GURUGRAM: RITES Ltd and SMEC International Pty Limited JV have sign agreement with Haryana Rail Infrastructure Development Corporation (HRIDC) for providing General Consultancy Services for Haryana Orbital Rail Corridor (HORC). The value of contract is INR 72 Crores.

In February 2021, Consortium of RITES-SMEC emerged as the lowest bidder for this contract quoting price of INR 60.98 Crores for this work.

The scope of work as per tender document includes General Consultancy Services for successful planning, basic & detailed designs, preparation of specifications, preparation of proposal documents and tender assistance, checking designs, project management and supervision including construction supervision, safety, quality and environmental management, interface management, testing and commissioning of the Haryana Orbital Rail Corridor (HORC).

HORC is a broad gauge double railway line for passenger and freight traffic. The total length of corridor is 121.7 km connecting Palwal with Sonipat via Sohna, Manesar, and Kharkhoda in the state of Haryana.

Benefits of HORC –

  • Once completed, the corridor will provide seamless connectivity to Dedicated Freight Corridor (DFC) at Prithla station and to Indian Railways at Palwal, Patli, Sultanpur, Asaudha and Harsana Kalan stations. 
  • It will reduce traffic congestion in Delhi by diverting both passenger and freight trains not originated or destined for Delhi.
  • Trains will operate on this corridor at top speed of 160 km per hour facilitating faster movement of goods between ports and areas around Delhi.
  • It will be beneficial to industrial and logistics hub of Sohna, Manesar, and Kharkhoda.
  • The corridor will pass through Palwal, Nuh, Gurugram, Jhajjar and Sonipat districts in Haryana. All these districts will be the major beneficiary of this project.
  • It will lead to overall development of the whole region by boosting economic and social activities.
  • According to Ministry of Railways, 20 thousand passengers will use this corridor every day and around 50 MT of cargo will be transported on this route every year.

The project is approved by the Union Government in September 2020 with an estimated cost of INR 5617 Crores and is funded by Asian Infrastructure Investment Bank (AIIB) with HRIDC as the implementing agency (Joint Venture of Ministry of Railways and Haryana Government). The corridor is expected to be completed in 5 years.

MUMBAI: In an another major breakthrough for Line-9 of Mumbai Metro on Wednesday, J Kumar Infraprojects Ltd placed the first two 25m U-girders for the 11.3 km line which is a northern extension of Red Line-7.

Line-9 (Red Line) will have 8 elevated stations from Dahisar (East) to Mira Bhayandar. The girder was erected at piers numbers P63-P64 located right from Thakur Mall near Pandurang Wadi Station. On 31st December 2020, the first 9.5m pier cap of 60 MT was placed at top P63 while the casting of first pier i.e. P63, began in November 2020. 491 piers will be cast for this line in the north-western suburbs according to a news report.

The contract of this line’s construction, under Package CA-48, was awarded to J Kumar Infraprojects by the MMRDA in January 2020 after being emerged as the lowest bidder for this package in September 2019.
The scope of work, as per Package CA-48,  includes Design and Construction of elevated viaduct and nine (9) elevated stations (excluding architectural finishes and PEB roof structure) including two (2) flyovers, and underground twin tunnel, cut and cover, ramp and one (1) underground station (including architectural finishes and PEB structures) for corridor of Mumbai Metro Line 9 i.e. Extension of line 7 from Dahisar (East) to Mira Bhayandar and Andheri to CSIA of Mumbai Metro Rail Project of MMRDA.

The Red Line of Mumbai Metro consists of 3 lines i.e. Line 7, Line 7A and Line 9 having total route length of 31.1 kms with 23 stations connecting Mira Bhayandar – Dahisar(East) – Andheri (East) – CSIA Terminal 2.

NEW DELHI (Metro Rail News): Delhi Metro Rail Corporation (DMRC) on Wednesday introduced a new facility to Delhi Metro passengers of recharging Delhi Metro Smart Cards through Amazon Pay. DMRC has introduced this service in collaboration with Amazon Pay. The service will provide more convenience to the Delhi Metro commuters.

The facility was jointly introduced by DMRC’s Managing Director Dr. Mangu Singh and Amazon Pay, Director & CEO, Mahendra Nerurkar through video conferencing.

According to Dr. Mangu Singh, “The initiative is in line with DMRC’s commitment towards supporting the digital drive to promote cashless transactions among the Delhi Metro commuters, at a time when social distancing has become a new normal for everyone”.

In order to avail this new facility, passengers needs to follow below given steps –

  • First and foremost, commuters need to have Amazon shopping app in their mobile or you can download the same.
  • Open the app and click on the ‘Metro Recharge’ option under Amazon Pay Tab.
  • Enter your Metro Smart card number and you can choose any amount between INR 100 to INR 2000 to recharge your metro card.
  • Once payment is successful, you need to tap your card at the automatic vending machine (AVM) at any Delhi Metro station
  • After that, select ‘Top-UP’ to add the balance to your card to use it any station of Delhi Metro network.

SCOPE OF WORK

The scope of work is to Design, manufacturing, supply, testing & commissioning of SCADA system (including SAS) in line with the technical specifications, GTP, Type Test for the complete Delhi-Ghaziabad-Meerut corridor of NCRTC which includes Receiving Substations, Auxiliary Substations, Traction and Auxiliary Networks, Metro Stations, OHE system Switching Stations (SP, SS, SSP, FP, etc). There will be two OCCs situated at Jangpura and Duhai-Depot. Initially DuhaiDepot OCC shall be operated as Main OCC until Jangpura OCC is commissioned. After commissioning of OCC at Jangpura, Main OCC will be at Jangpura and Back-up OCC will be at Duhai-Depot. The work shall include but not limited to –

  1. Substation Automation System (SAS for Monitoring, Control, Protection, Disturbance Recording, Event logging etc.) (Numerical IEDs must be fully IEC 61850 compliant). The SAS shall be provided at each RSS integrating all the relays at 220kV/66kV/33kV/25kV levels and the Bay Control Unit (BCUs) for 220kV/66kV/33kV/25kV levels. The system architecture will be realized through IEC-61850 communication infrastructure. No external converters shall be used and provision shall be there for connectivity to the Operations Control Centre (OCC) & BCC on IEC 60870- 5-104 existing compatible protocol.
  • SCADA System for OCC including provision of Gateways and other required hardware & software for the entire corridor of NCRTC.
  • Bidder is required to supply IEDs (as per the Chapter-5 “Functional Requirements” of Particular Specifications) for 33kV Gas Insulated Switchgear Panels (for both RSS & ASS) which will be delivered to the manufacturer of 33kV Gas Insulated Switchgear Panels for fixing on Board at SAS & SCADA Contractor cost and further the SAS & SCADA Contractor shall extend necessary support for integration of IED’s in 33kV Gas Insulated Switchgear Panel. However, complete testing and commissioning shall be in the scope of SAS & SCADA Contractor.
  • Integration of RSS, Traction and Auxiliary Networks, Metro Stations, OHE system Switching Stations (SP, SS, SSP, FP, etc.) with OCC through all Gateways on mainline (elevated, UG, at grade & depots).
  • All the signals as per I/O List (not limited to) shall be incorporated in SCADA system.
  • Testing & commissioning of RSS, ASS & Switching posts, Integrated Testing & Commissioning, Interface with OCC & SLDC.
  • Interface with Power Supply Authorities, with all protections etc. as per the Technical Specifications.
  • LAN, WAN, Patch chords, ethernet switches, software’s, LIU, OFC link for connectivity of Station ASS to Telecom Equipment Room (TER) and from Telecom Equipment Room of OCC to SCADA Hardware etc. and other items as required for completion of the work shall be in the scope of SAS & SCADA Contractor.
  • SCADA software, operating systems and all required licenses. The software supplied shall be capable of being augmented or modified as and when required for making necessary changes in the application and for addition or deletion of equipment ‘Controlled’ under SCADA
  1. All other work as required for completing the work of supply, Testing & Commissioning of the SCADA System.

Brief Scope of Work

The brief Scope of the Work including mainly, but not limited to the following works (Refer BOQ), is as follows –

  • Designing of EI, , Supply of S&T materials e.g. EI material, Signaling cables, Quad cables, OFC, HA SSDAC, UFSBI, Point machine, IPS ,Data logger , RTU ,various type of Relays, Location Boxes, Signal posts, signal units, integrated LED signal lighting units and associated S&T items and execution of S&T items to complete the commissioning of S&T works.
  • UFSBI with HASSDAC, working on quad cable and OFC, are to be provided for Block working with all adjacent block sections of the concerned station and also on the adjoining stations where block working is connected.
  • Tentative/Approved SIP shall be provided to the contractor for preparing a detail Scheme including the design, supply and execution Plan. The final as built SIP shall be prepared and submitted by contractor at the time of commissioning of the concerned station/LC gates/IBH along with other drawings. It is 6 being a Railway work changes in the SIP may occur till the SAT is finalised so planning of EI design is to be done accordingly.
  • Contractor has to carry out the modification works (indoor & outdoor) in the existing adjoining stations for S&T works required in connection with Signalling works prior to commissioning EI system.
  • The work also includes the shifting of existing S&T/OFC/4quad/6Quad cables, location boxes, TLJBs, Signal Post, Point machines, wiring of location boxes, Signal units, TLJBs Junction boxes for points, SSDAC wherever required for felicitating Track works in the station section/Independent LC Gates, points and crossings, Rails, sleepers, ballast etc., existing OHE masts and wires etc.
  • Work is to be done according to specification, designs, Drawings, Manuals and circulars of Northern Railway. Details are given in the tender document elsewhere.
  • The work is to be executed on stations having Panel Interlocking/ Mechanical interlocking and mechanical LC gates, which are to be replaced with electrically operated lifting barriers.
  • Approval of various indoor and outdoor drawings from Railways/RITES.
  • Assessment, Supply, execution and commissioning of Rails/sleepers/Liners/ Ballast, Jointing of rails, Laying of Tracks, insertion of points and crossing and other associated track works to make the tracks and points ready for movement of rolling stock.
  • Designing of S&T buildings as per given Plan, Supply of all material and construction of the building including electrical works and Plumbing works and other associated works required for building Only.

Description of Work

Scope of work for the Consultant shall consist of the following activities at the Rolling Stock Contractor’s factories in Nanjing, China and Sri City, India –

  • To inspect the quality of incoming material (Stainless Steel) for Carbody, Carbody structure and Bogie in accordance with the agreed standards between BMRCL and M/s. CRRC Nanjing Puzhen Co. Ltd. The scope of inspection shall be validation of the mechanical strength and material composition through verification of test certificate issued from accredited test house for every incoming consignment/batch.
  • Associate on all welding and heat treatment activities on Bogies/ Carbody in accordance with the approved quality plans including sample tests and approval. The Consultant shall ensure review of welding consumables and review of welding documents and processes against the applicable welding standards and contract specifications.
  • To conduct inspections and checks at various witness and/or hold points for the entire production process as per the ITPs and check sheets agreed between BMRCL and M/s.CRRC Nanjing Puzhen Co. Ltd. ITPs and check sheets will be shared with the Consultant after the Contract is awarded.
  • To witness the type tests and routine tests at Rolling Stock Contractor’s factories as per the respective test specifications. Consultant shall also be responsible for validating the factory tests by signing the test reports.
  • Consultant shall follow the defect identification methods specified in the Rolling Stock contract requirements and monitor progress of defect rectification activities of Rolling Stock manufacturer.

During the course of factory inspection, factory testing or first article inspection, the Consultant may identify situations which are contrary to product quality or may lead to products of indeterminate quality or are not in accordance to the Employer’s Requirement as specified in the Rolling Stock contract and in such situations, the Consultant shall raise a Corrective Action Request pertaining to their scope of work, detailing the defects/deviations observed in the form of a ‘Note’ with a unique serial number and issue the same to the Rolling Stock Contractor.

On receipt of the Corrective Action Request, the Rolling Stock Contractor shall identify necessary corrective actions to rectify the non-conformity and shall submit a Corrective Action Report (CAR) to the Consultant. Consultant shall review the CAR and submit it to BMRCL after identifying the modifications to be implemented. Consultant shall also be responsible for monitoring the implementation of these modifications. After successful implementation of the modification(s), the Consultant shall seek BMRCL’s approval for closure of Corrective Action Report.

BMRCL may also issue BMRCL Note for issues identified during testing & commissioning, defect liability period, etc. Rolling Stock Contractor shall submit CARs for such issues also and Consultant shall ensure the implementation of these CARs during the production/manufacturing process in the factory. 

  • Review and audit the facilities available at the works of the Rolling Stock Contractor and subsystem suppliers for performing the necessary Statutory tests required for obtaining the sanctions from Statutory Authorities to induct the Rolling Stock into passenger service (e.g., Carbody Compression test, Bogie Fatigue test, etc.) as specified in the Rolling Stock contract.
  • Consultant shall submit weekly progress reports to BMRCL detailing the progress of production/manufacturing activities and status of implementation of CARs.
  • To perform First Article Inspections and witness Factory Acceptance Tests of certain Rolling Stock components as per the respective test specifications at subsystem suppliers’ premises in China and India as advised by BMRCL. The costs incurred for visit of Consultant’s inspectors to subsystem suppliers’ premises for First Article Inspections and Factory Acceptance Tests shall be reimbursed by BMRCL as below: 
    • Air Ticket (Economy Class) on actual basis. 
    • Boarding/Lodging expenses on actual basis subject to the ceiling rate specified under BMRCL’s extant rules. 
    • Dearness Allowance & Travel Allowance as per the rates specified under BMRCL’s extant rules.

Alstom wins €220 million contracts to design and manufacture 234 metro cars for Mumbai Metro Lines 4 & 4A

MAHARASHTRA, INDIA (Metro Rail News): Alstom has been awarded by Mumbai Metropolitan Region Development Authority (MMRDA) the contract to design, manufacture, supply, test and commission 234 metro cars, including personnel training for Line 4 and the extension corridor (Wadala- Kasarvardavali-Gaimukh). The order is valued at €220 million (INR 1854 Crores). New products have been added to Alstom’s portfolio as part of the acquisition of Bombardier Transportation (BT) on January 29, 2021. The combined portfolio of products, signalling, engineering and services allows a significantly increased offering for customers across India and the Asia Pacific Region.

The Line is a 35.3-kilometre-long elevated corridor with 32 stations. It will provide interconnectivity among the existing Eastern Express Roadway, Mono Rail, the ongoing Metro Line 2B (D N Nagar – Mandale), and the proposed Metro Line 5 (Thane – Kalyan), Metro Line 6 (Swami Samarth Nagar – Vikhroli). Mumbai Metro Line 4 & 4A is expected to reduce the current travel time by 50% to 75%, depending on road conditions.

NEW DELHI (Metro Rail News): Japan International Cooperation Agency (JICA) and Government of India on Friday signed ODA (Official Development Assistance) loans of worth INR 16,186 crores for 4 projects.

The project includes ODA loans for Delhi Metro and Bangalore Metro. For Delhi Metro, JICA will provide loan amounting to INR 8,390 crores for Phase-4. This loan amount will be used to fund 3 lines having total length of 65 km which are already approved by the Central Government under Phase-3. These lines are Magenta Line from Janakpuri West – R.K. Ashram (28.92 km) with 25 stations, Silver Line fromAerocity – Tughlakabad (23.6 km) with 15 stations and Pink Line fromMukundpur – Maujpur (12.58 km) with 8 stations.

For the Bangalore Metro, JICA will provide loan of amount INR 3,717 crores which will be utilize to fund Phase-2 which includes Line R6 (21.1 km) from Kalena Agrahara to Nagawara, Phase 2A (18.3 km) from Silk Board to K.R. Puram and Phase 2B (37.7 km) from K.R. Puram-Kempegowda International Airport Terminal.

These loans will allow DMRC and BMRCL invites multiple tenders for different civil and systems works for both metro systems.

NAGPUR (Metro Rail News): Maharashtra Metro Rail Corporation Ltd. (Maha Metro) invites Expressions of Interest (EOI) for providing 50 Coaches (36 coaches for corridor 1 and 14 coaches for corridor 2) for the Nashik Metro Neo Project.
