Mumbai (Metro Rail News): Mumbai Metro progressed, as IRCON International emerged as the lowest bidder for the second major systems contract, CA-239, for Line 5 (Orange Line ), which spans 24.9 km and connects Thane, Bhiwandi, and Kalyan.

In February 2024, the Mumbai Metropolitan Region Development Authority (MMRDA) floated the tender for this contract with a Rs. 428 crore estimate.
Technical bids were opened in November 2024 to reveal that 4 firms have submitted bids for the contract

About Contract
Funding: The contract CA-239 will be funded by the Asian Infrastructure Investment Bank (AIIB) through a USD 200 million loan which was approved in September 2024.
Scope of Work
The scope of work under Package 2 (CA-239) includes the commissioning of the Line-5 Phase 1 or Line-5A power supply & electrification system, electrical & mechanical (E&M) system, lifts, and escalators at its 7 elevated stations, and at Kasheli Depot.
MMRDA’s Brief Scope for Package-2 (CA-239): Design, Manufacture, Supply, Installation, Integration, Testing And Commissioning of 220 kV Receiving Substation Including 220 kV, 33kV & 25kV Cabling Work, Complete 25kV Overhead Catenary System Along with Switching Station, 33kV Auxiliary Power Distribution System including 33/0.415 kV Auxiliary Sub-Station (ASS) and Complete SCADA System, Electrical and Mechanical Works, Lift & Escalator Works for part of Main Line, Stations & Kasheli Depot of Mumbai Metro Rail Line 5 Project of MMRDA including 5 Years of Comprehensive Maintenance After 2 Years of Defect Liability And Maintenance Period
Note: The construction of Mumbai’s Line-5 is currently in progress along a 12.72 km section extending from Kapurbawdi to Dhamankar Naka. This project is being executed by Afcons Infrastructure, operating under civil Package CA-28.

IRCON submitted a bid of ₹494 crore, which is 15.42% above the MMRDA’s estimate of ₹428 crore. This situation presents an opportunity for negotiations and the potential award of the contract in the coming months.
This contract marks IRCON’s third recent success in Mumbai. Last week, the company was recognized as the lowest bidder for similar contracts related to Line-4 (Package CA-236) and Line-6 (Package CA-233). These tenders are currently undergoing financial bid evaluation and negotiations.
