earlier than regular timing on May 12 to facilitate arrangements for the Lok Sabha elections in Delhi.

The train services will begin from 4 AM instead of 6 AM. On the day of the Lok Sabha elections in Delhi on May 12, the Delhi Metro train services on all Lines will start from 4:00 AM.

“In an attempt to facilitate arrangements for the elections in Delhi on 12 May 2019. Delhi Metro will run at 30-minute intervals from 4 AM to 6 AM on all the lines.” Said Sr. Official

“Normal services on all lines will resume at 6 AM. Service from Dwarka Sector 21 to Vaishali will begin at 4:30 AM,” DRDC added.

Delhi will go for voting on May 12 in the sixth phase of Lok Sabha Polls and the counting of votes will take place on May 23.

Opportunity for Construction company in Metro Rail Project

NEW DELHI (Metro Rail News): The Metro Rail Project which is Under construction could be the next big thing for the construction company in coming years as these are likely the source of the strong incremental order for big contractors.

In the next five years, Metro rail projects which are under construction to generate an order of Rs 2.5-2.6 lakh crore. This would entail an investment of Rs 3.5-3.6 lakh crore in the same period. It is estimated that 55-60 percent of this order is likely to be in the construction segment.

In India, there are 67 metro projects across 27 cities and almost 54 projects are in various stages of development. The remaining metro rail projects are operational. These stages are under-construction, conceptual, approved and partly operational.

The construction of metro rail projects across 27 cities can be divided into three categories: civil construction (tunnels, bridges, and stations), systems (signalling, communication systems) and rolling stock (gauges, locomotives, wagons). Of these three categories, civil construction forms bulk of the order.

Mumbai has the largest under-construction metro rail projects covering 295 km among 27 cities. L&T, NCC, J Kumar Projects, NCC, Dilip Buildcon, Texmaco Rail and Titagarh Wagons are among the favorites to grab these orders among the construction companies.

In the coming quarters, for smooth awarding of projects, there are two factors most analysts will be keenly monitoring. One, how swiftly state and central governments provide hassle-free land for development of metro rail. The other is how efficiently the central and state governments raise capital to fund these projects.

Centre to fund only TOD metro Project

CHENNAI (Metro Rail News): State government has to implement The Transit Oriented Development (TOD) Policy in Bengaluru if Namma Metro is to qualify for central government funding under the new rules.

Apart from TOD, The Metro Rail Policy 2017 also mandates. it is “mandatory” for state governments to implement a Comprehensive Mobility Plan (CMP), set up a Unified Metropolitan Transport Authority (UMTA) as a statutory body, bring in private investment and integrate different modes of transportation in the city implementing the metro project.

“The state governments shall commit to provide (a) required support to metro rail companies/agencies to ensure financial sustainability during operations,” the metro policy states.

“TOD policy also set the stage for sustainable growth. The traditional way is to let the city grow and bring policies as a retrofit measure. The combining of mobility and development will encourage competitiveness, besides promoting economic activities.” Said Ajay Seth BMRCL Managing Director.

According to the sources, the delays in the Revised Master Plan (RMP) 2031 and the UMTA was a cause for worry.

“The Urban Development Department will have final approval in both the policies. The huge number of suggestions to the RMP and the concerns expressed by different departments over the UMTA has caused delays.

We will get clarity on the issue once the model code of conduct has lied,” the source added. The BMRCL has sought central government funding for the ORR metro line (Phase 2A) which link Central Silk Board junction with KR Puram and the airport line (Phase 2B)

  • Double the population density along the transit corridor.
  • Exempt historical, cultural and environmentally sensitive areas.
  • Relax setbacks and coverage in the TOD zone.
  • Amalgamate and reconstitute plots for utilisation of higher FSI.
  • Discourage land banking by levying a vacant land tax.
  • Promote mixed land use, restrict private vehicle-oriented land use.
  • Encourage walking, cycling and public transport.

BEML seeks metro coach contract

May 8, 2019. BEML appealed to Chief Minister H D Kumaraswamy, seeking the contract of manufacturing metro train coaches. BEML Chairman and Managing Director Deepak Kumar Hota submitted a memorandum to the chief minister, requesting for the contract to make coaches for Namma Metro Phase 2.

Noting that the Maharashtra Metro Rail Corporation has awarded 70% of the train manufacturing work to BEML, Hota said such a contract from the BMRCL would ultimately benefit Karnataka by creating more jobs. Kumaraswamy told the BMRCL to consider the request and take the necessary decision.

Chennai Metro: Derailing of discipline

There has been high drama at the Chennai Metro Rail Ltd (CMRL) over the last few days, bringing into sharp focus on how industrial relations issues can disrupt public transportation. It all began when the company terminated eight employees on grounds of violation of the code of conduct and misconduct at work, such as alleged theft.

Soon after, a section of employees went on strike, leading to disruption in services as signalling and technical issues cropped up across stations where workers had deserted their key posts.

This led to CMRL suspending three workers on May 1. All three non-executive staff members were reported to have been found guilty of ‘sabotage’ by CMRL.

Talks between the employee union, management and labour department led to the strike being called off and services resumed. Thousands of passengers faced inconvenience during this period.

More chilling, though, is the idea of sabotage. Chennai’s commuters have only recently taken to the Metro. As of February 2019, an estimated 90,000 people use the metro every day, a slow and steady rise over last year’s ridership figures. A joint venture between the Government of India and Tamil Nadu, CMRL has been built at whopping costs running into thousands of crores. Chennai Metro is also one of the most expensive in the country, with ticket prices ranging from ₹10 to ₹70. When patronage has increased and commuters are willing to bear the cost, should not the government be invested in running the metro services efficiently?

Global examples

In countries such as Singapore, China and many parts of the globe, the government is held responsible for metro services, and ministers have been sacked in case of any disruptions in service — such is the serious attention given to public transport. In contrast, here, the commuter has become an unwitting pawn in the game being played between a workers union and the management of the metro services. The workers union is protesting not only the terminations but the pay package offered and CMRL’s move to outsource a portion of services. These days, outsourcing is inevitable to sustain the competitiveness of the business.

The management is well within its rights to terminate or suspend workers on grounds of misconduct. Despite the fact that there is legal recourse for aggrieved individuals, strangely the terminated/suspended employees have been offered reconciliation. Assuming there were definite grounds for termination, why allow such an appeal? Ideally a court of law should decide whether the punishment is proportionate or not. This tactic is transitional and may buy only short-lived peace. The management should cultivate positive discipline among its employees and the government should sanction immunity to such premium services, preventing any disruptions on the basis of human issues.

If no action is taken, the public perception of the reliability and safety of the metro will nosedive badly, and patronage may then drop too. Given the expansion plans, can CMRL really afford to take its public perception so lightly?

Indian railways to sell Rail Neer at 74 more stations

NEW DELHI (Metro Rail News): The Indian Railways has made Rail Neer (bottled water) sale mandatory at 74 more stations. Indian Railway wanted to expand the business of its Rail Neer (bottled water) brand said, official.

Currently, there are around 3,000 stations, where sale of Rail Neer is mandatory..

To meet the meet 50% of the total demand for water on trains, Indian Railway opens four new water bottling plants in Hapur (Uttar Pradesh), Nagpur (Maharashtra), Bhopal (Madhya Pradesh) and Ahmedabad (Gujarat).

In 2018-19, The railways produced six lakh litre, Rail Neer, as the daily water requirement was 16 lakh litre, according to a railway official. After the opening of four new plants, The total production will reach eight lakh litre daily

Earlier, Rail Neer was able to meet the requirement for 37% of the total water demand. we have tied up with other vendors at locations where we are not able to provide Rail Neer. In 2020, we hope to meet 75% of the demand as tenders for other plants are out and our aim is to meet 100% of the demand,” said the official.

India has one of the biggest railway networks and transports around 23 million people daily. The railways earned ~172 crores through Rail Neer sales in 2016-17. The target for 2017-18 was ~190 crore and it managed to achieve the target.

The railway will provide land either on its own or through a memorandum of understanding with state governments for a further increase in Rail Neer production said official.

the packaged water has a high potential for more revenue generation. “We were losing revenues as we were not able to meet even half of the water demand. But once the remaining plants are commissioned, the production capacity and the revenues will increase.”

The Indian Railway Catering and Tourism Corporation (IRCTC) produces Rail Neer at seven plants, two of which have been established under the public-private partnership model (PPP). The number of water plants will be doubled to 16 lakh liter by the end of 2019, according to the railway.

It is mandatory to sell only Rail Neer at Mathura, Gwalior, Bhopal, Kathgodam, Godhra, Amravati and Rajkot stations as the plants which are opened are close to these locations.
