From Oct 2 Kanpur Metro project gets going with pillar construction

KANPUR (Metro Rail News): Shiv Om Johri, assistant engineer, Lucknow Metro Rail Corporation (LMRC) said that the Kanpur Metro Rail project is finally set to start from October 2 with the construction of pillars for laying the metro track near the Indian Institute of Technology (IIT-K).

He said Afcons Infrastructure Limited has bagged the contract for laying the metro track and setting up of nine stations. But the problem is that one of the key stakeholders, the Kanpur Development Authority (KDA), has expressed its inability in providing its share of Rs 100 crore for the project.

Meanwhile, SP Singh, secretary, KDA, said the financial health of the authority was bad after it built houses under the Prime Minister Housing Scheme. The authority had the responsibility of providing 40,000 houses to the people.

Efforts, he said, were being made to improve its fiscal strength with the sale of houses.

“We have communicated to the state government about our financial issues,” he said.

As per the decision at the meeting held under the principal secretary, housing, Deepak Kumar, it was decided that the key stakeholders would contribute Rs 350 crore to the project. The total cost of the project was Rs 16,975 crore.

The Avas Vikas Parishad was asked to contribute Rs 200 crore, the KDA Rs 100 crore and UPSIDC Rs 50 crore.

Recently, LMRC managing director Kumar Keshav had said that three hostel buildings at Government Polytechnic would be demolished for the construction of the Metro Yard. The LMRC would bear the cost of the hostels’ demolition and shifting the students to a private hostel.

Meanwhile, people of the city have expressed enthusiasm as well as apprehension about the metro project.

Pankaj Bajpai, who runs a publishing house, said that since Kanpur is growing bigger and roads becoming clogged, the metro could help in decongestion. But he seeks a parallel public transport system.

Ram Sahaya, a student, Geet Shukla, a housewife, and several other people said with the metro, people would have cheaper and faster local transport service.

However, Raguraj Saran, leader of the retail shopkeepers union, Kalyanpur, felt the metro project would make a large number of people homeless as their ancestral houses, at prime locations near GT Road, would be demolished for laying the railway track.

Several small and medium commercial establishment owners would also lose their source of earning as their establishments would also be removed from the area of the proposed metro track, Saran said.

Audit Metro lines in Gurugram by ILFS entities

NEW DELHI (Metro Rail News): The Punjab and Haryana High Court has issued a direction to the Comptroller and Auditor General of India (CAG) to appoint a team of auditors to ascertain the debt in the two ILFS entities developing the Metro rail links from Delhi to Gurugram.

According to an order passed by Justice Rakesh Kumar Jain and Justice Arun Kumar Tyagi on September 20, as far as “debt due” as defined under the concession contract between Haryana Shehri Vikas Pradhikaran (HSVP), formerly called HUDA, is concerned, CAG auditors will carry out a financial audit of the “debt due”.

The CAG will complete the audit within a period of 30 days. The court also directed that an amount of 80 per cent of the debt due, determined in terms of the audit report of the CAG, shall be deposited by the HSVP in the escrow account which shall be subject to any order passed by the NCLAT or any other competent statutory authority, within a period of 30 days after the receipt of the audit report.

The concession agreements were entered into between HSVP and Rapid MetroRail Gurgaon Ltd (RMGL] and Rapid MetroRail Gurgaon South Ltd (RMGSL), respectively, for the development of Metro rail link from Sikanderpur Station on M.G. Road to NH-8 and from Sikanderpur Station on M.G. Road to Sector 56, Gurugram.

Both the contracts were terminated by RMGL and RMGSL on June 7, 2019, to take effect from September 8, 2019, after the expiry of 90 days, whereas, HSVP terminated both the contracts on August 26.

RMGL and RMGSL are the subsidiary companies of Infrastructure Leasing and Finance Limited (ILFS) which is before the National Company Law Appellate Tribunal (NCLAT).

Extension of Doha Metro operations to increase ridership

DOHA (Metro Rail News): The decision to extend the services of Doha Metro Red Line South to Friday and Saturday will help it to set a new ridership record. For commuters, it was a long pending wish which has now been fulfilled as it will give them much-awaited chance to enjoy Doha Metro journey with their family on weekends. 

On Tuesday, The Ministry of Transport and Communications (MOTC), had announced that the Doha Metro Red Line South would now be open for the public during weekends from tomorrow. 

“It is a welcome move which will benefit all sections of the society. It will further reduce congestion on roads. The total number of commuters for Doha Metro Red Line South will increase significantly after this announcement,” a senior official of a transport consultancy firm told The Peninsula. “Many people do not want to drive a car for family outings on their weekly-off days and such people will like to use Doha Metro train on Friday and Saturday,” he added.

Since starting preview service for the first part of the Doha Metro’s Red Line in May this year, the train service has become hugely popular among residents. More than 86,000 people used the trains in the first two days after the launch of its preview service. On, May 8 around 37,450 people used the metro, while on next day 49,096 people were on board, reflecting the huge popularity of Doha Metro. 

The Doha Metro carried around 1,082,100 passengers during the months of July and August, Qatar Rail said on Saturday. A total of 518,535 people used the metro in July, while 563,577 people used it in August, according to the data shared by Qatar Rail on its twitter account.

Bihar government inks MoU with DMRC for Patna Metro Rail Project

PATNA (Metro Rail News): The Nitish Kumar government in Bihar on Wednesday signed a Memorandum of Understanding (MoU) with the Delhi Metro Rail Corporation (DMRC) for the construction of the first phase of the Patna Metro Rail Project.

The MoU was signed in the presence of Chief Minister Nitish Kumar and his deputy Sushil Kumar Modi. Chaitanya Prasad, Chief Secretary, Urban Development, was among the other dignitaries who were present on the occasion.

The signing of MoU took place nearly three weeks after the Bihar Cabinet approved the allotment of Patna Metro Rail Project work to the DMRC.

Earlier this month, the Bihar Cabinet had allotted the Patna Metro work to DMRC on nomination basis which will complete the work on “Deposit Work Method” at a project cost of Rs 482.87 crore.

“It is expected that the construction work of Patna Metro will begin by the end of this year by completing the tendering process,” Sanjay Kumar, Cabinet Secretariat Department’s Principal Secretary, had told reporters.

He said, Kumar further said that the Patna metro rail envisages two corridors in the first phase. The entire metro project in the first phase will be completed within five years.

Prime Minister Narendra Modi had on February 17, 2019, laid the foundation stone for the Patna Metro Rail Project.

Of the two corridors in the first phase, the first corridor will be between Saguna Mor-Bailey Road-Patna Junction-Mithapur bus stand while the second corridor will be from Patna junction to proposed bus stand at Bairiya on Patna-Gaya road.

New Kochi Metro MD Alkesh Kumar Sharma

THIRUVANANTHAPURAM (Metro Rail News): The government-appointed Alkesh Kumar Sharma, a 1990-batch IAS officer, as the new managing director of Kochi Metro Rail Limited. Incumbent managing director APM Muhammed Hanish has been appointed as secretary (labor and skills) and taxes (excise) departments. He will also hold the charge of managing director of Cheraman Financial Services Limited.

Sharma will also hold the charge of chief executive officer of Smart City, Kochi and that of principal secretary (Kochi-Bengaluru industrial corridor).

Sharma, while on deputation, had held the charge of chief executive officer of Delhi-Mumbai industrial corridor project under the ministry of commerce and industry. ADGP Tomin Thachankary, who is currently the head of armed police battalion, has been made ADGP (Crimes).

He will also hold the additional charge of battalion ADGP. Chaitra Theresa John, who is currently SP Operations (antinaxal terror squad) has been given the additional charge of the commandant of India Reserve Battalion. Divya V Gopinath, who is the SP (information communication technology), will hold the additional charge of the commandant of women battalion.

P Suresh Babu, who is currently holding the charge of the controller of legal metrology, has been appointed as joint secretary of official languages department, while KT Varghese Panikkar will be the new controller of legal metrology.

The government also appointed Navjot Khosa and Joshi Mrinmayi Shashank as managing director of Kerala Medical Services Corporation and executive director of Jalanidhi project, respectively.

Shashank will also hold the additional charge of national hydrology project and projects underwater resources department relating to Rebuild Kerala initiative.

Incumbent sub-collector of Thiruvananthapuram K Imbasekhar has been appointed as joint commissioner of Kerala goods and services tax, while Devikulam sub-collector Renu Raj and Ottappalam sub-collector Geromic George have been appointed as deputy secretaries in general administration department.

Alappuzha sub-collector VRK Theja Mylavarppu has been transferred as additional director of the tourism department, who would also hold the additional charge of KTDC managing director. Kozhikode sub-collector V Vighneshwari has been appointed as director of the collegiate education department.

ITD Cementation bags Rs. 1549 cr contract from BMRCL

BENGALURU (Metro Rail News): Mumbai headquartered ITD Cementation, on Thursday informed in a press release that the company has received Letter of Award (LoA) from Bangalore Metro Rail Corporation (BMRCL) as it has emerged as the lowest bidder (L1) for the Rs. 1549.42 Cr crore contract for Design & Construction of Underground structures (Tunnels & Stations) of length 4.591 Km (approx.) of Banglore Metro rail Project Phase-2, Reach 6. However, ITD Cementation has quoted Rs. 1771.25 crores to work on this project.

The Bangalore Metro Rail Corporation (BMRCL) has opened the Financial Bid for 4.591 km of Namma Metro Phase II, Reach 6 contract on September 26, 2019, at 02.00 pm, where 3 bidders were found technically qualified out of 5 for the contract. These are ITD Cementation, Afcons Infrastructure, Larsen & Toubro Limited. The Afcons and L&T were found L2, L3 respectively. The technical bid was submitted on May 28, 2019.

BENGALURU (Metro Rail News): The Indian major infrastructure company, AFCONS Infrastructure Limited has emerged as the lowest bidder (L1) for the Rs. 1262.33 Cr crore contract for construction of Underground Structure (Tunnels & station) from the south ramp (including) to Vellara Junction station (excluding) along with allied work and 3 No. of UG metro station in Reach -6 Line of Banglore Metro rail Project, Phase-2. However, Afcons has quoted Rs. 1526.33 crores to work on this project.

CM Kamal Nath lays foundation stone for Rs. 6941 Cr Bhopal Metro Project

BHOPAL (Metro Rail News): Madhya Pradesh Cheif Minister Shri Kamal Nath laying the foundation stone of Bhopal Metro Project today in the capital.

It will comprise two corridors of 27 km, the work will be done in two phases. The first phase is targeted to be completed by 2022.

After a long wait, finally, Bhopal is going to get the gift of Metro train. Chief Minister Kamal Nath M.P. Near Gayatri Mandir in Nagar Zone I, he is laying the foundation stone of this project. However, it will still take about three years to run on the metro track.

27 km of Journey of Bhopal Metro


At present, 27.87 km of lines will be laid in the metro rail project in Bhopal. 2 corridors will be built in it. A corridor will be from Karond Circle to AIIMS with a length of 14.94 km. Another track of 12.88 km will be laid from Bhadbhada Chauraha to Ratnagiri Square. The metro will cost 6941 crore 40 lakh.

The 28 stations of Bhopal Metro

be the elevated section of 26.08 km in the Bhopal metro project, in which a total of 28 stations will be built. The underground section will be 1.79 km, which will have 2 stations. The first part is targeted to be completed by December 2022. The schedule of the metro train in Bhopal will be like Delhi. The train will run every five minutes and there will be a 30 second stop at each station.

The train will be like Jaipur Metro


The Bhopal Metro will be like the Jaipur Metro. It will have three coaches, Coaches will also be increased as the number of passengers increases. A 6.22 km route will be built in the first phase. There will be 8 stations on this route and it will take 10 minutes to travel.
journey from AIIMS to Subhash Nagar Gate will be completed in 10 minutes. Subhash Nagar Underpass, Aayakar Bhawan, DB City, Sargam, Habibganj Station, DRM Office, Alkapuri and AIIMS Station have been placed on this route.

What has happened so far:

Tenders worth Rs 278 crore have been received for Bhopal Metro. Soil testing and design testing are done. Pile testing has also been successful for a load capacity in the ground. Pile testing was done at three locations below-ground. The technical background work of the metro has been completed.

Speed: 80 km per hour – the speed limit will be up to 90 km / h on the metra rail track. However, the Metro train will run at a maximum speed of 80 km / h. 

Fare: Not yet fixed for metro – The fare of Jaipur Metro is five to 15 rupees. However, the fare of Bhopal Metro is yet to be decided.

When will it run – the target of running the Bhopal Metro is 2023. However, the Chief Minister has asked to complete the work before the scheduled time.

The big question: will the traffic bottleneck be less? –  The population of Bhopal is around 25 lakh, while the number of vehicles in the city is 18 lakh 47 thousand. Such traffic pressure is high. Nearly two lakh vehicles pass through the peak hours of the morning and evening on this route, thus the introduction of Metra rail on this route will reduce the traffic load.

Today the traffic plan will change – will be applicable from 9 am to 1 pm. During this time, there will be traffic divert from Gurudev Gupta intersection towards Government Press and in front of Reserve Bank of India headquarters towards MP Nagar, Arera Hills, Ministry etc.

The much-awaited Vande Bharat Express plying from Delhi to Katra is due to start in October

NEW DELHI (Metro Rail News): To accommodate the growing number of devotees to Mata Vaishno Devi pilgrimage and to provide smooth and comfortable journey during the festival season, Indian Railways will roll out the Vande Bharat Express during the Navratri-Durga puja festival.

The second Vande Bharat Express train will start operations on the Delhi-Katra route in October. The first Vande Bharat Express (initially named Train 18) was launched on the Delhi-Varanasi route.

Union Railway Minister Piyush Goyal turned to Twitter on 18 September to inform people that the second Vande Bharat Express has completed its trial run to Vaishno Devi and it would be rolled out during the Navratri festival.

According to Railway Board chairman VK Yadav, the Vande Bharat train from Delhi to Katra will help capitalize on the high volume of traffic on the route.

“For Mata Vaishno Devi devotees, the new Vande Bharat Express means a faster and more convenient mode of transport,” the chairman said.

It is shaped like a bullet train, Vande Bharat Express is a fully air-conditioned train. Maximum speed: 130 km/hr. It will run from Delhi to Katra. Stoppages in-between will include Ambala, Ludhiana, and Jammu.
The distance between Delhi and Katra is 655 km. While superfast trains usually take 12 hours to reach Katra from Delhi, Vande Bharat Express will take only eight hours.

It will depart from Delhi at 6 am and reach Katra at 2 pm. Return journey from Katra at 3 pm and reach Delhi at 11 pm. Halt duration at junctions: Two minutes.

Vande Bharat train has been equipped with several mod-cons including automatic doors, comfortable seating, bio-vacuum type toilets, GPS-based audio-visual passenger information system, onboard hotspot WiFi for entertainment purposes, LED lighting and sufficient pantry space. To guard against stone-pelting cases, a special anti-spall film on train windows has also been provided. The train has a total of 16 coaches.

To cut costs Jaipur Metro Phase-2 to run on elevated tracks

JAIPUR (Metro Rail News): To reduce project cost, the Jaipur Metro Rail Corporation (JMRC) is mulling a proposal to keep the major portion of the 24-km Jaipur Metro Phase II (Ambabari to Sitapura) above the ground (elevated) and not below.

If the proposal gets the nod, the cost of the Rs 10,500cr project will be reduced by a whopping 40%.

A senior JMRC official said, “ To reduce costs, we have proposed to construct an elevated corridor on a major part of the route. While the construction cost of an elevated corridor is Rs 200 crore per km, it goes up to Rs 550 crore per km underground.”

In the detailed project report (DPR) prepared in 2014, it was mentioned that project required land worth Rs 875 crore and construction cost to the tune of Rs 9,500 crore. “It is believed, if the same amount of land is acquired for the project in today’s date, the JMRC would require Rs 1,600 crore.

Delhi Metro Rail Corporation (DMRC) officials said if the major part of the project is carried overground, it would require less amount than mentioned in the previous DPR. The estimated cost of acquiring land will be reduced to Rs 800.” The corporation has also suggested constructing a 10-km elevated corridor from SMS Hospital to Sansar Chand Road via MI Road.

 “If all the suggestions are approved and implemented, the entire project cost could be reduced to Rs 6000 crore. While construction cost will be Rs 5,200 crore, Rs 800 crore will be needed for land acquisition,” added an official. Officials also said the cost of the project could be brought down as GST on rolling stock (train) and other construction items had been reduced in the recent past.

“Suggestion to run three coaches, instead of four to cut costs, was also proposed,” added the official. The state will seek financial assistance from the Centre to construct the PhaseII corridor. Both the Centre and the state would invest 50-50% to develop the project. After the change in regime, the hope of launching the phase-II project has revived as Metro was the pet project of chief minister Ashok Gehlot in his previous tenure. The JMRC prepared its first DPR in 2011 during the Congress government’s tenure.

However, the project has not seen the light of day even after seven years. The official said the (JMRC) had already appointed Delhi Metro Rail Corporation (DMRC) to review the detailed project report (DPR) of Jaipur Metro Phase-II. “After terminating the contract of French company EGIS Rail SA, the corporation appointed DMRC for reviewing a revised DPR which will be submitted in December,” an official said.
