Haryana Orbital Rail Corridor gets Centre’s nod

NEW DELHI (Metro Rail News) : The Central Government’s Cabinet Committee on Economic Affairs (CCEA) chaired by the Prime Minister Narendra Modi has approved the 121.742 km Haryana Orbital Rail Corridor (HORC) project from Palwal to Sonipat which will have 17 stations including Sohna, Manesar and Kharkhauda. The estimated cost of the project is Rs 5,617 crore.

Passenger trains on this new broad gauge semi high-speed rail line, with 20 km of additional spur lines, will operate at a high speed of 160 kmph and provide connectivity along the Kundli – Manesar – Palwal (WPE / KMP) Expressway. The line will connect Asaoti village near Palwal to the existing Harsana Kalan station (on the Delhi-Ambala line), with interchanges to the existing Patli Station (on Delhi-Rewari line), Sultanpur Station (on Garhi Harsaru-Farukhnagar line), and Asaudha station (on Delhi – Rohtak line).

The project will be implemented by Haryana Rail Infrastructure Development Corporation Limited (HRIDC), a Joint Venture company set up by the Ministry of Railways with Government of Haryana. In June 2020, the Asian Infrastructure Investment Bank (AIIB) cleared a loan concept to lend $400 million (approx. Rs 2944 crore) for its development.

Trains (rolling stock) and their related services are planned to be provided and operated by the Indian Railways. Freight trains will link major logistic hubs and will adopt the Dedicated Freight Corridor standard for freight movement.

This new rail corridor aims to bypass Delhi and provide interchange connectivity with the Indian Railways’ main radial routes (eg. Delhi – Rohtak, Delhi – Ambala), the Dedicated Freight Corridor (DFC) at Pirthala (near Palwal), major logistic hubs and the 164 km Delhi – SNB – Alwar RRTS Line at Panchgaon.

HRIDC is currently in the middle of appointing a General Consultant for the project and the last date to submit Expression of Interest (EOI) applications has been extended to September 28. I’ll share a list of bidders if and when that list becomes available. The districts of Palwal, Nuh, Gurugram, Jhajjar and Sonipat districts of Haryana will be benefitted through this rail line.

This will facilitate diversion of traffic not meant for Delhi thus decongesting NCR and will help in developing multimodal logistics hubs in Haryana State sub-region of NCR. It will provide high-speed seamless connectivity of this region to Dedicated Freight Corridor network resulting in reduction of cost and time of transportation for EXIM traffic from NCR to ports of India, making exports of goods more competitive. This efficient transport corridor along with other initiatives will provide enabling infrastructure to attract multinational industries to set up manufacturing units to fulfil the ‘Make in India’ mission. 7 new bullet train projects to cost around Rs 10 lakh crore

NEW DELHI (Metro Rail News): The Indian government is mulling up for making an investment of Rs 10 lakh crore into seven new bullet train projects. The report comes days after the Railways had indicated that the first such project on Mumbai-Ahmedabad route may see delay amid the ongoing coronavirus crisis.

The new projects include – Delhi-Varanasi (865 km), Mumbai-Nagpur (753 km), Delhi-Ahmedabad (886 km), Chennai-Mysore (435 km), Delhi-Amritsar (459 km), Mumbai-Hyderabad (711 km) and Varanasi-Howrah (760 km).

“As of now, the government has asked us to prepare detailed project reports (DPRs) of seven new corridors. Capital costs can be decided only after the DPR is prepared, as a lot of things like terrains and route length are a factor,” Achal Khare, managing director of National High-Speed Rail Corporation (NHSRCL) was reported saying. “All the new corridors may not necessarily be built using Japanese technology. Hence, the cost may differ”, said an official.

Chairman and CEO of the Railway Board V K Yadav had recently said, “real timeframe” for the completion of the Mumbai-Ahmedabad bullet train plan has to be “reassessed” as the land acquisition for the project has been delayed due to the coronavirus crisis. It also said that a clear timeline in this regard can only be provided in the next three to six months.

Yadav’s comments came amid reports that the bullet train project may fail to meet its December 2023 deadline. “We are hoping that within the next three to six months, we will be able to get to that point where we have 90-100 per cent of the land. Our designs are ready and we are set to go,” Yadav had also said.

“As the COVID19 situation improves, the Railways will start the bidding process and within the next three to six months, we will be able to get the status of land acquired. It will then be the appropriate time to reassess the project. Once the land status is ascertained, we can provide a real timeframe for the completion of the project,” he had said.

Advocates to travel on Mumbai Local Trains: HC

MUMBAI (Metro Rail News): In a respite for the lawyers, the Bombay High Court on Tuesday ordered Railway authorities to allow advocates to travel via local trains, which are presently restricted only to limited passengers. The HC said only those advocates appearing before its benches, which are hearing matters physically, shall be allowed to travel in the local trains.

A bench of Chief Justice Dipankar Datta and Justice Girish Kulkarni explained that the HC registry would be certifying the concerned advocate, who have a matter to appear before the benches hearing cases physically and based on this certificate, the railways would be issuing passes or tickets “for one particular day.”

“This mechanism shall be on an experiment basis for 14 days, from September 18 to October 7. Let us monitor this exercise and we shall consider extending the service to even lower courts,” the bench said.

The judges further clarified that advocates, who would misuse, either the certificate issued by the registry or the passes by railways, will face appropriate action.

The bench was dealing with a bunch of petitions seeking permission for advocates to travel in city’s local trains. The advocates had argued that since trains are shut for them, they find it difficult to commute and reach the courts.

In fact, in a previous hearing, Chief Justice Datta had pointed out that the four benches of the HC, which are hearing cases physically, had complained of non-cooperation of advocates as they aren’t able to reach the courts since trains are shut for them.

On Tuesday, advocate general Ashutosh Kumbhakoni for the state and additional solicitor general Anil Singh for railways told the judges that advocates could be allowed but only after a proper mechanism is brought in place to avoid overcrowding.

The judges accepted their statement and during the discussions, concluded that an advocate, who has to appear before a physical court, shall make an application before the registry. “The registry after verifying the genuineness shall certify the counsel and issue such a certificate via email.

Delhi Metro develops Indigenous Signalling Technology

NEW DELHI (Metro Rail News): The Delhi Metro Rail Corporation (DMRC) on “ Engineers Day” today took a major step towards the development of an indigenously built CBTC (Communication Based Train Control) based signalling technology for Metro railway with the launch of the i-ATS, which is an important sub system of the Signalling system.

This prototype system, as well as a state of the art laboratory for further developing other sub systems of indigenous CBTC technology, was inaugurated today at Shastri Park by Sh. Durga Shanker Mishra, Secretary, Ministry of Housing and Urban Affairs in the presence of DMRC’s Managing Director, Dr. Mangu Singh, Mrs Shikha Gupta, Director, BEL and other senior officials from DMRC and BEL.

Speaking on the occasion, Sh. Mishra said, “It is a really proud occasion to start something like this which is going to add to our strength on the Atmanirbhar Bharat initiative. The way we have promoted indigenization in the development of Metros in the country, I am fully confident that this Indian system will also be sold outside and we will be the leaders in this area as well.”

Dr. Mangu Singh termed this achievement as a major step forward towards the development of indigenous technologies required for the operation of Metro rail systems. “This is a very important step towards the development of an indigenous CBTC system. I am sure that we will be able to work together and scale newer heights to completely indigenise Metro railway construction as well as operations.”

ATS (Automatic Train Supervision) is a computer based system, which manages train operations. This system is indispensible for high density operations such as the Metro, where services are scheduled every few minutes. i-ATS is the indigenously developed technology, which will significantly reduce the dependence of Indian Metros on foreign vendors dealing with such technologies.

Technology systems such as the CBTC are primarily controlled by the European countries and Japan. As part of the ‘Make in India’ initiative of the Government of India, the Ministry of Housing and Urban Affairs (MoHUA) had decided to indigenize the CBTC technology.

Along with DMRC, Niti Aayog, MoHUA, Bharat Electronics Limited (BEL) and CDAC are part of this development. DMRC has been nominated to lead this important ‘Make in India’ initiative.

To take the project forward, DMRC and BEL entered into a MoU for development of this indigenous ATS system. A dedicated team of DMRC and BEL, Ghaziabad worked together round the clock to take this important step towards ‘Atma Nirbhar Bharat’.

DMRC has decided to use indigenous ATS (i-ATS) while upgrading the ATS of line 1 (Red Line) i.e. from Rithala to Shaheed Sthal, Ghaziabad. The same shall also be used in Phase 4. Some of the important features of this technology are:

1) It can work with Train Control & Signaling Systems of different suppliers.

2) i-ATS can work with different levels of technology of Train control and Signalling systems.

3) It is also suitable for introduction in Indian Railways which is now introducing Centralized Train control, on a large scale, which uses part of ATS functions.

Predictive Maintenance module shall also be introduced in the Phase IV corridors using the i-ATS system.

Another MoU was signed at the occasion with BEL for indigenous development of “Rolling Stock Drivers’ Training System” for training driving and troubleshooting skills to Train Operators. We are totally dependent on import for this. It will be a mock up of a train’s driving cab with a computer based system at back end, where different real life scenario will be created to train the operator on driving and troubleshooting skills.

The training systems, popularly known as driving simulators, procured so far are Rolling Stock specific. The indigenous system can be utilised for multiple stocks by selecting from among the options available in the database.

Noida Metro crosses 3000 mark on the first weekday after resuming full-fledged services

NOIDA (Metro Rail News): The Noida Metro’s ridership crossed the 3,000 mark on the first Monday after the NMRC resumed full-fledged operations for the first time after over five months. According to sources, the final ridership of Monday at 11:00 pm was 3237 on the metro line better known as Aqua line.

The Aqua Line had resumed operations on September 7 with curtailed timings. The train services between the twin cities of Noida and Greater Noida were available in two shifts of 7 am to 11 am and 5 to 9 pm till Friday. The Noida Metro is now operating in the pre-COVID time table. The total train trips on Monday stood at 221.

The NMRC had a total ridership of 1,375 on Friday, 1,212 on Thursday, 1,061 on Wednesday, 725 on Tuesday and approximately 600 on last Monday, according to the Metro Corporation. “This Monday’s ridership reached 2,137 passengers as the rail service was open from 6 am till 11 pm,” an NMRC official said.

According to NMRC rules, people with body temperature above 37.7 degrees Celsius and those without ”green status” on Aarogya Setu mobile app would not be allowed entry. The NMRC had earlier announced a fine of Rs 500 for commuters found without a face mask and Rs 100 for those spitting inside trains or on metro premises.

However, it also said masks would be available on payment basis at three metro stations — Sector 51, NSEZ and Pari Chowk — for a minimum of Rs 5 and a maximum Rs 30 for commuters. The ridership is expected to increase rapidly in the coming days.

DMRC issues new guidelines for peak hours

NEW DELHI (Metro Rail News): The Delhi Metro Rail Corporation (DMRC) in new guidelines to run metro trains in the COVID era on Monday said a headway of 2.45 minutes to 6 minutes will be maintained from 8 am-8 pm, identifying the time slot as peak time. The Metro corporation further said that passengers requested to stagger journeys in order to maintain adequate social distancing.

“Delhi Metro’s peak hours are from 8 am-12 noon and from 4 pm-8 pm. To facilitate passengers, a headway of 2.45 mins to 6 mins will be maintained from 8 am-8 pm. Passengers are requested to stagger journeys in order to maintain adequate social distancing”, said an official.

Apart from stickers on alternate seats, DMRC is now further strengthening the social distancing signages inside its trains. 800 coaches are already equipped with the floor markers and within a week, floor markers will be placed in the remaining 1400 metro coaches.

On 13 September 2020, Delhi Metro saw 307248 journeys. From September 13, DMRC started operating metro train services as per pre-covid era time-table.

Farmers protest for compensation for the land they provided for India’s first bullet train project

MUMBAI (Metro Rail News): India’s first bullet train project is facing resistance from farmers in Gujarat over the issue of compensation for their land to be acquired for the Rs 1.5-lakh-crore project between Mumbai and Ahmedabad.

Recently a meeting of affected farmers was held at a village near Surat in which the farmers have decided to intensify agitation if their demands are not met.

“We are opposing the bullet train project over multiple issues including that of land acquisition process since February 2018. Due to nationwide lockdown the agitation slowed down. However, we have decided to give momentum to the ongoing agitation to ensure justice to affected farmers,”  Jayesh Patel, president of Gujarat Khedut Samaj was stated saying.

According to him, the high speed rail project between Mumbai and Ahmedabad is a multi-state project and hence it should be implemented as per central government norms. Unfortunately there is no uniformity in compensation being paid to farmers of Gujarat, Maharashtra and Union Territory (Dadra & Nagar Haveli), he said, adding that as per central government norms farmers should be paid compensation four times higher than market rates, but in Gujarat it is not being followed.

Office bearers of Gujarat Khedut Samaj are holding meetings with affected farmers in South Gujarat to create awareness related to these issues. However, the demands of these farmers are not unaffected by politics.

Sources in National High Speed Rail Corporation Limited (NHSRCL) — the implementing agency for the bullet train project — claimed that over 60% work related to land acquisition has been completed. On this, Patel said that hardly 10% of the land is in the possession of NHSRCL.

As per NHSRCL , out of the required 1,380 hectare land, nearly 700 hectare has been acquired. A senior official said that the land acquisition process is speedier in Gujarat compared to neighbouring Maharashtra. Out of 940 hectare land in Gujarat, more than 600 hectare land is acquired as per NHSRCL sources. In the case of Maharashtra, around 80 hectare land out of 431 hectares has been acquired. As farmers of Dadra & Nagar Haveli are getting compensation as per central government norms, almost 7 hectare out of 8.7 hectare land acquired there.

The 508-km high-speed rail (HSR) will have 12 stations including two end-to-end stations — Bandra Kurla Complex (BKC) in Mumbai and Sabarmati in Ahmedabad. Of the remaining 10 stations including Kalupur (Ahmedabad station), Anand, Vadodara, Bharuch, Surat, Bilimora and Vapi in Gujarat, while rest of the four Boisar, Virar, Thane and BKC fall under Maharashtra.

THIRUVANANTHAPURAM (Metro Rail News):  Two new solar-powered projects will be launched in a major boost to eco-friendly tourism and transport services in Kerala. On Saturday, the trial run of a mini train at the Veli tourism village in Thiruvananthapuram was completed. The train, installed at a cost of Rs 9 crore, is entirely solar-powered and is expected to attract tourist attention to the village.“This is an initiative to improve eco-friendly tourism in the state. The Veli Tourist Village is a tourist hub and the train, which is modelled on yesteryear steam engines, will puff artificial steam and chug across the artificial lake for 1.5 kilometres up and down,” an official at the site told news channels.

The mini-train, which has a 50-person capacity (48 passengers and two staff members including the driver) will run past the lake and the beach, through a railway tunnel and a 60-metre railway bridge. Most importantly, the roof of the three train coaches will have solar panels installed, which will directly power its engine. The extra solar energy generated will also be directed to the Kerala State Electricity Board grid according to an official.
The 10 feet long train will take its passengers on a 25-minute ride and will go at a maximum speed of 15 kilometres per hour. Each coach of the train can carry 12-16 passengers and its rolling stock has been designed based on international standards. The 9-crore miniature project has been executed by the Uralungal Labour Contract Society. The village of Veli itself will see Rs 30 crore worth of development work including a swimming pool, a tourist facilitation centre and a convention centre on 20 acres of land. Another big-budget solar powered feeder service project is the Kochi Water Metro. Last week, when Chief Minister Pinarayi Vijayan announced the completion of Phase 1 of Kochi Metro, he also said that works for the Water Metro project will soon begin. 
The Water Metro is essentially a fleet of aluminium ferries that will be introduced, mainly to connect passengers to Kochi metro stations. The project will be completed at a cost of Rs 747 crore and will include 78 such ferries, which will be solar-powered.

Kolkata Metro resumes services after over five months

KOLKATA (Metro Rail News): Metro rail services in Kolkata resumed on Monday after a gap of more than five months, a senior official said. “Services have resumed at 8 am and around 3,000 people have commuted in the first two hours,” Kolkata Metro’s  General Manager Manoj Joshi said.

“The last trains from the originating stations on both sides will commence their journey at 7 pm and complete it by 8 pm,” he said.

Services on Yellow Line run in loops on Monday

NEW DELHI (Metro Rail News): Metro services on the Yellow Line connecting Samaypur Badli to HUDA City Centre ran in loops on Monday. The DMRC had already said in the morning that the services would run in loops till further notice. This was necessitated in view of the track repair work being undertaken on a portion between Rajiv Chowk and New Delhi section of Up line (going towards Badli).

The services on Delhi Metro Yellow Line ran in the following loops:

1) Normal services ran through both Up & Down Lines between Samaypur Badli & Vishwavidyalaya stations

2) Single Line (through Down Line) services were available between Vishwavidyalaya & Rajiv Chowk stations which may result in less frequency of trains in this section.

3) Normal services ran through both Up & Down lines between Rajiv Chowk & HUDA City Centre stations.

Services between single line section of Rajiv Chowk & Vishwavidyalaya were restored normally after both the Up & Down Lines with regular frequency later in the evening.

After being shut for nearly six months, Metro services in Delhi and the National Capital Region resumed in a phased manner on 7 September as part of Unlock 4 announced by the government.

The Ministry of Home Affairs had recently issued guidelines allowing the Delhi Metro to resume operations in a graded manner, following which the DMRC had said it would be done in three stages from September 7-12.

The Delhi Metro resumed services on last Monday with the curtailed operations on the Yellow Line and Rapid Metro. Stage two kicked in on Friday with Magenta and Grey lines also opening their doors to commuters and service hours being extended.
