Sterling & Wilson gets Kanpur Metro’s Third Rail Electrification Contract

KANPUR (Metro Rail News): In a recent development, Shapoorji Pallonji Group’s subsidiary Sterling & Wilson Pvt. Ltd. in a consortium with Russia’s GSC Construction Company today emerged as the lowest bidder for the 32.385 km Kanpur Metro‘s phase 1 750 Volts DC Third Rail Electrification and Power Supply contract after officials from the Uttar Pradesh Metro Rail Corporation (UPMRC) opened financial bids submitted by four firms.

UPMRC invited bids for this contract (Package KNPE 1&2) on February 20 with an estimated cost of Rs. 500 crore and opened technical bids in July to reveal 4 bidders. Technical bid evaluation was completed on August 25.

The contract includes works ranging from Design, Supply, Installation, Testing to Commissioning of Receiving cum Auxiliary Main Sub Stations Including High Voltage Cabling from Grid Substations, 750 Volts DC 3rd Rail Traction System, 33kV Cable Network, ASS, TSS & SCADA System for Corridor-1 & 2 of Kanpur Metro Rail Project at Kanpur. The bid will have a deadline of 40 months.

Kochi Metro releases guidelines for New Normal

Kochi (Metro Rail News): Kochi Metro Rail Limited has decided to operate the trains with a frequency of every 10 minutes once it resumes operations. “Kochi Metro has also decided to resume revenue services in a staged manner. On Seventh and Eighth of September, the trains will operate from 7 AM to 1 PM and again from 2 PM to 8 PM. There will be no train service from 1.00 PM to 2 PM. From 9th September 2020 onwards trains will function with a normal frequency of 10 minutes from 7:00 am to 12 noon and from 2 pm to 9 pm”, it said in a statement.

During 12 noon to 2 pm the frequency will be every 20 minutes.

Stage I (07.09.2020 & 08.09.2020)

  • i) Revenue services from 07:00hrs to 13:00hrs &; 14:00 to 20:00 with Headway of 10 mins.
  • ii) Between 13:00 to 14:00, there will be no passenger services.

Stage II (09.09.2020 onwards)

  • i) During weekdays, revenue services will start from terminal stations at 07:00hrswith the frequency as follows:From To  Frequency07:00 12:00 10 mins12:00 14:00 20 mins14:00 21:00 10 mins
  • ii) Last train will depart from terminal stations at 21:00hrs.
  • iii) On Sunday, services will start from 08:00hrs.

“We are trying to make the arrangements as passenger friendly as possible. Kochi Metro wants to ensure that the trains are clean, hygienic and fully sanitised. ” said Alkesh Kumar Sharma , MD of KMRL.

“On attaining normal service, Last train will depart from the terminal stations at 9 pm.2) On Sunday, services will start from 08:00 am3). Dwell time at stations shall be kept at a minimum of 20 seconds for proper ventilation &fresh air circulation. At last terminals (Aluva and Thykoodam), minimum 05 minutes shall be kept as the layover time with train doors in open condition for fresh air circulation”, the statement further added.

Maha Metro to work with PMC for repairing potholes & resurface roads in Pune

Pune (Metro Rail News): The Maharahtra Metro Rail Corporation (MahaMetro) has joined hands with the Pune Municipal Corporation (PMC) for carrying out repairs of potholes and resurfacing of road stretches in the city where Metro work is underway.

Teams have been formed by the MahaMetro for every section. A joint inspection was carried out of one of the stretches on Karve Road where huge potholes have developed after the recent rains. Both the PMC and MahaMetro have decided to inspect the city roads for preparing a plan for repairs.

Local corporator Manjushree Khardekar, who initiated the joint visit on Karve Road, said that a stretch between Paud Phata and Khandujeebaa chowk is in bad shape, causing inconvenience to regular commuters. Both the PMC and MahaMetro have now given assurance to repair the stretch in the next 10 days.

“We are coordinating with the PMC for carrying out road repairs on all stretches. The contractors have been told to provide machinery and other assistance to the PMC teams. We will also ensure that rainwater accumulated on the road is cleared”, said an official.

Southern Railways to Resume Suburban train services

Chennai (Metro Rail News): The Southern Railways has begun preparing the coaches as the Union government is considering on permitting suburban train services after repeated demands for the services in Mumbai, Bengaluru and Kolkata. The rakes, which were idling for five months, are being cleaned and checked for fitness so they can be run once the  Centre gives nod.

“A few rakes are being used in rotation to operate staff specials on suburban routes. The number of staff special trains will be increased this month. There are five services daily on the three suburban routes. This is seen as a trial for resuming services”, an official said.

The railway department is concerned about implementing social distancing. “We are planning to follow the same rules that are being applied for staff special trains. There will be a large number of passengers, as many industrial units, small businesses and shops have started to function. However, the number of people in a coach will be restricted. Only two commuters will be allowed to sit on a three-seater”, a person familiar with the matter said.

Namma Metro Trains to operate in two shifts on Purple Line

Bangalore (Metro Rail News): Namma Metro services will begin on the Purple Line on September 7 and on the Green Line on September 9 at reduced operational hours.

Trains will run at intervals of five minutes during peak hours and 10 minutes during non-peak hours. While passengers must compulsorily wear a face mask, installing the Arogya Setu app is not mandatory. 

With the Union ministry of housing and urban affairs announcing guidelines for Metro operations on Wednesday,Bangalore Metro Rail Corporation Limited (BMRCL) said it will operate train services between 8am-11am and 4.30pm-7.30pm until September 11 when trains will function from 7am to 9pm. 

Managing director Ajay Seth said BMRCL will release a full SOP on Thursday, but revealed only Metro cards with online recharge will be permitted. “We won’t issue tokens. Trains will run at about 20% capacity to maintain social distancing. There will not be more than 400 passengers per train at any time and not more than 50 passengers on platforms at any time. Arogya Setu app will be encouraged but it is not mandatory. Elderly persons and very young children are advised to avoid travel.” Seth said halt times will be 60 seconds at all stations and 75 seconds at Kempegowda Majestic interchange station.


Namma Metro has been closed for 167 days (March 22-September 6) now and has incurred a loss of Rs 133 crore during this period. It is suffering a revenue loss of Rs 80 lakh per day or Rs 25 crore a month due to the cancellation of services. Project funds are being used to pay staff salaries. Namma Metro used to carry around 4.5 lakh passengers a day before the lockdown. 

NHSRCL Studying Seven New High-Speed Rail Routes

New Delhi (Metro Rail News): Even as the National High-Speed Rail Corporation (NHSRCL) is working on the construction of the 508 km-long Ahmedabad-Mumbai high-speed train or Bullet Train project, the agency is also holding studies for 5,000 km long seven new routes across the country.

According to senior NHSRCL officials, the agency has been assigned by the Railway Ministry to study the proposed seven new high speed corridors.

The official said NHSRCL has been entrusted by the Ministry of Railways to prepare Detailed Project Reports (DPR) for the 865 km Delhi-Varanasi, 753 km Mumbai-Nagpur, 886 km Delhi-Ahmedabad, 435 km Chennai-Mysore, 459 km Delhi-Amritsar, 711 km Mumbai-Hyderabad and 760 km Varanasi-Howrah new proposed corridors.

The official said that the NHSRCL is collecting data on the seven new proposed corridors for the preparation of the DPRs. The NHSRCL is currently constructing the Mumbai Ahmedabad High Speed rail project.

Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe on 14 September 2017 laid the foundation stone of the ambitious Rs 1.08 lakh crore ($17 billion) project.

The Japan International Cooperation Agency (JICA) and the Union Railway Ministry have inked a memorandum of understanding (MoU) for the 508-km corridor, with Japan to partially fund the project. According to NHSRCL a total of 1,380 hectare land is required for the high speed train project, out of which the Railways have acquired 479 hectare from private persons and 119 hectare from government land.

The NHSRCL is set to complete the 508-km corridor project before its deadline of December 2023. According to the official, a 21 km-long tunnel will be dug between Boisar and BKC in Mumbai, seven km of which will be under the sea.

According to the NHSRCL official, the tender for the design and construction of civil and building works, including testing and commissioning of 237 km length of the mainline out of the elevated 460 kms has been floated. The mainline also has one mountain tunnel of about 280 metre, 24 river crossings and 30 road and canal crossings.

DMRC issues new protocols for Resuming services

NEW DELHI (Metro Rail News): The DMRC today issued new guidelines to be effective from September 7. “Initially, entry/exit of passengers will be permitted only through one or two identified Gates at each station. List of all such earmarked Gate numbers at each station will be made available on the website www.delhimetrorail.com and official social media handles (Twitter, Facebook & Instagram – @officialDMRC) of DMRC for public information shortly  Any change in number of Gates, as and when deemed necessary will also be updated there accordingly”, said DMRC in a statement.

  • Wearing of face mask/cover will be mandatory for all commuters during entry into the stations/trains and during the entire journey. Use of ‘Aarogya Setu App’ for updating health status by passengers will be advisable. 
  • All passengers will be required to undergo thermal screening and hand sanitisation at the entry/frisking point itself. Forty Five (45) major stations have been provided with ‘Auto thermal screening cum hand sanitisation machines’ whereas, rest of the Metro stations will be having provision of ‘Auto sanitizer dispensers’ for hand sanitisation and thermal screening will be done manually by ‘Thermal guns’This will be facilitated by DMRC/security personnel near the frisking/entry point. 
  • Passengers having temperature or sign of Covid-19 will not be allowed to travel. They will be directed to report to the nearest medical centre. 
  • “At the station, passengers will be required to follow social distancing for which stripe markers have been provided at frisking points, customer care, AFC gates etc. Similarly, signages are also placed on the platforms to ensure social distancing by passengers”, the statement further added.  
  • Only 2-3 persons at a time will be allowed to use Lift depending on the capacity of Lift. Similarly, passengers will be required to stand on alternate steps on escalators to maintain social distancing. 
  • Regular announcements will be made inside stations reinforcing the need for following new travel protocol to prevent spread of Covid-19. Besides this, Do’s and Dont’s guidelines in view of Covid-19 have been prominently displayed at all Metro stations and short audio-visual awareness films will also be run through LED screens available at prominent Metro stations. 
  • A team of around 800 officials/staff will be deployed for all stations to ensure the cleanliness and orderliness inside stations during revenue hours. In addition, they will regulate/stop entry of passengers to the station in case of crowd build up and violation of Social Distancing norms according to DMRC officials.
  • For crowd management, monitoring will also be done through CCTV cameras installed at stations/trains.
  • Divyangjan commuters will be facilitated by trained Customer Facilitation Agents ensuring proper social distancing and sanitization.

INSIDE METRO TRAINS

  • Passengers will be permitted to sit on alternate seats only in the train or stand, maintaining adequate social distancing. ‘Do not sit here’ stickers have been fixed on alternate seats to maintain social distancing inside the train.  
  • The dwell time (stoppage) of trains at each station will be increased by 10 seconds (from earlier 10-15 seconds to 20-25 seconds) so that passengers get sufficient time to board and alight. At interchange stations, the dwell time of trains will be increased by 20 seconds (from earlier 35-40 seconds to 55-60 seconds).
  • Pre-recorded audio/visual announcements will be made in all the trains regarding social distancing and wearing of mask.
  • Trains will be sanitised at terminal stations. Similarly, once they are back to Depots after the end of the day, they will again be thoroughly sanitised.
  • Train doors will be kept open at terminal stations to let fresh air infuse in the train.

TICKETING SYSTEM

  • Tokens will not be permitted for travelling to prevent transmission of virus through frequent touching/handling. Only Smart Card holders (including QR code users on Airport Express Line) will be allowed to travel, which can be recharged digitally by number of ways easily avoiding human interface.
  • Recharge of Smart Cards at the Ticket Vending Machines (TVMs) OR Customer Care centre will be through cashless modes only (debit/credit/Bharat QR code etc). TVMs will not accept cash.
  • New Smarts cards can be purchased at the Customer Care centres or Ticket counters through cashless modes (debit/credit card/Bharat QR code) only. 
  • For grievance redressal, passengers will be encouraged to register their feedback through digital means (email, social media, helpline etc.) only. Passenger complaint book at stations will be discontinued for the time being.

CLEANLINESS AND HYGIENE 

  • Regular cleaning of Metro stations will be ensured by prioritizing passenger movement areas such as concourse, passages, platforms, stairs, glass work, steel work etc. especially toilets which will be cleaned/ disinfected every 4 hours by disinfectants. 
  • All human contact areas e.g. lift buttons, Escalator hand rails, AFC gates touch points, customer handling points will be disinfected at stations every 4 hours or earlier as required.
  • Thorough disinfection of the entire station will be done during non-revenue hours in night. 

Hand sanitizers by passengers will not be permitted beyond 30 ml quantity. Public is advised to keep only pocket size hand sanitizers, if any, with them during the travel. It is also advised to travel with minimum luggage and avoid carrying metallic items.   

  • Parking facility will remain operational. However, Feeder bus services will remain suspended till further notice. 
  • Outlets/shops inside Metro stations will be permitted to operate as per prevalent government guidelines and subject to fulfilment of social distancing norms. 
  •  Various logistics have been provided at stations/trains for public for the containment of Covid-19 in Metro premises.

Govt. releases SOP for Metro resumption across the country

New Delhi (Metro Rail News) – Mr. Hardeep Singh Puri, Minister of State for Ministry of Housing and Urban Affairs has announced the SOP guidelines for metro operations in a media interaction.

“As per MHA order No 40-3/2020-DM-I(A) dated 29.8.2020, metro services will resume from 7th September 2020 in a graded manner.  For this purpose, SOP guidelines have been prepared by Ministry of Housing and Urban Affairs, which have been concurred by the Ministry of Home Affairs”, He said.

The Broad features of the SOP are as follows: –

  • 1. Metro operations to be resumed in a graded manner. Metros having more than one line should open different lines staring from 7th September 2020 onwards in a graded manner so that all corridors become operational by 12th September 2020.  Daily hours of operations may be staggered initially, which needs to be increased gradually with the resumption of full revenue service by 12th September 2020. Frequency of trains to be regulated to avoid passenger crowding at stations and in trains.​
  • 2. Stations/ entry-exit gates in containment zones to be closed.  
  • 3. In order to ensure social distancing, suitable markings at stations and inside trains to be done.
  • 4. Wearing of face mask to be mandatory for all passengers and staff. Metro rail corporations may make arrangements for the supply of masks on payment basis to the persons arriving without a mask.
  • 5. Only asymptomatic persons to be allowed to travel after thermal screening at entry into the stations.  Symptomatic persons should be advised to go to nearby COVID Care Centre/Hospital for testing/medical attention. Use of Aarogya Setu App to be encouraged.
  • 6. Provision of sanitizers to be made an entry into the stations for use by passengers. Sanitization of all areas having human interface viz. equipment, train, working area, lift, escalators, handrail, AFC gate, toilets etc. needs to be done at regular intervals.
  • 7. Use of Smart Card and cashless/online transactions to be encouraged. Tokens and paper slips/ticket to be used with proper sanitization.h.​Adequate dwell time at stations to be provided to enable smooth boarding/deboarding ensuring social distancing. Metro rail corporations may also resort to skipping of stations to ensure proper social distancing.
  • 8. Passengers to be advised to travel with minimum luggage and avoid carrying metallic items for easy and quick scanning.
  • 9. Operation of Heating, Ventilation and Air-Conditioning (HVAC) system as per the Central Public Works Department (CPWD) & Indian Society of Heating, Refrigerating and Air Conditioning Engineers (ISHRAE) guidelines. Intake of fresh air in the air-conditioning system to be increased to the extent possible.k.​Information, Education and Communication (IEC) campaign to be launched for passenger and staff through electronic/print/social media, poster, banner, hoarding, website etc.
  • 10. Metro rail corporations to keep close liaison with state police and local administration for regulating crowd outside the station and to deal with contingencies. 
  • “Based on above guidelines, Delhi, Noida, Chennai, Kochi, Bangalore, Mumbai Line-1, Jaipur, Hyderabad, Maha Metro (Nagpur) Kolkata, Gujarat and UP Metro (Lucknow) have prepared their SOPs. Government of Maharashtra has decided not to resume operation of metro during September 2020.  Hence, Mumbai Line-1 and Maha Metro operations shall commence from October 2020 or as State Government may decide further”, the statement released by MoHUA said.

Piling work for Delhi Metro’s Magenta Line begins

New Delhi ( Metro Rail News ) – Workers from Sam India Builtwell – Gulermak JV in the presence of Delhi Metro Rail Corporation (DMRC) officials today began test piling works at Majlis Park Station for constructing a 7.473 km elevated extension of Delhi Metro’s Magenta Line (Line-8) between Haiderpur Badli Mor and Ashok Vihar.Sam India – Gulermak JV was awarded this section (Package DC-03R) of the Delhi Metro’s Phase 4 project in June 2020 with a contract value of Rs. 766.12 crore and completion period of 30 months.

This package is the third and penultimate package, where construction work has started, of the 38.235 km Magenta Line (Line-8)’s 28.92 km extension from Janakpuri West – RK Ashram.Besides constructing this section’s viaduct viaduct, Sam India – Gulermak will build siding lines, a connection to the existing Mukundpur Depot, and 4 stations at Bhalswa, Majlis Park (interchange with Pink Line), Azadpur (interchange with Pink & Yellow lines) and Ashok Vihar. The line’s viaduct will also partly be integrated with a PWD flyover between Azadpur and Derawal Nagar on G.T. Road.

The 7 km underground section will consist of 6 stations at Derawal Nagar, Ghanta Ghar, Pul Bangash (interchange with Red Line), Sadar Bazar, Nabi Karim and RK Ashram (interchange with Blue Line.

Faster construction works on seven Kolkata Metro’s elevated stations in the New Town area

Kolkata ( Metro Rail News ) – Works for the construction of seven elevated stations within a 7 km stretch in New Town area – an integral part of the New Garia–Kolkata Airport metro project has started in full swing

Rail Vikas Nigam Ltd (RVNL) the executing agency of the 32 km metro corridor had initially awarded the contract to IL& FS in 2014 but had to abandon the same in December 2018 as the company became bankrupt. After a considerable period of time, the contract was handed over to Simplex but the latter too went into liquidity.

“There has been a lot of delay due to these issues of contractors. Ultimately we have awarded the contract to ITD after they emerged as the lowest bidder during this Covid pandemic period. They have started work and are mobilising their resources to begin work atall the seven stations. The stations are partially ready and so we are hopeful completing the balance work in the next two years,” said a senior RVNL official.

Sources in RVNL said that IL& FS could come up only with the structures of the stations though they bagged the contract in March 2014. They were extremely slow in executing work though they were supposed to finish it in three years time and missed the 2017 deadline.

The seven metro stations along this stretch are Titumir station adjacent to City Centre II, Central Business District (CBD) I (infront of Hidco Convention Centre), Kalakhetra, Convention Centre (infront of Eco Park), New Town, Sub CBD II and Sub CBD I near Novotel hotel.

A total of 24 elevated stations will come up on the New Garia- Airport project. RVNL has plans to start operation of the first phase from theterminal Kavi Subhas station to Hemanta Mukherjee station at the Ruby crossing from 2022.
