Giving a further boost to ‘Smart Cities Mission’, the government has released names of the cities for third batch. Union minister Venkaiah Naidu has also made an announcement for proposed investment estimated at Rs 57,393 crore in this batch of 30 cities.

Urban Development Minister M Venkaiah Naidu unveiled the list of 30 cities which have been identified for third batch. These include Shimla, Patna, Allahabad, Bengaluru, Jammu and Thiruvananthapuram.

With the third batch list coming out, there are a total of 90 cities selected under Smart Cities Mission with only 10 more slots remaining in the slot. As per rough estimate, the total outlay on smart cities comes to around 57,393 crore.

The announcement was made at the National Workshop on Urban Transformation in Delhi by Naidu. The union minister shared that around 45 cities had participated in the event for 40 slots earmarked for third batch. In order to facilitate efficient implementation they have selected 30 cities only. Urban mobility solution is one of the component of Smart City Mission.

In the first list announced in January 2016 Bhubaneswar, Pune and Jaipur were among the 20 that had made to the list. Lucknow, Dharamsala and Chandigarh were amongst the 13 that were confirmed winners of the Fast Track Smart Cities competition in May 2016.

Interestingly, Mumbai’s Brihanmumbai Municipal Corporation that has previously participated in the contest opted out. Country’s richest urban local body had doubts over the Smart City Mission. The local body with a budget of Rs 25,000 crore was not clear over handing over of the project post implementation. As per rules the project is handed over to a special purpose vehicle. This leaves very little scope or authority in the hands of local body.

Ajoy Mehta, BMC’s commissioner had informed the union minister that Mumbai will not be participating in the contest as per the news released by the Indian Express. Spokesperson from Urban Development Ministry has confirmed that Mumbai had not submitted its proposal to participate in the Smart City Mission contest.

Kochi: Travelling in metro will now come with an added feature – an exquisite air-conditioned bed space dormitory. Yes, you are reading it right, Kochi Metro Rail Limited (KMRL) has opened India’s first dormitory facility at MG Road Metro Station.

This is first of its kind initiative taken by a metro body offering world class accommodation at pocket friendly rate. This will be a bed space dormitory with air-conditioned facility. The dormitory will be operated and managed by Peters Inn.

The project was inaugurated jointly by by Kochi Mayor Soumini Jain alongside MLAs S Sharma, V D Satheeshan, Hibi Eden, P T Thomas as well as former MLA Dominic Presentation and KMRL MD APM Mohammed Hanish. The facility will be available at MG Road Kochi Metro Station.

The dormitory comes with loads of features like free Wi-Fi, security cameras, lockers and check-in and check-out facility round the clock. This will be a fully air-conditioned dormitory which people can use at economical rents.

There are a total of 200 bed cabins with 40 toilets and the design is akin to Ac coaches of railways. To make things better customers will get mobile charging points and reading light. The highlighting feature is the rent which is only Rs 395 per day.

The dormitory is made at 3,500 square feet space at the MG Road station.

Mohammed Haneesh, MD, KMRL shared that this initiative is taken to augment non-ticketing revenue. This also offers a convenient means of accommodation to metro commuters, more so for solo travellers. Taking into account the need for such facility we decided to introduce it for making commuter happy.

There will be a separate dormitory for ladies that Kochi Metro Rail plans to set up. The ladies facility will come with a locker to keep valuables and closed rooms to ensure greater security.

This facility can be availed for both day and night stay with check-in time being 7am and check-out 8am.

Managing director of Peter’s In Francis Mukkanikal assured that the space will be maintained professionally. They will be offering group bookings and this would be a perfect facility for those going on long drives added the MD.

Nagpur Metro | Maha Metro submits DPR for Phase II project to state govt

Nagpur: Nagpur metro phase II project’s Detailed Project Report (DPR) is submitted by the Maharashtra Metro Rail Corporation Limited (Maha Metro) to state government’s Urban Development Department (UDD). The department will study the report in details and if they have any quarries they can question the DPR. After everything found Okay, then UDD will forward the DPR to state cabinet for approval.

After the delay of 2 months. DPR is prepared by Rail India Technical and Economic Service (RITES). RITES had already completed its study which included traffic, topographic and geotechnical data and gave the green light to Phase ll earlier in February. Phase II will have five stretches having a total length of 48.3 km and 35 stations. The cost of the phase is about Rs10,500 crore at 2018 prices.

The longest stretch is from Mihan to Butiori which is 18.5kms with 10 stations.

The stretches are decided according to the traffic congestion of these routes. The estimated daily ridership from Kanhan River to Butibori MIDC is 2.61 lakh in 2024, 3 lakh in 2031 and 3.73 lakh in 2041. The ridership of Transport Nagar to Hingna line is 2.58 lakh in 2024, 2.98 lakh in 2031 and 3.62 lakh in 2041. The figure for Wasudeo Nagar to Dattawadi spur is 30,000 in 2024, 35,000 in 2031 and 39,000 in 2041.

This metro project will generate a large number of employment opportunities and will help to grow. It will be beneficial for the citizens as they will get relief from traffic and will get a faster way to reach their destination.

Mumbai Metro | MMRC completes 5 km tunneling of Colaba-Seepz corridor

Mumbai: The Mumbai Metro Rail Corporation (MMRC) is executing the 33.5 km corridor of which the 5 km of tunneling across its alignment in the city has been completed. Underground corridor for the Colaba-Seepz metro line has completed 10% of tunneling work.

The four location where the underway tunneling is constructed Marol, Naya Nagar(Mahim), Vidyanagari (Kalina), Azad Maidan and all this is being done with eight tunnel – boring machines (TBM’S) in operation.

The TBM’s need to bore 52 km (without stations) for both the up and down lines for the construction of the underground corridor.

Ashwini Bhide, Managing director, MMRC said that The tunneling commenced in November 2017 from the Naya Nagar-launching shaft in Mahim, and the TBMs are currently moving at a speed of 350m per week. “We are pleased to announce the completion of 5km of tunneling within one year of the project’s initiation. We are positive about completing the project by December 2021”.

The progress depends on the geological conditions of the location. They target to bore an average of 700-800m per week, according to the Mumbai Metro Rail Corporation (MMRC). At a depth of 25m to 30m by lowering a TBM, lowering in shaft depth and because of this the tunneling work is carried out.

The Mumbai Metro Rail Corporation is in the process of lowering three additional TBMs and will lower two more by July-end to increase the pace of tunneling for the mega project says, officials.

Mumbai Metro | Commuters happy with Paytm facility at metro station

Mumbai: Commuters travelling in Mumbai Metro are really happy with the officials introducing Paytm facility at metro stations. All one has to do is scan the code and enter the metro station. No need to stand in queue at the ticket window or vending station. Using mobile phone, commuters have to use the Paytm App to make payments and hop on to the ride.

This simple interface has made life easier for Mumbai Metro travelers who otherwise have to stand in queues to get ticket either at metro or local stations.

Those traveling in metro are flooding the Mumbai Metro Twitter feed with positive feedback. Commuters who were otherwise facing issues while traveling in metro are now finding it easier to commute in mass transit system.

 

 

And this is not all. A rider had lost his metro card while traveling. The rider got his card back within no time and is all praise for the officials.

Visakhapatnam Light Metro | Panel formed for long pending project

Visakhapatnam: Finally the long pending light metro project is gaining grounds. A panel has been formed for the Visakhapatnam Light Metro Rail Project’. In latest development, orders have been given by principal secretary of Municipal Administration & Urban Development, R Karikala Valavan to formulate a committee for the project.

As per the directives from Valavan, a Visakha Metro Rail Project monitoring and advisory committee’ is being established. The panel will be entrusted with the task of checking the quality of work and monitoring the progress. The long pending project will be taken under the private-public partnership model.

To accelerate the progress all necessary permissions will also be taken at the earliest. The officials now want to speed up the process and shift gears. The estimated cost of the project is around Rs 8,300 crore.

The advisory committee formed consists of a 10-member team. These include the town planner, municipal commissioner, RTC regional manager, city planner, district collector, director of country as well as one person who is nominated by the government at centre.

As per details, in the light metro project, the Amaravati Metro Rail Corporation Ltd (AMRCL) will also have 50 per cent stake. Bulk of remaining stake will also rest with the project contractor with VUDA getting a nominal capital share.

AMRCL’s managing director will be appointed as nodal officer and UMTC company consultant member convenor of the new committee. In this consideration, the principal secretary has ordered AMRCL MD to take up further course of action.

The state government has also agreed to allocate 250 acres of land for the Visakhapatnam Light Metro. It has communicated the same in a review meeting at Amaravati. On the other hand VUDA has lately submitted the design proposals that include three corridors in a stretch of 42.5 km.

It is estimated that the corridors will be constructed in about five year’s time with approximate investment of about Rs 4,100 crores. In case of setting up elevated corridors, the project will be developed at an additional cost of Rs 4,200 crore.

Nagpur: It is good news for Indian Railway commuters to get High Speed Local Trains in four towns namely Bhandara, Wardha, Katol, and Ramtek. The government is planning to run the high-speed local trains between Nagpur and four nearby towns- Bhandara, Wardha, Katol, and Ramtek.

A Memorandum Of Understanding will be executed between Maharashtra government, Indian Railways and Maha Metro on July 16 for planning and execution of the project.

Union Minister of Housing & Urban Affairs Hardeep Singh Puri, Cabinet Minister Nitin Gadkari, Railway minister Piyush Goyal, chief minister Devendra Fadnavis and other dignitaries will be present in MoU signing ceremony which will be organized at Nagpur Municipal Corporation (NMC) Suresh Bhat Hall.

“The project would be first of its kind in the nation High speed fully air-conditioned coaches will run under the project. All formalities like timings, number of trips, revenue sharing pattern, special stations etc will be  decided after MoU”, said Dr. Brijesh Dixit, MD of Maha Metro.

Maha metro managing director Brijesh Dixit talked about the project in an interview and said “The project would be first of its kind in the nation High speed fully air-conditioned coaches will run under the project. At present the average speed from Nagpur city to Gondia passengers train is 50 km per hour while the Ramtek passenger train is 27 km per hour. To overcome the speed issue they are planning to run three-coach Electric Multiple Units (EMU) to these towns with four trains on each route.

They have planned to run EMU’s at 120 km per hour. However, the Maha metro will use existing tracks, platforms, signaling and etc of railways for the services.

Refuting allegation by former BJP MP and current MPCC vice-president Nana Patole and activist Prashant Pawar, “Maha metro will also have to start Pune Metro Rail’s priority section with rental coaches” said Dixit

Patole stated that Maha metro’s joyrides are only benefiting L&T Metro Rail Hyderabad Limited(LTMRHL). He added that Maha metro is paying Rs.45 crore as hiring charge for six coaches to LTMRHL for three years.

“Coaches, signaling system etc are not made in the country, hence we are so dependent on foreign countries. We have to place orders only after getting loans. we are likely to get three coaches in September. It will take 6-7 months more for certification and etc. Till then we cannot wait and render the entire infrastructure unutilized” Patole said

Dixit added that payment of 15 crores has been made tp LTMRHL “we could not take coaches from Chennai as our platform’s design is for three coaches, while Chennai has a set of four coaches”

Dixit said one of two sets of three coaches each will be moved to Hingna-Subhash Nagar T point corridor once the work is completed.

He said Metro Rail will begin operation Manje Square in Sitabuldi and Kapri in March 2019.

On Wednesday, the elevated stretch between airport south station the Maha metro operated electrical shunting vehicle ‘Buland’. This is first of the elevated stretches where all the work have been completed and is ready for the trial run.

At a grade stretch, the Maha metro started metro rail joyrides between airport south and Khapri station in April.

After the conclusion of the MoU programme, the dignitaries will dedicate NMC’s newly commissioned sewage treatment plant (STP) having a capacity of 200 million liters per day (MLD) to the public.

Also, the civic body’s project to supply 150MLD treated sewage from the STP to Mahagenco’s Koradi and Khaparkheda thermal power stations will be announced. At the same time, bhoomipuja of waste-to-energy project will be performed.

At the cost of around Rs. 236 crores at Bhandewadi dumping yard the NMC had constructed the STP on PPP model through a consortium of three private companies, including city-based Vishvaraj Infrastructure Limited (VIL).

This is the MNC’s second STP after an earlier one with a capacity of 130 MLD, which was commissioned under the central government’s JNNURM scheme.

The civic body is already supplying 130MLD treated sewage to Koradi thermal power station. Now, the quantum will increase to 330MLD.

Under the waste-to-energy project, the private operator will produce 11.50MW power by treating 800 of the total 1,100 to tonnes of garbage generated from the city daily. The power will be supplied to MSEDCL.

Mumbai Monorail | Staircase brought monorail again in controversy

Mumbai: Once again the Mumbai Monorail is in the argument. Bhavya Heights Society, a housing society in Wadala has complained that the point of entry and exit staircase at the Wadala monorail station is blocking the access of fire brigade in the society.

This housing society has now moved to high court which has castigated Mumbai Metropolitan Region Development Authority (MMRDA) and Brihanmumbai Municipal Corporation (BMC) for not working in an organized way which has resulted in such situations.

Now the court has said and directed the authorities further to assure that the other monorail project from Jacob Circle to Chembur will not have such problems. The residents of Bhavya Heights Society, Wadala depot has said MMRDA to move the existing staircase towards the south side of as it is an obstruction for the entry of fire tenders, all these petitions were heard by the bench of Justices Naresh Patil and Girish Kulkarni.

The society filled the petition after they got a letter from the Mumbai fire brigade informing about the inability to douse any fire in the society premises as the staircase was proving an obstructing.

When the matter came up for hearing, the MMRDA and BMC pointed fingers to each other direction but the court blamed the civic body for not taking attention when the staircase was being constructed and looked into that only after its completion. The bench also scolded MMRDA for not keeping the civil corporation in the coil when the staircase was being constructed.

After all the hearings, the MMRDA assured the court that it will find some alternative for the existing staircase and ensured that the society will not be blocked.

The society suggested shifting the staircase to the south end of the stations whereas the bench suggested a skywalk to which the MMRDA said that it will take decisions only after consulting its officials.

The court accepted their submissions and has placed the matter for hearing after 4 weeks.

Problems faced by Monorail

Fire safety issues

A fire department is yet to give the NOC to the Dadar station of the Mumbai monorail. The issue about the fire tenders which will go through the narrow lanes which the monorail passes is yet to be resolved.

Scomi claims compensation over cost escalation

Compensation of nearly Rs 1200 crore is demanded by Scomi Engineering which was contracted by MMRDA to provide rakes and run the services of Mumbai Monorail. They have asked for this contract because they have invested over and above the contracted amount.

Permissions

Since its inception in 2005, Mumbai Monorail project has faced many problems like land acquisition issues and permissions from various authorities and agencies. In 2014 phase 1 was finally completed the services between Chembur and Wadala started.

Shortage of rakes

For the trial runs of Mumbai Monorail between Wadala and Jacob Circle and between Chembur and Wadala the monorail has 10 rakes which were utilized for these trials. Scomi said that there are four more rakes are there which are needed to be modified to be in service.

However, there is neither a systematic approach nor empirical method to understand which kinds of transportation factor should connect land use and which kinds of land-use factor should connect transportation. There is a school of thought either development should be oriented to transit or transit should orient to development. Therefore, this paper aims at reviewing whether development should come first or Transit. Finally, this paper will focus on Development Oriented Transit.

Types of development with relation to transit

The Integration of land-use and transit may carry out in many ways such as Transit Adjacent Development (TAD), Transit Joint Development (TJD), Transit Supportive Development (TSD) or Transit Oriented Development (TOD) and Development Oriented Transit (DOT).

In 19th Century there were concepts like Transit Adjacent Development (TAD), a development which is physically near transit but fails to capitalize upon this proximity to promote transit riding and other economic benefits, which lacks in functional connectivity to transit/ with transit, in Integration of Land use with Transit, in means of station access, and in economic and fiscal benefits. Fremont is a city in California used to be a good example of Transit Adjacent development.

As time passes Transit Adjacent Development gradually changed into Transit Joint Development (TJD) is that development which is Joint with transit neither before nor after transit. Tokyo is one of the best examples for Transit Joint Development which did not restrict itself to Transit Joint Development but expanded as a Transit Oriented Development (TOD) as well. Transit Joint Development (TJD) also states that a type of development which occurs because of any formal agreement or arrangement between a public transit agency and a private individual or organization. Hong-Kong is one of the good examples of this type of development.

In Early 20th Century, A San Francisco-based Architect, Urban designer and urban planner “Peter Calthorpe”, coined a term Transit Oriented Development (TOD) which defines “A mixed use community within an average 2000-foot walking distance of a transit stop and core commercial area. TODs mix residential, retail, office, open space, and public uses in a walk able environment, making it convenient for residents and employees to travel by transit, bicycle, foot or car”. Transit Oriented Development (TOD) also known as Transit Supportive Development (TSD).One of the earliest and most successful examples of Transit Oriented Development TOD is Curitiba, Brazil.

Now Development Oriented Transit (DOT) is defined as a process in which transit is incorporated after development. DOT defines as put development first whereas TOD defines as put transit first. For example Electric streetcar systems evolved after the development of the electric traction motor in the 1890’s in network. But this term little bit explained by Dittmar H. and Ohland G in 2004 as Development Oriented Transit (DOT) is built to serve the development. Here transit follows the development rather than vice-versa.

Bullet Train expected to start by 2022 in August, on schedule

New Delhi: India’s ambitious project of setting up Bullet Train network in the country is expected to meet deadline. As per recent information, Bullet train might start from 2022. The earlier deadline was 2023 and National High Speed Rail Corporation Limited (NHSRCL) feels it is on schedule.

The entire project is estimated at Rs 1.08-lakh-crore project with 80 per cent of the loan financed by Japan.  The work on bullet train is racing against time as the work on the project started in December 2017. The Mumbai-Ahmedabad bullet train project has been mired with protests and controversy from land owners in Gujarat and Maharashtra over land acquisition. These protests are getting support from local groups and political parties.

NHSRCL assures that it has not missed milestones set in its timeline.  To built the entire network, NHSRCL will need 1,400 hectares, with 353 hectares in Maharashtra and the remaining in Gujarat.

The requirement is further divided into 7,000 plots, in 195 villages in Gujarat and in 104 villages in Maharashtra. The project will pass through eight districts in Guajarat and three districts in Maharashtra besides a small area in Dadra & Nagar Haveli.

What is the progress like so far?

As per usual procedure, LIDAR is started along with land acquisition along with a laser-based aerial survey. This is followed by a physical survey to authenticate and update LIDAR results. After this a joint measurement survey by a team representing all stakeholders is done. Subsequently information of the land owners is processed for the compensation means.

For the bullet train LIDAR was wrapped up in 2017 and the actual study began in December last year covering 50 villages in Maharashtra and 184 villages in Gujarat.

Engineers had visited sites and given notices to land-owners. The notice however did not state that the project requires only a linear tract 17.5m wide (not the whole land) and that this was a survey, not a notice for acquisition. Several senior NHSRCL officials now presume that because of this exclusion, local politicians convinced farmers that they would lose their complete land ownership.

Mapping the progress the joint measurement is completed in 30 in Gujarat and 50 villages in Maharashtra covering 102 km of the 508 km line.

This analysis is followed by installing a small pillar for physical detection for land acquisition. NHSRCL officials said that disbursing compensation takes around three months post all processes. The officials are trying to meet the deadline of land acquisition by December 2018. Till now only 0.9 hectares in Bandra-Kurla Complex has been physically handed over.
