Guwahati: The Assam cabinet has approved the project report for a Mass Rapid Transit System (MRTS) for Guwahati, and the setting up of the Guwahati Metro Rail Corporation Limited (GMRCL).Chief Minister Tarun Gogoi will lay the foundation stone for the Metro project in Khanapara area on February 29, a statement issued by the Chief Minister’s Office said today.The state cabinet under Mr Gogoi’s chairmanship approved the detailed project report (DPR) for the MRTS and the setting up of GMRCL for implementing the project on Saturday.The statement issued today said the 203 km Metro corridor will be completed in three phases.Phase I will cover a length 61.4 km, and will have four corridors — Dharapur-Narangi (elevated), M.G. Road to Khanapara (underground), Jalukbari to Khanapara (elevated) 19.4 km and ISBT to Paltanbazar (elevated).There will be 54 stations in the first phase.The trains will have a carrying capacity of up to 975 passengers each.The projected cost including land is estimated at Rs.18,020 crore.While the Assam government and central government will share 20 percent each of the total cost, local bodies will contribute Rs.350 crore, while the remaining Rs.10,074 crore will be funded through soft loans from funding agencies with guarantees from the central government.GMRCL will be a wholly-owned company of the Assam government and will look after the operation and maintenance of the project.The company will be later converted into joint ownership (50:50) of the state and central governments.
Hyderabad Metro | Metro service to be ready in June 2016
Hyderabad: Municipal administration and urban development minister K Taraka Rama Rao on Thursday said the state government is aiming at commissioning the Hyderabad metro rail service in June this year. Prime Minister Narendra Modi is likely to be present when the first rapid mass transport system is thrown open for Hyderabadis, he said.“We are planning to launch the metro service on Telangana formation day, which is June 2. We are working out the dates with Prime Minister Narendra Modi and chief minister K Chandrasekhar Rao. While it is almost confirmed that the train would be launched in June, we will announce the dates shortly,” the minister said at a press conference convened to announce the 100-day action plan for the development of the city.When he took a ride on the Metro in December last year, KTR had announced that the service would be commissioned in the first half of 2016. At present, an 8-km stretch between Nagole and Mettuguda and another 12-km stretch between Miyapur and SR Nagar are ready.Meanwhile, as part of the 100-day plan, the government would leverage technology to achieve development, KTR said. “The chief minister has given us a mandate that we must put in place such an efficient system that it should automatically get rid of corruption when issuing clearances. We will adopt technology to achieve this,” he said in his first press meet after taking over the MA&UD portfolio.Last week, during a review meeting of the MA&UD ministry, KTR had announced that the government would come up with a three-phase plan for city development – 100-day plan, three-year plan and five-year plan. “We are hereby keeping our promise to announce the first phase. We will come again after 100 days with a progress report,” he said.The highlight of the 100-day plan is the online system to issue building approvals. An applicant will get a reply from the authorities within 30 days after seeking permission, he said. An integrated citizen services mobile app would be set up to enable people to apply for any service and view the status of their requests. They can pay bills, property tax, trade license fee etc. using this app.He said over 14,500 application seeking layout regularization (LRS) and building regularization were being processed and they would be disposed shortly.
However, the TRS party’s main poll assurances of building 1 lakh two-bedroom houses, a dedicated power island for the city and three hospitals were glaringly absent from the action plan.
“Those things come in subsequently. New Delhi: Accommodating the demands of Metro rail companies of setting up of a regulator for timely revision of fares, the urban development ministry will now have this provision in the proposed new bill for all such projects.Representatives of different Metro rail projects made this demand last week at a review meeting while citing how Delhi Metro Rail Corporation (DMRC) has been struggling to revise its fare for over four years because of the indifferent attitude of Centre and Delhi governments. Delhi Metro fare was revised last in 2009.
“There was certain unanimity that fare revision must be de-linked from politics. While setting up of a regulator is one option, there was also a view if we can have a formula in place based on the change in wholesale price index, increase in operation and maintenance cost to revise the fare,” said a government source.
In fact, in states like Karnataka and Kerala, the revision of bus fare is insulated from politics or government interference.Sources said there is a also a proposal to identify items that are commonly used in all Metro rail projects. After assessing the required quantity of such items by all such projects, a tender for such bulk items can be invited. “Once you have such huge quantity of demand, it will encourage setting up of manufacturing units here rather than importing. This will be taken up under Make in India initiative,” said an official.
At present, most of these items such as fasteners, coaches, automated fare collection gates, signalling system and rail tracks are imported. As of now about a dozen Metro projects are operational or work is in progress.

Noida Metro | NMRC completes Noida-Greater Noida Metro Corridor
Noida: Noida Metro Rail Corp (NMRC) on Friday said it has completed first phase of construction in record time on Noida-Greater Noida Metro Corridor and structural work of all 21 metro stations is expected to be completed by March 2017.“Casting of concourse level slab has been done in a record time of 8 months which normally takes more than a year… The construction of Noida-Greater Noida Metro Corridor consisting of 30 km of viaduct & 21 Stations is in full swing,” it said in a statement.In line with this, the casting of concourse level slab at Sector-143 station has been started today, it said adding about 600 cubic meter RMC will be poured continuously for 24 hours.According to Noida Authority’s Deputy CEO Saumya Srivastava who holds additional charge as Executive Director of NMRC, “The structural work of this station is expected to be over by August 16.”The casting of concourse level slab of Sector-71, Delta & Sector-149 will also take place within a week’s time, he said.The casting of concourse level slab has been done in a record time of 8 months which normally takes more than a year in a Design & Built construction, he added.“The structural work of all the 21 metro stations is expected to be completed by March 2017,” he added.
The work of viaduct is also moving on a fast track and the viaduct of 30 KMs and 21 stations is expected to be completed by May 2017, the statement said.

Lucknow: The Metro rail project in Kanpur, the largest industrial city in Uttar Pradesh, would be launched by March while Rs.200 crore has been provided from the Infrastructure Development Fund for the Lucknow Metro rail, an official said on Monday.During a meeting here to review the project, Chief Secretary Alok Ranjan directed state government departments and officials concerned to ensure that all necessary approvals were taken before the state cabinet’s next meeting scheduled for February 10, the official said.Ranjan also asked the officials to ensure necessary action for finalising the detailed project reports on metro rails for Varanasi and Agra within 10 days.

Lucknow: Uttar Pradesh Chief Minister Akhilesh Yadav on Friday presented his fifth and last budget before the upcoming 2017 Assembly polls. While experts termed it a populist budget, Akhilesh said it has all the ingredients for the developmental promises made by the Samajwadi Party (SP) government in 2012.With a fiscal deficit of four per cent, the Rs 3.46 lakh crore budget is the biggest of all the budgets presented by this government and is also 14.2 per cent higher than the last 2015-16 budget allocations. It mainly aims at the agricultural, health, infrastructural, educational sectors besides making suitable allotments of funds for the various schemes promised by the SP.“Rs 1,336 crore has been allocated for clearing the arrears of sugarcane farmers besides special packages of Rs 1,255 crore for Bundelkhand farmers, Rs 2,057 crore for the 50 drought-hit districts of the state and Rs 4,498 crore for farmers affected by hail storms,” Akhilesh said while presenting the budget.While Rs 14,721 crore has been allocated for roads and bridges across the state, the budget also made provision of Rs 4,003 crore for the Agra-Lucknow Expressway, Rs 1,500 crore for the Poorvanchal Expressway, Rs 814crore for the Lucknow Metro rail project and Rs 50 crore each for Metro rails projects in Kanpur and Varanasi. A sum of over Rs 1,300 crore has also been earmarked for new schemes which mainly focus on education, health and agriculture.

Patna Metro | Bihar government approves Metro Rail Project in Patna
Patna: Bihar government today approved the Metro Rail Project in Patna. A budget of Rs 16,960 crore has been allocated for the project which will see Metro services resuming in the city from 2021. The metro network will have 27 stations initially and will run from Saguna More to Patna Junction.The proposal will now be sent to the Union government for approval. The Bihar government started working on the project from 2011, and an initial draft was prepared in 2013.The state government had then asked Rail India Technical and Economic Service (RITES) to prepare a feasibility report.According to the plan, the Metro services in Patna will be rolled out in three phases. In the first phase work will be completed in the east-west and north-south corridors.The metro will run on two routes under the PPP (Public Private Partnership) mode.Patna will be the seventh Indian city to have the metro after Kolkata, Delhi, Bangalore, Mumbai, Jaipur and Chennai.

New Delhi: IL&FS Transportation Networks Ltd said it has sold 49% equity stake in Rapid MetroRail Gurgaon Ltd for Rs 509.9 crore. It did not disclose the name of the buyer in a filing to the Bombay Stock Exchange.“IL&FS Transportation Networks Ltd has informed BSE that the Company along with its subsidiary has sold 49% equity stake in Rapid MetroRail Gurgaon Limited, a subsidiary of the Company at a price of Rs. 17 per share for an aggregate consideration of Rs. 509.90 Crs,” it said.Rapid MetroRail Gurgaon is the world’s first private metro network. It had started as a JV between IL&FS and DLF but the real estate firm later exited. The first phase of the rapid metro was built around an office district called Cyber City in Gurgaon which is entirely owned by DLF.On Thursday, IL&FS Transportation Networks reported a 23.25% rise in its consolidated net profit at Rs 159.07 crore for the quarter ended December 31, 2015 compared to Rs 129.06 crore a year ago. Its total income increased 14.96% to Rs 2,339.47 crore from Rs 2,034.92 crore a year ago.Shares of IL&FS Transportation Networks closed at Rs 70.40 on Thursday on BSE, down 2.7%.

Gurgaon Metro | DMRC to study feasibilty of linking old and new Gurgaon
Gurgaon: The movement to extend the Metro rail network to old Gurgaon has got a fresh impetus, with the Haryana government roping in Delhi Metro Rail Corporation (DMRC) to conduct a feasibility study for the proposed route.Additional chief secretary of town and country planning department, P Raghvendra Rao, told TOI on Wednesday that the state government has written to DMRC for conducting the feasibility study and it will start the work at the earliest.“We have decided to take the help of DMRC for the proposed Metro route, which will connect old Gurgaon with new Gurgaon,” he said.“On the basis of the feasibility report, we will take a call on the extension of the Metro network to the old city. We will also decided whether to engage some other agency for execution of the proposal or continue with DMRC, after getting the report,” he added.Earlier the state government had invited quotations for conducting a feasibility study, following which three companies – DIMTS, UMTC and RITES – had come forward. DMRC had not submitted any quotation on the ground that they do not want to compete with other consultancy organisation for taking up the work.According to a response to an RTI query, filed by activist Aseem Takyar, DMRC has expressed its desire to work only on mutually agreed terms and condition.
