Delhi Metro|DMRC to replace lamps with LED lights at metro stations

New Delhi: The Delhi Metro Rail Corporation (DMRC) is going to replace all the lamps at its stations, depots, and residential complexes with LED lights. The transition is expected to reduce the metro’s energy consumption by at least 40 per cent.

The Delhi Metro on Wednesday signed two memorandums of understanding (MoUs) for having LED lighting and developing green building certification norms for metros globally.

“The MoU for LED lighting has been signed with Energy Efficiency Services Ltd. Under the pact, energy-efficient LED lights will be installed at all metro stations, depots, and residential complexes. The move will not only lead to the consumption of 40 per cent less energy, but will also save approximately Rs. 7 crore annually,” said a metro official. The second MoU signed between the DMRC and the U.S. Green Building Council (USGBC) and the Green Business Certification Inc. (GBCI), an international green building certifying agency, was for jointly developing norms for the green building certification of metro stations and depots in India as well as across the globe.

As per the agreement, the DMRC and the GBCI will jointly rate metro stations and depots for green building certification not only in India, but across the world. “These initiatives are part of the DMRC’s efforts towards the development of eco-friendly infrastructure. The metro is developing all its stations under phase 3 as green buildings. The parking areas for phase-III will also have LED lights,” the official said.

Besides, all the metro stations on the Badarpur–Escorts Mujesar corridor as well as the Janpath, Mandi House and ITO stations, which were opened recently, have already received platinum green building ratings.

In solar power too, the metro is actually leading the way with an installed capacity of 2.8 megawatt.

“Out target is to generate up to 20 MW of power through solar energy by the end of 2016. The opening of phase III network will give us this breakthrough,” said the official.

Lucknow Metro|Sreedharan reviews ongoing work of Lucknow Metro Rail project

Lucknow: Dr. E. Sreedharan, Principal Advisor to Lucknow Metro Rail Corporation (LMRC), who was on a visit to the city today, undertook a review of the various undergoing works of the project and expressed his happiness with the progress of the project.

He took an update of the physical progress of work of the Metro stations including the 255 meter long Mawaiya special span bridge and had a detailed discussion on it. He further stressed on increasing the speed of construction at the stations.

Dr. Sreedharan also took a status update of the system tenders including the progress on the recently awarded tender for rolling stock and signalling. He also focussed on the issue of planning for staff for the Operation & Maintenance (O&M) wing. He said things have to be planned for the O&M in time for commissioning of the priority section as per the target stipulated by the Government. Train Operators (TOs), Station Controllers (SCs) and Maintenance staff have to be in place so that they can be imparted the requisite training in time, he added.

The ‘Metroman’ also took a brief on the Detailed Project Report (DPR) of Kanpur Metro and gave his valuable guidance on the subject to make it better. In the evening, he also undertook a physical survey of the Metro sites and paid a visit to Shri Alok Ranjan, Chief Secretary/ Government of Uttar Pradesh and Chairman/LMRC, to apprise him about the developments of the Lucknow Metro project.

Dr. E. Sreedharan expressed his satisfaction over the progress of work of LMRC both for the civil work as well as the systems contract like the rolling stock, signalling, traction, track etc. and communicated his happiness over fast progress of the works by Shri Kumar Keshav, Managing Director, and his team.

Mumbai Metro|Centre in a bind over two Mumbai Metro rail projects

New Delhi: A section within the central government is in a bind over the scheduled foundation stone laying ceremony of two Metro rail projects in Mumbai by Prime Minister Narendra Modi on Sunday. This is because, neither have the detailed project report of the two projects-cleared by the Maharashtra cabinet on Tuesday–been submitted to the Centre nor has the Union Cabinet put its stamp of approval on these proposals.

Sources said these are mandatory considering the fact that it’s Centre which is the sovereign guarantor for any external loan that a Metro project gets. “How can we have two parameters for different projects? In the case of Lucknow Metro project we are ensuring that the due procedure is followed while giving central approval, there cannot be a separate set of norms for others,” pointed out a government official who did not wish to be named.

The Prime Minister’s Office on Wednesday asked for a brief on the two projects from the urban development ministry, which deals with the Metro rail projects across the country.

The Maharashtra government on Tuesday approved Dahisar East to Andheri East and Dahisar to DN Nagar lines with a revised cost of Rs 12,618 crore. The government, which hopes to start construction by next March plans to complete them by March 2019.

The Mumbai Metropolitan Region Development Authority (MMRDA) had pegged the cost of the two projects at Rs 4,829.72 crore for the Dahisar East-Andheri East line, and Rs 4,994 crore for the Dahisar-DN Nagar corridor as per July 2015 prices in its proposal to the government.

Sources said the state government has claimed that it will get at least Rs 5,000 crore as loan from Asian Development Bank.

Nagpur Metro|Metro Rail project work may dent historical Kasturchand Park

Nagpur: Untouched for over 100 years, the heritage land of Kasturchand Park is facing threat from Metro Rail. The Nagpur Metro Rail Corporation Limited (NMRCL) has asked the district administration to allot 2,538.28 sq.ft, which is as big as a residential plot in a middle-class locality, space in KP for metro station works. Activists have opposed the NMRCL’s proposal and threatened to launch an agitation against the district administration.

The district administration has now sought the permission of the state government as well as the heritage conservation committee. The playground is owned by the government and its access is controlled by the district administration.

The heritage conservation committee will meet on Friday to take a decision. It has sought a presentation from the NMRCL.

Managing director of NMRCL Brajesh Dixit told Media that no pillars of metro rail corridor or any major construction will come in KP.

“A metro station has been planned between RBI Square and LIC Square. The pillars and station’s main structure will be on the road. We need some land for the construction of approaches like escalators which can come up only if we get a small part of KP,” he said.

It is likely that the compound wall of KP between RBI Square to LIC Square will be razed for this purpose.

The Metro rail project’s north-south corridor will pass through close to KP. The corridor will start from Automotive Square on Kamptee Road and will touch RBI Square after crossing LIC Square and then head towards zero mile. Between RBI square and LIC square, the metro rail will be on the second level as the NHAI is constructing a flyover on this stretch.

Activist Dinesh Naidu, who has been taking a lot of effort for a long time for KP’s conservation and beautification, told Media that he would launch an agitation if any construction is allowed on the ground.

“We have been demanding space for the construction of a public toilet at KP. But the district administration has always turned the proposal down. Considering the historical status of the ground, we did not protest,” he said.

Naidu also said that the district administration should take public opinion before taking any decision on the NMRCL proposal. “KP is a valuable property. There is lot of space around KP for works related to Metro Rail. The NMRCL could construct a metro station near the Satkar guesthouse as there is a lot of place available,” he said.

Hyderabad Metro: Delay in land-acquisition may hamper metro rail project work

Hyderabad: Every week when Chief Secretary Rajiv Sharma holds the special task force meeting to check on the progress of the metro rail project, the sticking sore thumb continues to be properties acquisition and sites caught in legal tangles.

The Government and metro rail authorities did manage to acquire several properties over the years of the 1,500-odd buildings across the three corridors, yet at certain key sections construction had to be suspended because of delays in properties acquisition.

Metro rail authorities point out there are at least three prominent obstacles holding up works. These include a 1,500 sq. yard plot belonging to a big time infrastructure player at Road No.5 Jubilee Hills, an acre of empty site at Yousufguda and portion of a private building at Begumpet that force authorities to “stop work”.

All these are part of the 55 cases held in the courts though officials insist Government’s legal eagles have been on the job. “We are unable to take up piers at a few places and lay the viaduct atop the piers at a few other sites due to the delays in taking over properties,” confesses Hyderabad Metro Rail managing director N.V.S. Reddy.

There are also 63 other private properties which have to be acquired by the Greater Hyderabad Municipal Corporation and handed over to metro rail authorities. Then, 23 Government Vested Municipal (GVM) properties – government lands but in possession of private parties for three or more decades, mostly at Ameerpet, Musheerabad and Narayanaguda are still to be acquired.

Altogether the Government will be spending close to Rs.2,000 crore for properties compensation, shifting of utilities, reconstruction of demolished Government structures as well as for depots at Miyapur and Nagole.

Mumbai Metro|L&T, HCC among L1 Bidders for seven Mumbai Metro Rail blocks

Mumbai: Mumbai Metro Rail Corporation (MMRC) has received 31 bids from nine consortium to develop seven sections of the Colaba-Bandra-Seepz corridor.

Seven consortiums have emerged as L1 bidders. Engineering and infrastructure major Larsen & Toubro (in partnership with Shanghai Tunnel Engineering Co) emerged the lowest bidder for two sections (Cuffe Parade to Flora Fountain and Marol to Seepz) of the 33.5-km corridor. Bidders for the other sections include consortiums led by HCC (CST to Mumbai Central section), J Kumar (Dharavi to the domestic airport and the domestic airport to the international one), ITD Cementation (Siddhivinayak to Mahim) and Soma (Mumbai Central to Mahim section).

The third phase of the Mumbai metro project, estimated to cost Rs 23,136 crore, will be developed on a cash-contract basis, not under the build-operate-transfer model used for the 11.4-km Versova-Andheri-Ghatkopar corridor.

MMRC declined to confirm the names of the lowest bidders. “The process is still on. It will take time. MMRC will share the information in this regard at an appropriate time,” Managing Director Ashwini Bhide told.

Japan International Cooperation Agency (JICA) has already announced it will provide a loan at low interest for the Colaba-Bandra-Seepz corridor.

This was reiterated by JICA during Maharashtra Chief Minister Devendra Fadnavis’s recent visit to Japan. After a meeting with JICA officials in September, Fadnavis had tweeted JICA would soon start public consultations on the Mumbai metro project.

The Centre has signed a loan agreement with JICA, which will provide 57 per cent of the total overall project cost, or Rs 13,235 crore. The Centre and the state government will contribute equal amounts.

A sum of Rs 777 crore will be borne by Mumbai International Airport.

The Colaba-Bandra-Seepz metro corridor will have 27 stations. Of these, 26 will be underground (the one at Aarey Colony, Goregaon, will be an exceptions).

The corridor, expected to be completed by FY20, will carry 1.39 million commuters daily by 2021 and 1.7 million a day by 2031.

Of the 31 consortiums, the following have emerged lowest bidders for seven blocks of Colaba-Bandra-SEEPZ Metro Corridor:

Bangalore Metro|Namma Metro to run on Mysore, Magadi roads this month

Bangalore: The Bangalore Metro Rail Corporation Limited (BMRCL) is all set to start its Mysuru Road-Magadi Road Metro train operations this month.

The stretch, which has already seen several delays like all the other currently operating stretches, is ready, but for some last-minute formalities.

It was supposed to open in July and then, in September. It received clearance from the commissioner for railway safety (CRS)  last month, but with  a few riders.

Namma Metro officials say that they are in the process of getting things done as per the requirements of the report submitted by the CRS and within this month, the commercial operations will begin on the stretch.

BMRCL Managing Director Pradeep Singh Kharola said, “There are still some formalities to be completed as per the CRS’s report and currently, these are underway. We will be starting commercial operations on this stretch within this month. We will disclose the dates of commencing the operations once all formalities are completed.”

Once the 6.4-km stretch opens, commuters will be able to reach Hosahalli, Attiguppe, Vijayanagar, Mysuru Road and Magadi Road avoiding the heavy traffic on the roads.

Safety Clearance: It must be mentioned that the safety clearance by the Commissioner for Railways Safety, which is a mandatory exercise, also took a longer time than usual.

This was because the CRS was caught up in investigating two recent back-to-back train accidents, adding to the existing delay in launching the operations of the Metro train on this stretch.

Chennai Metro|CMRL to find contractor for Saidapet line this month

Chennai: Metro Rail is planning to award fresh contracts for building the Saidapet-LIC underground stretch by the end of this month. The work on this stretch has been stalled after Russian company Mosmetrostroy abandoned work and metro rail terminated the contract of Gammon-Mosmetrostroy joint venture.

Officials are aiming to start work in December, a month earlier than they had calculated when the contract was terminated.

A senior official said tenders will be opened on October 19 and contracts will be awarded the same day. “Many companies have expressed interest to take up the work. We have extended the date for opening of tenders from September because the companies who evinced interest wanted more time,” he said.

Metro rail will award two contracts — one will be for building tunnels and underground stations between Government Estate and Thousand Lights, the other is for the work between DMS and Saidapet.

The firm that bags the contract will have to build connecting tunnels between the two parallel tunnels bored between Saidapet and DMS, bore two parallel tunnels from DMS to Government Estate and complete balance work of constructing underground stations.

“We are planning to give the contractor 20 months to complete the work. This means the line under Anna Salai and the stations should be ready by the end of 2017. We are also planning to open the other completed stretches in phases next year. Anna Salai’s tunnels and stations will be the last to be completed,” he added.

Metro rail recently received a go ahead from the Madras high court when Gammon challenged the government move to rope in a fresh contractor after taking over the equipment and godowns belonging to Mosmetrostroy. The Russian firm, in charge of building tunnels, had completed around 90% of its work of building tunnels between Saidapet to DMS, leaving only 3km of tunnels from DMS to Government Estate to be bored when they abandoned work under pressure from subcontractors who were demanding payment of escalated costs incurred by additional work which was not taken into account when boring begun. A few metres of tunnels that were remaining till DMS was completed by metro rail recently by roping in Afcons.

The Russian company had to abandon work after metro rail refused to pay the additional expenditure of Rs 100crore which they incurred.
