L&T Receives LoA for Package CA-168 of Mumbai Metro Line 4

MUMBAI (Metro Rail News): Larsen & Toubro (L&T) has received a Letter of Acceptance ( LoA) worth Rs 188.5 Cr for Package CA-168 of Mumbai Metro Line 4. Metro Line 4, from Wadala to Kasarvadavali, is a 32.32 km-long elevated corridor with 30 stations.

In 2024, Mumbai Metropolitan Region Development Authority (MMRDA) floated a tender for Package CA-168 with a 720-day deadline. Technical bids were opened on 3 October 2024, revealing that 3 firms have submitted bids for the contract. The technical evaluation of the submitted bids took place on October 4, 2024. 

The financial bids for the technically qualified bidders opened on 4 October 2024. The financial evaluation of the bids took place on 21 August 2025. However, during the financial evaluation round, 2 firms’ bids got rejected, announcing L&T as the lowest bidder for the contract. On 21 August, L&T received LoA from MMRDA for the contract.

Nagpur Broad Gauge Metro: A Stalled Regional Rail Initiative

Introduction

Nagpur, situated in the central region of India and often referred to as the “Orange City,” ranks as the 13th largest city in India and the third largest in the state of Maharashtra. As per the 2011 census, the population of Nagpur municipality stands at 2,405,665. The city is experiencing substantial population growth due to rapid urbanisation. A report by Oxford Economics projects that Nagpur will be among the five fastest-growing cities in the world from 2019 to 2035, with an estimated average growth rate of 8.41%. This increasing population has led to major challenges, including severe traffic congestion on the roads of the city. Due to this, the city witnessed an urgent demand for an upgraded public transportation infrastructure for the city. 

 In response to these challenges, a metro system was introduced in Nagpur. However, despite this development, the issue of traffic congestion remained unsolved in the city, as the Nagpur Metro Project primarily provided connectivity within the city but did not address the needs of surrounding towns and regions. To further enhance connectivity in adjacent areas and the outskirts of the city, the Nagpur Broad Gauge Metro Project was proposed. This commuter rail initiative aims to leverage the existing tracks of the Central Railway to establish connectivity between Nagpur and its neighbouring towns.

What is a Broad Gauge Metro?

Broad-Gauge Metro Systems, typically designed to serve both urban and regional areas, operate on broad-gauge tracks. The broader tracks provide stability to trains operating at high speeds and high passenger capacity.

  • Track Width: The broad gauge track measures 1,676 mm (5 ft 6 in). This width is greater than the standard gauge (1,435 mm).
  • Speed: The broad gauge metro will be capable of operating at a higher speed, with the potential for even higher speeds based on its design capabilities.

Nagpur Broad Gauge Metro: Redefining Regional Rail Connectivity

Overview

Nagpur Broad Gauge Metro project is a Regional Rapid Transit System ( RRTS) spanning 268.63km with 4 suburban rail lines proposed in 2018 to connect the city with the adjacent towns of Wardha, Katol, Narkhed, Ramtek and Bhandara through a more convenient and advanced railway system. 

 Estimated cost: Rs 418 Crores

The project will be executed and maintained by the Maha-Metro  (Maharashtra Metro Rail Corporation). 

DPR & Approvals 

  • The Detailed Project Report of the Nagpur Broad Gauge Metro project was prepared by the Urban Mass Transit Company (UMTC). 
  • In November 2019, the Railway Board approved the Detailed Project Report (DPR) of the Nagpur Broad Gauge Metro project
  • In October 2020, the Maharashtra State Government’s cabinet approved the DPR of the project. 

Funding Mechanism 

As per the DPR, the project is estimated to cost Rs 418 Crores. The DPR of the project stated that 70% of the total project cost will be financed through a loan, and 30% will be financed through the Maharashtra and Central Governments. The 50% cost of the project will be utilised to fund the rolling stock procurement. However, there are plans to run the existing Vande Bharat train on the corridors of the Nagpur Broad Gauge Metro. The DPR stated that half of the project cost will be acquired by the modern rolling stock.

Impacts of Nagpur Broad Gauge Metro 

1.  Enhanced Connectivity to Suburbs: The Nagpur Broad Gauge Metro System aims to enhance connectivity within the city by linking its outskirts to the urban core of Nagpur. The broad-gauge metro system will establish a comprehensive transit network, enabling residents of adjacent towns and areas to experience more convenient and comfortable travel options. 

2. Reduced traffic trends Congestion: In 2023, the total number of all vehicle types registered in the city reached an unprecedented level of 2.006 million. Data provided by the Nagpur Regional Transport Office indicates that 74,128 new vehicles, averaging nearly 203 vehicles per day, were introduced to the city’s roads within the same year. This persistent increase in private vehicle registrations has led to worsening traffic congestion across the city. By providing a reliable public transit alternative, the Nagpur Broad Gauge Metro Project will alleviate traffic congestion in the city. 

3. Economic Growth: The Nagpur Broad-Gauge Metro will drive economic growth by improving access to industrial zones, creating numerous jobs, and boosting real estate development through Transit-Oriented Development. It will attract businesses to the city outskirts, raise land values, and support commercial infrastructure, positioning Nagpur as a key regional economic hub.

Despite its strategic significance, the project’s implementation has experienced considerable delays. Although the Maharashtra state government approved the project in 2020, there has been no progress on critical execution activities such as tendering or initiation of civil works. Originally slated for completion by 2025, the current pace of development raises concerns regarding timely delivery. A more proactive and coordinated execution strategy is essential to realise the intended socio-economic and connectivity benefits of the project.

The Necessity of a Metro System in Bangalore

Bangalore has witnessed unprecedented growth over the past few decades. The city started experiencing a surge in population and urban expansion. This rapid development led to some major challenges in the city that started to put strain on the city’s infrastructure, particularly the transport infrastructure. Evolution of the Metro Concept in Bangalore 

1977: Initial Proposal

The State Town Planning Department first recommended exploring a mass rapid transit system to address Bengaluru’s growing traffic and urban mobility challenges.

1981: Feasibility Study Initiated

A high-level committee acknowledged the need for a metro study and subsequently commissioned a team from Southern Railway (SR) to conduct the necessary research. The team proposed a two-corridor metro system, extending for a total of 80 km, in addition to commuter rail lines and a ring railway.

Bangalore Metro: Powering Bengaluru’s Urban Evolution

Overview 

Bengaluru Metro, also referred to as Namma Metro, is India’s second-largest operational metro network, covering approximately 75.2 km. In June 2017, Phase 1 of the Bangalore Metro, which spans 42.3 km, became fully operational.  Phase 2 will add 73.9 km to the network and is currently under construction.

Phase 2 was initially planned to extend the existing metro lines and introduce 2 new corridors. Subsequently, the ORR-East Line was incorporated into the project as Phase 2A. Following this, the Airport Line was introduced as an extension of the ORR-East Line and designated as Phase 2B, which has since been renamed the Blue Line.

In August 2024, Phase 3 of Namma Metro received approval for construction, which will include two elevated routes totalling 44.65 km, primarily serving the western regions of Bengaluru. Furthermore, Phase 3A of the Bengaluru Metro is currently in the proposal stage and comprises a new metro corridor that extends 36.59 km in length.

In 2011, the Karnataka state government approved Phase 2 of the Bangalore Metro, while the India Central Government approved Phase 2 in 2014.

Bangalore Metro Phase 2 – Funding Overview

The total estimated cost of the Bangalore Metro Phase 2 project stands at ₹40,425 crore. The project is being funded by the Central and State Governments, the Bengaluru Metro Rail Corporation Limited (BMRCL), and through external financial assistance from international funding agencies.

Cost Escalation 

The initial estimated cost of the Bangalore Metro Phase 2 project was Rs 26,405 crore. However, due to a variety of factors, including project execution delays and a significant increase in land acquisition costs, the total projected cost has escalated by approximately Rs 14,000 crore. 

Revised Project Cost 

The revised total estimated cost of Bangalore Metro Phase 2 now stands at Rs 40,425 crore. The Karnataka State Cabinet has approved this revised cost and has decided to submit a proposal to the Central Government seeking approval for the revised budget.

Funding Mechanism 

To meet the revised financial requirements, A total senior debt of Rs 12,141.14 crore has been secured from multiple agencies, like Japan International Cooperation Agency (JICA), Agence Française de Développement (AFD), Asian Infrastructure Investment Bank (AIIB), European Investment Bank (EIB), and KfW Germany, marking the 100% financial closure of external funding planned for Bangalore Metro Phase 2.

Financial Aid from REC Limited

  • In June 2023, REC Limited, a Maharatna Central Public Sector Enterprise under the Union Ministry of Power, extended financial assistance of Rs. 3,045 crores to BMRCL for Bangalore Metro Phase 2. 

Financial Support from the Government 

  • The Government of India (GoI) has contributed ₹5,281 crore towards the project, while the Government of Karnataka (GoK) has provided ₹8,983 crore, which includes a grant of ₹1,689.90 crore.
  • Additionally, to address a net cost increase of ₹14,019 crore, the Union Cabinet has approved further financial assistance of ₹9,729 crore. This additional funding will be jointly borne by the Central Government, the State Government, and the Bengaluru Metro Rail Corporation Limited (BMRCL).

Recent Development on the Pink Line 
1. Rolling Stock 
In April 2025, BMRCL awarded BEML an additional rolling stock contract valued at over ₹405 crore. This contract includes the supply of seven additional metro trains, comprising a total of 42 cars, for the Pink Line. This Additional contract is part of contract 5 RS-DM. BEML bagged 5 RS-DM contracts in August 2023 at Rs. 3,177 Crores. 2. Third Rail Testing  In June 2025, BMRCL initiated third rail testing, a critical electrification trial that energises locomotives on the elevated segment of the Pink Line connecting  Jayadeva and Tavarekere metro stations.

Phase 2A of Bangalore Metro

Overview

In September 2016, the government announced plans for the development of an 18-kilometre new corridor, designated as the Blue Line, which will connect the Silk Board to K.R. Puram. This initiative was incorporated into the project as part of Phase 2A. 

The BMRCL prepared a Detailed Project Report (DPR) for the proposed corridor and submitted it to the state government on October 28, 2016. The State Cabinet subsequently approved Phase 2A on March 1, 2017. Furthermore, in April 2021, the Central Government’s cabinet approved Phase 2A.

Nagar Phase 4 to Mysuru Road Metro Station. BMRCL has also identified a total of 1,29,743 square meters of land for this corridor, which involves 777 private properties.

Phase 3A of the Bengaluru Metro is in the proposal stage and includes a 36.59 km long new metro corridor from Sarjapur to Hebbal, consisting of 28 stations. The project aims to enhance connectivity across Bengaluru, particularly between its southeastern and northern regions.

Ridership Trends Amidst Fare Hike

The Bangalore Metro registered its highest-ever single-day ridership on June 4, 2025, with 966,732 commuters using the system. Line 1 accounted for 478,334 passengers, while Line 2 carried 284,674. This milestone came in the backdrop of a fare revision that came into effect on February 9, 2025, which saw fare increases of up to 100% on certain routes. The steep hike led to widespread public criticism. In response, Chief Minister Siddaramaiah intervened on February 13, directing BMRCL to review and adjust the pricing. Following this, on February 14, BMRCL announced a revision, capping the maximum fare hike at 71% to address commuter concerns.

Operational Cost and Financial Trends

 Between March 2017 and March 2024, BMRCL experienced a rise in operational expenditures, wherein the staff costs increased by 42%, which accounts for 61% of the total operations and maintenance (O&M) expenses. Meanwhile, the energy costs saw a 34% increase, contributing 19% to the overall O&M costs. Meanwhile, maintenance and administrative expenses surged by 366%, making up 20% of O&M costs.

Furthermore, from FY 2024–25 to FY 2029–30, BMRCL is subjected to pay the loan repayments amounting to approximately ₹10,422.2 crore. During the same period, depreciation costs are projected to total ₹7,316.21 crore.

Benefits of the Bengaluru Metro Project 

Reduced Traffic Congestion: By providing a fast, efficient, and reliable mode of public transportation, the metro system alleviates traffic across the city. The establishment of a metro system encouraged commuters to shift from private vehicles to the metro. This shift helps reduce the number of cars and two-wheelers on the road, easing traffic on major routes, especially during peak hours. As the metro network continues to expand, it is expected that even more commuters will choose public transportation over private vehicles, further easing traffic congestion in the city.

Environmental Impact: The Bangalore Metro is sustainably viable as it reduces traffic congestion, lowers carbon emissions, and promotes eco-friendly travel. Powered by electricity, the Bangalore Metro supports greener urban mobility. 

Economic Growth: The Bangalore Metro Project majorly contributes to economic growth by enhancing connectivity and decreasing travel time, thereby facilitating access to employment, education, and markets. It improves productivity by minimising commuting delays and attracts investment in areas surrounding metro stations. 

Challenges in the Bangalore Metro Project

Delay in Rolling Stock: The construction of Bangalore Metro’s Yellow Line has been completed; however, the line remains non-operational due to delays in the procurement and delivery of rolling stock. This setback is impacting the overall progress and effectiveness of the project. 

Overcrowding: Namma Metro recorded its highest-ever daily footfall on April 17, with 9,08,153 passengers boarding, according to the BMRCL. This surge in ridership highlights the growing issue of overcrowding across the metro network, putting pressure on existing infrastructure and affecting commuter comfort.

High Fares for Low-Income Users: High fares in the Bangalore Metro remain a challenge for many commuters. For instance, a daily metro rail commuter between Baiyappanahalli and Cubbon Park used to pay ₹19 earlier for a one-way ride. Now the fares have been revised, and one has to pay ₹28. This cost difference discourages regular use by many commuters. 

Conclusion

The integration of new metro routes and the extension of existing corridors within the Bangalore Metro project will enhance the current transport infrastructure, enabling it to accommodate a greater number of passengers and facilitating a seamless flow of transit. However, the Bangalore Metro Rail Corporation Limited (BMRCL) must address specific issues, including the timely delivery of rolling stock for the Pink Line and Yellow Line, in order to fully leverage the potential of this infrastructure. Furthermore, increases in fare costs may deter commuters from utilizing public transport; thus, it is imperative that BMRCL maintains the metro service at an affordable price point for all users. Upon becoming operational, Bangalore Metro Phase 2 is expected to contribute to the overall efficiency of public transportation in the region while creating a sustainable future for the residents of the city.

CHENNAI (Metro Rail News): Chennai Metro Phase 2 has achieved a major milestone with the TBM Kurinji achieving a breakthrough at the North Shaft of Kolathur Station of Corridor 5 under Package C5-UG06. The Corridor 5 spans 47 km between Madhavaram and  Sholinganallur. 

For its first assignment, TBM Kurinji started its tunnel drive on 20 February 2025, from Kolathur Ramp towards Kolathur Station, covering a bored tunnel length of 246 m.

This underground segment of Corridor 5 comprises five stations and two ramps, spanning a total length of 5.8 km. The project is being executed by Tata Projects Ltd. with financial support from the Japan International Cooperation Agency (JICA).

Tata Projects Ltd bagged the Package C5-UG06 from Chennai Metro Rail Limited (CMRL) in 2023 for a value of Rs. 1817.54 Cr. CMRL officially signed the Contract Agreement for Contract No. C5-CP06-UG-06 with TATA Projects Limited on 13.10.2023.

The Indian Railway Finance Corporation (IRFC) has successfully executed a refinancing facility amounting to INR 1,125 crore for Bhartiya Rail Bijlee Company Limited (BRBCL), a joint venture between NTPC Ltd. (holding 74%) and the Ministry of Railways (holding 26%).

The loan agreement was formally signed at BRBCL’s Nabinagar office by Shri Sunil Goel, Chief General Manager (Business Development) of IRFC, and Shri Deepak Ranjan Dehuri, Chief Executive Officer of BRBCL, in the presence of senior officials from both organisations.

BRBCL, which was established in 2007, operates the Nabinagar Thermal Power Project with a total capacity of 1,000 MW (comprising four units of 250 MW each) located in Bihar. This plant is engaged in long-term power purchase agreements (PPAs), with 90% of its output allocated to Indian Railways and the remaining 10% to the Bihar State Electricity Board, under a cost-plus tariff framework regulated by the CERC.

The refinancing support provided by IRFC is expected to lower BRBCL’s financing costs, thereby enhancing its financial standing while simultaneously reducing the electricity costs supplied to Indian Railways. Kavach is an Automatic Train Protection (ATP) system specifically designed to prevent collisions by regulating designated speeds and providing real-time alerts to train operators. RDSO Begins Safety Certification Trials for Chennai Metro Phase 2

CHENNAI (Metro Rail News): Chennai Metro Project advanced as the Research Design and Standards Organisation (RDSO) has commenced safety certification trials on Phase 2, Stage 1A, covering the stretch from Poonamallee Bypass to Porur Junction of Line 4, in preparation for the commencement of passenger services later. 

As per the release, the safety certification trials were witnessed by Thiru. M.A. Siddique, I.A.S., Managing Director, CMRL, accompanied by CMRL Directors Thiru. T. Archunan, Director (Projects), Thiru. S. Krishnamurthy, Director (Finance), Thiru. Manoj Goyal, Director (Systems & Operations), along with Thiru. A.R. Rajendran, Chief General Manager (RS, S&T), and other senior officials of CMRL and General Consultants were present during the occasion.

The safety certification trials commenced on August 16, 2025, and are anticipated to continue for a duration of approximately two weeks. Throughout this period, the evaluation of passenger ride comfort is being conducted at various speeds, with a maximum design speed of 90 km/h. 

This assessment includes a comprehensive verification of the traction and braking performance of the trains in conjunction with the track conditions. The successful completion of these tests will confirm that the new corridor and rolling stock comply with established safety standards, thereby ensuring passenger safety before public operation.

UPMRC’s Brief Scope of Work: Engagement of Detailed Design Consultant (DDC) for Civil, Architectural, E&M and Traction Works for the design of 4.29 Km(including ramp) elevated section with 05 elevated Stations (Thakurganj, Balaganj, Sarfarazganj, Musabagh and Vasantkunj)) , & 6.88 Km (including ramp) underground section with 07 underground Stations (Charbagh, Gautam Buddha Marg, Aminabad, Pandeyganj, City Rly. Stn, Medical Chauraha and Chowk) One Car Maintenance Depot and stabling lines at Vasantkunj, Lucknow.

On 12 August, the Union Cabinet granted approval for Phase-IB of the Lucknow Metro project. This phase is designed to cover a corridor extending 11.165 kilometres, with an estimated financial outlay of Rs 5,801 crore. Upon the commencement of Phase-1B, Lucknow city will have 34 Km of active Metro Rail Network.

IRFC Signs Loan Agreement

NEW DELHI (Metro Rail News): Indian Railway Finance Corporation (IRFC), the financing arm of the Ministry of Railways, has signed a ₹199.70 crore loan agreement with Surat Integrated Transportation Development Corporation Limited (SITCO) to support the development of India’s first international-standard Multi-Modal Transport Hub (MMTH) in Surat. The hub is being developed by Surat Integrated Transportation Company Limited (SITCO), a joint venture of the Ministry of Railways and the Government of Gujarat.

The loan agreement was formalised at SITCO’s office in New Delhi, involving Mr. Mohit Kumar, Director of SITCO, Ms. Namrata Makharia, Company Secretary of SITCO, and Mr. Ashish Saini, General Manager of Finance at IRFC. This execution took place in the presence of senior officials from both organisations.

Financial assistance from IRFC will be used for the construction of various project components. This funding will support project stability and help in its timely completion.

The Surat Multi-Modal Transport Hub (MMTH) will bring together different transport modes such as rail, metro, BRTS, city and regional buses, auto-rickshaws, and taxis to improve passenger connectivity. The project also includes upgrades to station infrastructure and passenger facilities.

On this occasion, Shri Manoj Kumar Dubey, IRFC Chairman and Managing Director, said, “IRFC is the dedicated financing arm for projects in the railway ecosystem, with strong forward and backwards linkages. Our support to the construction of SITCO’s landmark Surat MMTH project reflects our commitment to providing competitive financing solutions while developing railway-linked infrastructure that powers India’s logistics, strengthens urban mobility, and contributes to the nation-building journey.”

The Indian Railway Finance Corporation (IRFC) acts as the financing arm of the Ministry of Railways. Since its establishment in 1986, the IRFC has supported the growth of India’s rail infrastructure by raising funds at competitive costs. The corporation was recently granted ‘Navratna’ status, allowing it to expand its role as an infrastructure financier within the wider railway network.

DBL–RBL JV Gets LoA Worth ₹1,503.63 Crore for Gurugram Metro Project

GURUGRAM(Metro Rail News): The Gurugram Metro Project has progressed further after the Joint Venture between Dilip Buildcon Limited (DBL) and Ranjit Buildcon Limited (RBL) received the Letter of Acceptance (LoA) from GMRL for the construction of Millennium City Centre – Sector 9 section of the Gurugram Metro Project. The contract is valued at ₹1,503.63 Crores and has a deadline of 30 months.

Earlier this month, the JV was declared as the lowest bidder for Package CC-01. This JV will undertake the construction of 14 elevated stations, a 13.197 km viaduct, a 1.85 km spur to Dwarka Expressway, and the ramp to Sector 33 Depot.

GMRL Brief Scope: Construction of Viaduct and 14 Elevated Stations from Millennium City Centre to Sector 9 (inclusive) from chainage (-)594 m to 12603 m, Spur to Dwarka Expressway (1.85 km) and ramp to Depot at Sector 33 excluding PEB and Architectural finishing works of Gurugram Metro Corridor between Millennium City Centre and Cyber City (26.65 Km) and Spur from Basai Village to Dwarka Expressway (1.85 Km) with total 27 Stations.

Gurugram Metro’s New Corridor: The upcoming Gurugram Metro corridor will extend over 28.8 km, linking HUDA City Centre with Cyber City (Moulsari Avenue). The corridor will comprise 27 stations, strategically planned to enhance connectivity across key areas of the city.
