Chennai, Metro Rail News:  Taking a major step, Chennai Metro Rail has reduced the cost of phase II project by nearly ₹11,000 crore, bringing it down to ₹69,000 crore. What is significant here is, the new cost estimate includes the newly-added extension up to Poonamallee all the way from Light House.

Cost reduced from ₹69,000 crore from ₹80,000  cr

According to the source, the detailed project report (DPR) was revised over the last several months and the cost was brought to about ₹69,000 crore from ₹80,000 crore.

“The station size has been trimmed throughout the entire phase II project. There are also various other changes that were made including changing some of the underground stations into elevated ones,” a source said.

This revised cost and revised DPR will soon be submitted to the government and the Centre for its approval.

Chennai Metro Rail’s phase II project planned to cut down on the extent of land acquired for construction and decided that a major part of the project will be underground (of 108 km, 88 km will be underground) —underground stations need less land. Now, some of the underground stations have been converted into elevated ones, as constructing underground stations is more cost intensive compared to elevated structures; building an underground station may cost ₹400-500 crore, while an elevated station will cost nearly half that amount.

Chennai Metro Rail wanted to acquire about 800 properties for this project and has already began sending notices to residents; now, with some new changes in place, it is not clear if more land needs to be acquired from residents, as elevated stations need more land than underground.

Two entry/exit points

Officials had earlier said when compared to the phase I project that required 90,000 square metres of land, phase I extension needed about 40,000 square metres and this will be further reduced to about 30,000 square metres now. The size of the stations will be reduced from 220 metres in phase I project to 150 metres in phase II. Also, unlike phase I that has four entry/exit points, stations in phase II project may have just two.

Chennai Metro Rail’s phase II project will cover 108 km with 116 stations on three stretches: Madhavaram to Siruseri, Light House to Meenakshi College and Madhavaram to Shollinganallur. Initially, of the 108 km, 50 km with 58 stations will be constructed.

Soil tests have been conducted at various locations in the city.

In the revised DPR, the extension up to Poonamallee from Light House, which was proposed by the government recently, will be part of phase II project. Initially, the stretch from Light House, which was supposed to end at CMBT, was re-routed and now extended up to Poonamallee.

Mumbai, Metro Rail News: Reliance Infrastructure promoted Mumbai Metro One has completed the installation and commissioning of 612 KWp capacity of roof-top solar photovoltaic panels at Metro Depot in DN Nagar. A total of 2,000 rooftop solar panels have been installed at Metro Depot along with associated supporting and cabling work.

Earlier MMOPL had installed and commissioned solar capacity of 2.30MWp at all 12 Metro stations commissioned in April 2017. Installation of the solar panels and associated works at Metro stations was a challenging task. In spite of hindrances like sloping roofs, the exceptional height of stations like Western Express Highway and work on a running Metro line, the Electrical and Mechanical team of Mumbai Metro One successfully executed the task without any inconvenience to commuters or affecting operations. Earlier, Mumbai Metro One had also initiated retrofit installation of LED lighting at Metro stations and depot to reduce energy consumption.

The new solar project at Metro Depot is set up on Renewable Energy Service Company (RESCO) model wherein a Power Purchase Agreement (PPA) for 25 years has been signed with the vendor setting up the plant. This agreement also includes the future expenses which will be incurred on operation and maintenance of the installed solar plants for the whole PPA
period.

These 612 KWp rooftop solar photovoltaic panels will fulfill 25% of the auxiliary energy of Mumbai Metro One’s Depot campus. Annual green and clean energy generation from the rooftop solar plants shall be around 0.9 million units. Use of clean solar energy will reduce carbon emission by around 900 tons per annum. Yearly savings on energy through these solar
plants will be around Rs. 50 lakh. The total installed capacity including stations and depot campus is now nearly 3 MWp. Electricity generated from solar panels will be utilised for operations of various equipment like lighting, air-conditioning, lifts, escalators, and pumps, among others.

An MMOPL spokesperson said, “We are committed to our ‘Go Green, Go Clean Initiative’.After successful installation and commissioning of solar panels on 12 Metro stations, we are happy to install and commission a new solar project at our Metro Depot. In the long run, we wish to gradually increase our use of green energy.”

The carbon footprint savings due to modal shift to Metro as a means of public transport is around 98,000 tons annually. Since June 2014, commuters using private cars, buses, auto rickshaws, two wheelers and other modes have been shifting to metro. Additionally, the savings
due to solar power generation is around 17,000 tons and due to LED lights is around 1,000 tons annually. Thus, the total carbon footprint saving because of Mumbai Metro is around 1,16,000 tons annually.

Kolkata, Metro Rail News: BEML Ltd, the country’s largest railway coach maker, has pitched for indigenisation of at least six rakes of bullet train coaches in collaboration with its Japanese partner Hitachi.

Japanese companies Hitachi and Kawasaki will bid to be the main contractor in the Japan government-assisted Ahmedabad-Mumbai bullet train project.

“We have submitted our request for indigenisation of six bullet rakes (60 coaches),” BEML Chairman and Managing Director D K Hota told PTI.

However, in joint negotiation meetings, Hitachi had indicated that if the project has to meet its rollout deadline of 2023, then indigenisation of not more than one bullet train rake could be possible.

“We want more volume in the indigenisation process, which will be a win-win for the country and make our investments viable in the bullet train project,” Hota said.

The -billion project envisages 24 rakes comprising 240 coaches, which would run between Mumbai and Ahmedabad.

BEML is keen on undertaking the entire interior work that is termed as ‘level three indigenisation’.

The broad contours can only be finalised after the bidding and selection of the main contractor and the sub contractor for the bullet train project, an official said.

A team of BEML officials had recently visited the Hitachi facility in Japan to evaluate ground realities.

Indigenisation of coaches is part of the central government’s ‘Make in India’ mission.

The railway coaches business is a key and growing segment for Bharat Earth Movers Ltd (BEML), which can produce 800 rail coaches and 300 metro coaches per annum.

Meanwhile, it has also bagged a contract worth Rs 3,015 crore for the Mumbai Metro corridor. The public sector company will manufacture 378 metro cars for the Mumbai Metro Corridors 2A, 2B and 7.

According to BEML, there is scope for another 120-odd metro cars in the same project in the second lot, taking the total to 500.

Hota had recently said the company was aiming at a 30-per cent rise in the bottomline in the 2018-19 fiscal.

MMRDA took the decision after the company “failed to perform and fulfill contractual obligations” and “failed to maintain the quality of Monorail services”. MMRDA Commissioner R A Rajeev said that the MMRDA had to take this unfortunate decision to terminate the contract that was entered into in 2008 when the first 9-km-long phase of the Monorail from Chembur to Wadala was opened for public.”

“The MMRDA gave LTSE a long rope to enable it to recover. However, the LTSE failed to supply the rolling stock trains (RST) and also operate and maintain the system on the entire corridor. Further, it failed to rectify defects as per the contractual clauses,” he added.

“This also resulted in inordinate delay in starting Monorail phase 2 from Wadala to S G Chowk. The LTSE failed to maintain the quality of Monorail services,” said Rajeev.

“they will encash the bank guarantee of Rs 200 crore given by LTSE since the contractor failed to respond to legal notices issued by MMRDA” Said Officials

MMRDA said in a statement that for the operation and maintenance of the Monorail, an external agency will be hired, but for now, MMRDA staff will look after the work. The Monorail service, the statement added, will run uninterrupted.

Indian Railways gives 25% haulage discount to privately owned empty containers and flat wagons

New Delhi, Metro Rail News: To encourage all small and medium businessmen and entrepreneurs, Piyush Goyal-led Ministry of Railways has taken an innovative business decision to give a discount of 25% on extant haulage rate per Twenty Feet Equivalent Unit (TEU) on transport of empty containers as well empty flat container wagons in order to facilitate movement of containers by rail towards ports, thereby leading to higher loading by rail from ports. It is expected to enhance the efficient handling of traffic at ports and attract a larger share of container traffic to Rail.

The move is to meet the demand for container train operators (CTOs) and is expected to give a boost to container business both in export, import and domestic. This move is likely to give the desired boost to rail container segment and be a profitable proposition to Indian Railway. By reduction of the rate by 25%, Railways expect to get more traffic by reducing rate. It will help to load more commodity at the economical rate which will result in low price in the market giving benefit to the common man. Also, smooth movement of rakes which will result in less detention time and products will reach the destination in time. Presently 18 private container train operator(CTO)and CONCOR are operating this container service.

Expansion of freight basket has been a priority agenda for Indian Railway. Indian Railways have recognized the need to diversify and expand its freight basket.

The objective is to capture traffic of new commodities, which, hitherto, have been moving from the road or other modes of transport. Container transportation is one such high priority segment that IR has focused on in its bid for the expansion of freight basket. Containerisation of goods offers an excellent transportation solution which is efficient and cost-effective for the economy as well as helps Railway in attracting non-conventional or non-bulk traffic to rail.

According to the Railway Board, these above-mentioned instructions will come into force with effect from 1 January 2019 and will remain valid for one whole year, that is up to 31 December 2019. Also, it has been stated that a review meeting will be conducted by the railways after 30 June 2019. Therefore, all the zones of Indian Railways’ network have been asked to continuously assess the impact of discount granted on the extant haulage rate per TEU for the movement of empty containers as well as empty flat wagons and submit their feedback to the Railway Board
