JICA-GOI signs loan agreement for 4 projects including Delhi and Bangalore Metros

NEW DELHI (Metro Rail News): Japan International Cooperation Agency (JICA) and Government of India on Friday signed ODA (Official Development Assistance) loans of worth INR 16,186 crores for 4 projects.

The project includes ODA loans for Delhi Metro and Bangalore Metro. For Delhi Metro, JICA will provide loan amounting to INR 8,390 crores for Phase-4. This loan amount will be used to fund 3 lines having total length of 65 km which are already approved by the Central Government under Phase-3. These lines are Magenta Line from Janakpuri West – R.K. Ashram (28.92 km) with 25 stations, Silver Line fromAerocity – Tughlakabad (23.6 km) with 15 stations and Pink Line fromMukundpur – Maujpur (12.58 km) with 8 stations.

For the Bangalore Metro, JICA will provide loan of amount INR 3,717 crores which will be utilize to fund Phase-2 which includes Line R6 (21.1 km) from Kalena Agrahara to Nagawara, Phase 2A (18.3 km) from Silk Board to K.R. Puram and Phase 2B (37.7 km) from K.R. Puram-Kempegowda International Airport Terminal.

These loans will allow DMRC and BMRCL invites multiple tenders for different civil and systems works for both metro systems.

According to JICA, loan worth INR 87000 approx. have been provided by the company for various metro projects in India such as Delhi, Mumbai, Ahmedabad, Bangalore etc.

Maha Metro invites EOI for supply of coaches for Nashik Metro Neo Project

Indian Railways have drafted a National Rail Plan (NRP) for India – 2030 with the purpose to make railway network in India future ready by 2030. Yuksel-Tumas JV bags General Consultancy contract for Line-3 of Kolkata Metro

KOLKATA (Metro Rail News): Yuksel Proje India Private Limited and Tumas Group JV have won the contract for General Consultancy cum Project Management Consultancy works for Line-3 of Kolkata Metro for a stretch of 6 km from Majerhat to Esplanade.

Rail Vikas Nigam Ltd (RVNL) opened the financial bids for the contract on Tuesday where Yuksel-Tumas JV emerged as the lowest bidder among the five firms. Financial values are yet to be disclosed of bidders. However, according to sources, Yuksel-Tumas JV placed a bid of Rs. 88.96 crores which was lowest amongst the five bidders. The selection was based on Quality and Cost Based Selection (QCBS) method.

RVNL invited tenders for this work in December 2019 with a completion period of 1890 days and with an estimated cost of INR 139.99 crores. In July, eight bidders submitted bids for this contract. Later, 2 firms did not qualify the technical evaluation round.

Scope of work: General Consultancy cum Project Management Consultancy works for Construction of Elevated and Underground Metro Railway Works from Majerhat (Ex.) to Esplanade, Approx. 6 Km in connection with Joka-BBD Bag Metro Corridor in the state of West Bengal, India.

Line-3 of Kolkata Metro spans for 16.2 km from Diamond Park to Esplanade. It is under construction at present. It will have 14 stations. The stretch from Joka to Majerhat is expected to become operational this year.

Single bid received for the supply of track rail for Patna Metro’s New ISBT Depot

NEW DELHI (Metro Rail News): Jindal Steel & Power Limited (JSPL) emerged as the only bidder for supply of track rail for Patna Metro’s New ISBT Depot when Delhi Metro Rail Corporation (DMRC) opened the technical bids for the contract on Wednesday.

DMRC invited online tenders for the Manufacturing and Supply of 1200 MT of class A 880 grade rails for Patna Metro’s New ISBT Depot with completion period of 12 months from the date of issue of Letter of Acceptance and estimated cost of work to be INR 7.65 Crores.

Brief Scope: Manufacturing and Supply of 1200 MT 90 UTS, UIC 60, 13 m, Class A 880 Grade Rails, IRS-T-12-2009 for New ISBT Patna Depot of Patna Metro Rail Project of PMRCL.

Under Phase-1 of Patna Metro Rail Project, 2 corridors (North-South Line & East West Line) will be constructed having total length of 30.91 km consisting of 24 stations. This Package i.e. PT-7 and Package PT-8 of standard gauge track work are both meant for New ISBT Depot which will be used for the maintenance of trains that will operate on 2 Corridors of Phase-1 of Patna Metro.

As JSPL is the only bidder for this contract, it will be imperative to see whether DMRC will go ahead with this single bidder subject to technical and financial evaluation or will scrap this tender to invite a re-tender for the same.

PIB recommended Metro Neo Project for Nashik

NEW DELHI (Metro Rail News): In a major development for the city of Nashik, Public Investment Board under the Ministry of Finance, has recommended Metro Neo Project for Nashik after its appraisal. Previously, the project got a major boost in the Union Budget where the Centre has announced an outlay of INR 2092 Crores for this project.

Metro Neo is a Mass Rapid Transit System that aims to provide safe, comfortable, reliable and energy-efficient transportation to the people of Nashik. The project is a first of its kind in Maharashtra to be implemented by Maharashtra Metro Rail Corporation Ltd (Maha Metro).

The Detailed Project Report (DPR) for the Nashik Metro Neo is prepared by RITES Ltd. and after getting its approval from State Government, it was sent for approval of the Central Government. The total system length will be of 32 Km with 2 lines along with 24 km of feeder routes.

As per Durga Shanker Mishra, Secretary of Ministry of Housing and Urban Affairs,” It is an innovative & cost-effective mass transit system with Rubber tyred coaches operating on electric overhead traction & dedicated right of way suited for tier 2/3 cities”.

He also states that “MetroNeo will provide citizens/ visitors of Nashik an improved connectivity & travel experience at par with conventional metros i.e. comfort convenience, cost effective, punctual, safe & environment friendly”.

As the project is now recommended by the PIB, it is expected that it will get sanction from Central Government very soon.

General Description of the work

  • Delhi Metro Rail Corporation Ltd. Intends to invite suitably qualified bidders, who has adequate experience in relevant field and well proven product, to submit open e-tender for the “Contract CS56 : Design, Manufacture, Supply, Installation, Configuration/Customisation, Testing and Commissioning of Train Control and Signaling System for short looping train movement along with Virtual signal implementation, Six car to eight car trains conversion along with Head stopping at all platforms of Line-1 and integration of Train Control and Signalling system of Line-1 with Third Party ATS system “. The brief scope of work is as follows:
  • Design, Manufacture, Supply, Installation, Configuration/Customisation, Testing and Commissioning of Train Control and Signalling System for Short Looping along with Virtual Signal implementation at designated locations of Line-1, Six car to eight car conversion of 39 nos. train sets along with Head stopping at all platform, test track, sidings, stabling lines etc. of Line-1 and integration of Train Control and Signalling system of Line-1 with Third Party ATS system.
  • The tender will be a lump sum and on design and built basis.
  • The work will also include but not limited to design, manufacture, supply, inspection, packing, shipping, transportation, storage, delivery, handling, insurance, installation, interfacing, integration, testing and commissioning, supply of spares, test equipment, documentation and providing Defect Liability support for the Signalling System and associated Interface system with existing Signalling system and other designated systems. The nature of work will have same design as of existing line and as described in Employers’ Requirements. The detailed scope of work for the contractor is described in the Employer’s Requirements -Particular Specifications.
  • The Contractor shall also carry out effective interface and coordination with Designated Contractors and others parties appointed by the Employer from time to time, during the Contract Period.
  • The stabling lines & other lines are utilize 25KV 50 Hz overhead for traction power.
  • Trains are Electrical Multiple Unit (EMU). Currently 39 nos. trains (6 car) are running on Line-1.
  • The successful Tenderer will also be required to provide sufficient technical data (dimensions, weight and mounting details) including maintenance schedules, inspection/ repair procedures and machinery/plant required of all equipment for all sub-systems and cabling/ earthing details etc., to enable other project contractors/agencies, if any, to proceed in parallel with their design and development.
  • Safety worthiness of the Signalling system will be evaluated by Commissioner of Metro Railway Safety under Ministry of Civil Aviation, Government of India. The Contractor should be in a position to provide necessary support (having experts with adequate knowledge and experience, qualification, assessment, and to submit such documentation as required) to assist DMRC for effective interaction with Indian authorities viz. Ministry of Railways, RDSO and Commissioner of Metro Railway Safety & any other agencies. The Contractor shall submit the safety certificate for each sub-systems in the approved format after completion of commissioning tests, certifying that the Signalling System is safe for Public/Revenue operation along with the assessment report / Contract CS56: Design, Manufacture, Supply, Installation, Configuration/Customisation, Testing and Commissioning of Train Control and Signalling system for Short looping train movement along with Virtual signal implementation, Six car to Eight car trains conversion along with Head stopping at all platforms of Line-1 and integration of Train Control and Signalling system of Line-1 with Third Party ATS system. DMRC/Contract CS56/ Volume-1/ ITT Page 1 of 28 certificate of ISA from the firms as per approved panel of RDSO (RDSO letter reference no. STS/E/ISA-Vol.-IV, dated 08.01.2018 and RDSO-SIG0MISC(ISA)/1/2020 dated 22.01.2021 , or as amended time to time).
  • The work is to be completed as per the schedule of key dates given as Appendix V of Particular Specifications (PS)
  • The Contractor shall also carry out Integrated Testing and Commissioning of Signalling system in co-ordination with Designated Contractors, under supervision of Employer’s Engineer. He shall also carry out all statutory tests and trials necessary for obtaining sanction of the Competent Authority for opening the Signalling system for train operation and provide assistance, necessary documents and information as required by the appropriate statutory authorities in India.

6 Firms submitted bids for Package 7 of the Mumbai-Ahmedabad Bullet Train Project

NEW DELHI, INDIA (Metro Rail News): National High-Speed Rail Corporation Limited (NHSRCL) on Tuesday opened the technical bids for the Package-7 of Mumbai-Ahmedabad High-Speed Rail Project. A total of 6 firms/Consortia submitted bids for this package. They are –

Scope of Work – Design and Construction of Civil and Building Works including Testing and Commissioning on Design Build Lump Sum Price Basis for Double Line High Speed Railway involving Ahmedabad Station, Sabarmati Station, Viaduct & Bridges, Crossing Bridges (excluding fabrication and transportation of steel truss girders) and Associated works between MAHSR Km. 489.467 and MAHSR Km. 507.599 in the State of Gujarat for the Project for Construction of Mumbai-Ahmedabad High Speed Rail.

Package No. – MAHSR-C-7

Tenders were invited for this package in October 2020 with completion period of 4.5 years. The package is the third longest within Gujarat. It comprises construction of about 18.1 Km high speed railway line including two elevated stations i.e. Ahmedabad Station and Sabarmati Stations.

The bids will now be sent for technical evaluation which can take upto a month. Later, based on firms which qualify the technical evaluation round, financial bids will be announced and the name of the lowest bidder and the most likely contractor for Package-7 of this project.

Mumbai–Ahmedabad High-Speed Rail Project is India’s first high-speed rail line connecting Mumbai with Ahmedabad with a route length of 508 km. The project is expected to be completed by the end of 2023 but has been delayed due to land acquisition issues with now expected to become fully operational by 2027. Once completed, the travel distance time between the two cities will be reduced to 2 hrs with trains operating at a top speed of 320 km per hour.

KEC bags Rs. 1429 cr electrification & Tunnel Ventilation works order from Railway

The Company secured orders of Rs. 701 crores for T&D projects from Power Grid Corporation of India Ltd. (PGCIL) and other customers in India, East Asia Pacific and the Americas.

Railways –

The Company has secured orders of Rs. 366 crores in the emerging segments in India-

  • Semi High-Speed Rail – Order for 2 x 25 kV Overhead Electrification (OHE) & associated works for speed upgradation.
  • Tunnel Ventilation – Order for tunnel ventilation system and associated works.

Civil –

The Company has secured orders of Rs. 318 crores from reputed private players for infra works in the cement, residential and metals & mining segments in India.

Cables –
