New Delhi: The Delhi Assembly on Wednesday sought Centre’s intervention to prevent hike in metro fare, and moved a resolution in this regard. The DMRC will roll out the revised fare from October 10. The state cabinet will hold a discussion on the resolution on October 9 during which the legislators are likely to corner the Delhi Metro Rail Corporation (DMRC) on the issue.

While reading out the resolution in the House, Transport Minister Kailash Gahlot said the proposed hike was against the wishes of the Delhi government and in “gross violation” of recommendations of the Fare Fixation Committee. The transport minister also termed the fare increase as “anti-people.”

“The common man is already reeling under a severe financial burden due to the poor implementation of GST, demonetisation, unprecedented price rise, hike in fuel prices and general economic mismanagement by the Centre,” the resolution read. It appealed to the Centre to take into consideration the pro-people concerns of the Delhi government.

The AAP government urged the Urban Development Ministry to “quickly and actively” intervene so that the proposed fare hike is not implemented.

In a statement issued on Tuesday, the Aam Aadmi Party (AAP) government said the hike which is second in less than six months, violates Section 37 of the Delhi Metro Railway (Operation and Maintenance) Act, 2002.

The trial runs for the first phase of the East-West Metro project will begin in December, while commercial operations are scheduled from June 2018. The second phase is expected to begin commercial operations by December 2020.

KMRCL had in February placed orders for 14 rakes (cars), each having six coaches, to State-run BEML. The rakes will start coming within a few days.

Kochi Metro | KMRL opens second reach for public, now cover 18 km

Kochi: The second reach of Kochi Metro Rail Project from Palarivattom to Maharajas College ground in the heart of the city was commissioned on 3rd October 2017 by Chief Minister Pinarayi Vijayan in the presence of Union Minister Hardeep Singh Puri. Prior to the inaugural function held at the Town Hall here, Vijayan and Puri took a ride in the Metro from Palarivattom to Maharajas College station covering five kms.

The first phase between Aluva to Palarivattom covering 13.26 km was inaugurated by Prime Minister Narendra Modi on June 17, for which the foundation was laid on September 13, 2012 by then Prime Minister Manmohan Singh. With the second stretch getting operational, the Kochi Metro station now covers 18 kms from Aluva to Maharajas College station. Speaking on the occasion, Union Minister of State for Housing and Uraban Development Puri said he wanted the state government to complete the remaining stretch expeditiously and extended full support of the Centre for it.

Chief Minister of Kerala, Pinarayi Vijayan has inaugurated the commercial operations of the second reach of Kochi Metro in the presence of Union Housing and Urban Affairs Minister, Hardeep Singh Puri, KMRL Managing Director Elias George IAS Opposition Leader Ramesh Chennithala and State Transport Minister Thomas Chandy.

“With the commissioning of the five km stretch today Kochi Metro operation of metro rail in the country has come to 383 km,” he said adding construction of another 520 km was in progress and in different stages. Puri expressed confidence that within two years time, total metro rail operations in the country would touch 600 kms.

The Union Minister also said, “Metro rail projects should have professional and sound economic management to make it more viable and cost-efficient.” In his address, Vijayan sought the support and co-operation of the Centre for the completion of Kochi Metro upto Petta and from there to Tripunithura. The Chief Minister said the extension of metro rail to Kakkanad, the hub of IT companies in the state, would also be taken up. He also mentioned about the demand from various quarters for extending the metro rail to Nedumbassery International Airport from Aluva and said “we have to consider that also.” The proposed metro water project for Kochi city, Hill Highway, Coastal highway and National Waterways projects would be completed on a war footing, he assured. Metro Rail project advisor E Sreedharan, State Transport Minister Thomas Chandy and Opposition leader Ramesh Chennithala were among those present on the occasion.

Nagpur: The trial run of Nagpur Metro rail was flagged off here on Saturday by Chief Minister Devendra Fadnavis and Union Surface Transport and Shipping Minister Nitin Gadkari. It has become the fastest Metro project to reach the trial run stage.

The project was inaugurated by PM Narendra Modi on May 30, 2015. Funded by the central government (20 per cent), state government (20 per cent), Nagpur Municipal Corporation (5 per cent), Nagpur Improvement Trust (5 per cent) and 50 per cent loan from Germany agency KFW (Rs 4,000 crore) and French agency AFD (Rs 600 crore), the Rs 8,680-crore project comprises two corridors, east-west and north-south with a total length of a little over 39 km.

On Saturday, a three-coach train steered by woman driver Sumedha Meshram travelled a distance of 5.6 km on the at-grade section (ground level) between the Mihan area and Khapri railway station. The trial run will continue over the next two months for verification of different safety parameters and for final safety certification by the Commissioner of Railway Safety.

State Bank of India Chairperson Arundhati Bhattacharya, who was present on the occasion, launched MAHA CARD, a common mobility card for various modes of transport.

“The Nagpur Metro with this trial run is said to be the fastest completed Metro rail project in the country,” Fadnavis said, assuring to extend it to the adjoining Kanhan, Hingana and Buttibori satellite towns.

Gadkari congratulated the MAHA-METRO, headed by Managing Director Brijesh Dixit, for “speedy and excellent quality implementation” of the Nagpur project.

Delhi Metro | UD Ministry to examine issues raised by CM Kejriwal on metro fare revision

New Delhi: The Urban Affairs Ministry will “examine the issues” raised by Chief Minister Arvind Kejriwal over the proposed fare hike by the Delhi Metro, a senior official today said.

Terming the fare increase as “unacceptable”, Mr. Kejriwal had written to Union Minister for Housing and Urban Affairs Hardeep Singh Puri, demanding that the decision be withheld and reviewed.

“The Minister (Puri) has asked UD Secretary D.S Mishra to examine the issues raised by Chief Minister Arvind Kejriwal over the proposed fare hike,” a spokesperson of the ministry told PTI.

Mr. Kejriwal has stiffly opposed the planned hike, to be effected from October 10, and yesterday claimed that it would a violation of the recommendations of the fare-fixation panel.

“The fare-fixation committee had recommended a gap of one year between two fare hikes. This recommendation is being completely violated because the proposed second hike in October, 2017 will take place even before six months since the previous fare hike,” he said in the letter to Mr. Puri.

The committee, comprising representatives of both the state and the Centre, which have equal stakes in the Delhi Metro Rail Corporation (DMRC), is entrusted with recommending fare hikes.

The Delhi Metro fares were last revised in May. If the hike is effected, the fares will go up by a maximum of ₹10 from October 10.

The Delhi Metro, on its part, has been maintaining that it has a “huge loan liability” and a rapidly rising operating ratio, which means its expenditure as against every rupee earned is going up.

In his letter, Mr. Kejriwal had referred to the financial model of the Hong Kong Metro and suggested that following it would significantly improve DMRC’s finances and lead to a much lower fare hike.

He also mentioned that his assertion was based on the “advise” of the fare-fixation panel. “The fare-fixation committee has advised the DMRC to raise funds through real estate development from the large number of properties allotted to it by the government.

“If this is done efficiently and transparently, the resultant income will help reduce the fare of the ordinary commuter, as in the case of the Hong Kong Metro,” the statement quoted the Chief Minister as saying.

Reliance Infra to join High Speed Bullet Train Project with Japanese

Mumbai: Reliance Group chairman Anil Ambani today said Reliance Infrastructure is planning a rights issue for Reliance Naval & Engineering as the company increases its focus towards the defence vertical which is a sunshine sector in the country.

Addressing the shareholders of RInfra at its 88th AGM here, Ambani also said the company will be joining hands with Japanese companies for the over Rs. 1 trillion bullet train project.

“Our defence vertical Reliance Naval & Engineering will soon come out with a rights issue which will help promoters to increase stake in the company by 5 percentage points to 36 per cent,” he told the shareholders.

Stating that the group is serious on the defence sector despite intense competition, he said currently the nation depends 90 per cent on imports for meeting the defence requirements.

Stating that the company is completely committed to succeed in the defence sector, he said, “Government is shortly going to award contract for six submarines worth Rs. 50,000 crore. With the acquisition of Pipavav, we are one of the only two companies strategically positioned to participate to build submarines. For the first time, private sector firm in the country will be actually building a submarine.”

Regarding the mandatory requirement for change of ownership in case of Reliance Naval & Engineering, he said the company has achieved its 31 per cent share-holding. “We have the ability to increase our shareholding to 36 per cent, which we will be able to do through this rights issue.”

On Pipavav Shipyard, he said this facility is one of the only two in Asia to have US Naval warship contract, and that it is located in the Saurashtra region of Gujarat is a tribute to my late father (Dhirubhai Ambani) who built one of the most valuable companies in the world within a generation.

Stating that Reliance Naval & Engineering will employ foreign collaboration he said they will learn the defence business with world leaders.

Reliance Naval & Engineering has inked a joint venture agreement with with Daher, a leading French material and aerostructure composite company which supplies 50 per cent of composite material to Boeing and Airbus.

“Under the agreement Daher will be moving all their facilities to India and India will be an exporter to Boeing and Airbus of very sensitive composite parts and materials,” Ambani said.

On the opportunities in the metro business, he said RInfra will be joining the Japanese in building the country’s first bullet train project connecting Mumbai with Ahmedabad.

“We are deeply engaged and involved with a number of Japanese companies through joint ventures for the over Rs. 1 trillion bullet train project and we will participate in this ambitious project,” Ambani said.

He also said the company is committed to be leaders in EPC as he sees lots of opportunities in this segment. Rinfra has been short-listed as bidder for the Bandra-Versova Sea Link, the coastal road project in the city, and we also have LoIs for metro orders. Besides, it has also been qualified for the Mumbai-Nagpur Expressway project.

Describing the 11.8-km Mumbai Metro One as “a world class” asset he said, “the metro experience will stand us in good stead as we look to leverage our experience in running Mumbai Metro One to run the operation and maintenance of other metros, as the new metro law allows for private players to manage metro services as O&M player.

“We are the leading contender in the country for offering this service,” he said, adding the company will leverage the Mumbai metro to its power generation vertical by installing rooftop solar power installations on Mumbai Metro One line.

Delhi Metro | Delhi Govt and State BJP President oppose Metro fare hike

New Delhi: In a rare meeting of minds, the ruling Aam Admi Party and the opposition BJP today opposed the Delhi Metro’s fare hike which will take effect from October 10. Hours after Delhi Chief Minister Arvind Kejriwal directed his Transport Minister Kailash Gehlot to look into the matter, the president of city BJP unit, Manoj Tiwari, too urged the DMRC management to review its decision for fare hike.

“Hardly five months after a major hike in May, this decision to increase the tariff is going to hurt the common people, especially students and professionals,” Tiwari said in a statement. Tiwari said the metro has not provided commuters with any new facilities or reduced congestion on-board trains to justify the steep hike.

Earlier on the day, the Delhi government directed the Delhi Metro Rail Corporation (DMRC) to put off the impending fare hike till its Transport Department completes an inquiry to ascertain whether the view of the city administration was considered while taking the decision. Chief Minister Arvind Kejriwal termed the fare hike as “anti-people” and directed Gahlot to find a solution within a week to prevent its implementation.

The direction came after DMRC Chief Mangu Singh met Gahlot over the fare hike that will push the ticket prices by a maximum of Rs 10. In his order, the transport minister said the proposed hike in metro fares was likely to affect a large number of commuters in Delhi and that the government was completely against any such move.

The AAP and BJP frequently cross swords over a host of issues including relationship of Delhi government and the Centre, Lt Governor’s office and the three municipal corporations ruled by the latter.

Delhi Metro | IGI Airport’s Terminal 1 to get direct connectivity with Magenta Line

New Delhi: The domestic Terminal 1 of Indira Gandhi International (IGI) Airport is all set to get direct connectivity through Delhi Metro. All thanks to DMRC’s upcoming Magenta Line. This will be a reality in next 6 months as Magenta Line will connect IGI budget flyers directly with the national capital, according to a report in the Media. Basically, the domestic departure Terminal 1D and arrival Terminal 1C of the IGI airport cater to budget flyers. Notably, the domestic departure Terminal 1D and arrival Terminal 1C witness a footfall of approximately 1.75 lakh per day. The Terminal 1 IGI Metro station is part of the Magenta Line. This Janakpuri West-Botanical Garden line is expected to be opened to passengers by March 2018. According to the details cited in the report, the underground Metro station would be connected to the terminals through a subway.

The 34-km-long Magenta Line will be thrown open in stages between October and March 2018. It will connect west Delhi to Noida via IGI Airport’s domestic terminal.

Trial runs along certain stretches of Magenta Line had begun last year itself.
