Delhi Metro to start feeder electric bus from From Thursday

NEW DELHI (METRO RAIL NEWS): On a trial basis, Delhi Metro will begin operating feeder electric bus services from Thursday. A feeder bus service is one that acts as a pick-up and drop-off point for passengers.

The service, which will begin operating 25 low-floor e-buses (24-seater) on August 12, will operate on two routes.
The services will be available only to Metro users who possess a Delhi Metro Smart Card or a Metro DTC Smart Card.

They can pay for their cashless journey using their Smart Card, as these buses are completely contactless and conductorless, allowing for card-based admission and exit through turnstiles.

DTC buses already accept the Metro smart card.
Passengers will be admitted only from Metro stations and will be dropped off only at approved points.

No passenger access will be permitted at any other stop along the route.
Similarly, buses travelling to Metro stations may enter from any stops en route but may exit only at Metro stations.

This is to ensure that this service is used exclusively by actual Metro passengers.

Passengers will be permitted to enter the bus through the front entrance and exit through the back gate.

CMRS gives permission to run trains between Sitabuldi and Kasturchand Park station of Nagpur Metro

NAGPUR (Metro Rail News): Commissioner of Metro Rail Safety (CMRS) has recently gave permission to run trains between Sitabuldi and Kasturchand Park station via Zero Mile Freedom Park station which is part of Reach-2 (Sitabuldi to Automotive Square) of Nagpur Metro.

According to the press release of Maha Metro (Maharashtra Metro Rail Corporation Limited), the Commissioner and his team had conducted an Inspection between August 3 and 5 and had expressed satisfaction over the passenger amenities and safety arrangements of the two stations.

CMRS has also certified the Zero Mile Freedom Park and Kasturchand Park stations. The two stations are located in the historical part of the city having iconic structures like Sitabuldi Fort, VidhanBhavan, Reserve Bank of India (RBI), etc.

They are close to Civil Lines, which has large number of government, semi-government and private offices and Sadar, which is one of top commercial areas of the city.

The two stations have washrooms for passengers, drinking water dispensers, baby care rooms, special toilets for divyangs, lifts, escalators, etc. All type of safety equipments have been installed in the two buildings.

Recently, Maha Metro also floated a tender to construct a 20-floor tower near Zero Mile, Civil Lines. The Zero Mile Freedom Park station will be housed inside this building.

It will comprise of 4 parking floors, which includes 2 basements, one Ground level and one mezzanine level, one station concourse level for Ticketing and retail shops, one platform, one technical floor and 13 floors for commercial space above the station.

This is the second time tenders were invited for this work, as the last tender has been cancelled as the bid value of Alstom Transport India was on the higher side in comparison to DMRC estimated cost.

NEW DELHI (Metro Rail News): Delhi Metro Rail Corporation (DMRC) on Tuesday opened technical bids for the work related for the construction of twin tunnel and four underground stations of Aerocity-Tughlakabad Corridor for Phase-IV of Delhi Metro.

A total of seven firms submitted bids for the given contract which has an approximate length of 6.1 km and four Underground Stations at Aerocity, Mahipalpur, Vasant Kunj and Kishangarh. The names of the firms are given below –

JSPL accepts Rs 7,401-cr revised offer for Jindal Power from Worldone

JSPL Board accepted the revised binding offer from Worldone Private Limited to divest its 96.42 per cent stake in Jindal Power Limited (JPL), a material subsidiary of JSPL, the company informed.

DELHI (Metro Rail News): JSPL said on Saturday that its board of directors has approved Worldone Private Limited’s revised offer of Rs 7,401 crore for the sale of its subsidiary business Jindal Power Ltd.

On July 25, JSPL reported that it has received a revised offer of Rs 7,401 crore from Worldone Private Limited to buy 96.42 percent of Jindal Power Ltd. (JPL).

Jindal Steel and Power Limited’s Board accepted the revised binding offer from Worldone Private Limited (acquirer) to divest its 96.42 per cent stake in Jindal Power Limited (JPL), a material subsidiary of JSPL, the company informed.

“As highlighted in our notice dated 24 July 2021, key features of the Revised Offer are that Worldone will buy out all the Equity Shares and Redeemable Preference Shares of JPL held by JSPL for a total consideration of approximately Rs 7,401 cr of which

(i) Rs 3,015 crore will be payable by cash, and (ii) the balance of Rs 4,386 Cr (approximately) will be payable by way of assumption and takeover of liabilities and obligations of JSPL in relation to inter-corporate deposits and the capital advances paid by JPL to JSPL,” said JSPL in a statement issued on Saturday.

The deal will also entail debt associated with JPL (of Rs 6,566 crores approx as of December 31, 2020) moving out of JSPL’s consolidated books, thereby, strengtheningJSPL’s balance sheet said.

As announced earlier, JSPL through an independent transaction advisor (Grant Thornton Advisory Pvt. Ltd.) had undertaken an additional competitive and publicly held bidding process for the sale of its entire stake in JPL, in order to maximize the value for its shareholders.

“Advertisement for inviting Expression of Interest (EOI) from domestic and international bidders was published in the leading daily newspapers, however, JSPL did not receive even a single Expression of Interest (EOI), and therefore, the Revised Offer from Worldone was ipso facto selected as the winning bid by JSPL’s Board,” read the release.

The divestment of JPL is in line with JSPL’s strategic objective to focus on its India Steel business, become a Net Debt Free company, and significantly reduce its carbon footprint by almost half as part of its broader ESG objectives, it said.

RITES Ltd, a Public Sector Enterprise under the Ministry of Railways, has issued a tender for the work of "Manufacture, Supply, Delivery, and Stacking at Site.

NEW DELHI (Metro Rail News): Officials announced on Friday that RITES Limited, a prominent transport infrastructure consultancy and engineering firm, has received the Railway Ministry’s highest-ever work order for railway track construction, costing Rs 4,027 crore.

This turnkey order, according to a RITES spokesperson, involves three new line projects with a total cost of Rs 4,027 crore: Belgam-Dharwad through Kittur, Shimoga-Shikaripura-Ranebennur, and Tumkur-Devangree via Chitradurga.

RITES is now working on a doubling project at Gooty-Dharmavaram and a 140-kilometre third line project at Annupur-Pendra Road, according to the spokesperson.

In response to this instruction, V.G. “We are pleased to have received RITES’ highest-ever order,” said Suresh Kumar, Chairman and Managing Director (Additional Charge), RITES Limited. This new contract demonstrates our project delivery skills and competence in major infrastructure projects.

Kumar continued, “It also reflects our efforts to consolidate our order book in the tough business environment.”

RITES is a Miniratna and a prominent participant in India’s transportation consultancy and engineering business, with a wide range of services and a large geographic footprint.

L&T is the single bidder for Chennai Metro Line-5 Underground section including 5 stations

CHENNAI (Metro Rail News): Chennai Metro Rail Limited (CMRL) opened technical bids recently for the work related to the construction of twin tunnels from Kolathur to Nathamuni of approx. 5.80 km length for Line-5 of Chennai Metro and Larsen and Toubro (L&T) is again the single bidder for this contract also.

The work also includes the construction of five underground stations at Kolathur, Srinivasa Nagar, Villivakam Sub-urban Station, Villivakam bus-terminus and Nathamuni along with architectural finishing and other works.

CMRL invited tenders for this work in January this year with completion period of work to be 1395 days and estimated cost is not known for this contract. This section will be financed by the Japan International Cooperation Agency (JICA).

Name of Work – Construction of underground stations at Kolathur, Srinivasa Nagar, Villivakam Sub-urban Station, Villivakam bus-terminus and Nathamuni with entry/exit, ventilation shafts, plumbing, earthmat, architectural finishes including signages etc. including twin bored tunnels from Kolathur retrieval shaft to Nathamuni launching shaft and ramps with U – section in corridor-5 of CMRL phase-II project

As L&T is the only bidder for the work on this underground section, it will be interesting to know, whether CMRL will go ahead with this one bidder to carry out a subsequent process of technical and financial evaluation of the bid or re-invite tender for this contract.

This section is a part of 47 km long Line-5 of Chennai Metro from Madhavaram Milk Colony to Sholinganallur with total 48 stations on the route. Line-5 comes under Phase-2 of Chennai Metro which comprises construction of three lines covering a total of 118.9 km. Phase-2 is expected to become operational by 2026.

Indian Railways invited bids for India’s first Hydrogen Trains

NEW DELHI (Metro Rail News): In a mission towards making Indian Railways as Green Railways, Indian Railways Organisation of Alternative Fuels (IROAF) has invited bids for Hydrogen Fuel Cell-based Train on Indian Railways Network. The project shall kick off the concept of Hydrogen Mobility in the country.

According to the Ministry of Railways, “Advanced Chemistry Cell (ACC) Batteries” and “National Hydrogen Mission” are two flagship programs of Government of India so as to meet out the targets of reducing Green House Gas (GHG) emission under Paris Climate Agreement 2015 and “Mission Net Zero Carbon Emission Railway” by 2030.

Accordingly, there has been recent budgetary pronouncement to kick off the concept of Hydrogen Mobility in the Country. Accepting it as a challenge, IROAF, Green Fuel vertical of Indian Railways, has invited the bids for Hydrogen Fuel Cell based Train. The project shall commence in 89 km Sonipat-Jind section of Northern Railway.

Initially, 2 DEMU rakes will be converted and later, 2 Hybrid locos will be converted based on Hydrogen Fuel cell power movement. There will be no change in the driving console. Also, the project will lead to saving of Rs. 2.3 crore annually.

Few days ago, DMRC invited tenders to supply and commission ballastless track of standard gauge from Seepz Village to Vikhroli section for the same Line-6 of Mumbai Metro. With this, ballastless track work contracts are invited for the whole 14.47 km long Line-6.

As mentioned earlier, Line-6 of Mumbai Metro is an under construction line of length 14.47 km with 13 stations on the route. It is a fully elevated line connecting Swami Samarth Nagar (Lokhandwala) in Andheri in the western suburbs to Vikhroli and Kanjurmarg in the eastern suburbs.

The Detailed Project Report (DPR) of Line-6 is prepared by DMRC. The cost of project is INR 6,672 Crores which was approved by the Maharashtra Government in October 2017. The depot and workshop facilities for this line will be located at Kanjurmarg. The first section of Line-6 is expected to become operational by 2025.

The 13 elevated Metro Stations on the line are – Swami Samarth Nagar, Adarsh Nagar, Jogeshwari (West), Jogeshwari-Vikhroli Link Road, Shyam Nagar,Maha Kali Caves, SEEPZ Village, Saki Vihar Road, Rambaug, Powai Lake, IIT Powai, Kanjurmarg (West) and  Vikhroli (EEH).

484 Railways projects worth Rs. 7.53 lakh cr in implementation stages across India

NEW DELHI (Metro Rail News): Indian Railways is implementing 484 Railway projects of length 51,165 km across India which will cost approximately Rs. 7.53 lakh crore.

These Railway projects are in different stages of planning/sanction/execution and out of which 10,638 km length has been commissioned and an expenditure of Rs. 2.14 lakh crore has been incurred up to March, 2021.

According to the Ministry of Railways, the completion of any Railway project(s) depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, deposition of cost share by State Government in cost sharing projects, priority of projects, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project(s) site, number of working months in a year for particular project site due to climatic conditions etc. and all these factors affect the completion time of the project(s), which is finally worked out at the completion stage. However, Railways is making all the efforts for expeditious completion of projects.

During 2014-21, 17,720 km length (3,681 km New Line, 4,871 km Gauge Conversion and 9,168 km Doubling) has been commissioned at an average of 2,531 km/year which is 67% more than the average commissioning during 2009-14(1520 km/year).

The average annual Budget allocation in the Indian Railways for New Line, Gauge Conversion and Doubling works during 2014-19 has increased to Rs. 26,026 crore per year from Rs.11,527 crore per year during 2009-14, which is 126% more than average annual budget outlay of 2009-14. The Annual budget allocation for these projects for Financial Year 2020-21 was Rs. 43,626 crore which is 278% more than average annual budget outlay of 2009-14.

For Financial year 2021-22, highest-ever budget outlay of Rs. 52,498 crore {Rs. 45,465 crore (Budget Estimate) and additional allocation of Rs. 7,033 crore} has been provided for these works, which is 355% more with respect to average annual budget outlay of 2009-14.

Budget outlay has been provided to the projects in a rationalized manner and budget has been allotted to the projects which are in advance stage of completion, priority projects, important New Line & National projects, executable & important Gauge conversion projects and the projects which are important from the throughput enhancement considerations. Thus, focused attention is given in fund allotment, rather than thinly spreading the resources without commensurate results.
