Ministry of Railways: Year End Review 2022

NEW DELHI (Metro Rail News): Indian Railways ushers into the era of modernization with modern stations, trains and technology. Six modern Vande Bharat Trains presently running in service over Indian Railways. ‘Bharat Gaurav’ Trains launched to showcase India’s rich cultural heritage and magnificent historical places. Railways’ Capex saw a quantum jump to Rs 1,90,267cr in FY22. Station redevelopment is the main focus area to enhance customer satisfaction.One Station One Product scheme implemented at 535 stations with 572 outlets. Tenders awarded for Deployment of Kavach on Delhi-Mumbai & Delhi-Howrah corridors (around 3000Rkm) during 2022. During 2022, panels of about 14000 candidates have been supplied to the Indenting Railway(s)/ Production Unit(s) by 21 Railway Recruitment Boards (RRBs) across India. An aadhaar-based authentication system has been introduced in RRB Exams for the first time.

PASSENGER CONVENIENCE

  1. Induction of semi-high-speed Vande Bharat trains

(i) Semi High-Speed Self Propelled trains have been manufactured by Integral Coach Factory/Chennai with indigenous efforts and turned out as Vande Bharat Express.

(ii) These trains have ultra-modern features like quick acceleration, substantial reduction in travel time, maximum speed of 160 kmph, on-board infotainment and GPS-based passenger information system, automatic sliding doors, retractable footsteps and Zero discharge vacuum bio-toilets, CCTV cameras etc. and other contemporary features as per global standards.

(iii) Six Vande Bharat trains are presently running in service over Indian Railways as indicated below:-

    1. Two Vande Bharat trains have been running between New Delhi – Varanasi & New Delhi- Shri Mata Vaishno Devi Katra since 2019.
    2. Three new and improved versions of Vande Bharat trains with enhanced safety features and passenger amenities have been introduced recently between Mumbai Central- Gandhi Nagar Capital, New Delhi-Amb Andaura & Chennai-Mysore, Nagpur- Bilaspur.
  1. Introduction of Vistadome coaches

(i) Vistadome coaches provide a panoramic view through more expansive body side windows and transparent sections in the roof, thus enabling the passengers to enjoy the scenic beauty of the places they travel.

(ii) As of 30.11.22, 82 Vistadome coaches are available over various sections of Indian Railways.  This includes 35 Vistadome coaches on the LHB platform as well, which have been turned out with several modern features and amenities such as an Observation lounge with a larger window on the end wall, Transparent Larger windows, Electrically controlled opalescence glass windows in the roof, Aesthetically designed FRP interior and Ergonomically designed Reclining seats with 180 degrees rotating facility,  GPS based Public address cum Passenger Information system (PAPIS),  Automatic sliding doors at compartment entry on both sides, FRP modular toilets with pressurized flushing system & bio tanks, Aspiration type automatic Fire detection with an alarm system, CCTV system,  etc.

(iii) 35 LHB Vistadome coaches have been manufactured till 30.11.22 (7 in 20-21, 15 in 21-22 and 13 in 22-23 till 30.11.22).

  1. Introduction of Tejas Rajdhani trains

(i) Ultra-modern Tejas trains have been introduced on the LHB platform with sleeper coaches over Indian Railways. These ultra-modern trains have the following major distinguishing features: Automatic entrance doorsPassenger Announcement / Passenger Information System, Fire and Smoke detection system, CCTV cameras, Improved lavatory – vacuum-assisted flushing with bio-toilets, etc.

(ii) The coaches of the following 4 Rajdhani trains were replaced with Tejas Sleeper coaches in 2021 as indicated under:-

  1. AC Economy Coaches

(i) A new variant of LHB AC three-tier coach- AC Economy coach, has also been introduced in service with enhanced amenities and increased passenger carrying capacity.

(ii) IR has planned to introduce AC Economy coaches to cater to the general masses’ needs and fulfil their expectation of travel to AC class. These coaches are planned to replace average general sleeper class coaches in trains.

(iii) One prototype coach was turned out in 2020-21. 519 such coaches have been manufactured till 30.11.22 as indicated below:-

  1. The proliferation of LHB coaches

(i) IR has decided on the large-scale proliferation of Linke Hofmann Busch (LHB) coaches, which are technologically superior with features like Anti climbing arrangement, Air suspension (Secondary) with failure indication system and less corrosive shell. These coaches have better riding and aesthetics than the conventional Integral Coach Factory (ICF) coaches. To this end, the Production Units of IR have stopped manufacturing ICF coaches from 2018-19 onwards.

(ii) Trains operating with conventional ICF coaches are getting replaced by LHB coaches in a phased manner. Further, the production of LHB coaches in PUs has also continuously increased over the years, as indicated below:-:

RECORD FREIGHT LOADING

  • On mission mode, Indian Railways’ Freight loading for the first eight months of this financial year 2022-23 crossed last year’s loading and earnings for the same period.
  • On a cumulative basis from April –Nov. 22, freight loading of 978.72 MT was achieved against last year’s loading of 903.16 MT during the same period, an improvement of 8%. Railways have earned Rs 105905 crore against Rs 91127 crore over last year, an improvement of 16% compared to last year.
  • Following the Mantra “Hungry For Cargo”, IR has sustained efforts to improve the ease of doing business and service delivery at competitive prices, which has resulted in new traffic coming to railways from both conventional and non-conventional commodity streams. The customer-centric approach and work of Business Development Units, backed up by agile policy, helped Railways towards this landmark achievement.

SAFETY

  1. Provision of Electronic Interlocking (EI) to increase Safety and Flexibility – Electronic Interlockings are being adopted on a large scale to derive benefits of digital technologies in train operation and to enhance safety. Electronic Interlocking systems have been provided at 480 stations during 2022. So far, 2837 stations have been provided with Electronic Interlocking up to 30.11.2022, covering 44% of IR. The most extensive Electronic Interlocking in Indian Railways with 1002 routes was commissioned on 30.05.2022 at Bandel yard of Howrah division of Eastern Railway.
  2. Automatic Signaling (ABS) – To increase line capacity to run more trains on existing High-Density Routes of Indian Railways, Automatic Block Signaling is a cost-effective solution. ABS was commissioned on 305 Rkm in 2022. As of 30.11.2022, ABS has been provided on 3643 Route km over IR. The rollout is planned to be undertaken in mission mode. With the implementation of Automatic Signaling, an increase in capacity will accrue, resulting in more train services becoming possible.
  3. KAVACH – In the spirit of Atma Nirbhar Bharat’s vision, Kavach has been adopted as the National Automatic Train Protection system. Indian Railways has deployed Kavach on Delhi-Mumbai & Delhi-Howrah corridors (around 3000Rkm), for which tenders have been awarded during 2022.
  4. The interlocking of Level Crossing Gates: Safety at Level Crossing Gates has been a central concern. Indian Railways have provided interlocking with Signals at 317 during the 2022 Level Crossing Gates to enhance the safety at Level Crossings. So far, 10986 LC gates have been provided with gate signals for interlocking up to 30th November 2022.
  5. Sliding Boom at LC Gate: The provision of Interlocked Sliding Boom has become very effective in minimizing disruption to train services when Level Crossing Gates get damaged by road vehicles, especially in suburban areas. With the provision of Sliding Boom Interlocking, Signaling System continues to function normally with minimum effect on train operation. Enhancing Safety at Level Crossing gates by Sliding Booms (in case of gate damage) will be completed at 488 level crossing gates during 2022.
  6. Intermediate Block Signaling: Intermediate Block Signaling (IBS) has proved very useful in enhancing line capacity without extra recurring revenue expenditure in the form of operating manpower and amenities required while developing and operating a block station. Intermediate Block Signaling has been provided in 67 block sections on Indian Railways during 2022 and totalling to 700 block sections as of 30.11.2022.
  7. Signal Design Automation Tool for Electronic Interlocking (SigDATE), an indigenously developed automatic Route Control Chart generating system, has been introduced to expedite infrastructural works, improving efficiency & enabling safe train operations.
  8. Standard typical circuits for Electronic Interlocking Version 2.0 were issued by the standing committee on 29.03.22 for use in all future installations up to 100 routes to improve signal design and circuit approvals efficiency.
  9. Centre of Excellence for Modern Signaling: The “Centre of Excellence” for Modern Signaling has been set up at Secunderabad with the prime objective to provide expertise and technical inputs through competence building, Research, Design and Standard on 24.05.2022.

ONE STATION ONE PRODUCT (OSOP) SCHEME

One Station One Product scheme was announced in the Union Budget 2022-23. This scheme aims to provide opportunities for enhanced livelihood through skill development to local artisans, potters, weavers/handloom weavers, craftsmen etc, through the provision of sale outlets at Railway Stations across the Country. The pilot project was launched on 25.03.2022 for 15 days at 19 stations. Based on the experience gained from the pilot projects, the OSOP policy was issued on 20.05.2022.

Under this scheme, Indian Railways is providing uniquely designed sale outlets with distinctive looks, feel and logos at stations as per the design developed by NID/Ahmedabad for showcasing, selling and giving high visibility to indigenous/local products at a nominal registration fee of Rs 1000/- for 15 days. An allotment is done to all applicants who meet the scheme’s objectives on a rotation basis by drawing lots at stations. This scheme has been implemented at 535 stations with 572 outlets. 13560 direct beneficiaries have availed the opportunities under this scheme up to 30th November 2022. Assuming indirect beneficiaries @ 5 per allotment, the total beneficiaries are 47,145.

THEME-BASED BHARAT GAURAV TOURIST CIRCUIT TRAINS

Indian Railways launched a new tourism product, i.e., a theme-based tourist circuit train -‘Bharat Gaurav’- to showcase India’s rich cultural heritage and magnificent historical places. Under this scheme, service providers spread across the length and breadth of the country will be able to showcase untapped yet historically and culturally significant rich treasures of the country. The Service Providers are to provide comprehensive tour services comprising meals, accommodation, transport, site seeing, tour guide etc. This scheme will also generate a multiplier effect to increase employment opportunities.

  • The maiden Bharat Gaurav Train, namely, Shirdi Yatra, was launched on 14.06.2022.
  • IRCTC launched Shri Ramayana Yatra from New Delhi on 21.06.2022. This is the first tourist train covering the place of the significance of Lord Rama in Nepal (Janakpur).
  • In addition, Divya Kashi-Adi Amavasya Tourist trains and Onam Holiday Specials were also run.
  • IR has also allotted the Hindu Religious and Charitable Endowments Department of the Government of Karnataka one rake per their demand for the operation of the Bharat Gaurav Train. The first trip of the ‘Karnataka- Bharat Gaurav Kashi Darshan train was launched by the Hon’ble Prime Minister on 11.11.2022 from Bengaluru.

Further, to promote rail-based tourism, Indian Railways have conceded approximately 33% in haulage charges w.e.f. 14.11.2022.

Station Redevelopment

Indian Railway has made station development the main focus to enhance customer satisfaction. Three stations viz. Rani Kamalapati station of the West Central Railway, Gandhinagar Capital station of the Western Railway and Sir M. Visveswaraya Terminal Station of the South Western Railway have been developed and commissioned. Work on 48 railway stations is in progress; 19 railway stations are under different stages of tendering & planning. Redeveloping railway stations across the country will have a multiplier effect on the economy with increased job creation. This will also give impetus to the fast economic growth of the country.

Redevelopment of the Stations will enhance the passenger experience. The facilities envisaged at redeveloped stations will include the provision of a spacious Roof Plaza, food court, waiting for lounge, children’s play area, designated space for local products, etc. The development will integrate various modes of transport with Railway Stations, viz. Metro, Bus, etc., will also integrate both sides of the city with the station. The construction of station infrastructure will adopt green building technology and facilities for ‘Divyangjans’. The stations will be developed in an intelligent building with state-of-the-art passenger facilities. Station redevelopment will create a ‘City Centre’ space for railway commuters and the general public.

Significant Decisions for enhancing passenger comfort

  • Reduction/rationalisation of single journey fare structure of AC local services and first-class over suburban section.
  • Provisions have been made for the issue of Quarterly, Half Yearly and Yearly season tickets for AC ordinary local train services.
  • The second-class unreserved coaches in long-distance Mail/Express trains, which were withdrawn due to Covid -19 have been restored.
  • Special trains/Coaches on Full Tariff Rates (FTR) are booked by Paramilitary Forces/Defence Forces to move from one location to another. There were some instances of pending refund due to late submission of requisite documents like original receipts/Folders, Original receipts/folders lost, for which no refund/part refund was permissible as per Tariff rules. In view of this, powers have been delegated to General Managers of Zonal Railways to decide all such refund cases beyond tariff rules for booking special trains on Full Tariff Rates (FTR) by Para Military Forces/Defence Forces from January 2022.
  • The Station Ticket Booking Agent (STBA) scheme for issue of unreserved tickets at NSG-5 and NSG-6 category stations has been expanded to NSG-4 and SG-3 stations on a pilot basis (pilot for one year).
  • DRMs have been authorised for accepting the recommendations of the JAG level screening committee for engagement of YTSK, for according approval for shifting of YTSK location, reducing the facilities of YTSK office and extending the tenure of YTSK licensee. These powers were earlier available with CCM(PM)/CCM(PS) of Zonal Railways.
  • An application has been developed for digitalising the procedure for issue of photo ID cards to persons with disabilities. The application has been rolled out at Secunderabad (SCR), Chennai (SR) and Mumbai (CR) Divisions w.e.f. 01.10.2022.
  • With a view to facilitate zonal Railways in finalizing distribution of reservation quota which should result in optimal utilization of available accommodation, maximise revenue and meet the public demand, CRIS has developed a utility for data-driven quota optimization for reserved classes of the train known as ‘ Ideal Train Profile’ . The utility provides the user the flexibility to forecast demand, select the best remote locations and divide the existing berth/seat capacity into an optimal quota mix. It will help zonal railways to conduct periodic review of the train quotas to address the changing demand mix on account of holidays, festivals, seasons etc.

Significant measures undertaken for Railway Personnel

  • Grant of National Holiday Allowance to non-gazetted employees drawing higher Pay Level under MACPS
  • Amendment in norms of minimum qualification for class I to VIII Railway School Teachers
  • Implementation regarding Periodic Service Review under 56(j)
  • Discontinuance of Ration Money Allowance to PPs/APPs
  • Admissibility of Ration Money Allowance to non-gazetted RPF/RPSF personnel on CCL and WRIL
  • Relaxing the condition of acquiring higher qualification for grant of Selection Grade under CAS to miscellaneous category teachers.
  • Grant of 60 days Special Maternity Leave.
  • Revision of Ration Money Allowance to non-gazetted RPF/RPSF personnel
  • Grant of Night Duty Allowance to all eligible Group ‘C’ employee on railway without any pay ceiling limit
  • Payment of 78 days PLB to non-gazetted railway employee for FY 2021-2022
  • Grant of 30 days Ad-hoc bonus to RPF/RPSF personnel for FY 2021-2022
  • Regulation of MACPS in cases involving promotion from Sr. commercial Clerk to Goods Guard & from Sr. Commercial Clerk to ECRC.
  • Revision of rates of stipend for CDMS & Station Master trainees
  • Regulation of Transport Allowance during nationwise lock-down due to COVID-19 pandemic
  • Change in option for FMA without linkage to change in residences

Human Resource Management System (HRMS)

  1. Effecting a paradigm shift to digital means in the processing of all Cadre related HR aspects of Indian Railways and to ensure the transparency and accountability in the entire process relating to inter-railway transfers on all grounds such as on request, mutual, spouse grounds etc by means of launch of Transfer Module of HRMS on 15.08.2022.
  2. To prepare a comprehensive database with respect to 12 Lakh posts and ensure effective manpower planning in terms of determination of vacancies, Book of Sanctions& Seniority etc, development of the Cadre Management Module of HRMS has been completed and launched w.e.f. 02.12.2022.

Man Power Planning (MPP)

  1. Skill Development

To empower youth by way of giving entry level training in Railway Training Institutes, “Rail Kaushal Vikas Yojana” has been launched on Indian Railways in September 2021. Under the scheme entry level training is provided at more than 90 Training Locations on Zonal Railways & Production Units in industry relevant Technical Trades. The training is provided free of cost to the candidates. A dedicated website has been developed for monitoring RKVY. Candidates imparted training under “Rail Kaushal Vikas Yojana” will have no claim to seek employment on Railways on the basis of such training. As on date around 13,500 youths have undergone training under RKVY.

  1. Celebration of International Day of Yoga 2022

As advised by Ministry of Ayush 100 days countdown to Yoga Day 2022 was celebrated all over Indian Railways. At more than 700 locations, Yoga Day Event was celebrated on 21.06.2022. Hon’ble Minister of Railways has also participated in the Yoga event held at Sun Temple, Konark. Hon’ble MoSR(D) and Hon’ble MoSR(J) also participated in the Yoga Event held at Diu Fort and Batasia Loop Darjeeling (Darjeeling Himalayan Railways) respectively.

  1. Training (Non-Gazetted)

a    No. of apprentices trained over Indian Railways during year 2022 (01.01.22 till 30.11.22) is 183843.

b    No. of non- gazetted employees trained (i.e.Probationary/Initial training, Promotional training, Refresher training and Specialized training and other training over Indian Railways during year 2022 (01.01.22 till 30.11.22) is 565927.

  1. 27,043 post have been surrendered from January 2022 to November 2022.
  2. Five (05) Revised Yardsticks have been issued for Telecom, Mechanical, Civil and Electrical Departments.
  1. Miscellaneous
  1. Memorandum of Understanding (MoU) between Ministry of Railways and All India Council for Technical Education regarding training program for Kavach.
  2. Guidelines have been issued vide letter dated 19.01.2022 regarding Systemic Improvement in Zonal Railway Training Institutes – Improvements in the existing system with thrust on making the examination externally controlled under the overall supervision of SAG level Officer.\
  3. Instructions issued to Zonal Railways vide letter dated 30.03.2022 for participating in Apprenticeship Mela being organized by MSDE to engage candidates as apprentices under the Apprentice Act 1961
  4. Instructions issued to Zonal Railways vide letter dated 02.06.2022 for participating in the “Self –Defense Training” programme for female employees organized by MSDE.

Achievements on Gati Shakti University (GSV)

  • A Cabinet Note along with Central Universities (Amendment) Bill, 2022 for conversion of NRTI, a deemed to be University into the Gati Shakti University (GSV) as a Central University was finalised with Ministry of Education.
  • The Bill was passed by the Parliament in August, 2022.
  • The Central Universities (Amendment) Act, 2022 was notified vide Gazette Notification dated 17th August, 2022.
  • The Act has been operationalised through a w.e.f. 06.12.2022.
  • Chancellor/GSV : President Sectt communicated approval of the Hon’ble President in her capacity as the Visitor of the GSV for appointment of Hon’ble MR as the first Chancellor of the GSV on 08.12.2022. A Notification to the effect of appointment of the Hon’ble MR as Chancellor/GSV has been issued on 14.12.2022.
  • Vice-Chancellor/GSV : President Sectt communicated approval of the Hon’ble President in her capacity as the Visitor of the GSV for appointment of Dr. Manoj Choudhary, Professor (D/O Electrical Engg) & Dean (International Alumni & Corporate Relations), IIT/Jodhpur as the first Vice-Chancellor of the GSV on 08.12.2022. A Notification to the effect has been issued on 14.12.2022.
  • Registrar/GSV :With approval of Board (CRB & CEO), orders have been issued for continuance of Sh T V Ananthsubramanian as Registrar/GSV on 14.12.2022.

Railways Recruitment Process successfully completed for Isolated and Ministerial Categories and Non Technical Popular Categories:

  •       Results of Isolated & Ministerial Categories declared

1663 vacancies for Isolated & Ministerial categories were notified under CEN No. 03/2019.

After completion of Computer Based Test (CBT), Skill Test, Stenography Test and Translation Test, results have been declared on 28th – 29th April 2022. Document verification and medical examination has been done. Panels also declared.

  • CEN 01/2019 (NTPC):

35281 vacancies for Non Technical Popular Categories (NTPC)- Graduate & Under Graduate level were notified under CEN No. 01/2019.

Two stages of CBT and third stage of Computer Based Aptitude Test (CBAT) and Computer Based Typing/ Skill Test (CBTST) have been completed.

The task of furnishing panels to indenting Railways has been taken up by RRBs.

  • Constitution of High Power Committee:

In view of protest by candidates against result of 1st stage CBT for NTPC exam, despite clarifying through different media, a High Power Committee of officials from Railway Board including Chairpersons of RRBs & other Railway Officials was constituted to redress the concerns raised by candidates. The decision taken by committee had been uploaded on RRBs websites on 10.03.2022. Recommendations of Committee for ongoing recruitments of CEN 01/2019 (NTPC) and CEN RRC 01/2019 (Level 1) have been implemented.

  • Level 1 Recruitment:

103769 vacancies for Level 1 posts (erstwhile Group ‘D’ posts) were notified under CEN No. RRC 01/2019.

Single Stage CBT for 1.11 crore candidates have been completed from 17.08.2022 to 11.10.2022 in 5 phases.

Link for Viewing of Question Paper, Responses & Keys and Raising of Objections, if any to Questions/Options/Keys of Computer Based Test (CBT) under CEN RRC 01/2019 was activated from 14.10.2022 to 19.10.2022.

Accordingly, the results of CBT for shortlisting of candidates for Physical Efficiency Test (PET) is currently under process and the results are tentatively scheduled to be published in the official websites of RRBs on or before 24.12.2022.

  • Aadhaar based authentication system has been introduced in RRB Exams for the first time for which approval of Meity has been obtained and gazette notification has been issued. Liaison has been done with UIDAI for implementing the scheme and Railtel has been appointed as ASA. This has been implemented for 2nd and 3rd Stages of CEN 01/2019 (NTPC) and CBT for CEN RRC 01/2019 (Level 1). This will help a lot in eliminating impersonation in RRB exams. RRBs have been pioneer in implementing Aadhaar based authentication for competitive exams at all India level.
  • Empanelment of waitlist/ standby candidates

As per provisions contained in the Centralized Employment Notifications (CENs), additional candidates equal to 50% (may increase or decrease at the discretion of Railways) of the number of vacancy for various posts were also called for Document Verification & Medical Examination. These additional candidates would, however be considered for empanelment only if there is a shortfall in empanelment from the merit list or/ and as replacement against shortfall on account of non-joining of recommended candidates in working posts or/and any other special requirements.

Ministry of Railway has since advised Zonal Railways/ Production Units (PUs) for raising replacement as well as additional demands against Direct Recruitment vacancies for filling up of vacant posts from Standby candidates in categories of ALP, Technicians & Junior Engineers.

Based on replacement as well as additional demands against Direct Recruitment vacancies received from Zonal Railways/ Production Units (PUs), necessary approval for empanelment of all 5841 standby list candidates in category of Assistant Loco Pilot (ALP) available with different Railway Recruitment Boards (RRBs) has been issued vide Board’s letter no. 2022/E(RRB)/25/07 dated 03.06.2022. Similarly, necessary approval for filling up 8679 Direct Recruitment vacancies of Technicians and 3829 Direct Recruitment vacancies of Junior Engineer (JEs) from standby list candidates available with respective RRBs, has also been issued vide Board’s letter no. 2022/E(RRB)/25/08 dated 07.06.2022 & 14.07.2022. In addition, necessary approval for filling up 848 Direct Recruitment vacancies of Para-medical Categories from standby lists has been issued vide Board’s letter no. 2022/E(RRB)/25/14 dated 29.08.2022. Further, instructions vide Board’s letter no. 2022/E(RRB)/25/08 dated 07.12.2022 have been issued to all Zonal Railways & PUs seeking additional demand till 30.06.2023.

  • Empanelment: During 2022, panels of about 14000 candidates have been supplied to the Indenting Railway(s)/ Production Unit(s) by 21 Railway Recruitment Boards (RRBs) across India.
  • Rozgar Mela: Two trenches of Rozgar Mela was organized by Indian Railways on 22.10.2022 & 22.11.2022. Events were held at different locations and data of 10975 & 4003 candidates respectively uploaded on DoP&T’s portal and offers of appointments were given to the candidates.

Digital India Initiatives

  • Implementation of Virtual Account Number (VAN) in  e-Auction process: Streamlining of e –auction process through implementation of VAN in e-Auction process to make it bank neutral and obviate the need for opening of current account with SBI. Coordination was done with Ministry of Finance, SBI and IRePS team of CRIS.
  • Online Bank Guarantee (BG) verification: Implementation of online BG verification in coordination with SBI.SBI has created a platform on which all BGs issued by Banks in favour of railways are received on SFMS and shared with CRIS on concurrent basis . The later shares these with Railways. This will obviate need for physical verification of BGs.
  • MISCELLANEOUS E-RECEIPTS SYSTEM (MERS) PORTAL: Scope of MeRS has been widened. YTSK and JTBS payments, FSC and other payments of officers on deputation to Railway PSUs enabled. This will enable faster transfer of funds to Railway Accounts.
  • Enabling processing of online bills received through IRWCMS and IRePS in IPAS, reducing manual intervention in bill processing and attendant delays.
  • Integration of IPAS with HRMS for PF and final settlement bills.
  • Co-ordination with SBI for online receipt of payments in PMS and FOIS.
  • Implementation of Online PRAN generation module in coordination with NSDL. Direct uploading of SCF through server to server integration with NSDL to reduce manual intervention.
  • Revision of  Indian Railway Accounts Code Vol 1 and Indian Railway Finance Code Vol II- Uploaded on Indian Railway’s website
  • Integration of IPAS with NIC for Jeevan Praman and with  Digilocker to facilitate downloading of e-PPOs by pensioners and Form 16 by employees.
  • During the last few years, Railways have invested heavily in upgrading and expanding its network. This strategy helped railways in meeting up with the growing transport requirements. Riding on the strong GDP growth, Railways has shown operational excellence also. Railways’ capex which was only Rs 53,989cr in FY14 saw a quantum jump to Rs 1,90,267crin FY22 and in BE FY23, a provision of Rs. 2,45,800 cr has been made. There has been a healthy trend of expenditure in the current year and the budgeted capex target is hoped to be achieved.
  • Higher Capital investments, regular monitoring and resolution of Inter-ministerial issues expeditiously will help in connecting hinterland with the completion of the priority projects including National Projects in J&K, Uttarakhand and North East States.  Dedicated Freight Corridors (DFCs) and other important throughput enhancement projects commissioning will lead to higher capacity. These projects along with speeding up of Bullet Train project will be a boost to the construction industry aiding employment generation. Railway capital investments have a huge multiplier effect on overall economy.
  • The trend of fall in modal share has been reversed and Railway has loaded incremental 184 MT in FY22 and 75 MT incremental loading in FY23 to end of November 2022.In the current fiscal, trend of railway receipts have fully recovered from the adverse impact of the pandemic seen in previous three years and to end of Nov’2022, the same has grown at a CAGR of 10.3% over corresponding period of 2019-20 (i.e. pre-covid phase). The recovery is backed mainly by buoyancy in loading and growing share of PRS passengers in total passengers in the post-covid scenario.

CODES AND MANUALS

A comprehensive exercise after due consultation was completed for updation of Accounts code volume II.

INTERNAL AUDIT:

  • Publication of Compendium of Internal Audit for the year 2020-21.
  • Assignment of various topics to Zonal Railways for the year 2021-22.

COST ACCOUNTING:

  • Publication of Compendium of Manufacturing cost for various Production units for the year 2021-22.
  • Publication of Compendium of Maintenance and POH costs for various Production units and workshops for the year 2021-22.
  • Review of incentives and POH out turn in Railway workshops and production units.

RAILWAY BOARD INSPECTIONS:

  • Completed 23 inspection of various Zonal Railways, Divisions, construction unit and Workshops with an advice of recovery of around 50 Lakh for deficiencies in Salary and allowance.
  • Issuance of Inspection report for procedural improvement and compliance of extant provisions and instructions.

POLICY REVIEW

  • Updation of policy on demurrage and wharfage including their pre-payment, and waiver only in case of matter beyond control of consignor and consignee to have positive impact on the wagon turn around.
  • Modifications in Engine on load policy to reduce wagon detention.
  • Discontinuation of several concessions like long lead concession for clinker and limestone, TEFD concession for movement to alternative division of destination zone etc.
  • Comprehensive review of station to station policy to provide greater flexibility to zonal railway.
  • Financial advice on important matters related to PSU’s like DFCCIL, IRCTC etc and SPVs like BDRCL, PRCL, BRPL etc.

PROPOSALS HANDLED

  • Upgradation of railway facilities for production of 9000 and 12000 HP locomotives at Dahod and Banaras.
  • Development of Round the clock solar power project and empanelment of agencies at Zonal level for development of rooftop solar power plants.
  • Fixation of haulage charges for several luxury tourist trains including deccan odessey, Maharaja express in accordance with the Bharat Gaurav Policy.
  • Inclusion of commodities in Goods Tariff and reclassification after comparison with market rates.

The Rules/instructions framed/issued by nodal department are adopted mutatis mutandis on Railways. Some of the developments in Pensionary/Updation of the Rules/Codes/Instructions are mentioned below:-

  • Updating codes and manuals: Indian Railway Establishment Code (IREC)-Vol I, specially chapters concerning F(E) viz., TA/DA, State Railway Provident Fund, Encashment of Leave and Foreign Service Contributions (FSC) were updated based on the extant instructions.
  • Railway Services (Pension) Rules, 1993, the National Pension System Rules and the Payment of Gratuity Rules to employees covered under National Pension System on the basis of corresponding Rules of the Department of Pension & Pensioners’ Welfare (DOP&PW) were processed for adoption of Railways. However, the same was stopped due to later developments wherein the Department Related Parliamentary Standing Committee has recommended for single entity of pensioners under the jurisdiction of DOP&PW. Deliberations on the recommendations of the Committee have been done by a Committee formed by DOP&PW and report of the committee has already been submitted.
  • Instructions for revision of pension/family pension of pensioners who were removed/dismissed/compulsory retired on the basis of Notional Pay have been issued.
  • Speedy redressal of the Grievances of the pensioners’ received through PGPORTAL was ensured.
  • Proposals pertaining to revision of Yardsticks of non-gazetted cadre in various departments of Railways were examined in the capacity of Associate Finance and revised yardsticks for (1) Electrical General power supply, (2) Mechanical EMU/MEMU, (3) S&T-Telecom, (4) Civil Engineering Artisen Helper-SSE Works cadre & (5) Electrical TRD Suburban Area Department have been finalized and issued in the year.
  • The issue of grant of Conveyance Allowance at revised rates post 7th CPC to Railway Medical Officers was taken up with Ministry of Health & Family Welfare based on a representation received from Indian Railways Medical Service Association (IRMSA) and the instructions revising the rates of this allowance were been issued vide Railway Board’s letter No. F(E)I/202/AL-7/1, dated 10.01.2022 after subsequent consultations with Ministry of Health & Family Welfare and Ministry of Finance.
  • As Associate Finance, achieved 15% tightening of norms in finalization of yardsticks for   gazetted posts in Construction Departments of Indian Railways for 2022-2023 over the previous   yardsticks.  As a result of this additional tightening which was finally approved by Board, there is a significant effect on number of posts that can be created based on increase in outlay from the previous year.
  • During the calendar year 2022 (upto 07.12.2022), IRFC has provided funds to the tune of Rs.12,300 crore and Rs.17,236.33 crore to MOR for financing of rolling stock and Railway projects respectively, as Extra Budgetary Resources.
  • IRFC raised funds to the extent of USD 500 million through Green Bonds at a fixed coupon rate of 3.57% p.a. payable semi annually.  IRFC has become the first Central Public Sector Enterprise in the country to list its offshore bonds exclusively at Indian Stock Exchanges established in the GIFT City, Gandhinagar.   IRFC also raised offshore Green JPY Loan equivalent to USD 1.10 billion comprising of two tranches of USD 700 million and USD 400 million having a tenor of 10 years and 7 years respectively, linked to 6M Tokyo Overnight Average Rate (TONA), through Green Loan. These funds have been utilized towards financing of rolling stock assets (i.e. Electric locos and passenger coaches for electrified rail) of Indian Railways.
  • During the year 2022-23, an amount of Rs 595 crores (approx) has been sanctioned for M&P items and Rs. 1,41,400 crores (approx) has been sanctioned for both bulk and itemised RSP items.
  • Contractual and other issues relating with Vande Bharat trains were examined and expeditiously resolved.
  • Sale of surplus diesel locos to CONCOR.
  • Assisted in finalsisation of Policy on New Wagon Design .
  • Indian Railways Finance Code Volume – I (IRFC Volume-1) has been reviewed and revised edition uploaded on Indian Railways website.
  •       In addition to Compilation and Publication of Indian Railways Year Book, 2020-21Indian Railways Annual Report & Accounts, 2020-21,Railways Facts & Figures 2020-21, Indian Railways Annual Statistical Statements 2020-21 & Summary of End Results Freight and Coaching Service Unit Cost for 2020-21, the following special tasks were undertaken-
  • Auto Generation of Statement -7A (Revenue Freight Traffic Statistics on Originating basis)
  • Worked out haulage charges for finalisation of Bharat Gaurav Train Policy.
  • Worked out haulage charges of Luxury Tourist trains like Palace on Wheels, Maharaja Express, Deccan Odyssey and Golden Charriot in terms with Bharat Gaurav Train Policy.
  • Worked out Profitability of different sets of Vande Bharat Trains.
  • Worked out haulage charges of newly proposed Freight Metro Trains, Rapid Transit Freight Train and Cargo liner.
  • Revision of Class-100 i.e. break-even point for freight tariff.
  • Worked out haulage charges of Maha Metro train.

SECURITY: (Achievements of RPF)

Railway Protection Force (RPF) is entrusted with the responsibility of security of railway property, passenger area and passengers. The force has been working round the clock for providing safe, secure and comfortable travel experience to the passengers. It helps Indian Railways in providing safe freight transport service to its customers. RPF has ably discharged the responsibility of protection of huge assets of railways spread far and wide across the country by taking preventive measures as well as measures for detection of crime against railway property. A brief of the achievements of RPF during the year 2022 (up to November) are as under –

  1. “Operation Nanhe Faristey” for Rescue of children in need of care and protection-:

Ministry of Railways in collaboration with Ministry of Women and Child Development (MoWCD) issued Standard Operating Procedure (SOP) on 05/03/2015 for better care and protection of children in distress in contact with Railways. In order to include all the prevalent guidelines/ provisions/instructions/directives etc. in the SOP, a ‘Revised SOP for the Railways’ 2021 has been issued on 23.12.2021. In accordance with SOP, presently (Child Help Desk) CHDs are operational at 143 railway stations. RPF has played important role in reuniting the children lost/separated due to several reasons from their family and rescued more than 16,500 Children in need of care & protection who came in contact with Indian Railways during the year 2022 (upto Nov.) who may be a probable victim of Human Trafficking.

In this regard, an intensive drive viz. ‘Nanhe Faristey’ has been launched on Indian Railways to rescue children in need of care and protection found in trains/railway station and this is showing remarkable results.

  1. “Operation AAHT” to curb Human Trafficking–

In order to have an effective mechanism to avert endeavors’ of the Human traffickers, as per standard operating procedure issued in 2022, Anti Human Trafficking Units of RPF are operational at more than 740 locations over the Indian Railways. These AHTUs are in regular touch with agencies involved/responsible in preventing human trafficking and have rescued/assisted them in rescue of children being trafficked.

In a focused drive viz. Operation AAHT, 498 Juveniles and 43 adults have been rescued with arrest of 186 traffickers (upto Nov. 2022) by team RPF.

  1. “Operation Jeevan Raksha”- Saving life of rail users: –

RPF personnel go beyond the call of duty risking their own lives to save other lives. There are incidents wherein passengers trying to board/de-board a moving train slip and fall with the risk of coming under the wheels of train. Due to alertness and swift action by RPF, life of 463 male and 326 female passengers were saved by Team RPF in platforms, railway track and trains in the year 2022 (upto Nov.) under operation Jeevan Raksha.

  1. Operation Amanat” for Retrieval of left behind Luggage of passengers 

During the year 2022 (upto Nov.), RPF retrieved left behind luggage having value to the tune of more than Rs 41 Crores belonging to 22,829  passengers and returned them after due verification. RPF has been doing this service for passengers under “Operation Amanat”.

  1. “Operation Matrishakti” (assisting women who goes into labor during journey) & Women Security 

Safety and security of women passengers has been an important concern of Indian Railways. In this regard, an initiative “Meri Saheli” has been launched to provide security to lady passengers in long distance trains particularly those travelling alone or those who are vulnerable to crime. Other preventive measures to ensure security of lady passengers like train escorting, CCTV system at stations and in coaches, lady escorts in ladies special suburban trains, mixed escorts in trains, regular drives against unauthorised passengers in ladies coaches etc. are also being implemented.

Further, RPF personnel especially ladies RPF personnel which is currently 9% of the total strength of RPF (highest among uniform forces), go out of the way to help pregnant women who go into labor during their train journey or in Railway premises. During 2022 (upto Nov.), RPF has assisted 123 women in train and 62 women in railway premise in child birth under ‘Operation Matrishakti’.

“Operation Upalabdh” & Action against touts:-–

Procurement of railway tickets for reserved accommodation has been a very tough task for the common man as they were being cornered in bulk by the touts. Use of illegal software for cornering confirmed railway reservations online had adversely affected the availability of confirmed tickets to the common man. RPF has been undertaking intensive and continuous action against persons involved in touting (unauthorised carrying on of business of procuring & supply of railway tickets). During the year 2022 (upto Nov.), 4920 nos. of touts involved in illegal trade of reserved railway tickets have been arrested and action against them were taken as per law. During action against touts, more than 140 illegal softwares were disrupted with arrest of developers, super sellers, sellers & retailers of such illegal softwares.

  1. “Operation NARCOS” for action against Drug Traffickers :-

Railway Protection Force has been empowered to conduct search, seizure and arrest under NDPS Act since April 2019 and has been actively participating in the efforts of Government to restrict this illegal trade.. Under this operation RPF intensified its checks in trains and in identified black spots across the country in coordination with NCB and other LEA’s, targeted the carriers/transporters of Narcotics product through Indian Railways. During the year 2022 (upto Nov.), RPF made seizure of NDPS valued Rs. 77.5 Crores with arrest of 1021 offenders and handed them over to empowered agencies for further legal action.

  1.         Giving blood is a uniquely powerful act. Every blood donation improves or saves lives and enhances social solidarity. It sends a powerful message of mutual aid and showcases the unconditional service to Humanity. Railway Protection Force conducted the Mega Blood Donation Drive on 17th and 20th September 2022, on the special occasion of Railway Protection Force Raising Day. Under this Mega Blood Donation Drive total 3946 RPF personnel along with 829 other volunteers donated blood in the camps organized by RPF/Railways.
  1. A nationwide tree plantation programme was conducted and 7.5 lakh plant saplings were planted.
  1. RPF personnel participated in Run for Unity at various locations.
  1. The “Swacchta Abhiyan” was organized through shramdan of RPF personnel at more than 6300 locations across the country wherein RPF personnel participated spreading the message of “Clean India” among the public.

In furtherance of the pledge of “Sewa Hi Sankalp” of RPF,  drive under different code names i.e. Operation “SEWA” for helping needy, sick, specially abled, injured, among others;  and Operation “Dignity” for rescue of destitute, mentally challenged, poor homeless, or men/women in need of care & protection are being conducted regularly.

A motorcycle rally was organised from various corners of the country, culminating at Red Fort, Delhi, on 13th August 2022, where the bike riders covered most of the districts of the country, logging an excess of 1 lakh kilometres spreading the message of unity and integrity of the nation on the occasion of “Azadi Ka Amrit Mahotsav”.

Tata Steel and TuTr Hyperloop sign a MoA to develop and deploy Hyperloop technology

CHENNAI (Metro Rail News): Tata Steel and TuTr Hyperloop signed a Memorandum of Agreement (MoA) at IIT Madras on December 23, 2022, to jointly work on the development and deployment of Hyperloop technology at scale. The main research areas will focus on design and materials selection challenges.Hyperloop is a future option for a high-speed, low-cost, sustainable transport system for passengers and cargo. The hyperloop system has critical elements such as tubes, pods, propulsion systems, and tracks. Autonomous, levitated pods travel through a network of evacuated tubes. It promises 10x more energy efficient than road transport and aviation, uses 2-3x less space than rail and road, and enables shorter travel duration than aviation.Dr Debashish Bhattacharjee, Vice President, Technology & New Materials Business at Tata Steel, said: “We encourage and foster homegrown technologies and are committed to drive them towards commercial success. Track-laying work completes in priority section of Delhi-Meerut RRTS corridor

NEW DELHI (Metro Rail News): The track-laying work for the country’s first RRTS, Rapid Rail, has been completed. An excellent step has been taken in the direction of rail operation.Seventy-five per cent of OHE installation work has also been completed. The remaining work will be completed soon. The final trial run of the rapid rail will likely occur in the first week of January 2023, and it will be operational in March 2023.According to Puneet Vats, chief spokesperson of the National Capital Region Transport Corporation (NCRTC), the track laying work on the 17 km long priority section of the Delhi-Ghaziabad-Meerut RRTS corridor has been completed. To make RRTS operational in this section, about 34 km of track (17 km viaduct) has been laid. Along with this, the work of OHE and signalling is also going on a fast track in the priority section. So far, the installation work of over 75 per cent Over Head Equipment (OHE) on the viaduct has been completed.Now the installed OHE will be electrified (charged) with a capacity of 25000 V. An agreement has been signed for power supply for the operation of the Priority Section in Uttar Pradesh with Uttar Pradesh Power Transmission Corporation Limited (UPTCL).Priority Section will have five stations Sahibabad, Ghaziabad, Guldhar, and Duhai Depot.Currently, escalators and lifts are being installed at these stations. Along with this, the finishing of all these stations is being done.

GNA approves DPR of a new line between Greater Noida Depot and Bodaki

GREATER NOIDA (Metro Rail News): The Greater Noida Authority Board approved the Metro route’s DPR (Detail Project Report) from Depot to Bodaki on 28th December. This DPR will be sent to the Government of India for approval. Efforts will be made to get financial assistance by connecting this project with PM Gati Shakti.A multimodal transport hub is to be built at Bodaki in Greater Noida. Rail, metro, interstate bus stand and local transport facilities are to be developed here. The Depot is the last station of the Aqua Line Metro between Noida-Greater Noida. Metro is to be extended from here to Bodaki. The Noida Metro Rail Corporation has been entrusted with constructing the metro line. The Noida Metro Rail Corporation (NMRC) has prepared its DPR. The Greater Noida Authority also approved this DPR on 28th December.According to the DPR, the length of the metro route from Depot to Bodaki will be around 2.6 km. About 416 crore rupees will be the estimated cost of the project. This route will also be elevated. Initially, the metro will be run with four coaches. Later it can be increased according to the need. The residents of Noida-Greater Noida will be directly connected to the multimodal transport hub with the construction of this route. Residents can get the facility of train or bus for onward journey. Now the DPR of this project will be sent to the Government of India after taking approval from the state government.Another payment of Rs 453 crore is to be made by the Greater Noida Authority for developing the second phase of the under-construction Noida Airport at Jewar. The Authority will pay this in four instalments. The first instalment of about Rs 113 crore will be paid soon. The remaining amount will be paid by taking loans from banks. The authority board can pay this amount in four instalments by taking a loan.Uttar Pradesh Government and Noida Authority have 37.5-37.5 per cent stake in Noida Airport, while Greater Noida Authority and Yamuna Authority have 12.5-12.5 per cent stake. Preparations are on to start flights from Noida airport in 2024.

MUMBAI (Metro Rail News): National High-Speed Rail Corporation Limited (NHSRCL) invites bids for Design, Manufacture, Supply, Construction, Installation, Testing and Commissioning of a 2 x 25 kV Power Supply Electrification System for Mumbai-Ahmedabad High-Speed Rail Project (MAHSR).Package No. MAHSR – EW-1The Government of India has received a loan from the Japan International Cooperation Agency (JICA) towards the cost of the Project for the Construction of Mumbai – Ahmedabad High-Speed Rail.The work includes: Design, Manufacture, Supply, Construction, Installation, Testing and Commissioning of 2 x 25 kV Power Supply Electrification System (Traction Substation, Overhead Equipment and MV/LV Power Distribution Equipment), along with Associated Buildings for these Systems and related equipment in the training institute on Design Build Lump Sum Price Basis for the Construction of Mumbai-Ahmedabad High-Speed Rail.A Bid Security amount of INR 571,000,000.00 (Indian Rupee Five Hundred and Seventy-One Million only).The last date for bid submission is 17th April 2023.

VARANASI (Metro Rail News): The National Highways Logistics Management Ltd (NHLML), a subsidiary of NHAI, has awarded a contract worth Rs 807 crore (US$16 million) to Vishwa Samudra Engineering Private Limited for the construction of a 3.85 km urban ropeway project in Varanasi, Uttar Pradesh. This company has obtained the technology and equipment supply from a Swiss company specialising in ropeway systems. After commissioning, the contract order includes 15 years of ropeway system maintenance.This will be India’s first “urban ropeway project,” to be built in Varanasi, and it is anticipated to begin operations in May 2025. Construction on this project will probably begin by May 2023.The urban ropeway system will reduce the length of one of the most congested areas, from the Cantonment train station to Godowali Chowk, in only 17 minutes. Due to traffic congestion, the same trip could take longer than an hour.Five stations will be built as part of this ropeway project. They will be located at the Varanasi Cantonment, Vidya Peeth (Bharatmala Mandir), Rath Yatra, Girja Ghar, and Godowlin Chowk. There will be no boarding or deboarding at Girja Ghar. For the ropeway, 30 towers will be constructed, ranging in height from 10 to 55 metres.The National Highways Logistics Management Ltd (NHLML), which manages the ropeway, will choose the cost of the tickets. A policy on tickets will be developed as the Center plans to implement numerous such ropeway projects throughout the country in urban areas and to connect tourism destinations.“The Varanasi ropeway project has been won by Vishwa Samudra Engineering and its technological partner Bartholet Maschinenbau AG of Switzerland. A bid price of Rs 8156 crore was provided by the company, which is 77% more than the projected bid price. The ropeway will be built using a hybrid annuity model (HAM), in which 40% of the project cost will be paid as an annuity during the operation and maintenance phase and 60% of the project cost will be paid as construction assistance during the construction phase,” said an official.The connectivity project is expected to operate for 16 hours per day and have a maximum capacity to handle 3,000 passengers per hour per direction (PPHPD). A passenger load of approximately 96,000 people per day can be carried by it in both directions. About 153 gondolas or cabins would be used on this route, and each gondola could accommodate ten passengers.The GEO technical company Sai Geotechnical Engineer Pvt. Ltd., based in Ghaziabad, began geotechnical investigation work for this ropeway project after setting up three rigs at various locations throughout Varanasi.The Uttar Pradesh government is purchasing the land for towers and ropeway stations.

Amrit Bharat Station Scheme for Indian Railways

NEW DELHI (Metro Rail News): Amrit Bharat Station scheme envisages the development of stations continuously with a long-term vision. The scheme aims to the preparation of Master Plans for the Railway stations and the implementation of the Master Plans in phases to enhance the facilities.Attempts shall be made to club different grades/types of waiting halls and provide good cafeteria/retail facilities as far as possible. Furthermore, high-level platforms(760-840 mill meters) shall be provided at all categories of stations. In addition, station approaches shall be improved to ensure smooth access by widening roads, removal of unwanted structures, properly designing signages, dedicated pedestrian pathways, well-planned parking areas, improving lighting etc. Amenities for Divyangjan at stations shall be as per guidelines issued by Railway Board from time to time.The Ministry of Railways has formulated a new policy for the modernization of stations named the “Amrit Bharat Station” scheme. Amrit Bharat Station scheme envisages the development of stations continuously with a long-term vision. It is based on Master Planning for the long term and implementation of the elements of the Master Plan as per the needs and patronage of the station.Broad objectives:
  • The scheme aims at the preparation of Master Plans of the Railway stations and the implementation of the Master Plan in phases to enhance the facilities, including and beyond the Minimum Essential Amenities (MEA), and aiming for the creation of Roof Plazas and city centres at the station in the long run.
  • The scheme shall aim to meet the needs of the stakeholders and station usage studies as far as possible based on the availability of funds and inter-se priority.
  • The scheme shall cater for introducing new amenities as well as the upgradation and upgrading, and replacing existing amenities.
  • This scheme will also cover the stations where detailed techno-economic feasibility studies have been conducted or are being conducted. Still, the work for the construction of Roof Plazas has not been taken up yet, ensuring the phasing of the Master Plan is suitably implemented and relocation of structures and utilities is given more emphasis in the phasing plans.

PM Sheikh Hasina inaugurates Bangladesh’s first metro rail to ease Dhaka traffic

DHAKA (Metro Rail News): Bangladesh‘s capital has its first metro train, part of a Japanese-funded initiative to ease travelling in one of the world’s busiest cities.“Metro rail is another achievement of Bangladesh,” the premier said, opening the 11.73 km part of the Mass Rapid Transit (MRT) Line-6 of the metro rail project from Diabari to Agargaon by unveiling its plaque at Diabari in the city on 28 December.Prime Minister Sheikh Hasina inaugurates the metro rail at the playground of sector-15 (C-1 Block) in the capital’s Uttara at 11:00 am by unveiling a plaque.Prime Minister Sheikh Hasina inaugurated a portion of the 20-kilometer (12.427-mile) urban rail project known as Line 6 Uttara to Agargaon from Uttara sector-15 playground. She will take the first official ride from Diabari of Uttara to Agargaon after buying a ticket. Marking the occasion, she also unveiled a commemorative stamp and a banknote.The line connects Dhaka’s northern area to a centre of government offices and hospitals. It will eventually pass through the city to Motijheel’s financial sector in the south.The project will significantly alter people’s movement in Dhaka, but its debut will give some much-needed political mileage to Hasina’s govt. The leader and her party are under pressure as the country in South Asia confront inflation and an energy crisis, its foreign currency reserves are depleting, and elections are anticipated in January 2024.“It’s an extremely important development for a city like Dhaka,” Martín Rama, a consultant with the World Bank’s presidency and former regional chief economist for South Asia, said in an interview. “If you look at the case of India in many cities, it has changed a lot the way people go to work. It’s a safe means of transportation, for instance, for women, which in South Asia is not trivial.”Rama added that it would be “naive to expect that congestion problems will go away” right away because every time a nation expands its public transportation system and increases its capacity, 90–95 per cent of the extra space on the roads is occupied by more vehicles.Every day, Bangladesh’s economy loses 3.2 million working hours to traffic congestion, costing the country’s economy billions of dollars annually. According to the Economist Intelligence Unit’s Global Livability Index for 2022, out of 172 cities around the world, Dhaka is the seventh least livable.“The bigger your city is, the more time you spend typically commuting,” said Rama. “So it’s a congestion cost that detracts from what the city has to offer.”Japan also funds two other urban railway lines in Dhaka. According to the Japan International Cooperation Agency website, three metro lines would be able to accommodate two million passengers per day once they are all finished.After six months, Hasina inaugurated the nation’s longest river bridge, extending more than six kilometres over the Padma River.

Delhi Metro Commemorates 20 Years of Metro operations and 70 Years of Indo-Japan partnership

NEW DELHI (Metro Rail News): Delhi Metro on 24th December celebrated the landmark moment of completing 20 years of successful metro operations in the national capital region. This occasion was marked with the inauguration of a special exhibition highlighting 20 years of metro operations and the Indo-Japan partnership. The year 2022 marks the completion of 70 years of diplomatic relations between India and Japan.This unique exhibition was inaugurated on 24th December at Welcome Metro Station by His Excellency, Mr SUZUKI Hiroshi, Ambassador Extraordinary of Japan to India, in the presence of DMRC’s Managing Director, Sh. Vikas Kumar, Mr SAITO Mitsunori, Chief Representative, JICA India Office and other senior officials. Japan has had a long-standing association with the DMRC since the organisation’s inception through financial support and technical assistance for the construction of all phases of the Delhi Metro project so far.This exhibition offers glimpses of Delhi Metro’s landmark moments in the past 20 years. It covers special occasions such as the inauguration of significant corridors, the introduction of new technologies, unique facilities, exciting facts and visits by essential personalities. The exhibition also showcases the partnership of Delhi Metro and Japan International Cooperation Agency (JICA) and other Japanese organisations supporting Delhi Metro in its journey.As part of the 20th operations anniversary celebrations, the first train the then Prime Minister Sh flagged off. On 24th December 2002, Atal Bihar Vajpayee was specially decorated and operated today on the Red Line. Announcements were made inside the train to inform passengers that they were travelling on the very first train, which sparked a delightful reaction from the passengers inside the train.Delhi Metro utilises the space in its stations to showcase artworks and exhibitions that reflect the rich culture of places where the stations are located to commemorate special occasions or cover a specific theme. For instance, an exhibition installed at Rajiv Chowk Metro station in August 2022 extensively covered the tragedy of ‘Partition’. Similarly, a permanent exhibition at Rajouri Garden Metro Station pays tribute to the heroes of the armed forces. Many of our stations have theme-based artwork as well.The journey of Delhi Metro operations commenced on 24th December 2002, when the then Prime Minister, Sh. Atal Bihari Vajpayee had flagged off the first-ever train on the 8.4 kilometre-long Shahdara to Tis Hazari corridor of the Red Line. Since then, the Delhi Metro network has expanded exponentially. The expansion of the network has also been among the fastest in the world, as more than 380 kilometres of new lines have been added since 2002. DMRC operates 391 kilometres of metro network with 286 stations on 12 corridors (Including Noida – Greater Noida and Rapid Metro, Gurugram) across Delhi-NCR.Delhi Metro is the most extensive metro network in India and among the largest metros in the world, with some of the most advanced technologies, such as driverless metro operations on two corridors. The network is further being expanded in the phase – IV project, after completion of which, another 65 kilometres of the network will be added. Currently, the construction is in progress on three approved priority corridors of Phase IV. Two are the extension of the existing Pink (Majlis Park to Maujpur) and Magenta (R K Ashram Marg to Japankpuri West) Lines. At the same time, a new Silver Line will come up, connecting Tughlakabad to Delhi Aerocity.

Trial run conducted on Joka- Taratala stretch in presence of General Manager

KOLKATA (Metro Rail News): A trial run o­n the Joka – Taratala stretch of the Joka – Esplanade Metro project (Purple Line) was conducted o­n 24th December 2022 in an AC rake.

Shri Arun Arora, General Manager, other Principal Head of Departments and senior officials of Metro Railway were present during this trial run. General Manager inspected passenger amenities of different stations o­n this stretch and took stock of the last-minute preparation, as this stretch will be opened very soon.

SYSTRA-DB bags General Consultancy contract of Mumbai Metro Line 10 & 12

MUMBAI (Metro Rail News): The General Consultant (GC) contract for Mumbai Metro’s 9.20 km Line-10 (Gaimukh – Shivaji Chowk) and 20.7 km Line-12 (Kalyan – Taloja) was given to SYSTRA MVA Consulting – DB Engineering & Consulting JV.The consortium was the preferred bidder for the contract in July 2022 through the Quality and Cost-Based Selection (QCBS) approach. The depot for the route is planned at Pisarve.

Trial Runs start on Priority Corridor of Delhi Meerut RRTS Line

NEW DELHI (Metro Rail News): National Capital Region Transport Corporation (NCRTC) formally began trial runs (train testing) on a 1.5 km section of the 82.15 km Priority Corridor of the Delhi-Meerut RRTS project on 23rd December.The first of four prototype semi-high-speed Alstom trains the team has received so far was manually operated between Duhai Depot, Depot Station, and Duhai RRTS Station. The Duhai Depot received this train set in June 2022 and has been performing the test on the track.The only goal of the initial run was to verify that there were no physical obstructions in the way by checking for Schedule of Dimensions (SOD) clearances and observing how the train interacted with the civil construction.Most of the 1.5 km section of the train travelled on the depot line, which runs alongside the Eastern Peripheral Expressway.This achievement was made within 30 months after the APCO-CRFG JV launched the first precast segment of Package 2’s 10.3 km in July 2020. They are responsible for building the viaduct for the route that connects Ghaziabad Station with the Duhai Eastern Peripheral Expressway (EPE) crossing, which has two elevated stations at Guldhar and Duhai.As part of Package 19, IRCON International installed and powered the line’s 25kV AC overhead equipment (OHE) system.In the upcoming months, several subsystems, along with the train’s reaction to being operated at varying speeds and brakes, the track system, the OHE system, and the platform screen door system behaviour, will all be monitored.NCRTC has set a March 2023 target (EPE) to finish and launch the project’s 18 km elevated Priority Corridor linking Sahibabad, Ghaziabad, Guldhar, and Duhai.

Signalling & electrification work completes for Bangalore Metro Whitefield line

BANGALORE (Metro rail News): Alstom Transport India has announced that the signalling & electrification work for  Bangalore Metro‘s 15.257 km Reach 1A & Reach 1B (Baiyyappanahalli – Whitefield) extension of the Purple Line has been completed.Bengaluru Metro Rail Corporation Limited (BMRCL) can now undergo full-fledged dynamic train testing on the extension after the development, which is anticipated to open in the middle of 2023.The 2.25 km Byappanhalli – Benniganahalli (Tin Factory) – KR Puram segment, where civil construction work is still in progress, is not included under the scope of this milestone.The Whitefield extension is the longest expansion of the Phase 1 lines of Bangalore Metro’s 73.92 km Phase 2 project. All 24 track turnouts for it had been cast in September 2022 by Texmaco Rail and Engineering.In October, BMRCL began simple test runs between the 3.5-kilometre Whitefield metro station and Pattandur Agrahara metro station. Since then, testing has been gradually extended to the western sections of the line with the primary objective of looking for Schedule of Dimension (SoD) clearances.The 2.25 km Byappanhalli – Benniganahalli (Tin Factory) – KR Puram section of the line has undergone numerous design changes and has been hampered by difficulties with land acquisition.The launch of a 65-meter Open Web Girder (OWG) above Indian Railways tracks at Benniganahalli, scheduled to take place on 23rd December, has been postponed.A BMRCL representative told Christin Mathew Philip at TOI about the delay in installing many HSFG bolts and tightening them to design torque; due to this, OWG’s launch has been delayed by a few days.BMRCL will begin operations between KR Puram and Whitefield only once end-to-end civil and track construction on the full extension is done. This is because the depot still needs extensive civil and systems installation work.
