Maha Govt approves TOD zone for Hinjewadi-Shivajinagar metro corridor

PUNE (Metro Rail News): The Government of Maharashtra has approved the transit-oriented development (TOD) zone for the Hinjewadi to Shivajinagar Metro corridor and has welcomed advice and criticisms from homeowners.

The 500-metre radius area from metro station declared as the TOD zone by the state government, where developers could use added floor space index (FSI) to increase population density. Maximum four FSI has been allowed in the TOD zone — anyone having a 1000 square feet plot can build up to 4000 square feet if the property falls in the TOD zone.

 Earlier, The TOD policy for Vanaz-Ramwadi route and Pimpri-Chinchwad to Swargate metro corridor by approved by the State Govt.

“Most of the part of Hinjewadi-Shivajinagar line is falling in the PMC area, and some part from Balewadi-Hinjewadi is under the Pune Metropolitan Region Development Authority (PMRDA). The state released the notification as the revenue generated through this corridor would be shared by both the organisations and would be used for developing metro and transport-related works. As the TOD zone has been declared, both the organisations would get more revenue through premium for new construction.” Said PMC city engineer Prashant Waghmare

Earlier, it was proposed that additional FSI would be allowed on both sides of the metro corridor. Still, instead of the corridor, the state has approved the TOD zone in the 500 square metre radius area of the metro station.

“The town planning director has invited suggestions and objections and residents can do it within a month from the publication of the advertisement.” Said Waghmare

Some NGOs have opposed the issuance of an additional 4 FSI on metro corridors. They state that it is wrong that the government is trying to improve public transport and it will lead to an increasing population in the city. It will be an additional burden on the city’s infrastructure.

NAGPUR (Metro Rail News): Maharashtra Metro Rail Corporation (Maha Metro) has received a single bid from the AECOM-Systra-CEG JV firms in response to tender invited for providing general consultancy services for several forthcoming mass rapid transit projects in Maharashtra.

Maha Metro recently announced that after the opening of the technical bids received against the tender called from the global engineering consultancy firms the authority has received a single bid from a consortium of AECOM, Systra MVA Consulting and Consulting Engineers Group (CEG).

On December 21, 2019, MahaMetro had invited global bids (vide Tender No. M1CONSUL-03/2019) from the design and engineering firms for the engagement of general consultants for Maha Metro projects.

As per the tender notice, Maha Metro was seeking assistance in design, supervision, safety, quality control, and contract management for the Phase II of Nagpur Metro and Pune Metro, and Phase I of Thane Metro Rail and Nashik Metro Neo projects.

The General Consultant will be responsible for providing system consultancy services for major systems including 25kV Overhead system, the procurement of Rolling Stock and Communication-based Train Control/Signalling system for all upcoming new and expansion of existing MRTS projects.

Now, it is upon Maha Metro to appoint the sole bidder i.e. the consortium of AECOM, Systra MVA Consulting and Consulting Engineers Group (CEG) or may call new tenders to get other global consultants.

NEW DELHI (Metro Rail News): Govt two ambitious projects the first one is Dedicated Freight Corridor (DFC) and the second one is Ahmedabad-Mumbai bullet train project that will transform the railway services in India will not be delayed despite the coronavirus crisis, Railway Board Chairman VK Yadav said on Wednesday.

Currently, Almost all the infrastructure projects in the nation are suffering delays due to the lockdown, linked with the lack of labour and the financial slowdown.

The completion of the DFC will decongestion the railway network For the commencement of the 151 private train services in April 2023, 

“By the time the private trains begin operations, we would have completed all our infrastructure work. We are doing a lot of infrastructure work of doubling and tripling, which would address the congestion issues that these trains might face, and he said when asked about the congestion on the trunk routes.

The Mumbai-Ahmedabad high-speed corridor which has a deadline of December 2023 has a dispute with issues from protests by landowners. The increasing cost of the project due to the widening gap between the Indian rupee and the Japanese yen, as 80% of the Rs 1 trillion needed to fund the project will come from a 20-year Japan International Cooperation Agency (JICA) loan. 

National High-Speed Rail Corporation (NHSRCL), the executing agency provided the latest status of the project. According to report, Agency has floated 68 per cent of its civil works tenders covering 345 km out of 508 km along with a separate bid for the fabrication of 28 steel bridges for the high-speed corridor in Maharashtra.

Although Joint measurement survey of land required for the project is about to complete, the Agency possesses 60% land needed for the project ( approximately 77% land in Gujarat, 80% in Dadar Nagar Haveli and 22% in Maharashtra). 

“On the other hand, physical work is still to start. However, the tendering process is on, and land acquisition is presently underway,” Yadav said.

“A pre-bid meeting to explain bidder’s query was also arranged during the lockdown period through video conferencing. The Railways’ revenue from passenger traffic has been affected due to the pandemic, and freight loading will enhance its earnings by the year-end” Said Mr. Yadav

“There is a lot of tracks available for freight trains because passenger trains are off the network. This year, freight traffic will be 50 per cent more than last years, thereby increasing the Railways’ earnings despite the pandemic. During the lockdown and even currently we are working on our infrastructure to assure that we remove bottlenecks. We have utilised this opportunity to finish 200 of our unfinished works and utilised the opportunity for multi-tracking, doubling, he said.

NEW DELHI (Metro Rail News): NCRTC has geared up construction activities on India’s first Regional Rail between Delhi-Ghaziabad-Meerut. M/s Larsen & Tubro today kickstarted the foundation work in Modinagar and Shatabdi Nagar in Meerut under package 3 works. With this main construction work for other than the priority section of Sahibabad to Duhai has started.

L&T is constructing the elevated viaduct from Duhai (EPE) to Modi Nagar North with 2 elevated stations, Murad Nagar & Modi Nagar South in package 3 Lot 1 and elevated viaduct from the start of Modi Nagar North Station to Shatabdi Nagar Station with 5 elevated stations viz. Modi Nagar North, Meerut South, Partapur, Rithani & Shatabdi Nagar in Package 3 Lot 2. It is also establishing a state-of-the-art casting yard at Shatabdi Nagar, Meerut.

Shri Vinay Kumar Singh, MD, NCRTC today inspected the ongoing works in the entire section along with this newly started construction work. Mr. Singh also overviewed various preparations done for Monsoon. He advised NCRTC engineers and the agency to ensure workers safety and convenience of local residents during construction while taking care of all essential precautions for COVID-19 as specified in the NCRTC issued Standard Operating Procedure.

He has also visited the newly started NCRTC’s site office at Modinagar. This particular site office is constructed in a record time of less than four months during COVID-19 pandemic. All the construction, electrical, signaling, and telecommunication work of the 33 km long stretch between Duhai to Shatabdi Nagar will be taken care by this office.

India’s first regional rail – Delhi-Ghaziabad-Meerut RRTS is one of the three RRTS corridors prioritized for implementation.

The 82 km long corridor will have 24 stations including two depots at Duhai and Modipuram and the distance will be covered in less than one hour.

The construction on this corridor is in full swing, the casting of segments for super structure is in progress at Vasundhara Casting yard. The launching gantry तारिणी 2.1 on package 2 is ready to launch first span of viaduct between Guldhar and Duhai, while the launching gantry तारिणी 1.1 of package 1 is near completion to facilitate the erection of first span near Sahibabad station.. Construction of all the four stations of the priority section – Sahibabad, Ghaziabad, Guldhar, and Duhai is in progress. Electrical utility shifting work is in progress in Vaishali green belt, between EXP 1C to P1 (Total 32 span). A total of 23 EHT lines infringing the Delhi-Ghaziabad-Meerut RRTS Corridor have already been shifted/modified so far. Road widening and utility diversion work are underway between Duhai to Modipuram. The pile load test between Duhai to Muradnagar has been completed.

The civil construction work on the 82 Km-long Delhi- Ghaziabad-Meerut corridor of RRTS is expected to be completed by 2025.

KOCHI (Metro Rail News): The Kochi Metro Rail Limited (KMRL) commenced the rainwater harvesting system at metro stations. High Court judge Justice Devan Ramachandran inaugurated the rainwater harvesting system at Companypadi metro station on Friday.

“The rainwater harvesting project of the KMRL will be beneficial for the public. There are many people who struggle to get freshwater and we have to prioritize water and nature conservation activities”, Said Justice Devan Ramachandran at the time of inauguration.

KMRL Managing Director Alkesh Kumar Sharma said that rainwater harvesting projects will be implemented in stations. It is expected that 420 lakh litres of water can be collected in 22 metro stations in a year.

The rainwater harvesting project is being implemented with the technical support of SCMS Water Institute. SCMS Group of Institutions vice chairperson Pramod Thevannur attended the event.

KOCHI (Metro Rail News): Kochi Metro Rail Limited (KMRL) awarded the Project Management Consultant (PMC) contract of Phase 1B (2.95 km extension from Petta to Tripunithura through 2 stations at Vadakkekotta and SN Junction) of Kochi Metro Rail Project to Aarvee Associates Architects Engineers & Consultants bags in late-June.

The Quality Cum Cost Based Selection (QCBS) method used to select Aarvee Associates. In which proposals remained ranked and scored according to their combined technical and financial score. Aarvee Associates scored the highest technical score and also placed the lowest bid.

The Delhi Metro Rail Corporation (DMRC), India’s most extensive metro network in India with a daily ridership of 60 lakh, has been shut since March 22, 2020, due to countrywide lockdown. As the country is opening in a phased manner now, there is still no clarity on when the DMRC will be permitted to resume the services. In a conversation with Dr. mangu Singh, Managing Director, DMRC, He Talks about How the pandemic will hit the organisation and biggest challenge so far. Here are the edited excerpts:

What is the current status of metro operations in Delhi?

Dr. Mangu Singh: Passengers trains have been completely stopped. We run two trains every day but only to check if every system is working. The government has not given any permission to start operations. So we don’t have clarity.

There have been news stories of the DMRC working on some standard operating procedures (SOP). What are those for?

Dr. Mangu Singh: We prepared an SOP right after Lockdown 2 was announced. We were getting ready in the hope of getting a go-ahead from the government. They wanted to have SOPs for all metros in place. Since the Delhi Metro is the largest metro operator in the country, we prepared an SOP after consulting and a lot of discussions with other metro organisations. That does not mean we are getting ready to resume operation.

The SOP requirements are very demanding. So we quickly got into action to make those arrangements. From drills to equipment, we started preparing and getting things in place. The exercise will be useful when we begin operations.

Like in India, are metros in other parts of the world also shut, or they are operational?

Dr. Mangu Singh: To my information, many metros across the world remain to run, Although the traffic is very low. Most European and American metros are running. In China, they suspended operations for some time but have restarted operations now. Singapore, too, restarted metro service but with a lot of stringent guidelines.

The level of traffic is very high in India. Our metros are very crowded. The risks involved in restarting operations are much higher. Today, in NCR, there are 2.5 crore smart cards in circulation. Unlike say airlines or trains, the moment you start metro services, you can’t have a restriction on the number of people using the service.

How hard has the lockdown been for the DMRC? Let me first state some positive things we have done during the period.Dr. Mangu Singh: We realised we have 13,000-plus people and no physical work. So we decided to do some productive work. We innovated on working virtually. It was not in our culture. Right from project site coordination to inspection, most works was done physically — we immediately switched to working online in a big way. From e-filing systems to design coordination everything is happening virtually.

A person sitting in the UK is now giving us inputs on design. This initiative is working very well. Today, we are a paperless organisation. The second thing we worked toward improving the knowledge of our people. More than 1,000 employees have enrolled in online courses.

Improving their skills and capabilities brought in a lot of positivity in these times while negativity is high. I also created a group to rethink the last five years and identify some of the big projects we have done and discuss what could have been done differently. We are gathering these inputs into case studies. These will be very valuable in future.

What are the DMRC’s biggest challenges in these times?

Dr. Mangu Singh: We are not making a single paisa. There is no earning. We have been hit in other areas too. We have high fixed costs. Variable costs are small. The energy bill is 30% of it. But even there, we can do little to save as we still have to run all systems and do all operational drills.

Our tenants’ businesses, too, have been affected badly. They have written to us asking us to defer rental payments. We are looking at government guidelines on this. If we take coercive action against these tenants, some of them might be forced to go away. We need to support them at this hour. The pandemic has still not settled down. So we are yet to take a call on these things.

We don’t have a revenue-share model with our tenants.

How are you dealing with the loss of revenue streams?

Dr. Mangu Singh: We have some resources but not enough to tide over the situation. The biggest area of concern is repaying the loan given by the Japan International Cooperation Agency (JICA) for construction work. We are requesting the government to reschedule the loan repayment and defer this year’s payment to next year.

What is the update on the construction activities that were underway?

Dr. Mangu Singh: The DMRC is currently engaged in building 61.67 km of new lines under Phase-4 of expansion plans. The corridors that are being constructed are Janakpuri West-RK Ashram, Tughlakabad-Aerocity and Maujpur-Majlis Park. Also, the DMRC is engaged in the construction of two more corridors in Delhi-Najafgarh-Dhansa Bus Stand, Dwarka Sector 21-ECC Centre.

Construction work has been hit badly. When the lockdown started, we followed the government directive about not retrenching workers. Our contractors took care of the labourers. But now they have all gone back to their hometowns. Our contractors are quite handicapped. This will affect our projects, and there will be delays. I have a feeling labourers will start coming back around September-October.

The pandemic scare might force people to use private transport. How do you see public transportation evolving in the face of this?

Dr. Mangu Singh: For the time being, there is fear in the minds of people. It will affect public transport. It will also mean more use of private vehicles as people will avoid the use of public transport; therefore, we will attempt to follow social distancing guidelines and instil confidence in people that metro is a safe mode of transportation. It is a big challenge.
