DMRC shortlists 3 bidders for Delhi Metro Phase 4’s Consultant Contract

DELHI (Metro Rail News): Delhi Metro Rail Corporation (DMRC) had shortlisted 3 bidders from which 2 are in a partnership to provide consultancy services (contract DCS-1B) for implementing Delhi Metro’s Phase 4.

Delhi’s 65.1 km Phase 4 project is currently under construction and includes 1 new line (23.62 km Silver Line: Aerocity-Tughlakabad) and the extension of the Magenta Line (28.92 km Janakpuri West – R.K.Ashram) and Pink Line (12.58 km Mukundpur – Maujpur).

DMRC had invited Expression of Interest (EOI) applications for this contract in May 2021 with an undisclosed estimate and 1620 day contractual period. Applications were opened in July, 2021 to reveal 6 consortia.

The final selection of the consultant will be made based on the 80:20 Quality and Cost Based Selection (QCBS) with 80% weightage on technical score and 20% weightage on the financial score.

Bhopal Metro’s Electrification Contract gets 7 bidders

BHOPAL (Metro Rail News): 7 firms have submitted bids for the 750 V DC 3rd Rail Electrification contract of Bhopal Metro’s Phase 1 project which consists of 2 lines and 28 stations.

The scope of this systems contract Package BH08 includes design & installation work throughout all elevated & underground stations, including the Subhash Nagar Depot for which KEC – SAM JV emerged as the lowest bidder in February.

Madhya Pradesh Metro Rail Corporation Limited (MPMRCL) invited tenders for this contract in November 2021 with an Rs. 516 crore estimate and 1278 day (3.5 years) deadline. Technical bids were opened on Thursday, 17th March 2022.

The top bidders are:

  • Kalpataru Power Transmission Ltd.
  • KEC International Ltd.
  • Larsen & Toubro Ltd. (L&T)
  • Linxon India Ltd.
  • Siemens Ltd.

MPMRCL’s Scope for this contract is : Engineering, Supply, Erection, Testing and Commissioning of Power Supply Receiving Sub Station, Traction Sub Station, Auxiliary Sub Station, 750 V DC 3rd Rail and SCADA System for Bhopal Metro Rail Project

These same 7 firms had also bid for Indore Metro’s electrification contract (IN-09) earlier this month. The bids have now been sent for technical bid evaluation which can take a few months to complete. After that the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

Mumbai Metro’s Line-3 to be stretched till Navy Nagar in Colaba

MUMBAI (Metro Rail News): Maharashtra’s Deputy Chief Minister Ajit Pawar, last Friday announced that the Mumbai Metro’s 33.5 km Line-3 (Aqua Line) will be extended southward from Cuffe Parade to Navy Nagar in Colaba.

A state government source told Times of India that the Indian Navy through the Ministry of Defence requested for this 2.5 km extension.

“The ministry of defence had requested the state government to operate Metro-3 services from Navy Nagar. The proposal was referred to the executing agency, Mumbai Metro Corporation Ltd (MMRCL), whose board has given approval for the extension. The final terminal station in south Mumbai at Navy Nagar will come up near the Tata Institute of Fundamental Research Centre (TIFR)”, he said.

The detailed project report will be prepared after an agency is appointed. Thereafter, tenders will be floated for construction of 5km (2.5km each, in the up and down directions) extension and the station. We may have to spend around Rs 2,500-Rs 3,000 crore on the extension”, he added.

Cuffe Parade Station is under construction by L&T – STEC JV and comes with 190 meter NATM-built stabling lines at the extreme southern-end of its 405 meter station box. The distance from Cuffe Parade Station to Tata Institute of Fundamental Research Centre (TIFR) actually comes out to be roughly 1.6 km.

Senbo & ITD awarded Kolkata Metro Barasat Line’s Underground Work

KOLKATA (Metro Rail News): Senbo Engineering and ITD Cementation India last week emerged as the lowest bidders for a 3.6 km underground extension of Kolkata Metro’s 6.87 km Line-4 from Kolkata Airport (Bimanbandar) to New Barrackpore.

This underground section of the 18.13 km Yellow Line will help in due course linking Noapara with the suburb of Barasat in north-east Kolkata. A foot overbridge will link the ticketing level of phase-2 station with the lower track level of phase-1 station for commuters. “The station will be connected to corridor-5, phase-1 corridors as well as the urban square at Kathipara where buses will stop,” a CMRL official said.

Currently the commuters heading to the airport from IT corridors in Porur switch at Alandur from phase-2. For residents from Adambakkam, Madipakkam, Puzhuthivakkam and Medavakkam areas which are poorly connected until now, Alandur will be main station where they can switch between phase-2 and 1 stations.

Alandur will also be the station where commuters from places like Madhavaram and Poonamallee may have to shift between corridors to reach Central and Egmore stations and the airport. Commuters arriving in the city through outstation or local buses can disembark at Asarkhana or at the urban square under board trains at Alandur.

The alignment of the elevated corridor will pass over the two existing corridors and over Kathipara cloverleaf grade separator. From Alandur metro, the alignment passes through Inner Ring Road via St Thomas Mount where a aerial line is planned for metro services with MRTS.

Former director of CMRL, Mr R Ramanathan said that during phase-1 construction, a bus terminus with several bus bays was planned behind phase-1 Alandur station for commuters to switch between different modes. “The government could plan a bus stop instead. But the decision has to be made before construction for phase-2 begins. ”

Sivasubramaniam Jayaraman of the Institute for Transportation and Development Policy said “Alandur should be built like Central station where buses come inside the station”. Building facilities for all types of feeder services within the station alone can make Alandur a real multi-modal hub.

Delhi Govt selects Vikas Kumar as new MD of DMRC, Center’s decision awaits

NEW DELHI (Metro Rail News): The Delhi government has selected Vikas Kumar as the Managing Director (MD) of the Delhi Metro Rail Corporation (DMRC) on Wednesday, 16th March 2022. He is an officer of the 1988-batch of the Indian Railway Traffic Service and was earlier working as the Executive Director of operations in the DMRC, prior to his current role i.e Director (Operation). Mr. Kumar was appointed on the post of Director (Operations) in DMRC on Dec 1, 2021.

“We found no better person to fit the role of MD, DMRC than the person who has been responsible for the entire operations of the Delhi Metro, which has the largest network in all of India. Now, the Union Ministry of Housing and Urban Affairs (MoHUA) is free to discuss the matter with us as we have sent the file to them informing about the Delhi government’s choice. But, it will be difficult for MoHUA also to deny Kumar the position because with the construction of most phases being over, the focus currently is on operations, monitoring and keeping up with the standards of the Delhi Metro,” said a senior Delhi government official, HT reported.

The official notification naming Kumar as the new MD was issued on Wednesday evening, Many government officials were confident that Kumar was likely to receive the nod even before the official notification was released. He will replace Mangu Singh, who will be retiring as MD on March 31, 2022. Singh was only DMRC’s second MD, after E Sreedharan, and took charge on December 31, 2011, and his tenure had been extended several times.

The selection and search for a new MD had to pass through controversies as the Centre had expressed its displeasure over having no representative in the selection committee. In fact last week, MoHUA wrote to the Delhi chief secretary stating that in the past, the selection committee did have representatives from the Centre, including the then secretary in Union ministry of urban development, the Delhi chief secretary and the incumbent MD, E Sreedharan. Whereas the present selection committee is chaired by Delhi deputy chief minister Manish Sisodia and includes the Delhi transport minister Kailash Gahlot, an additional chief secretary in the Delhi government and an independent expert.
