MRTS-CMRL Merger Receives ‘in principle’ Approval From Railways

0
Chennai MRTS

CHENNAI (Metro Rail News): The long-discussed integration of Chennai’s Mass Rapid Transit System (MRTS) with the Chennai Metro Rail Limited (CMRL) network is expected to move forward, as the Railway Board has given an ‘in-principle’ nod to the proposal. While a formal approval is still pending.

Responding to a query in Parliament by DMK MP Kanimozhi Karunanidhi, Railway Minister Ashwini Vaishnaw informed that the Indian Railways and the Tamil Nadu government have collaboratively developed the foundational principles for signing a formal Memorandum of Understanding (MoU) for the MRTS-CMRL merger. However, he emphasised that the operational integration would depend on resolving critical issues related to train operations, asset maintenance, and safety.

The plan to hand over MRTS operations to Chennai Metro Rail Limited (CMRL) had been temporarily stalled, awaiting the completion of the fourth railway line between Chennai Beach and Chennai Egmore. Sanctioned in March 2022 at an estimated cost of ₹279.8 crore, this crucial infrastructure project was successfully commissioned earlier this year, potentially opening the way for progress on the merger proposal.

Chennai MRTS Overview

PhaseRouteLength (km)Number of StationsOperational StationsStatus
Phase IChennai Beach → Thirumayilai8.5588Operational since 1997
Phase IIThirumayilai → Velachery11.165910Operational since 2007
Phase II ExtensionVelachery → St. Thomas Mount530 (as of 2025)Under Construction

Chennai MRTS is managed by Southern Railway. Its last section, spanning 5km, faced delays. A Part of the Chennai Metro Phase 2 line from Sholinganallur to Porur via St. Thomas Mount is now being built above the existing MRTS elevated. In October 2023, Southern Railway conducted a massive operation to install girders linking MRTS to the St. Thomas Mount Metro station. However, in January 2024, a collapse of the final girder near Thillai Ganga Nagar subway occurred, which led to further delays. The faulty girder was finally installed in June 2025, clearing the path for final construction works. However, coordination is required between Southern Railway and CMRL to install girders over St. Thomas Mount station tracks.

Once implemented, the merger is expected to streamline operations, improve the commuter experience, and enhance multi-modal connectivity across the city.

In a move to railway capacity enhancement, the Cabinet Committee on Economic Affairs (CCEA) has granted approval for four major railway multitracking projects on 21 July. These projects are valued at around ₹11,169 crore.

The projects cover 13 districts across Maharashtra, Madhya Pradesh, West Bengal, Bihar, Odisha, and Jharkhand. These projects will add 574 kilometres to the Indian Railways network and are targeted for completion by 2028-29.

ProjectType of WorkStates Involved
Itarsi – NagpurFourth LineMadhya Pradesh, Maharashtra
Aurangabad (Chhatrapati Sambhajinagar) – ParbhaniDoublingMaharashtra
Aluabari Road – New JalpaiguriThird & Fourth LinesWest Bengal
Dangoaposi – Jaroli (including Barajamda – Banspani)Third & Fourth LinesOdisha, Jharkhand

These projects have been undertaken as part of the PM Gati Shakti National Master Plan, which emphasises multi-modal connectivity through integrated planning and stakeholder consultations.

The proposed railway multitracking projects are expected to bring socio-economic and logistical benefits. Approximately 2,309 villages, comprising a population of around 43.6 lakh, will be directly impacted by these infrastructure upgrades. During the construction phase, the projects are projected to generate an estimated 2.29 crore person-days of direct employment, which will help in the growth of local economies.

These routes will come up along key freight corridors and play a critical role in the transportation of essential commodities such as coal, cement, clinker, gypsum, fly ash, containers, agricultural produce, and petroleum products. By enhancing line capacity and operational efficiency, the upgraded corridors are projected to accommodate an additional 95.91 million tonnes per annum (MTPA) of freight traffic.

The augmented network of railways will increase the frequency of operations and help to decongest the existing railway.

NAGPUR (Metro Rail News): While the construction of Nagpur Metro Phase 2 is progressing at a steady pace, a new metro corridor connecting Sitabuldi and Koradi has been finalised under Nagpur Metro Phase 3. This route is a part of the recently presented Comprehensive Mobility Plan (CMP), which aims  to enhance connectivity in the city.

This development was confirmed by senior officials from MahaMetro following a high-level stakeholder meeting held on 27 July 2025, which was attended by Chief Minister Devendra Fadnavis and Union Minister Nitin Gadkari, among other notable participants.

Among the primary proposals in CMP Phase 1 there are two High Capacity Mass Rapid Transit System (MRTS) corridors. The total estimated cost for these projects is 8,625 crore.

  • Sitabuldi-Koradi- 11.5 km

Railways to Produce 17,000 Non-AC Coaches in Next 5 Years

The Indian Railways plans to manufacture approximately 17,000 general and non-air-conditioned coaches over the next five years to meet the increasing demand from lower-income passengers, as announced by Union Railways Minister Ashwini Vaishnaw during a session in the Lok Sabha on 30 July.

Minister Vaishnaw highlighted that the number of general class coaches has increased significantly in recent years. He stated, “These coaches, along with other non-AC variants, comprise approximately 70 percent of the Railways’ total fleet of 82,000 coaches. In terms of capacity, they provide nearly 78 percent of the 6.9 million seats available daily across the network.”

This emphasis on non-air-conditioned travel coincides with a surge in passenger numbers using unreserved coaches, which reached 651 crore in fiscal year 2025, an increase from 609 crore in the previous fiscal year. To accommodate this rising demand, the Railways has already launched the fully non-AC Amrit Bharat trains, with a production plan for 100 such trains currently in progress.

Additionally, the minister provided updates on other major railway initiatives:

A total of 144 Vande Bharat train services are now operational throughout the country. These semi-high-speed trains are experiencing high demand, with an overall occupancy rate of 105.03 percent thus far in the current fiscal year (2025-26).

Overall, the Indian Railways has operated an average of 13,940 passenger trains daily in 2024-25, reflecting an increase from the 13,169 daily trains operated in 2019-20, as reported by the Railways Ministry.

BANGALORE (Metro Rail News): Tejasvi Surya, the Member of Parliament representing Bangalore South, called for the prompt release of the fare-fixation committee report, which served as the basis for the fare increase implemented by the Bangalore Metro Rail Corporation Limited (BMRCL) in February.

In reference to the fare-fixation committee report, Tejasvi Surya mentioned, “Despite multiple requests over the last four months, BMRCL hasn’t made it public. This is a democracy – the general public, especially those travelling in Metro, have every right to know on what basis BMRCL increased fares by 130 percent.” as reported by ET Infra.

While addressing the matter in Parliament, Mr. Surya urged the central government to expedite the operations of the long-delayed Yellow Line. “The line connects residential areas with Electronics City, and over 8 lakh people will travel on the line once it is open.”

Recently, the Commissioner of Metro Railway Safety (CMRS) Inspection began on the long-awaited Yellow Line of Bangalore Metro Phase 2. On 22 July, the CMRS conducted an inspection of Reach 5 and completed one-fourth of the overall assessment. To know more about this news: Click Here.

Furthermore, Mr. Surya appealed to the minister to grant the necessary approvals for the Metro Red Line project, which is planned to extend from Sarjapur to Hebbal.

As part of its expansion plan in Phase 5, the Delhi Metro Rail Corporation has made a proposal to establish a metro link between Sahibabad and Noida Electronic City by extending the Blue Line. The decision stems from the growing focus on multimodal connectivity.

The 5.1 km long extension of the Blue Line will serve the key areas, including Indirapuram, Shakti Khand, Vasundhara Sector 5, and Sahibabad. This corridor has long been in the pipeline of DMRC, but in the absence of sufficient funds, it could not be materialised. Following this, the extension plan was stalled in 2018.

The Delhi Metro Phase 5 is likely to have 18 metro corridors, of which 4 corridors will come up in Ghaziabad. All 4 proposed corridors have been mentioned below:
