MHA approves additional security at eight new police stations for Delhi Metro

New Delhi: As Delhi Metro Rail Corporation (DMRC) is expanding its network for the connectivity with the part of the national capital, the Ministry of Home Affairs (MHA) has agreed for the proposal of the 8 new police stations for Delhi metro. In these 8 stations, 1 is for the railways and the other six are for the Delhi police territorial police stations.

To meet the new manpower demand a total of 3,139 posts of Constables to Inspectors have been sanctioned. Adding up to this the national Capital will get two new police districts and 12 new sub-divisions this project with a total of 1044 police personnel.

An official said that these eight metro police stations are being created to cater to the safety and security of the passengers as traffic is expected to grow in the times to come. MHA has proposed to create more manpower for 15 police stations which include Eight Delhi Metro Police Station.

Under the phase -1 project the MHA on Tuesday directed the Delhi Commissioner of Police, Amulya Patnaik to create a total of 3139 additional posts in Delhi Police. They have also directed to create a competent authority for the creation of the posts.

As per the proposal, the proposed posts will be created in four phases instead of the proposed 3 phases. Further creation of posts will be considered only after deployment of this 3139 personnel on the ground.

MHA proposal says that the remaining posts will be considered after a thorough review of the working of Delhi Police keeping in view the impact of deployment of personnel recruited in the first phase. For, this existing police station may be revisited for categorization and the staff strength may also be reassessed and redistributed on the basis of the general norms/yardsticks for the creation of posts.

It further includes that one Railways, Six Territorial including eight Metro will get a total of 2095 police personnel’s on various post- Inspector, Sub-Inspector (SI), Assistant Sub-Inspector (ASI), Head Constable (HC) and Constable under the proposal for creation of manpower for 15 police stations situated across the city.

In the upcoming police districts a total of 30 Inspectors, 122 Sub- Inspectors, 102 Assistant SI, 244 Head Constables and 546 Constables will be deployed and 12 police sub-divisions in Delhi.

The MHA will review the aspects of technical up gradation, grants used in the up gradation of existing setup, the impact of increased manpower in reducing crime and efficiency of personnel.

The proposal letter stated that a regular audit of CCTV and other technical sets ups may be done to check the impact, implementation, running conditions.

Kochi Metro | Cabinet gives nod for second-phase extension

Kochi: The second-phase extension for metro rail received Kerala government’s approval for the state’s lone metro system. Pinarayi Vijayan who chaired the cabinet gave his approval for the extension. This leg of Kochi Metro will take the elevated train network to the city’s IT hub located at Kakkanad.

This will be 11.2 km-long extension starting from JLN Stadium to Kakkanad that will be covering 11 stations. The estimated cost for said project is around Rs 2310 crore. The Kochi Metro stations on this route are – Kochi CEZ, Chembumukku, Palarivattam Junction, Palarivattam Bypass, Infopark-1Vazhakkala, Kunnumpuram, Kakkanad, Chittethukara and KINFRA.

Presently the Kochi Metro Rail network is plying from Aluva which is a suburb of Kochi, connecting the city centre near Maharaja’s College covering over 18 km. There are a total of 16 stations at this route. On the other hand the first-phase extension commencing at Maharaja’s College to Pettah, taking the train network throughout the busy intersection of Vyttila. This stretch is expected to be wrapped in few years time.

A large number of IT and software professionals will be able to commute easily to the city with the Kakkanad extension. It will ease their travel problems as they will not have to wade through traffic. Additionally it is expected that by next year ‘Water Metro Project’ – modern day air-conditioned ferries will be open for public too. For this project city’s in-land water network will be used to start the service. With Water Metro becoming operational, commuters will be able to move from one part of the city to another effortlessly.

In February 2015, Kochi Metro Rail Limited (KMRL) had received the Technical Feasibility Report and DPR from Engineering consultancy firm RITES. The study was for the second phase extension for Infopark.

Later on DPR was revised based on the new metro policy and it was then submitted to state government in February this year. Work on the second phase will begin after the proposal received approval from the central government.

Mumbai Metro | Metro 4 project likely to be funded by JICA

Mumbai: Mumbai Metro 4 project is most likely to be funded by Japan International Cooperation Agency (JICA). Earlier talks were on with Asian Infrastructure Investment Bank (AIIB) for funding the project which is a 32.32km rail network.

The Additional Metropolitan Commissioner, Mumbai Metropolitan Region Development Authority (MMRDA), Pravin Darade, said that they have received in-principle from JICA. The international funding agency will be funding for Metro 4, 5,6 and Metro 9 corridors respectively. Darade stated that since JICA is offering better interest rate, MMRDA has accepted their proposal over AIIB.

The state government is also holding talks with New Development Bank (NDB) for funding other corridors. Darade shared that NDB has also given in-principle approval to fund Metro 8, Metro 10, Metro 11 and Metro 12 projects.

With this funding approval, MMRDA has now received funding for all its corridors.

The reason for selecting JICA as funding agency is due to the fact that they have a clause that allows government to appoint contractors under its ‘Make in India’ initiative. JICA that is also funding Metro 3 corridor, the Mumbai Metro Rail Corporation Limited (MMRC) has appointed contractors who will manufacture the rakes in India.

In the intervening time, the Asian Development Bank (ADB) has not given consent to the MMRDA to have the Make in India in its clause while inviting bids for Metro 2A and 7 rakes.

Delhi Metro | NGT slams DMRC on use of groundwater without permission

New Delhi: The National Green Tribunal on Wednesday directed Delhi Metro Rail Corporation (DMRC) to stop the extraction of groundwater from borewells that are running illegally in Delhi.

The tribunal made it very clear to DMRC that they can only use water from those borewells for which it has permission. A bench headed by Justice Raghavendra S Rathore passed the order after it was informed that Delhi Metro had permission for only 164 borewells.

The green panel also directed DMRC to seek permission for water extraction through borewells from the Central Ground Water Authority and inform it after getting the requisite approvals.

Advocate Kush Sharma said that “the DMRC has installed illegal borewells right under the nose of authorities, but no action has been taken till date.”

Mr. Kush Kalra said that “the DMRC was extracting groundwater instead of using wastewater to wash its trains, resulting in depletion of the water table.”

It had contended that if any individual or authorities install a borewell without permission in his house or workplace, the authorities have every right to seal it in no time and slap a fine. DMRC has installed 276 borewells and no action has been taken till now.

If we pay attention to RTI reply, they had said DMRC’s water requirement was met through borewells and Delhi Jal Board (DJB) connections.

It also said that in order to draw water from the borewells, three to five horsepower pumps were used.

“Groundwater after treatment as per requirement is used for train washing. Borewells have been provided in the depots from where water is sourced. Around 400 to 500 liters of groundwater is used for washing one metro train. The water, after washing of the metro train, is sent to the Effluent Treatment Plant (ETP). The treated water is then used for gardening and the excess sent to drains,” the RTI reply had revealed.

According to another RTI response received from the DJB said no permission was granted to the DMRC for digging borewells.

About the Delhi-Meerut Rapid Rail Corridor

This corridor will cover a distance of 82 km and connect Delhi to Meerut (Uttar Pradesh) via Ghaziabad which will pass through high population zone of the state. Delhi Metro | Corrupt practices and lack of transparency in recruitment process in DMRC

New Delhi: The Delhi Metro Rail Corporation (DMRC) is conducting exam for different posts including lower and higher posts since its inception in 1998. Previously the exams were conducted on paper i.e. written examination. From 3-4 years the organisation has started computer bastes tests (CBT) to recruit manpower for its various ongoing projects. But still lacking in transparency in recruitment process. We have got some complaints from 80- 95 candidates, who has just given Junior Engineer exam from different stream in this year. They have became most victim due to non-specified DMRC  normalization process, which has separated them from final selection. This is very painful for us that our youngster who are future of developing India are not able to get platform due to corrupt practices in recruitment procedure.

About Exam

Delhi Metro Rail Corporation (DMRC) conducted exam from 9th to 20th April 2018 for Jr. Engineer (Executive & Non Executive posts in which total 1985 Vacancies are available. There were two papers both held on same day.

1st paper -engineering technical and aptitude 120 questions, 90 minutes = 80 marks (0.667 marks per question)

2nd paper – English language 60 questions, 45 minutes = 20 marks (0.33 marks per question)

And finally paper 1 and paper 2 cumulatively make 80+20=100 marks. So merit to be made from 100 marks.

Issues raised

But when the cut-off list came it brings disappointment among numbers of good and deserving candidates. Who were expecting their name to be come in Merit list, but it does not happen. Reason behind their failure was normalization method, which DMRC is not ready to disclose it. All the three shifts (say for electrical) the papers were different so for maintaining equality in students a normalization method was to be followed. (They did not tell in notification that which normalization formula will be followed however all reputed exams, say GATE etc., clearly explain their formula). Now after the exam DMRC did not give individual response sheet of the candidates and cut off, on inquiry they published cut offs and just common answer sheet by which candidates just guessed their marks .

The cut offs which are kind of unacceptable to any not-selected candidate  because many of candidates were expecting their selection and they didn’t not find their names in the list even after scoring very high enough marks (as guessed after seeing that common single answer sheet). It can also be guaranteed that majority of candidates (90%) have been selected from one shift only and other shift candidates rarely find selection (can be proved after RTI reply comes).Increased the particular shift candidates marks inappropriately (approx. 10-12 marks minimum) also decreased the marks of other shift candidates which led the cut off become very high also it reduced the one shift marks too so a huge difference was created between the marks of candidates of two shifts. It can be understood by an example as followed:

Let us say shift 1 candidates in 9th April evening: before normalization he/she gets overall 85/100 & after -72/100

Candidates of shift on 10th April:  before 72/100    after 85/100 (after getting 13 marks advantage).

So on 10th April candidates got their marks increased by 10-13 marks minimum and majority of selected candidates came from that shift only. Here normalizing it by 12 marks means 12/0.66 = 18 questions in paper 1 and 12/0.33 = 36 questions in paper 2. So in paper 2 it is 36/60 questions. When people objected the unacceptable cutoff like for mechanical stream it was 96/100 , then they changed it to 80/100 . How they changed it without any notification.

Cooperation from DMRC officials

On objection DMRC said they are adopting some railway method STANDARD DEVIATION METHOD OF NORMALIZATION however which should be followed only when DMRC adopted railway exam pattern too. Indian railway doesn’t conduct two papers and the pattern which DMRC follows so DMRC should not opt that normalization method and that’s why there is no equality in the process with candidates.

When conveyed to DMRC then they say they don’t bother if the consequences are bad they just applied the formula uniformly to all the candidates now candidates say if it is right then DMRC could adopt any random method and saying that their formula says to give 50% marks to a particular shift candidates just like articles are amended if the equality is violated by some random law then similarly DMRC should amend their formula if the kind of equality is not being maintained.Like GATE, the very important exam for PSU jobs and M. Tech. in India, gives the complete normalization method details so DMRC should have told in the notification only that what kind of method they are going to use. But they did not do so.

DMRC did not maintain any kind of transparency like:

  • No formalization method was explained.
  • No response sheet of candidates so that they could evaluate their marks giving answer sheet is of no use if candidates don’t see their marked response. However nowadays in every online exam within 2-3 days candidates’ response sheet is published.
  • They just showed score card having normalized and they did not tell how much actual marks a candidate scored so that the exact difference could be found.

Candidates Approach

  • At first they went DMRC but the did not get any respond  from DMRC to the written grievances, mails, telephonic queries, they even refused to meet to the candidates and didn’t allow them to enter in the office.
  • Later they also went to RTIs but their CPIO details did not respond when one calls them.
  • At last they a have approached to legal procedure through which they have been able to send legal notices to DMRC . Awaiting for good response from DMRC.

Verbally grievances had been conveyed JGM/HR of DMRC, written complaint to MD/DMRC , CGM/HR/DMRC  , CVO/DMRC on 27/6/2018 but till now  9/6/2018 no reply has come from DMRC .

These candidates are awaiting for positives results. If this will be the condition of recruitment procedure than only corrupt and dishonest candidates will be recruited through nepotism or money power.  This not the first time when candidates are facing problem in recruitment procedure. Hyderabad Metro | After electric cars, HMRL eyeing to set up e-bikes

Hyderabad: Hyderabad Metro Rail Limited (HMRL) is taking sustainable travel on an aggressive mode. After setting up electric car base at metro stations, the metro officials are all set to offer electric bike. This is an added advantage for passengers who will travel using metro.

As per the details, riders will be able to rent the e-bike, take it home and return it back the next day while travelling in metro.  HMRL will offer e-bikes at affordable rates to passengers. The service was formally inaugurated and the facility is available from at various stations.

The rent for the e-bike is fixed at Rs 4 per kilometre and passengers can keep the vehicle with them overnight. They can then return the bike at any of the metro station the other day.

To avail the service, passengers will have to download the Metro Bikes app. The commuter will have to furnish their identification proof and driving licence for authentication.

Presently, metro bikes are using conventional bikes at various stations. these includes Parade Grounds, Rasoolpura, Miyapur, Begumpet, Secunderabad and Nagole. This service was introduced in May at the Miyapur metro station and began very popular among commuters.

HMRL owns the unique distinction of being the foremost metro body to offer electric cars for the riders; with the service operating along the similar lines as that of the e-bikes. As reported earlier that the charging stations for the electric vehicles are being installed by Powergrid.

Interacting with media during the inaugural event of e-bikes facility at Ameerpet Metro Interchange, NVs Reddy, HMRL managing direction shared that commuters will on pay for the distance they have travelled.

Reddy also stated that the thought behind introducing e-bikes is to promote sustainable travel in order to protect environment. He also said that all conventional metro bikes will be replaced by e-bikes soon.

Hyderabad Metro Rail Limited (HMRL) is also concentrating on offering several facilities to commuters to encourage them to take metro. Commuters are given shopping, dining and travel experiences at most Hyderabad metro stations. In couple of months HMRL will be starting art galleries at all metro stations in the city.

Reddy on giving an overview of footfalls at the metro stations added that they have stabilised at 85,000 people per day along the 32-kilometre Miyapur-Nagole stretch that was inaugurated in November 2017

Talking about future estimate once the two sections are made operational, Reddy said that the ridership would reach around 5 Lakh commuters a day. Within few years this number will go up to 15 Lakh passengers per day.

Recently new App was launched by Housing and Urban Affairs Secretary Durga Shanker Mishra. This mobile app will be very helpful in finding the nearest metro station, fares for desired travel, information for timings about the first and last train at stations etc. This updated mobile application will give great benefit to the people of the entire Delhi-NCR.

Apart from all those beneficial technologies DMRC needs to overcome from number of loopholes which are in their services.

Bangalore Metro | Cost of elevated corridors crosses the budget line

Bengaluru: The Bangalore Metro Rail Corporation (BMRC) metro elevated corridor project will cross up the budget line. The agenda was first kept in cold for about two years. The Bangalore metro rail project is now coming into light and now believed that this inter-connected corridor project will cost higher.

For 95 km inter-connected corridor which includes six elevated corridors. This requires a huge investment minimum Rs 33,600 crore. Recently, the chief minister HD Kumaraswamy incorporated the cost of the project at Rs 15,825 crore. Apparently, this figure will not acquire the cost of land for the corridor that they already had which is about 152 acres of land. Delhi Metro | DMRC all sets to open South Campus-Lajpat Nagar stretch in 15 days

Delhi: The much awaited Pink Line metro stretch would soon be made operational by next month as per sources from Delhi Metro Rail Corporation (DMRC). If all goes well, by the end of this year the entire 59km stretch will be open for public.

The second phase, the Delhi Metro stretch that will open shortly will be connecting popular shopping centers like the South Extenstion, Sarojni Nagar, Lajpat Nagar and INA.

In March the first stretch starting from Majlis Park to South Campus was opened for public this year. Now the second stretch from South Campus to Lajpat Nagar is expected to open by first week of August. The third stretch from Lajpat Nagar to Shiv Vihar is likely to be made operational in two instalments owing to land acquisition issues with Trilokpuri section, added the source.

As per the current situation around 21.56 km is already functional. The next 8.1 km stretch to be opened next month. That will make it approximately 29 km by August which will leave another 30 km to be made operational by the end of the year.

Inspection is on for the 8.1km stretch by the Commissioner for Metro Rail Safety (CMRS). Once the authorities receive a clearance, the line will be made operational by August.

The first corridor of the Pink Line, from Majlis Park to South Campus was made operational on March 14 – connecting north and south campuses of the Delhi University on the Delhi Metro system for the first time. Subsequent to the inauguration of the Majlis Park to Lajpat Nagar section, the entire length of DMRC’s network will be totalling to 296 kilometers.
