New Delhi: The projected year of Delhi metro phase 4 commissioning in 2025, This six proposed corridors of Delhi Metro’s Phase 4 are expected to carry over 10 lakh people per day, while the commuting fares will range between Rs 20 and Rs 100.

These projections, which form part of the financial viability segment of the Phase IV Detailed Project Report (DPR) prepared by the Delhi Metro Rail Corporation (DMRC), are being factored in by the Delhi government before approving the project at the next Cabinet meeting. The length of the six corridors will be 104 km.

The Metro’s estimates assume significance in light of the Delhi finance department’s observations that the proposed corridors would not qualify for a high capacity Metro even in the year 2031 and the bitter spat between the AAP and the DMRC over the 2017 fare hikes.

Also, DMRC had estimated that around 40 lakh commuters will use its network daily after the completion of Phase III. However, its ridership has slid down to 2015 levels and is hovering around 25 lakh per day after a double-phased fare hike in 2017.

The Metro has prepared the Financial Internal Rate of Return (FIRR) of the project assuming that there will be a 14 per cent hike in fares once every two years, considering the increase in the Consumer Price Index and input costs of operations, the report states.
Accordingly, it has been assumed that the fare slabs will be Rs 20 for travel of 0-2 km, Rs 30 for 2-5 km, Rs 50 for 5-12 km, Rs 60 for 12-21 km, Rs 80 for 21-32 km and Rs 100 for travels beyond 32 km (after rounding off to Rs 10).

The segment, titled ‘Financing Options, Fare Structure and Financial Viability’, pegs the daily average ridership at 15.50 lakh by the year 2031 and 22.32 lakh by 2041. It’s part of annexures of the draft Cabinet note of the project.

The proposed Rithala-Narela (21.73 km), Tughlakabad-Aerocity (20.20 km) and Inderlok-Indraprastha (12.58 km) corridors, which were declared unviable by the Delhi Finance Department, will carry 1.29 lakh, 1.66 lakh and 2.07 lakh commuters per day in 2025, the report states.

The corresponding ridership in 2031-32 will be 1.77 lakh, 2.55 lakh and 3.17 lakh per day, it added. The DPR puts the deadline of Phase IV completion as December 31, 2024, and expected date of commissioning as January 1, 2025

According to DMRC estimates, the other three corridors — Lajpat Nagar to Saket G Block (8 km), Janakpuri West to RK Ashram (28.9 km) and Mukundpur to Maujpur (12.55 km) — will register a daily average ridership of 70,000, 3.29 lakh and 1.14 lakh in 2025.

“The traffic growth rate has been assumed at 6 per cent per annum up to 2030-31, 4 per cent per annum up to 2040-41 and thereafter 3 per cent per annum,” the report states.

The Delhi council of ministers is expected to clear the Rs 45,603- crore project next week. The Delhi government’s share will be around Rs 10,465 crore. On Tuesday, the finance department held a meeting with the DMRC and the transport department at the Delhi Secretariat, in which some progress was made towards finalising the Cabinet note, an official said.

Kochi Metro | Kochi metro Rail to focus more on non-ticketing revenue

KOCHI: The non-ticketing revenue model touching nearly Rs 50 crore since the launch of its commercial services a year ago, the Kochi Metro Rail Ltd (KMRL) is planning more such projects for revenue generation.

On June 17, 2017, KMRL launched the commercial operation. Its ticketing revenue stood at Rs 55.90 crore, while non-ticketing revenue was Rs 49.58 crore Till October 2018.

The agency is planning more projects to increase non-ticketing revenue. These include the plans to set up a four-star hotel as well as the property development at Kakkanad. Most of the property development projects are planned during Phase II of extension According to KMRL managing director A P M Mohammed Hanish.

In 2017-18, Kochi Metro was able to get nearly Rs 6 crore through the display of advertisements on pillars. The co-branding of the stations, the advertisements on Metro pillars and leasing of spaces in stations are other sources of non-ticketing revenue.

KMRL is also planning to popularise the Kochi1 card. The card, co-branded by Axis Bank, can be used for shopping and travelling in feeder services of Metro. However, out of the total passengers who have purchased the Kochi1 card, only 20 per cent use it for regular travel in Metro.

Delhi metro | DMRC to introduce auto-top up smart cards by mid-2019

New Delhi: Now recharging Delhi metro smart card never been easier because of an auto-top-up facility in the smart card. By introducing new smart cards in mid-2019, Delhi Metro Rail Corporation (DMRC) is all set to take a big step towards boosting digitization of transactions and elimination of human error. The interesting fact about these new smart cards is that they can be linked to your bank account. Moreover, as soon as the card runs low on balance, it will be recharged from your bank account, automatically. A DMRC spokesperson saying that the Delhi Metro plans to issue smart cards that will have the provision of auto-top up at automatic fare collection (AFC) gates at any metro station.

He said, these new smart cards of Delhi Metro would be topped up automatically when a metro user taps it on the AFC gate and the balance on the card is found low. He further said that the provision of auto-top up will come into effect when the value of smart card goes down to a pre-set minimum mandate value, say Rs 50 or Rs 100.

To issue auto-top up smart cards on behalf of Delhi Metro, the corporation is trying to rope in agencies that are willing to work as aggregators. The spokesperson said that the aggregator will tie up with all banks as per the norms of Reserve Bank of India (RBI), so that any person having an account in any bank can avail this auto-top up facility.

He added that to avail this auto-top up enabled smart card, one has to only fill up a mandate form and submit it to the aggregator.

Currently, the corporation has a tie-up with only two banks- ICICI Bank and IndusInd Bank, wherein they issue a credit card or debit card that also doubles up as a metro smart card and also has the auto-top up facility. However, this has a limited reach as the smart cards are only available to metro users who have accounts in these two banks. The DMRC spokesperson further added that if any agency comes forward to become an aggregator, it will give every metro passenger an option to avail the facility, irrespective of whichever bank they have an account with.

At present, nearly 29 lakh regular commuters use Delhi Metro to travel every day and out of them, 70% metro users use a smart card. A Delhi Metro smart card can be recharged for a minimum amount of Rs 200 and a maximum amount of Rs 2,000.

Vizag: Great news for Vizagites! The AP cabinet has decided to go ahead with the Metro Rail in Visakhapatnam, a long-pending proposal, under the public-private partnership (PPP). The three-corridor Vizag Metro would be built over a stretch of 42.55 km at a cost of Rs 8,300 crore. Earlier in January this year, CBN had made a fresh plea to the Centre for the construction of metro rail projects in Vijayawada and Visakhapatnamm but the Centre simply put the projects in cold storage.

In regard to the metro rail project in Vizag, The Andhra Pradesh state government has been alleging inaction from the center. A recent cabinet meeting in the state has witnessed the ministers come forth with the decision to proceed with the much-awaited project under the Public-Private Partnership (PPP) model.

With the available land in Vizag not being sufficient for the construction of the metro line, stations, parking spaces, the officials have been instructed to pool another 12 acres of land.

The prestigious project is estimated to be built with an investment of Rs 8300 crore. Extending over 42.55 km in Vizag, the metro would be running across different corridors in the city.

Three corridors have been identified in Vizag to operate the metro rail:

  • The first route is being planned to be constructed from Gajuwaka to Kommadi (31 km).
  • The second corridor would be constructed along the route of Gurudwara-Old Post Office (5.55 km).
  • And the route from Thatichetlapalem-Chinna Waltair (6 km) would be constituting the third corridor.

To set up the same on its own, the state government would be setting up the Rayalaseema Steel Corporation with a fund of Rs 2000 crore. The cabinet meeting on Tuesday also saw the ministers make crucial decisions on the project of Kadapa Steel Plant. Also, the cabinet decided to allot 2395.98 acres to develop a mega industrial hub in Prakasam district.

Exclusive interview with Achal Khare, MD, NHSRCL: Bullet train to start in 2022

Prime Minister Narendra Modi ambitious Mumbai-Ahmedabad bullet train project corridor is going to be built for the first time in India, aimed at connecting the two cities in two hours and it is making headlines from the beginning. Earlier it was a matter of debate, but now it is in the headlines due to land acquisition. It is being said that the land is not getting acquired due to the opposition by farmers. In such a situation this project may lie down and its cost may increase. Mr. Achal Khare, Managing Director of National High-Speed Rail Corporation (NHSRCL) has shared his views on all such important aspects related to this project. Here are excerpts-

How much land is to be acquired for bullet train project?

The total land is over 1,400 hectares, with 353 hectares in Maharashtra and the rest in Gujarat. This is divided into 7,000 plots, in 195 villages in Gujarat and in 104 villages in Maharashtra. The project covers three districts in Maharashtra and eight in Guajarat, besides a small area in Dadra & Nagar Haveli.

Can a change of alignment be required due to the problem of land acquisition or can it be late in the project?

There should be no problem with the alignment. We have set the target for December 2018 to complete the land acquisition. If we get 80 % of the land till next May, then the project will run at its own pace. I do not think there will be any delay in the project.

What are you saying behind the scenes? But when will the public see the project speed?

There are many things going on. For instance, the work of training center in Vadodara is in progress. There is a depot to be constructed on 76 hectares of land in Sabarmati. The structures are being removed to clear the land. The tender is open for the Bullet Train terminal station in Sabarmati and it will be seen in January. Tenders for construction of two bridges are opened and new tender for construction of the tunnel in Mumbai will be floated in January 2019. I think the work of this project will be seen catching up at the speed of July next year.

Are you sure the bullet train will run on a fixed schedule?

MAlthough the Consultant of Japan has laid the target for this project on December 2023, it is our target that the bullet train should be run on 15th August 2022. In this case, we are promising that by 15th August 2022, the bullet train will start running, that means people will start traveling in it.

What about the first installment of the loan from Japanese agency JICA?

Japan has signed an agreement for the first installment of INR 5500 crores, but there is a special process of payment. Under this process, when the work is done for the first bullet train, the company will pay by the money of the Railways and then after Japan will transfer it to the NHSRCL.

Trains will be imported for the bullet train. Will tender for these trains be floated/will these trains be made in India?

rNo company in India yet makes bullet train, so we tend to tender for Japanese companies only. But according to the agreement, there is a term of transfer of technology. Indian companies will come forward in this direction, then they will have a firearm with Japan. After that these trains will start production in India. But there are many such devices, such as track fittings, electric poles, transformers, which are essential for bullet trains. Such devices will be produced here only. The steel structure will also be built here. Around 90 thousand tonnes of steel structure will be used. It will also be done under Make in India.

What is the nature of the tie-up with the East Railway Company in Japan? What is the percentage of resources, manpower, cost India would use of theirs and for how long?

We have a co-operation between the government of Japan which has asked the East Railway Company to give us the hand-holding. The company is working as the representative of the government of Japan. Coming to the component part, the Japanese share is 18.6 per cent of the total work. To clear it further, all civil construction will be with the Indian companies which will cost around Rs 45,000-50,000 crore.

We need the expertise of Japan on matters involving signalling and rolling stock (train equipment). They are going to train 350 of our people in due course and they will receive on-job training. They will prove ambassadors for us who on return will train the people at the upcoming Vadodara railway institute.

The institute will be an exclusive high-speed training institute. Five hectares of land has been carved out on the campus for National Academy of Indian Railway and we have already awarded some tenders. It will be completed by 2020 and people will be trained on the working of the train. We will have all those training facilities which are available at the high speed institute of Railway Technical Research Institute (RTRI) in Japan. The Japanese are helping us out with its profile and we are taking their advise on the same.

What is the total break-up of the cost of the project?

From the total project cost of Rs 1.08 lakh crores, the capital cost of the project is Rs 85-88,000 crores. Out of that, Rs 20,000 crores are coming from India and rest is from Japan. What India is funding involves land, utility relocation, PAP resettlement and taxes, the rest will be funded by Japan. As much as 81 per cent of the total cost will be borne by Japan.

What are the estimates for fare, footfall and speed of the train?

The final fares of the train will be decided only when the service starts. As of now, we are guided that the fare between Ahmedabad and Mumbai will be 1.5 times the fare of the first class AC of a premium train. The footfall of the train is expected to be around 40,000 people in the starting year, a lot of which will come from air and road travel. Till 2053, there will be 1 lakh, 66,000 passengers, using the bullet train.

This project is being financed at a very low cost. I am confident that we should be able to manage the project and recover our operating and maintenance costs.

Lucknow: On the festive day of ‘Diwali’ this year (i.e. 7th November, 2018), the Lucknow Metro services shall be available for passengers from 6:00 AM to 7:00 PM only. The Metro train services will commence at the daily usual time of 6 in the morning but will ply till 7 in the evening only instead of 10:00 PM.

The last Metro trains from the Transport Nagar Metro Station & the Charbagh Metro Station shall depart at 7 PM (i.e. 19:00 HRS) & 7.16 PM (i.e. 19:16 HRS) respectively.

Bangalore: While civil works pertaining to Metro lines had commenced along all routes, land acquisition issues ensured that work in all the six depots planned for the 72.1-km network remained a non-starter and Finally, work related to two depots in Phase-II of Namma Metro can commence.

At a high-level meeting held at Vidhana Soudha on Wednesday. The Commerce and Industries department, the parent body of the Karnataka Industrial Areas Development Board (KIADB) assured top Bangalore Metro Rail Corporation Limited (BMRCL) officials that the compensation amount pertaining to problematic patches of land at Kothanur and Hebbagoddi depots will be finalized in a fortnight.

Kothanur depot will be stabling and maintaining trains that will run on the R V Road-Bommasandra Line (Reach-5) while Hebbagodi depot will cater to the Gottigere to Nagavara Line (Reach-6).

M.S Channappa Goudar, General Manager, Land Acquisition Cell, BMRCL told that the work relating to tendering of these two depots can begin as the KIADB has assured us that the award will be announced in a fortnight. While some civil works have begun on both the lines, it is vital the depot is also in place when the line is ready.

Large parcels of land out of 30 acres required to put in place the Kothanur depot are stuck in High Court as there is a tussle between the government and the private parties over ownership of land. However, since we require the land for infrastructure work, we will deposit the compensation amount that needs to be paid in the HC and take over the land to carry out works, he said.

Vijayawada: On Thursday a committee led by municipal administration P Narayana recommended Light Metro Rail system and elevated corridor for all 77 km lines as part of Amaravati Metro Rail project after discussing various transport options.

The Vijayawada metro, which has been in a limbo, gained impetus with the Steering Committee, constituted for the project execution, finalising the preliminarily structure of the project.

The meeting recommended corridor from KC canal junction to Amaravati capital city with 27 km with both Elevated and Underground options.  The minister also suggested that to officials to study the advantages and disadvantages of both options of taking the corridor. The matter will be finalized after discussion with Chief Minister next week.

The four options proposed by the consultants preparing the Detailed Project Report (DPR) of the metro rail, the Steering Committee told the Amaravati Metro Rail Corporation (AMRC) to go ahead with an elevated light metro system.

The project has been proposed in three corridors in and around Vijayawada with a total length of 77 km. In the committee meeting held on Thursday, Municipal Minister P Narayana suggested that the consultant — Systra Consultants — examine the extension of one of the corridors to Amaravati.

According to the interim DPR submitted by Systra, four options – At-grade, elevated, underground, and combination of elevated and underground – were suggested. It also suggested that the State government could go with Light Rail Transit (LRT) or Light Metro. “The committee examined the phase-A of the DPR submitted on October 25 and suggested to go for Light Metro system and Elevated corridor for all 77.2 km of corridors,” a press release from Minister Narayana’s office said. Narayana is the chairman of the Steering Committee.

The three corridors proposed by the consultants include Amaravati – Pandit Nehru Bus Station (PNBS) – Nidamanuru-Gannavaram (52 km), PNBS – Penamaluru (12.5 km) and Railway Station – Jakkampudi (12.2 km). According to the press release, Minister Narayana, on the occasion, suggested the inclusion of cost estimates for the corridor from Krishna Canal (KC) junction to Amaravati Capital city – about 27 km – with both options of the elevated and underground metro.

“Minister Narayana also suggested that a study is conducted on the advantages and disadvantages of having an underground line near the airport while the remaining corridors would be elevated,” the press release said.

Delhi Metro | DMRC plans 4831 trips in a day to control air pollution, Brings In 21 Additional Trains

New Delhi: Good news for those who frequently use Delhi Metro service, take a note of this! In an effort to control severe air pollution in the national capital, the Delhi Metro Rail Corporation (DMRC) is taking a big step. Keeping in view the worsening air quality in Delhi-NCR, the DMRC has introduced 21 additional trains on its network. The services of additional metro trains started October 31 onwards, providing 812 additional trips. It includes 14 metro trains with 730 trips on newly introduced Shiv Vihar-Trilokpuri-Sanjay Lake section of Pink Line

The Shiv Vihar-Trilokpuri Sanjay Lake section of Delhi Metro Pink Line was flagged off on 31st October 2018 by Manish Sisodia, Deputy Chief Minister, National Capital Territory of Delhi along with Hardeep Singh Puri, Minister of State (Independent Charge), Housing and Urban Affairs, via remote from Metro Bhawan. The 17.8 km long Shiv Vihar-Trilokpuri Sanjay Lake section is entirely elevated and covers 15 metro stations, including 3 interchange stations- Welcome metro station for Red Line, while Karkarduma and Anand Vihar ISBT metro stations for Blue Line. With Shiv Vihar-Trilokpuri Sanjay Lake section, metro users will be connected to many northeast areas of the national capital such as Gokulpuri, Jaffrabad, Johri Enclave and Maujpur.

Meanwhile, another section of Delhi Metro’s Pink Line, linking Lajpat Nagar to Mayur Vihar I metro stations is likely to begin soon as well. The Lajpat Nagar-Mayur Vihar I section is 9.7 km long and it will cover five metro stations. With the commencement of this section, many locations across South Delhi such as Moti Bagh, Sarojini Nagar, Lajpat Nagar, South Extension, Vinoba Puri, Ashram etc. will get direct connectivity with the eastern part of the national capital.

With these additional train services, the Delhi Metro, for the first time in history, will be running 4831 trips in a day. This is the highest ever so far.

The move aims to ensure smooth public transport and reduce reliance on private vehicles. Vehicular pollution and number of vehicles on road has been a perennial cause of concern in Delhi.
