Kolkata Metro Likely To End The E-Passes By Middle of January

KOLKATA (Metro Rail News): Kolkata Metro is likely to do away with e-passes from mid-January, when the contract with the developer of the technology behind the e-pass ends.

The colour-coded e-passes, generated from a URL and booked in advance to access the north-south line, were key to controlling crowd when Metro resumed services after a 176-day Covid-induced lockdown on September 14.The state had appointed Ideation Technology, a technology partner with the state transport department, on a three month’s contract according to an official.

BANGALORE (Metro Rail News): The Bangalore Metro Rail Corporation (BMRCL) has finally fixed a date to start commercial operations of the extended metro line on Kanakapura Road. The line from Yelachenahalli to Anjanapura will be inaugurated on January 14 and the next day people will be allowed to use the services.

JSPL Chairman Mr Naveen Jindal Offers To Buy Coal Shipment To Bring Back Stranded Indian Sailors From China

NEW DELHI (Metro Rail News): Mr Naveen Jindal, Chairman, Jindal Steel and Power Ltd, today offered to help the government bring back the Indian sailors stranded in Chinese waters by offering to buy the coal the sailors were shipping to China. Mr Jindal offered the help via twitter.

He shared a news report published by The Maritime Executive according to which a sailor tried to suicide and slashed his wrist when he was denied the permission to return to India to look after his family which has tested positive for Covid-19.


Expressing his concern on Twitter, Mr Jindal said, “We are ready to buy the coal on these ships if it can help bring our sailors back home”.

This is a very humanitarian gesture by the former MP and an iconic businessman of the country. The JSPL has been doing great works in helping the poors and needy through JSPL Foundation as well.
“The 39 sailors have been left to their fate without much support from the central government, and their families are struggling to get them back.”, the Maritime Executive reported.

Maharashtra Government Forms Panel To Recommend An Appropriate Site For Metro Car Shed

MUMBAI (Metro Rail News): A committee has been constituted under the chairmanship of state chief secretary Sanjay Kumar to recommend an appropriate site for a Metro car shed. It will examine whether the Kanjurmarg or Aarey plot is more appropriate, will the Kanjurmarg plot suffice for Metro Lines 3, 4 and 6, and how best to integrate Metro Lines 3 and 6 for smooth operations. It will submit its report within a month.

The committee includes the environment secretary, the BMC commissioner, the divisional commissioner of Konkan, the transport commissioner, the administrative director, MMRC, a professor at Centre for Urban Science and Engineering, IIT-Bombay, among others.

The Uddhav Thackarey led government decided to move the car shed from the much politicised and controversial Aarey site to Kanjurmarg. The state government had planned to build an integrated car shed for lines 3,4 and 6 at Kanjurmarg, which would also serve as an integration with the proposed line 14 but the High Court’s decision is going to make the government change its decision.

India becomes Atmanirbhar in Head Hardened Rail Production

The government must make policies to curtail rail imports in a move to promote indigenous rails and their manufacturers.

Growing cities, growing population and growing traffic has invariably called for a shift from private modes of conveyance to public transport. India is looking to create a world-class infrastructure with its existent Kolkata, Delhi, Mumbai, Bengaluru, Hyderabad, Chennai, Jaipur, and Kochi metros with the addition of Pune, Chandigarh, Ahmedabad, Kanpur, Ludhiana, Bhopal, Indore, Agra, Kanpur and Faridabad are being chalked out.

Metro Rail Tracks are designed to conform to the appropriate load category according to UIC Leaflet 700; axle loads of Coach and for a Train speed of 90 kmph and shall enable a level of passenger comfort as per international standards throughout the service life of the Rail System.
Rails on Metro tracks suffer lateral and vertical wear due to load applied on Rails by wheels. This is predominantly due to large traffic movement and sharp curves. In order to optimize utilization of Rails for increase service life and reduce degradation due to wear and rolling contact fatigue, it is recommended to use Head Hardened Rails. Head Hardened Rails offers better service life and thereby Rail replacement frequency from Challenging Underground and Elevated Viaduct sections is reduced. And hence Metro Projects are predominantly designed on Head Hardened Rails Under the GOI ambitious “Make in India” scheme, the two large steel manufacturers in India took up the initiative to develop “Head Hardened Rails” to meet the growing demand of Metro Rail Corporations and High-Speed corridor projects indigenously.

However it is seen that all Metro Rail Corporations and High-Speed Rail projects are still insisting on imports of Head Hardened rails excusing lack in faith due to little or no experience of manufacturing by New Indian Rail Mills Renowned Rail Track Expert and President of Rail Consult India, who worked in RDSO and was Additional Member Civil, Railway Board, Mr. J S Mundrey submits his concern over negligence of GOI Policy and Domestic capability by these projects. He further states that:  

“In India, we have now Two Rail Rolling Mills who have adopted “the state of the art technology “ in producing Rails to National and International Specifications, But they could not participate in the Rail tenders of Metro Rail Corporations & NCRTC as they were unable to meet the “ Contractual and Technical Experience “ prescribed in the tender documents.

THE SUPPLY ORDER HAS THEREFORE BEEN PLACED ON AN OUT-SHORE COMPANY. 

Having worked in the Indian Railways for long years, out of that FOUR years in RDSO in the Track Modernisation Cell and FIVE years as Adviser Civil Engineering Railway Board, having written the book,” Railway Track Engineering”, and presently engaged in Track Consultancy assignments, nationally and internationally, I can claim to have some knowledge of Railway Track Technology. I would thus submit, in all humility, as under, for serious consideration. 

Over half a century ago, when Indian Railways used to import all their Rails, the stipulations of Experience, as made in Rail tender, was made as an additional safeguard, to be sure about the capacity of the Rail Mills, not known to us. Once Bhilai Rail Mill was established Indian Railways had no need to import Rails. It is now since last few years Metros started importing Rails of the Specifications not produced by Indian Mills.

Once the Indian Rail Mills have started producing such Rails, fully meeting the technical requirements stipulated in Relevant Specification, asking them to meet the Experience requirements is a negation of their right of supply of Rails to their own National Railways. One can also ask as from where they can get experience when their own Railway System is reluctant to use their Rails

  1. I would further submit that much water has flown through River Ganges, when the Experience Stipulations were made in the Tender documents about HALF a Century ago, as brought out below.
  2. Rail making Technology has undergone a sea change. Rails Steel is coming through Concast route, with RH Degassing, completely eliminating the piping in the rails, a major cause of Rail fractures. 
  3. Rail chemistry is well controlled. Hydrogen content in the Rails produced by Indian Rail Mill is now Less than 1.6 ppm, much below the international Standards. 
  4. Modern cooling methods and the sophisticated Rail Straightening Machines bring down the Residual Stresses to the bare minimum. 
  5. Ultrasonic Testing of full Rails and Eddy current Testing do not allow any defective rails to pass, undetected. 
  6. With these developments, Rails produced to the required Specification, no certificate of experience is needed from the mill and the Rails produced by our Indian Mills, can go straight to the Track. 
  7. Inspection is done by RITES, further assures the quality, durability and performance of Rails.  
  8. It is doubtful if any World Class Railway System is demanding an experience certificate after the Rails are produced to the laid down Specification. 
  9. Field Trials of Rails for a period of 2-3 year, shows a lack of understanding of Rail Technology. The Track Engineers should know that Field Trials of only such Track items is carried out, where certain specified parameters are evaluated after one year or so, to determine the deterioration behaviour, such as in Elastic Fastenings. 
  10. In Rails when no such parameters are identified and measured, Trials are meaningless. 
  11. Recently Trials for one year were undertaken by the Rails supplied by an Indian Rail Mill. No manufacturing defects could be found, as expected, and Rails produced by that mill have been cleared for general adoption. It has been a sheer waste of resources at various levels. 

INDIAN RAILWAYS THEMSELVES DO NOT CONSIDER THE NEED FOR ULTRASONIC TESTING OF RAILS FOR 25% Of THE STIPULATED SERVICE LIFE, WHICH MEANS SEVERAL YEARS IN TRACK. ONE YEAR TRIAL OF RAILS IS THEREFORE MEANINGLESS

In NUTSHELL I would therefore humbly suggest that: 

Once the Rails have been manufactured by our own mill, strictly following the Laid down Specification, there is no need for asking for an experience certificate from them, as that only means to throw them out of the ring. One year Trials of Rails is a waste of resources as nothing can come out of such Trial in the absence of a well laid down parameters to be measured after the Trial, and that is not possible for RAILS. 

Hopefully, with this long narration of mine, there will be fresh thinking on the important issues of EXPERIENCE & TRIALS with respect to the Rails produced by our own Rail Mills. This will be in the interest of NCRTC, Metro Rail Corporations, Indian Railways and the INDIA as a whole. Surely it will be furthering the cause of ATAM NIRBHAR BHARAT, much in line with the vision of our Prime minister.

Lucknow Metro Returns More Than Rs 7 Lakhs In 2020

LUCKNOW (Metro Rail News): Lucknow Metro continues to win the heart of metro commuters with its commendable passenger service. City’s own Mass Rapid Transit System (MRTS) i.e Lucknow Metro not only assures safe and convenient travel for all Metro commuters but also takes the responsibility for their belongings in our premises. In 2020, Lucknow Metro returned Rs 7,00,000 (including DD worth Rs 5,32,286) along with more than 39 mobile phones, 8 laptops and other valuables to its rightful owners in just six & a half months of metro train operations (affected due to Covid-19 pandemic).
Since the commencement of metro services from CCS Airport to Munshipulia, UPMRC staff has left no stone unturned to meet the expectations of metro commuters with the timely & hassle-free return of these lost belongings to the passengers. There have been many incidents in the last year in which metro staff has exhibited honesty, dignity & sincerity while performing their official duties in the service of the public. This has further strengthened the bond of togetherness, trust, & goodwill amongst the commuters.
On 17th January 2020, UPMRC returned a bag with 1 lakh 10 thousand rupees left behind at baggage scanner machine at Hazratganj metro station belonging to a female passenger. After receiving her bag, she thanked & appreciated the metro administration & PAC deployed at the station.
“On September 09, 2020, a passenger Mr Prashant Kumar forgot his bag on the baggage scanning machine at Vishvavidyalaya Metro station containing a Demand Draft of Rs. 5,32,286. Later, on realizing that he had forgotten his bag, he rushed back to the metro station fearing he had lost it. But on reaching the station, he was informed that he need not worry and that the bag was in safe custody. The on-duty security guard had submitted his belongings to the Station Controller and after due verification, the bag was handed over to its rightful owner”, a statement added.

“Mr Prashant was so thrilled with the professionalism of the Metro staff and thanked them for their exemplary services. On September 29, 2020, a handbag containing a gold bangle and Rs 16,220 rupees was returned to Anju Aggarwal, Advocate, Lucknow High Court. She lost her bag inside the train on March 09, 2020, while travelling in the metro, since then the bag was unclaimed and kept at the “Lost and Found” cell of UPMRC“, it added.

UPMRC staff contacted her with the help of her visiting card found inside the bag & returned her valuables timely & conveniently. She also thanked the Lucknow Metro staff & gave a letter of appreciation for their dedication, commitment & integrity while terming its services as ‘A Trustworthy Companion”, an official said.
Mr Kumar Keshav, MD, UPMRC said, “It is our prime responsibility to provide a safe and comfortable travel experience to our commuters. We assure the people that not only them but also their belongings are safe & secure in our Metro system. On the humanitarian aspect, Lucknow Metro’s whole staff has discharged their duty responsibly to meet the expectations of the public. NMRC Crosses 10, 000 Mark In New Year, Conducts Covid Testing For All Its Employees

NOIDA (Metro Rail News): The New Year has begun on a positive note for Noida Metro Rail Corporation Ltd. (NMRC) as it achieved the highest ridership of 10, 418 passengers on the first Monday of 2021 (04.01.2021) after resuming services post lockdown.  

“This rise can be attributed to the fact that passengers have faith in the safety standards of NMRC and consider the Aqua Line as a safe and secure mode of public transport. NMRC is also taking all necessary measures to ensure a safe journey for Aqua-Line commuters. The NMRC trains are also fully sanitised after each trip. The stations, platform and other “contact areas” like Call buttons of lifts, AFC gates, Handle belts of Escalators & Staircases, POS machines etc. are also sanitised at regular intervals. The E- Rickshaws are also regularly sanitised after every journey”, the NMRC said in a statement.

Covid Testing of NMRC Employees As part of the preventive measures being taken by NMRC to contain the spread of the Covid 19 virus and to safeguard its employees and their families, Noida Metro had conducted the RT-PCR test for all its employees on January 4. Around 371 employees got themselves tested in this medical drive. The reports of the tested employees were received by NMRC today on January 5 according to an official. 

According to the Reports received, all the 371 employees have tested negative for CoVID 19 virus. The RT-PCR testing was conducted at three locations in order to cover all the employees working in NMRC – the NMRC Headquarters in Sector 29 (Noida), NMRC Staff Colony in Greater Noida and Sector 51 Metro Station of the Aqua Line. The testing was carried out at all the above locations from 11 AM to 3 PM. The testing was done for NMRC staff, DMRC handholding staff and BECIL staff.

NMRC had coordinated with the Office of the Chief Medical Officer, Gautam Buddha Nagar to organise the medical camp at the above locations and for arranging the team for conducting the RT-PCR test in the NMRC premises. Employees were requested to carry their official I Card along with and a copy of their Pan Card to the testing centres for getting themselves tested.  NMRC has always proactively tried to take various measures in helping the Government in containing the spread of the Covid 19 virus.

“Even during the lockdown, the NMRC trains, stations, official premises and staff colony were regularly sanitised.  Even after resuming operations, NMRC implemented strict guidelines for passengers travelling in the Aqua Line to ensure the safety of all its passengers. All passengers are screened at the entry point of metro stations for temperature”, it added.

NMRC has also deployed staff at the stations to ensure that passengers follow the government guidelines of wearing face masks and maintaining social distancing. Passengers are also provided with hand sanitisers at the entry point. Only the passengers with a face mask are allowed inside the stations.  NMRC also encouraged Aqua-Line commuters to use cashless transactions for recharging their smart card or generating QR Ticket”, an official said.

JSPL Records Highest Ever Production & Sales in December 2020

NEW DELHI (Metro Rail News): JSPL Steel operations reported their highest ever monthly production volumes with 7.27 lakh tonnes during December 2020. JSPL’s integrated steel plant in Angul reported the highest ever monthly production to 4.16 lakh tonnes, JSPL’s Raigarh steel plant also reported the highest monthly production to 3.11 lakh tonnes. JSPL also reported the highest ever monthly sales of 7.11 lakh tonnes in December 2020. 
The Company posted a record standalone Steel production of 19.3 lakh tonnes in Q3FY21 compared to 16.1 lakh tonnes in Q3FY20. JSPL’s Standalone Steel sales also increased by 12% (Y-o-Y) to 18.8 lakh tonnes in Q3FY21 compared to 16.7 lakh tonnes in Q3FY20. JSPL’s Steel exports increased by 18% (Y-o-Y) to 3.87 lakh tonnes in Q3FY21 contributing 21% to the total sales volumes.

Questions Arise as Chinese Firm Gets Contract For Construction Of Underground Stretch Of Delhi-Meerut RRTS Project

NEW DELHI (Metro Rail News): The financial bids were opened after obtaining the NOC on Technical Bid Evaluation from the Asian Development Bank (ADB). Of the five firms, Shanghai Tunnel Engineering Company Limited emerged as the L1 bidder.

“The National Capital Region Transport Corporation (NCRTC) has awarded a contract to a Chinese company, Shanghai Tunnel Engineering Company Limited, for the construction of a 5.6-kilometre underground stretch, from New Ashok Nagar to Sahibabad, of the Delhi-Meerut RRTS project”, according to a news report by The Print.


The NCRTC which is the nodal agency for the implementation of country’s first Regional Rapid Rail Transit System (RRTS) has said that the contract was awarded following the set procedure and guidelines which are adopted in all other cases.
“Now, all the civil work tenders of the 82-km-long Delhi-Ghaziabad-Meerut corridor have been awarded and the construction is going on in full swing to commission the project in time,” an NCRTC spokesperson said.

This is to be noted that Approvals have to be taken at various levels for bids that are funded by multilateral agencies and the same procedure was adopted in this matter too.

A controversy had erupted in June last year after the STEC emerged as the lowest bidder for the construction of the 5.6-km tunnel on one of the stretches of the Delhi-Meerut RRTS project amid a standoff between India and China along the Line of Actual Control (LAC) in Ladakh.

The 82-km-long Delhi-Ghaziabad-Meerut RRTS corridor is being funded by the Asian Development Bank (ADB) and procurement is governed by the guidelines of the bank and the government.

This time also, the movie is being questioned by many people who are raising their voices through social media platforms like Twitter. It is something very awkward specially when the country is setting in motion the Atmanirbhar Bharat Initiative.
