In a recent move of Boycott China, Indian Railways cancels tender

New Delhi (Metro Rail News): Indian railways on Friday decided to cancel the tender for manufacturing 44 semi-high speed Vande Bharat Express trains. A fresh tender will be floated next week as per revised public procurement order to prioritise Make in India.

The Ministry of Railways said in a tweet, “Tender for manufacturing of 44 nos of semi high-speed train sets (Vande Bharat) has been cancelled. The fresh tender will be floated within a week as per Revised Public Procurement (Preference to Make in India) order.”

As per the sources, the tender has been cancelled as a Chinese firm emerged as the only foreign player among the six contenders when the tender was opened last month.

The five other companies which took part in the bidding are state-owned Bharat Heavy Electricals Limited, Bharat Industries, Sangrur, Electrowaves Electronics (P) Ltd, MEDHA Servo Drives Private Limited, Powernetics Equipment India Private Limited. CRRC Limited is a Chinese government company that took part in the global tender process announced by Integral Coach Factory (ICF), Chennai.

The CRRC has formed a joint venture company, CRRC-Pioneer Electric (India) Private Limited, in association with its Indian subsidiary Pioneer Fill Med Private Limited of Gurgaon, and participated in the bidding process.

Earlier, the Confederation of All India Traders (CAIT) had objected to the bid placed by a Chinese joint venture company for manufacturing Vande Bharat trains. The traders’ body had written to union railway minister Piyush Goyal, urging him to not allow the bid placed by the CRRC Pioneer Electric (India) Private Limited.

The first Vande Bharat express was flagged by PM Narendra Modi in Varanasi last year.

Delhi Metro Resumption: Speculations on as DMRC chief inspects Rajiv Chowk station

New Delhi ( Metro Rail News) – DMRC chief Mangu Singh on Thursday inspected the Rajiv Chowk Metro station to check the functioning of operational systems and maintenance activities as the sources said.

The routine inspection was part of checking the effective functioning of various operational systems and maintenance activities,” the DMRC said in a tweet.

As per sources, the Delhi Metro has suffered loss of nearly ₹1,300 crore since the non-operation of services late due to ongoing pandemic. The Delhi Metro has been closed since March 22.

Meanwhile, from thermal scanners to test temperature of commuters to stickers on social distancing norms pasted on seats and platform floors, the Delhi Metro has been preparing to handle commuters as per safety guidelines, whenever the services are ordered to be resumed.

Bringing the total riders back seems tough for the DMRC as the pandemic has created demands of social distancing. The DMRC is however hopeful of resumption of services and waiting for government’s nod.

The decision on NRA will benefit Indian Railways: VK Yadav

New Delhi (Metro Rail News): Railway Board Chairman Vinod Kumar Yadav on Thursday hailed the central government’s decision to set up National Recruitment Agency (NRA) and said it will save both time and money and benefit the Railways.

He said every district will have an examination centre and people will be able to save money spent on travel and arranging other logistics.

“Candidates will not have to take multiple exams, not fill multiple forms. Their money and time will be saved,” He was stated saying.

Yadav said the first stage of examination will be conducted by NRA and then technical exam will be conducted under the auspices of Railway Recruitment Board (RRB).

“A lot of applications come for the first stage of RRB recruitment exam. A lot of effort apart from money goes into short-listing candidates. With NRA in place, there will be limited candidates during the second stage of exams,” he said.

The Union Cabinet on August 19 approved setting up of National Recruitment Agency to conduct the Common Eligibility Test to reform the recruitment process for central government jobs.

NRA, a multi-agency body, will encompass the first-level test by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and the Institute of Banking Service Personnel (IBPS).

Reliance Infra to sell its stakes in Mumbai Metro -1

Mumbai (Metro Rail News): Reliance Infrastructure (RInfra) led Mumbai Metro One Pvt Ltd (MMOPL) has written to the Maharashtra government, saying that it wants to sell the stakes it owns in the company. Metro-1 has been shut for five months owing to the pandemic and had been suffering losses prior to lockdown.

MMOPL is a special purpose vehicle (SPV) that was constituted to develop and run the 11.

5 km Metro-1 on a public-private partnership model. RInfra owns 69% stake in MMOPL; the Mumbai Metropolitan Region Development Authority’s (MMRDA) owns 26%; and Transdev (formerly Veolia Transport) owns 5%.

Bhushan Gagrani, principal secretary, urban development was stated saying by HT that the department had received MMOPL’s letter. Reply to HT’s query, he said over text message, “Yes, we have just received [the letter]. [We have] not taken any view yet.”

The state government is now seeking MMRDA’s views on the development. MMRDA is the nodal infrastructure authority implementing a 337-km Metro network in the Mumbai metropolitan region (MMR). Recently, MMRDA had invited bids to appoint an independent engineer to monitor the operations of Metro-1. “Since MMRDA is developing the entire Metro masterplan, it will be beneficial if Metro-1 is also under the same authority to provide an integrated and seamless network in MMR,” one official was stated saying.

In March 2019, it was reported that MMOPL was in talks with lenders to tackle its mounting debt of Rs 1,928 crore. MMRDA had then given a go-ahead to MMOPL, provided the authority’s equity was not diluted. Faced with losses since Metro-1 became operational in June 2014, MMOPL had planned to increase fares, but those plans faced roadblocks. In 2019, the second fare fixation committee rejected MMOPL’s proposal to increase fares and asked the company to re-look at innovative non-fare revenue methods.

Lucknow Metro prepares for the New Normal, Metro Services may resume in September

LUCKNOW (Metro Rail News): As the city readies itself to bring back normalcy and life on track post lockdown, Lucknow Metro has left no stone unturned to keep its promise of providing the safest transport experience when the lockdown ends.

With an entirely new set of arrangements that have been done to check the spread of Coronavirus, Lucknow Metro emerges to be the safest mode of public transport with the following features:

Enjoy Absolutely Contactless travel with GoSmart Card

A passenger using a GoSmart Card enjoys absolute contactless travel as the GoSmart card isn’t required to be tapped on the entry or exit gate. A special sensor reads the card when brought near the machine without tapping on it. This way throughout the journey the passenger comes only in contact with sanitized train seat and sanitized handles. GoSmart Cards will be available for sale at all metro stations post commencement of metro train services. Metro staff will always be present near the TVM to assist the passengers in obtaining tokens themselves.

Other Benefits of GoSmart Card:

Go Smart’ card saves both time and money as the users have to no longer stand in queues for buying tickets/tokens, moreover they get a 10% discount on the fare (of journey) each time they travel. Besides these benefits, ‘Go Smart’ card users can also enjoy free Wi-Fi facility at the Metro Stations for which they just have to tap their card at the card reader. Tokens can also be purchased through Token Vending Machine (TVM) using ‘Go Smart’ Card, so a user’s relatives and friends can purchase tickets using the same card.

All Metro stations and Trains are sanitized regularly

Keeping in mind, the health and safety of its commuters, UPMRC will ensure that all station premises, equipment and other points of contact are being sanitized at regular intervals of 4-5 hours. This including the ticket counters (TOMs), TVM (Ticket Vending Machines), Customer Care centres, Entry-Exit gates, handrails inside trains,  handrails at the escalator and seats of trains, platforms etc.

Lucknow Metro team ensures that all common points of contact like lifts, lift buttons, escalators, handrails of escalators,  Staircase, Baggage Scanning Machines, Metal Detector Machines and door frames, seats, handles of trains and all entry/exit points are deep sanitized regularly.

Station Controllers (SCs), Customer Relation Assistants (CRAs) and security personnel will be wearing masks and gloves while contacting/dealing with commuters. Ample availability of tissue papers and sanitizers for passengers at all the washrooms of Metro stations. Sanitizers have also been kept at all ticket counters for the passengers and at exit points of paid area. This will ensure that every passenger uses sanitizer twice at the time of entering and exiting the station.

Thermal Scanning of every passenger at metro stations

Amid the novel coronavirus outbreak that has gripped a large number of people, Uttar Pradesh Metro has ramped up safety measures and precautions to contain the deadly disease. In this connection, UPMRC started a strict screening at its metro stations to avoid the further spread of the disease.

All entry Gates of all metro stations will have Thermal scanning facility. It will be mandatory for everyone to go through thermal Scanning before entering metro premises. Anyone, whose body temperature will be found to be above the set standards, will not be allowed to travel by Metro for their and other passengers’ safety. Lucknow Metro appeals for cooperation in thermal Scanning from all.

Thermal screening is a process of detecting radiation. The amount of radiation emitted by an object increases with temperature; therefore, thermograph allows one to see variations in temperature. If someone has a fever, thermal screening will allow detecting them and they can further be tested for corona virus.

Cleaning and sanitization of AC Filters

Once the lockdown is over and Metro services will resume, concerns are being raised about the spread of the Corona virus disease through air-conditioning and ventilation in metro services but UPMRC is committed to ensure safety of its passengers during the tough times by adhering to norms and guidelines issued by the government as well as expert taskforces.

A COVID-19 taskforce was set up by ISHRAE (The Indian Society of Heating, Refrigerating and Air Conditioning Engineers) which has published guidelines on operation of air conditioning & ventilation to control spread of COVID-19.

UPMRC will follow the guidelines issued by ISHRAEf or disinfecting and cleaning of filters, grills, diffusers, condensate drain pan, coils, and fans. Maintenance works of Air-conditioning and Ventilation systems being done in accordance with ISHRAE guidelines. All ducts are being cleaned again before restarting of the metro services by an appropriate method including sanitization.

In order to limit risk of COVID-19 infection by air, ISHRAE suggests ventilating indoor environments with outdoor air as much as possible. Accordingly, air-conditioning system at Lucknow Metro stations will be operated a little differently.  During these periods, all station air will be ventilated out from the station and 100% fresh air from outside will be inducted continuously. In normal situations, only 10% fresh air is inducted inside & the rest 90% air from the station was re-circulated to avoid cooling losses. Also, All the tunnels will also be exhausted by fans provided at the station on a daily basis.

Temperature inside the stations will be maintained around 28 degrees Celsius keeping in mind the ISHRAE guidelines in this regard.

Precautionary steps taken by UPMRC against Covid-19

Uttar Pradesh Metro asked its employees and commuters to take precautionary measures in the wake of novel corona virus outbreak. These are the following steps taken by UPMRC:-

UP Metro Asked everyone to cover their faces with masks at all times–  Face mask is mandatory for all the employees and commuters. No one will be allowed in Metro premises and metro stations without covering their face with masks.

Social Distancing Preparedness- All Metro stations are geared up to ensure everyone follows social distancing at metro stations and inside metro trains. For this, signages and yellow colour  large stickers bearing social distancing messages have been pasted at regular intervals i.e. next to AFC gate, security checking gates, near platform areas, near and inside lifts, near escalators, near Ticket Vending machines and ticket counters. The lifts have also been marked to ensure only a maximum of two persons use the lift at a time. Trains will also have markings on seats to ensure there is a gap of at least one seat between two passengers.

Aarogya Setu App– Aarogya Setu app will be mandatory for all the metro passengers. Uttar Pradesh Metro Rail Corporation will not allow people to travel in metro if they don’t have Aarogya Setu App in their mobile. UPMRC staff will ask metro commuters to install Aarogya Setu app before going for the travelling in Metro trains.

Other Necessary arrangements

To prevent the spread of this infection, UP Metro has asked its commuters to do the followings-

  • UP Metro appeals its commuters to wash their hands regularly with soap and water, or clean them with alcohol-based hand sanitizer.
  •  Avoid coughing or sneezing in public places.
  • Avoid touching face, nose and eyes.
  • Practice physical distancing by avoiding unnecessary travel and staying away from large groups of people.

DMRC to bring up multi-level parking facility above Nabi Karim Metro Station

New Delhi (Metro Rail News): The Delhi Metro Rail Corporation (DMRC) and the North Delhi Municipal Corporation (North DMC) are going to jointly develop a multilevel car parking facility at Nabi Karim in central Delhi, which will be able to park more than 3,000 cars.

The car parking facility will be a part of an integrated station complex at Nabi Karim. While an interchange facility for the Janakpuri West – RK Ashram Marg Metro corridor and the proposed Inderlok – Indraprastha corridor of Phase 4 will come up underground, a six-storey car parking facility along with a three-storey commercial complex will be constructed above the station structure. The parking facility will be fully automated.

A Memorandum of Understanding (MoU) was signed for the project today between DMRC’s Managing Director, Dr. Mangu Singh and North DMC’s Commissioner, Sh. Gyanesh Bharti. The ceremony was held in the presence of the Hon’ble Lieutenant Governor of Delhi, Sh. Anil Baijal (through Video Conferencing) and the Mayor of North DMC Sh. Jai Prakash. As part of the Scope of Work, DMRC will construct the integrated sub structure for the station and North DMC will construct the super structure for the parking as well as commercial facilities through the concessionaire. They will also operate and maintain the parking facility and the commercial block.

The Metro station shall consist of four underground levels and on the surface the building shall have a formation of ground floor plus eight floors. Above the surface, three floors shall be used for commercial purposes and six shall be utilized for parking. The total land area would be around 25,000 square metres located at Shahi Idgah Road, Sadar Bazar.

DMRC had identified this piece of land as it had to construct an interchange station. North DMC which owns the land also had plans for a multi level parking cum commercial facility. After a series of meetings, an innovative solution was found by combining the two projects as an integrated complex.

“This parking facility will significantly reduce parking related problems in the Nabi Karim area which faces urban challenges such as congestion and lack of parking space. DMRC had earlier constructed a multilevel parking facility at the New Delhi Metro station of the Airport Express Line”, said a DMRC statement.

DMRC to provide auto top up facility to commuters once services resume

New Delhi (Metro Rail News) – The Delhi Metro commuters will now be able to avail the facility of a new type of Smart Card which comes with an Auto Top-Up feature enabling them to recharge it automatically at Automatic Fare Collection (AFC) gates of the Metro stations once Metro services resume. This New Smart Card is available for customers through the App ‘Autope’ which is specially developed for this purpose.

The Smart Cards issued by the ‘Autope’ will offerauto top-up functionality whenever the value of Smart Card goes below Rs. 100 and will automatically recharge the card with Rs. 200 at the Automatic Fare Collection (AFC) Entry Gate itself. ‘Autope’ will auto-debit the topped up value from customer’s linked card/bank account the next working day.

In addition, those commuters who already have existing Delhi Metro Smart Cards can also get the Auto Top-Up feature enabled in their cards by registering through this App (Autope). Such existing cardholders need to visit the Customer Care Centre of any of the Metro stations after three days of registration to get their smart cards activated for this facility as a one-time exercise. This feature comes handy at these times wherein, commuters are going to follow a new travel protocol in future which calls for social distancing and contactless services due to the ongoing COVID pandemic. However, irrespective of the new card/feature, the existing Smart Cards owned by the commuters will continue to remain valid in the same manner as they used to be so far.

“This initiative is in line with the DMRC’s commitment towards supporting the digital drive to promote cashless transactions among the Delhi Metro commuters. This new feature/card empowers a commuter to get his/her smart card auto topped up at AFC Gates across the network which will help him/her to have seamless travel without worrying about top-up from time to time” said Dr. Mangu Singh, the Managing Director of DMRC.

Apart from auto-top-up facility, the benefits extended by ‘Autope’ also include home delivery of New Cards, besides their customisation facility and 5% additional discount on each top up.

‘Autope’ smart cards are supported by auto debit facility for recurring payments launched recently by National Payment Corporation of India (NPCI) and it allows the customers to setup UPI Mandate for their Metro payments. ‘Autope’ is developed by M/s Anduril Technologies Pvt. Ltd. in association with DMRC and NPCI ” a statement of DMRC said.

DMRC may approach the government for JICA loan instalments

New Delhi (Metro Rail News): The DMRC said on Wednesday that it might be that it becomes necessary for the Corporation to approach the government, especially for the deferment of JICA loan instalment for this financial year. The DMRC is improving its services keeping in mind the current scenario of Pandemic.

The Metro Rail News team had some queries made to the DMRC and the answers were provided by the DMRC. It discussed in detail about the different aspects of DMRC, the progress of its different projects and the metro journeys amid the Pandemic.

Here is the response from the DMRC along with our queries :-

It has been a long time after the government suspended the Metro services? How has the move affected the DMRC?

It has been an unprecedented crisis, where the metro services have been suspended for almost five months. There has been revenue loss on account of farebox and non-fare box revenue since then to the tune of around Rs. 9 crores daily.

It was reported by different media agencies that DMRC is going to resume its services after Independence Day.  What has been the progress so far?  How are you preparing the resume metro services?

We are keeping the system in good health and ready for the resumption of services as and when directed. We are waiting for the government’s further directions on the resumption of metro operations. Once permitted, full-fledged services can be resumed within two days with adherence to social distancing and other norms as necessary for the containment of COVID in Metro premises.

It has been in the news that the DMRC is going to change its fare collection system with enabling payments through any debit or credit card at the AFC gates.  What is the reality of this news?  Is the Metro Corporation going to make an overhaul of the existing system?

To promote digital transactions, the tender process is underway to implement Rupay based Credit/Debit card of banks for travel on a trial basis at Airport line only. Based on the performance/feedback of this new initiative on Airport Line once it is operational, its feasibility will be explored for all other lines. This is in line with the Government’s vision to promote and encourage the use of NCMC based Rupay card.

How has the lockdown and Pandemic affected DMRC?  Is the pandemic going to hamper the progress of ongoing metro projects of the Corporation?

As a dynamic organization, we have been focusing equally on the operations as well as projects during this time. On the project front, we are making good progress on all the three approved corridors of the Phase – IV. We have commenced work on all the three corridors and have made steady progress despite the shortage of labour force.

What will be the major changes once Delhi Metro is opened up for passengers?  How are you preparing for the resumption of the Metro services?

Our priority after resumption of operations will be on the safety of our passengers in view of the current pandemic. Social distancing norms, sanitization of metro stations and trains, wearing of masks by staff/passengers etc. will be the new changes.

The Coronavirus has already become a major health concern for the whole of the World.  Do you think it is going to change the way of future infrastructural developments in metro projects?  What are you doing nowadays to make an environment where changes of COVID spread are least?  Are you currently implementing any such thing at your project sites?

DMRC is following all norms/guidelines as issued by the Government from time to time- be it our stations or sites for the containment of Covid-19. Metro forms the backbone of Mass Rapid Transit systems in urban areas in view of their high carrying capacity and as such it will continue to be essential in the future.

In these times of the Pandemic, what do you seek from the government?  Is the DMRC looking for any government aid in recent future?

Yes, if situation warrants, DMRC may have to approach the government, especially for the deferment of JICA loan installment for this financial year.

The businesses across Delhi Metro network have experienced a huge loss, and they are demanding for rent waiver and other such initiatives by you?  What are you going to do with them as due to non-operation of metro services, these businesses, whether small or big, have seen a sharp decline?

The retail parties using the metro real estate have made their representation and we are examining their concerns.  A general manager-level committee has been constituted by DMRC, which would come out with its report on the quantum of compensation for the retailers.

In one of the recent developments, the Delhi Metro is set to have a station at a very big height along with it’s being proposed to run at a huge height?  Can you please share a few more details about the progress of the matter and what position will it have when it comes to comparing the Delhi Metro with other major Metro networks of the world?

DMRC is going to scale new heights with the upcoming 28.09 km Jankapuri West –RK Ashram Marg corridor of its Phase IV.  A viaduct of this corridor near Haiderpur Badli Mor will be built at 28 metres, the highest till date.  This section will also see the highest –ever station.  The rail level at Haiderpur Badli Mor will be more than the height of an eight-story building and the pier supporting the viaduct will be of 25 metres.  This will be much higher than the current highest viaduct at Khaula Kuan, where the Pink Line passes at a height of 23.6 metres.

How has DMRC helped people in need during the Pandemic?  Is DMRC taking any initiatives of social work around its major stations and depots?

As part of its Corporate Social Responsibility (CSR) initiatives, the DMRC has taken up a number of measures during the lockdown to reach out to the personnel who are extending their services to combat the COVID 19 pandemic.

Food distribution drives have been organized at areas such as Nigambodh Ghat, Bangla Sahib, Yamuna Bank and Garhi Mandu.

DMRC provided masks, sanitizers and some food items to the Covid Warriors mainly the Delhi Police personnel deployed at 70 barricades and manning PCRs.

DMRC has also contributed one day’s basic pay (As on April 2020) of its employees towards the PM CARES fund to tackle the Covid 19 pandemic.  The DMRC has around 14,500 employees at present.

As the non-operation of the metro has created a non-revenue collection scenarios for Delhi Metro, are you thinking about any fare hike to gain the lost revenue?

No such plan at the moment.

Thank You

Bombay HC allows MMRDA cutting 86 mangroves for Metro Line 2B

Metro Rail News (Metro Rail News): The Bombay high court has allowed the Mumbai Metropolitan Region Development Authority (MMRDA) to cut 86 mangroves in Parigachi Khadi for the construction of six piers of the Mumbai Metro Line 2B, which connects DN Nagar in Andheri to Mandale. MMRDA has pledged to plant 4,400 mangroves and deposited the amount required for compensatory afforestation.

We are convinced that the Metro Line 2-B project is carried out in public interest,” said a bench of justice S J Kathawalla and justice Madhav Jamdar last week while giving the go-ahead.

The bench took into consideration the State Environment Impact Assessment Authority’s November 2018 clearance for the construction in the mangroves forest and the Union environment ministry’s approval for it in January.

MMRDA moved the court after the latter in September 2018 held that mangroves cannot be permitted to be destructed unless the work is necessary for the public good or is in the public interest. It said about 111 square meters of forest land were permanently required for the construction of the six piers. About 1,860 square meters area around the piers was needed temporarily to enable their construction.
