Delhi Metro | DMRC fails to manage dust and check air pollution at three construction sites

New Delhi: The Ministry of Environment and Forests (MoEF) has ordered Delhi Metro Rail Corporation (DMRC) and 25 other construction sites to “stop work” for failing to implement mandatory dust mitigation measures meant to check air pollution in the national capital. The work of construction sites will be allowed to start again after complying with dust control norms as prescribed by the Ministry.

The construction projects include three sites of the Delhi Metro Rail Corporation, four of the National Highway Authority of India, seven under the Delhi Public Works Department, two Delhi Development Authority sites and one each under the Delhi Jal Board and MTNL. Three under BSES and two projects of Tata Power Delhi Distribution Limited were also suspended. The MoEF sent notices under Section 5 of the Environment (Protection) Act, 1986, to all the projects.

In the National Capital Region (NCR), dust is the second highest source of pollution and contributes significantly to the dip in air quality especially during winter months.

On January 25, the Ministry notified an amendment to the Environment Protection Rules, making it mandatory for all projects requiring clearances to implement dust mitigation measures. It also asked all major infrastructure agencies to implement dust mitigation measures by March 31 or face suspension of construction work.

According to Secretary Ministry of Environment and Forest  C K Mishra, the had sent notices in first week of this month to stop construction-related work pertaining to 25 projects across Delhi-NCR.

We sent out very cordial letters asking major construction companies to comply with dust mitigation measures. Following that, we sent out 20-25 CPCB teams to check on projects. The teams came back with specific photographs, based on which notices were issued.  Construction agencies need to show that they have complied with specific dust control measures, laid out in the notices, before the ministry will allow work to re-start.

Specifically, among the PWD projects, notices have been issued to stop certain works related to the construction of flyovers, drains, small bridges, culverts, footpaths, and the widening of the outer ring road.

The reasons range from “demolished material kept uncovered” to “dust emissions from digging of roads”.

In the Haiderpur-Badli Metro station site, road demolition for cable work has been stopped due to emission from road digging and open dumping of excavated soil.

At another site, construction work was stopped for open dumping and lack of windbreakers.

Earlier, Mishra had said that the MoEF was “deeply concerned” by the lack of dust mitigation measures and that it had requested major construction agencies to put in place measures, failing which work will be constrained or suspended.

The project is progressing at a very fast pace with about 75% of work having been completed. IPL 2018 | Bangalore Metro (BMRC) extends train timings for IPL matches

Bengaluru: The Bangalore Metro Rail Corporation (BMRC) is extending train timings during six nights when IPL matches will be played at the Chinnaswamy stadium To facilitate easy commute for cricket lovers. BMRC also announced a special return ticket fare of Rs 50 to any Metro station from Cubbon Park and MG Road Metro stations on match days.

According to press release issued by the BMRC, the train services on both the Purple (Baiyappanahalli to Mysuru Road) and Green lines (Nagasandra to Yelachenahalli) will be extended from the present closure timing of 11 pm to 12:30 am of the following day. The frequency during the extended period will be a train every 15 minutes.

The extension in train timings will be effected on April 13 (Friday), April 21 (Saturday), April 25 (Wednesday) and April 29 (Sunday) as well as May 1 (Tuesday) and May 17 (Thursday). Since the match on April 15 (Sunday) commences as early as 4 pm, train timings will not be extended on the day.

Mumbai Monorail gets safety clearance from safety inspector

After taking a stock of monorail on March 28, Safety Inspector GP Garg asked the MMRDA to ensure that there is adequate stock of spare parts so that regular maintenance of rakes is not delayed.

The entire monorail project has been constructed in two phases i.e. Chembur to Wadala and Wadala to Jacob’s Circle. The phase one—Chembur to Wadala was opened in 2014 and shut after a fire incident in a monorail coach on November 9 last year.

Safety inspector has recommended MMRDA to install temperature gauges in coaches of monorail so that excess heat can be recorded and evacuation carried out. Smoke detectors should also be installed. He has also suggested that mirrors be installed towards the end of all platforms so that drivers can see if all passengers have boarded or alighted before starting the train

According to official, MMRDA has also decided to install CCTV cameras on both ends of platforms and along the corridor for evacuation during emergencies.

MMRDA has at present total 10 monorail rakes and is in the process of procuring five more rakes to fulfill the requirement of phase-II corridor.

PM Modi flags-off the first 12,000 horsepower electric locomotive in Madhepura

Madhepura (Bihar): Hon’ble Prime Minister Shri. Narendra Modi dedicated the ‘Make in India’ Madhepura Electric Locomotive Facility to the nation and remotely flagged off the country’s first all-electric locomotive from Madhepura in Bihar on Tuesday. Manufactured in India, under a landmark Joint Venture between Alstom (76%) and Indian Railways (24%), this electric locomotive project marks a transformational step change for rail freight movement in India as well as the region of Madhepura.

Each ‘WAG12’ double section locomotive, part of Alstom’s Prima locomotives family, is capable of hauling 6,000 tonnes, at a maximum speed of 120 km/h, thanks to its 12,000 Horsepower – allowing faster and safer movement of heavier freight trains across the country. The electric locomotives will eventually move to the testing and maintenance depot at Saharanpur in Uttar Pradesh before being introduced to the mainline network as part of the freight fleet. This electric locomotive was completed, on schedule, in February 2018, while the second loco will roll out in 2019.

Delhi Metro | HC directs DMRC to take over debts of RInfra’s DAMEPL

New Delhi: Reliance Infrastructure said on Tuesday that the Delhi High Court has directed the Delhi Metro Rail Corporation (DMRC) to take over the servicing of all debt liabilities of  Delhi Airport Metro Express Pvt Ltd (DAMEPL) amounting to Rs 1,618 crore. The company said 11 banks, who had lent to DAMEPL to run the Delhi Airport Metro Express line, will benefit from the latest High Court order.

According to RInfra statement, “The division bench of Justices Sanjiv Khanna and Chander Shekhar passed the interim order on the Section 37 application filed by DMRC. As per the order, DMRC will have to start servicing the DAMEPL debt to 11 banks who had lent to the infrastructure major’s subsidiary to run the Delhi Airport Metro Express line”.

The DMRC had challenged a March 6, 2018 Delhi High Court single judge order upholding the Rs 5,300 crore arbitral award, including interest, in favour of DAMEPL. Late last month, the Delhi High Court had directed the DMRC to pay Rs 306 crore as immediate interim relief to the company.

RInfra said that DMRC had been directed to pay this amount to a consortium of banks, by March 31, to ensure that no account of DAMEPL turns a non-performing asset (NPA), or bad loan.

Gorakhpur Metro | LMRC prepares draft DPR, two corridors planned for Metro rail project

Lucknow: The Lucknow Metro Rail Corporation (LMRC) has drafted a comprehensive detailed project report (DPR) of light metro rail project for CM Yogi’s native city Gorakhpur after studying Jakarta’s light metro rail system and several similar projects in Chinese cities.

According to Kumar Keshav, Managing Director of LMRC, “The DPR will be submitted to the state government by the end of the month. We have identified two corridors an 18-km-long stretch and another 12-km long – that can be implemented in two parts. We want to keep the cost low and hence have studied and zeroed-in on cost-effective solutions for the project.”

He further explained that the plan is to keep the stations small with just two car lanes and the civil structures lean. If the piers, viaducts, stations are smaller and lighter structures, they will incur lower costs because less concrete and raw materials will be required. As for the train coaches – as compared to say the normal Delhi Metro coaches – they will be lighter. For example a Delhi Metro coach has a 18-tonne axle train load, whereas the light metro rail will have less than 12-tonne axle train load. Also smaller metro trains can take sharper turns at sharp gradients which would mean lesser land acquisition.

“Gorakhpur is an important city for eastern UP and by the time the project is implemented, the population of the city will also go further up. While a mass rapid transit system was necessary for the city, a metro rail system like those in the Metro cities was not required. So we studied several upcoming light metro rail projects, for example the one in Jakarta and a few others in China, and have drafted a project plan for the city.

“We have run the project details by Sreedharan and taken his guidance for the right solutions. Rail-based transport has many advantages even for a small city like this. The per-passenger-kilometre cost of travel by rail-based transport is one-twentieth of a car. It becomes far more cost effective for commuters,” Keshav said.

These two corridors are Rithala-Bawana-Narela and Aerocity-Saket-Tughlakabad corridor which have been found to be non-feasible in a detailed analysis of Phase IV conducted by the chief secretary at the behest of the Kejriwal government.

The DMRC had sought a nod for three routes- Janakpuri West to RK Ashram, Mukundpur to Maujpur and Aerocity-Tughlakabad. It was planning to initiate work for Phase-IV starting from the Aerocity line, followed by Rithala-Bawana-Narela as it deemed a significant route to the DMRC. It had also put in place tasks like civil design, building architect so as to start the work as soon as it gets a green signal from the government.

In last year Delhi Government had given in principle approval to DMRC on a detailed project report (DPR) of phase IV project submitted by DMRC. However, the Delhi government expressed its reservation on the three corridors that are part of Phase IV after it got into loggerheads with the DMRC last year over fare hike. In fact, Chief Minister Arvind Kejriwal had even said while flagging off the Pink Line last month that some part of Phase-IV was not viable, hence it will grant permission for routes that are largely beneficial.

The DMRC had sought a nod for three routes- Janakpuri West to RK Ashram, Mukundpur to Maujpur and Aerocity-Tughlakabad. It was planning to initiate work for Phase-IV starting from the Aerocity line, followed by Rithala-Bawana-Narela as it deemed a significant route to the DMRC. It had also put in place tasks like civil design, building architect so as to start the work as soon as it gets a green signal from the government.

According to sources DMRC said that Delhi government feels these routes will not witness enough passenger traffic to justify the construction cost. The government also not in a mood to bear the burden of losses after the centre refused to bear the operational cost.

With the current development, the 104-km long stretch will miss another deadline of going ahead with the construction.

Patna Metro | Bihar Govt to submit revised plan of Metro rail project to center soon

Patna: The Bihar Government said that the state is preparing revised comprehensive mobility plan for setting up metro rail and other modes of rapid transit for Patna city and the it is likely to be finalized by mid of this month.

In last month state urban development and housing department (UDHD) minister Suresh Sharma told in the state Assembly that the final proposal for Patna metro rail will be submitted to the Centre for clearance in April and work will begin this year itself.

National Institute of Technology Patna organised a meeting with stakeholders to seek feedback on the draft plan on Friday. NIT-P is to prepare the revised mobility plan and an alternative analysis in accordance with the new metro policy of the Central Government. A preliminary detailed project report (DPR) for proposed metro rail in Patna was approved by the state cabinet in February last year, but it was required to be revised after the Centre’s new Metro Rail policy. Accordingly, a memorandum of understanding (MoU) for preparing the plan and alternative analysis was signed between UDHD and NIT-Patna in December last year and the institute started surveys and related works in February.

According to Sanjeev Sinha, professor of civil engineering and dean (planning and development) Sixty surveyors are involved in the survey of 4,000 households in the city. The Centre’s guidelines also necessitate feedback from stakeholders and the Friday meeting was held in this regard. Patna mayor Sita Sahu and officials from various departments shared their views on the mobility plan and proposals of metro rail corridors in the city.

He said a preliminary draft comprehensive mobility plan was submitted with the UDHD on Wednesday. “As per the assessment of traffic load on various routes in the city, Bailey Road, Ashok Rajpath, old bypass road, new bypass road, Boring Canal road and Mithapur among few other areas are likely to be proposed for setting up metro rail corridors,” Sinha said.

According to senior officials of UDHD the actual construction works would not start before the end of this year, even if the Centre approved the project in a few months.

The initial metro rail proposal had talked about two corridors in the first phase covering a total distance of 31 km.

It proposed the first east-west corridor from Mithapur Bus Stand to Saguna Mor via Bailey Road and Patna Junction, covering a distance of 14.5km.

The second one, a north- south corridor, was proposed from Patna Junction to the proposed bus stand at Bairiya on Patna-Gaya Road via Ashok Rajpath, Gandhi Maidan and Rajendra Nagar Terminal, covering a distance of 16.5km.
