0

New Delhi: The IGI Airport and Delhi metro’s security measures stepped up as with the induction of over 600 new fresh CISF personnel.

The officials said that commuters are being thoroughly frisked in view of the heightened vigil in the run-up to the Independence Day on August 15. They said while passengers in the Delhi Metro are being twice frisked before entering the Delhi Metro stations, additional CISF quick reaction teams (QRTs) and flying squads have been employed at select stations that witness a heavy footfall or are important from the security point of view.

The Central Industrial Security Force, that is tasked to secure over 210 stations of the metro in the national capital region, has enhanced the number of security personnel in the network to keep a better eye on the people and their luggage.

Passengers getting in at a number of airports are being frisked twice, first manually and later with a hand-held metal detector he added up that instructions have been issued to the personnel to render the job scrupulously but without taking much time.

A senior official said that about 500 CISF personnel have been deployed additionally in the Delhi Metro network as part of the stepped-up security measures in the wake of Independence Day celebration on 15th August.

Raghubir Lal CISF metro security chief Deputy Inspector General (DIG) told PTI that they have already held meetings with various stakeholders like the Delhi Police, metro authorities and other as parts of the drill undertaken to fortify security before August 15.

The DIG said that a new control room, armed with over 5,000 CCTVs and other smart tools, has recently been commissioned for the CISF and it will help us in better monitoring operations at the station under its surveillance cover.

Another official said on the condition of anonymity that on the Special teams of mufti-wearing intelligence and passenger profiling sleuths have been deployed at various stations and they have been asked to keep an eye on a new station by continuously moving between them.

About 100-150 additional Central Industrial Security Force (CISF) personnel have been deployed at the airport and passengers may have to undergo a rigorous check of themselves and their luggage in certain cases.

The official added that vigil has also been stepped and a close eye is being kept at all category of vehicles entering the airport area.

Monorail’s operation cost to go up, MMRDA assures commuters spared

0
Mumbai Monorail

Mumbai: With operations demanding higher rate, the cost of running monorail to shot up. Thankfully, this increase in operational cost will not impact the fare paid by commuters. The fare will remain unchanged as per Mumbai Metropolitan Region Development Authority (MMRDA) officials.

The Mumbai monorail project has stayed in news for one reason or the other. Now with operators demanding for higher rates, the cost of running the monorail is going to increase.

As per earlier records, the operators were making Rs 3,131 for a run of 9 km. With their new demand, operators are asking for Rs 18,000 for a stretch of 19.5 km. A substantial increase in the operating cost.

But despite of this demand from operators, MMRDA officials have assured that the fares will remain same. A commuter travelling to one station will have to shell out Rs 5. But for those looking to travel at a distance equally six station or on a seven route station, the fare will be Rs 11.

MMRDA sponsors the monorail project and after being inoperative for a year, it will start operating from September 1 onwards.

As per current set up, MMRDA has to pay fee to monorail operators. The fee is paid for every time it traverses the 9-km route, which is the rate per trip. Here the operators are a consortium of Scomi Engineering (LTSE) and L&T.

One of the operators in the consortium, LTSE  has been asserting that per trip rate of Rs 3,131 is not viable. The firm feels that it is difficult to operate and maintain monorail system at the current rate. As per close sources, LTSE has put forth a demand to increase the rate from Rs Rs 3,131 to Rs 18,000.  This rate is quoted for operating monorail for both the phases. It includes from Vadala to Jacob Circle and Chembur to Vadala totally of 19.5 km.

At the moment only Phase I operation is proposed to be restarted. Operations for the other phase will take some time to start. As per reports the operation of second phase is likely to being from February 2019.

MMRDA officials are in discussions with LTSE to arrive at a mutual operating trip rate. L&T on the other is abstaining to comment on the issue.

Monorail project has caught attention owing to being the first-of-its-kind transportation system in India. The rail network has the capacity to carry around 2 lakh passengers a dat. It is also have a ridership of approximately 1.25 lakh. But unfortunately, only 9 km out of 19.5km was operation. In such a case the ridership was only around 17000 before it closed down last year owing to fire.

Many expect things to improve once monorail begins its operation from September and Phase I becoming fully operational.

Corporate Communication department at Egis informed Metro Rail News that “All reports have been submitted, not only traffic study or environment report. Sources in government department share that any decision with regards to Phase-II will be taken once next government comes to power. This is due to the fact that once the DPR is submitted; code of conduct will be imposed in the state.

With the unexpected delay in the project, commuters will have to wait for last mile connectivity. This was proposed once the network was built. The DPR has already been submitted to Jaipur Metro Rail Corporation (JMRC) who will now take things ahead.

There are many key locations like Swai Man Singh Stadium, Durgapura, Gopalpura, Dev Nagar, Mahavir Nagar, Narayan Singh Circle, Tonk Phatak, Gandhi Nagar Mor, and SMS Hospital are also proposed to be connected in Phase-II post construction of elevated corridor.

In the earlier proposal, the length of the corridor was 23km from Sitapur to Ambabari. Owing to surge in vehicular congestion on the proposed route the firm suggesting increasing the length of the corridor.

It was in 2011, the first DPR was prepared by JMRC. At that time Congress government was in power in the state. Ironically, the project failed to pick up in seven years.

In 2014 when Delhi Metro Rail Corporation in its DPR had proposed 14-km elevated corridor and 10-km underground for phase-II. The estimated cost for the project was approximately Rs 10,000 crore for 24km corridor.

Based on the market trend, the cost for the project is expected to increase anywhere around 5% to 10% on the basis of market price. It is expected the cost would escalate to 30% in next three years.

Bengaluru: The ambitious plan to starting Ultra High-Speed Maglev Rail link project is going on slow pace. This project is planned  to connect city’s Cubbon Park and Kempegowda International Airport (KIA). The authorities will also work on linking the two areas with metro and sub-urban rail.

The Bangalore Metro Rail Corporation (BMRC) will take care of the project. They will work towards enhancing connectivity between the two locations, especially airport. This news was reported by Deccan Herald earlier.

Additional Chief Secretary, Urban Development Department, Mahendra Jain informs that BMRCL will be handed over the project; the responsibilities to be transferred from Bangalore Airport Rail Link (BARL) soon.

Jain also made it clear that they are shelving the high-speed rail project as of now.

However the firm SwissRapide AG that has submitted the Detailed Project Report in communication with Metro Rail News shared, ” To our knowledge, there has not been made the final decision regarding shelving the “Ultra High-Speed Maglev Rail Link” project. To date, we have received positive support from the authorities and key players in the project.

Aida von Schulman, Director International Business added, “In an effort to provide a sustainable smart mobility for intercity and airport link passenger transport at the cost-efficient value (5 times lower maintenance and operating cost, which is often this crucial aspects gets neglected in the preliminary calculations). It is our company, SwissRapide AG that is submitted detailed DPR for the proposed rail network based on the Maglev technology. ”

BARL was incorporated in 2008 for the ultra high-speed rail project. A detailed project report (DPR) was submitted wherein it was proposed to build the rail network. The DPR was prepared by Swiss company that had suggested taking up the project in three phases.

Jain says that they are now focusing on linking the airport under the suburban rail project.

On the other hand Bangalore Metro Rail Corporation Limited (BMRCL) had previously issued a tender. This was for a metro line starting from Nagavara and connecting KIA. The state government had given approval for the Rs 5,950 crore project in 2017.

The state government will also exploring way to ease airport commuter via sub-urban railway network.

Jain while talking of the Devanahalli railway line that is situated next to the airport shares that they have had discussions with railway officials. This is with regards to doubling and electrification of the line. The railway lines have been upgraded to support superfast trains.

Close sources reveal that government will eventually push sub-urban option. This is due to the fact that it proves to be cheaper than metro. Commuters travelling on daily basis can avail monthly passes for travelling on the sub-urban railway route.

Even the Bangalore Airport Rail Link (BARL) Limited will be dissolved with BMRCL taking its project.

Bangalore Metro | BMRC splits civil work last year to speed up work

0
Bangalore Metro

Bengaluru: Questions are now raised on Bengaluru Metro Rail Corporation (BMRCL) strategy on splitting civil work contract last year. The metro corporation has split work in three packages last year in February. This was done to speed up work on construction of the 18-km corridor on the Outer Ring Road (ORR).

But the strategy is raising eyebrows as the contract is likely to go to one bidder. As per the details the lowest bidder for all the three packages would be one contractor – IL&FS. With this detail emerging, many question BMRCL’s strategy and on-time completion of project.

When the financial bids for one package out of three was opened in July the lowest bidder was IL&FS Engineering and Construction Company. This was the stretch starting from Silk Board and Bellandur.

Several sources from within and outside BMRCL think that IL&FS might end up getting all the three projects. This is based on the information that the Hyderabad-headquartered construction firm has quoted less than other four companies bidding for the two packages.

Former managing director of BMRCL, Mahendra Jain had shared that the 18km stretch work will be split in three packages. This was done to speed up work and ensure timely project completion. The MD had asserted that having multiple contractors will help.

BMRCL had also stated that giving work to one contractor for the work would like putting all the eggs in one basket.

The MD while interacting with Economic Times had advocated the idea that there should be a clause that stops contractors from winning contracts in all the packages as it was there in the tender condition of underground work.

During the bidding process six companies had participated for each of the three packages. This was for the 18-km stretch starting from Central Silk Board-KR Puram metro project. In the first stage Sadbhav Engineering was disqualified on technical grounds.

The other five companies include – ITD Cementation India, Nagarjuna Construction Company, JMC Projects, Simplex Infrastructure and IL&FS.

For the first package IL&FS emerged as the winner with lowest bid. It had quoted Rs 433.26 crore for constructing 7 km stretch. This figure ended being 1.39% higher than the BMRCL estimates.

While the four other companies had quoted an amount between Rs 40 crore and Rs 90 crore more than the smallest possible bid.

Many feel that this same situation will arise when bidding begins from other two packages.

Delhi Metro

New Delhi: Delhi Metro Rail Corporation (DMRC) has collected a fine of Rs 90 lakh from June 2017 to May 2018 for violation of rule to not sit on the floor of Metro while travelling. While most fines are being taken from commuters who violates this rule. The highest penalty of Rs 39,20,220 has been collected from  the people travelling on the yellow line. Apart from this fine has also been imposed on different violating activities they are like Carrying an objectionable goods, illegally entering, walking on metro tracks, throwing garbage, traveling without proper tokens, obstacles in the work of officials. According to an Right to Information (RTI) the Rs 38 lakh as fines over 11 months from those caught sitting on the floor of the train.  The 19026 people were punished for sitting on the floor while travelling. If you sit on the floor, you have to pay a fine of Rs 200 rupees. There was also a case of climbing the roof of a train, which also imposed the fine for Rs 50. According to the DMRC, from June to May this year, 51,441 people gave fine and total 89, 94,380 rupees have been collected.

The Delhi Metro Rail Corporation (DMRC) said that the highest amount, Rs 38 lakh, was collected for squatting on the floor.

A recent statement that in view of a large number of cases of violation of rules in Metro premises, the administration has authorised station personnel to directly impose fines up to Rs 500 and realise penalties for offences such as squatting, littering, nuisance, travelling with undervalued tokens and obstructing officials on duty, said DMRC.

At present Delhi Metro has an over 210-km network across Delhi- NCR. And the daily Metro’s ridership in October 2017 was 24.2 lakh. Blue Line and yellow line of Delhi metro are two of the oldest and the busiest lines of the network.

When we have interacted with commuters most of the passengers say they don’t understand why they should be fined for sitting on the floor.

Like Anuska Gupta a daily commuter from Dwarka sector to Mukherjeenagar , who takes around 1hours reach home by Metro.

She said I can’t understand why there is fine for seating on a floor of Metro. When there is space and I don’t interrupt in passenger convenience. She further stated that sometimes I forgot that is it really offence?

I would like to give answer of such question which usually arises in minds of people.

A person sitting on the floor not only affects commuters who are only coming in the metro but also to them who are going from Metro. And sometimes it’s become difficult excuse the one who are sitting at the floor as most of them are always busy on listing songs, or on phone which causes delays.
