Nagpur, Metro Rail News: In a significant development which will boost connectivity in semi-urban areas of Nagpur, the state cabinet approved Phase-II of Nagpur Metro Project. This will particularly help those employed in industrial areas of Nagpur and have to commute long-distance daily.

The state cabinet on Tuesday cleared the Phase II of Nagpur Metro project worth Rs11,216 crore. The Phase I of Nagpur Metro worth Rs8,680 crore is being executed by MahaMetro and is about 75% complete.

The project worth Rs. 11,216 Crore will now be sent to Union Cabinet for its approval. This is a major milestone achieved and a new year gift by MahaMetro to residents of Nagpur, even as it gears up for the launch of its Phase-I operations.

Phase II covers rural parts of Nagpur district and will serve as an extension to the ongoing first phase. The proposed Phase will be spread over 48.3 km length with 35 stations. The collective population to be covered by two Phases is whopping 21.39 lakhs in 2019 (As per projections based on 2011 census). The projected population of Nagpur district in 2019 is 34.87 lakhs.

The population covered by Phase-I is 13.38 lakh and that by Phase-II is 8.01 lakh, in 2019.

The Phase II of Nagpur Metro is estimated to cost about Rs 11,216 Crores.

Route 1: Automotive Sqr to Kanhan river 13 km-12 stations- Khasara, Lekha Nagar, Kamptee, Dragon Palace.

Route 2: MIHAN to Butibori MIDC ESR 18.5 kms– 10 stations- Jamtha, Dongargaon, Mohgaon, Butibori, MHADA colony, Indorama Colony.

Route 3: Prajapati Nagar to Transport Nagar 5.6 kms- 3 stations- Ambe Nagar, Kapse, Transport Nagar and Asoli.

Route 4: Lokmanya Nagar to Hingna 6.7 kms- 7 stations- Nildoh, Gajanan Nagar, Rajiv Nagar, Lakshmi Nagar, Raipur, and Hingna Village including surrounding MIDC areas.

Route 5: Vasudev Nagar to Wadi 4.5 km- 3 stations- MIDC area, Ordinance factory colony, and Wadi along Amravati road.

Alstom has successfully delivered the last of the 30 additional Coradia Nordic regional trains ordered by Skånetrafiken, regional public transportation authority and operator in southern Sweden. The completion of the 2015 order, building on an existing fleet of 69 trains, has brought the Skånetrafiken fleet of Coradia Nordic trains, better known as “Pågatågen”, to a total of 99 units – one of the largest fleets in Sweden.

“With this delivery, Alstom has cemented its position as the leading supplier of regional trains in Sweden. The Coradia Nordic has proven itself over time to be safe and highly reliable, and with this large fleet, Skånetrafiken is now one of the largest operators in the country serving a growing regionWe are very pleased to have been their trusted partner on this journey,” said Rob Whyte, Managing Director of Alstom in the Nordics.

“We are very pleased with this positive cooperation with Alstom as the vehicle supplier of the new Pågatågen. We now have 99 such trains and are thus well equipped to serve new customers and to expand our Pågatågen traffic,” added Linda Westman, Business Manager, Skånetrafiken.

Each Coradia Nordic train delivered to Skånetrafiken consists of four cars, is 74 meters long in total, and has a capacity of up to 510 passengers. The train runs at a maximum speed of 160 km/h. The Coradia family is characterized by modularity, safety and performance, as well as 98% recyclability. The trains were built at Alstom’s site in Salzgitter, Germany.

Coradia Nordic belongs to Alstom’s Coradia range of modular trains, which benefits from over 30 years of expertise and proven technical solutions. More than 2,800 Coradia trains have been sold so far and around 2,300 are currently in service.

Exclusive Interview with Mr. S.K. Chaudhary, Chairman and Managing Director, Ircon International Limited

New Delhi, Metro Rail News: The year 2018 was eventful for the Indian Railways’ public sector undertaking Ircon International Ltd (Ircon), which launched its initial public offering in September. It also figured in the list of top 250 international contractors as per the Engineering News-Record of the US. In an interview, Ircon chairman and managing director S.K. Chaudhary talks about the company’s focus areas in 2019. Edited excerpts:

Ircon will focus on global projects for better returns in 2019: S.K. Chaudhary

What are Ircon’s focus areas in 2019?

Ircon would like to expand its horizon in the infrastructure sector not only in India but in the overseas market as well, and improve its bottom line, although the existing canvas of Ircon is wide and colourful. Ircon has been entrusted with several strategic projects of national importance, too, and would like to expand its contribution in nation building and align with the priorities of the government. Our focus areas in 2019 would be railway line doubling and electrification, more EPC (engineering, procurement and construction) and HAM (hybrid annuity model) projects in highway sectors and winning some top international projects which give better returns.

Indian projects versus foreign projects, which is better?

Historically, Ircon had a 50:50 share of domestic and international projects. The margin from international projects are more than Indian projects because of various reasons. One of the primary reasons is that there is equitable distribution of risk and, thus, projects are not held up for want of issues such as land acquisition and approvals. Considering the speed of construction and project finance, definitely foreign projects are a better deal.

How is the progress of the Nepal projects, which Ircon is executing?

Ircon is currently executing two projects in Nepal: one, construction of a new broad gauge railway line between Jogbani (India) and Biratnagar (Nepal), which is likely to be commissioned by December, 2020. Two, between Jayanagar (India) and Bardibas (Nepal). In the first phase of work, tracks have been laid from Jayanagar to Kurtha, Nepal (34km). Apart from laying new lines, Ircon is also developing stations on this route. The remaining portion of the project is planned to be executed in two phases, that is, Kurtha-Bijalpura and Bijalpura-Bardibas, and is likely to be commissioned by February 2020 and March 2021, respectively. Both are strategic projects and will help strengthen Indo-Nepal ties.

What are the challenges for the Jammu and Kashmir railway project?

The Jammu and Kashmir rail project from Udhampur to Baramulla (272km), was envisaged to provide an alternative all-weather connectivity to the state of Jammu and Kashmir. Ircon is executing an 188km section, out of which 136km has been commissioned and train services from Baramulla to Banihal are in operation. In this section, Ircon has constructed the longest tunnel of 11.15km. Presently, Ircon is executing 113.75km tunnels out of which 70.60km is completed.

This project is perhaps the most challenging project ever undertaken in the history of Indian Railways. The alignment passes through thick forests, deep gorges, and criss-crosses numerous rivers and rivulets. Most of the length was inaccessible.

There are several reports that Ircon has completed various projects before time. Is it the case?

Yes. Ircon has completed a dozen projects before time in the last three years and it’s a big feat.

In fact, in the 42 year-history of Ircon, not a single project has been left incomplete, which is commendable considering the trend in the construction industry.

How many coal connectivity projects is Ircon implementing and when will be they be completed?

Coal connectivity projects are being developed by forming joint venture companies with the states governments, coal or mineral companies and Ircon. Ircon holds an equity of 26% in all these JVs and has secured 100% of construction works involved in these projects. At present we have five projects in Chattisgarh, one in Odisha and Jharkhand each. These connectivity projects are worth ₹15,800 crores and are expected to be completed by 2021-2022.

India Railways has an ambitious target of 100% railway electrification. Is Ircon eyeing it since it has expertise?

Ircon is the only Indian PSU which has executed works more than 6,000 track km of the railway electrification for the Indian Railways. Another 736 tkm of electrification work is in hand which is likely to be completed by 2020. There is only one company in the private sector which has the experience of more than Ircon. We are definitely keen and ready with men and machineries for availing this opportunity. Further, Ircon has wide experience of railway electrification work in foreign countries like Turkey, Algeria and South Africa.

Delhi Metro created a new engineering masterpiece, with length of just 135m the newly constructed Ashram’s Metro Station on Shiv Vihar – Majlis Park Pink line is the smallest Metro Station in the world.

The Delhi Metro Rail Corporation (DMRC) had to fight various land acquisition battles to build the station which is located at the centre of one of the busiest intersections in the national capital.

The delaying legal battles for land acquisition forced the designers to design a station that required a space of 151.6 metre only against the average of 265 metre.

A senior Metro official said that the designers came up with a new design instead of waiting for two years to acquire a private land and delaying the line. He added that since the land prices are soaring, the space saving design is a boon for the government.

Due, to shortage of land Delhi Metro decided to construct this metro station in Vertical Loop and not in Horizontal..

Prior to this, Bhikaji Cama Place is the smallest Metro station in the Delhi Metro network with a length of 225.5 metre.

The station which will welcome the commuters at three levels has three entry/exit gates at National Agricultural Cooperative Marketing Federation of India (NAFED), the fire station at Mathura Road and CSIR apartments.

Ahmedabad, Metro Rail News: In the last board meeting of the company, The new name Gujarat Metro Rail Corporation (GMRC) Limited was decided by The board of directors of Metro-Link Express for Gandhinagar And Ahmedabad (MEGA) Company Limited on Saturday meeting. MEGA Company MD Dr. I.P. Gautam shared this information after the board meeting.

This step is followed by the notification of central government that says in each state there will be only one Metro company. Said, Dr. I. P. Gautam

“This one will be a mother company and then for other cities, there will be subsidiary companies operating. Same directors now will be handling for different projects like Phase 2 of the current project,” he added further.

with the name change, the company will be called GMRC and city’s project will be called Ahmedabad Metro, likewise, Surat’s project would be Surat Metro under the head of GMRC. he said “Structure and stake will remain the same as per the existing company. This is a successful model running elsewhere in other parts also,”.

The state government is planning to have Metro rail for Surat city and Dholera. So all the three upcoming Metro rail projects will be under one umbrella. Change in the company’s name was initiated in November.

The GMRC will be the third in the country to handle other respective metro projects in the state. The MEGA has asked for the name to the registrars of the companies and will announce new name next week. The approval from the central government on the name change came on November 22.

“The new name will be GMRC and we will officially announce it within a week. In line with other agencies incorporated to execute Metro Rail projects across various states, we have decided to transform MEGA to GMRC,” said IP Gautam, managing director MEGA.

“This is to ensure that the agency would be capable to execute Metro Rail projects in other cities of Gujarat. And, doesn’t remain confined to Metro Rail project in Ahmedabad and Gandhinagar,” he further said.

Metro rail projects have hitherto been launched without significant thought going into long-term viability and sustainability. The Delhi Metro was born out of urgency, and is, therefore, fully government-funded. However, like Delhi, it is noteworthy that other Indian cities have grown organically —even beyond their carrying capacity—in size and demography, and so cannot be said to be in an early stage of development. Most have inadequate infrastructure and do not have organized urban transport systems. Hence, what needs to be done is unique—retrofitting of urban rapid transport systems in dense old cities. This makes Metro planning critical and even challenging.

A Unified Metropolitan Transport Authority (UMTA) as a statutory body is the need of the hour. This authority is envisioned to have a comprehensive mobility plan for the city, to effect coordination among various urban transport agencies and manage the district urban transport fund (DUTF). The key point that should have been underlined is that such bodies can only be effective if they are autonomous and have over-arching powers over the city police, the transport department and the civic administration. That is a core governance issue. Who should the UMTA of a city report to—the city government, headed by the mayor, or the state government headed by the chief minister? The police and transport departments report to the chief minister, whereas the urban officials report to the mayor. One model brings heft, the other efficiency.

It is correct to underline the need to involve the city government in the Metro rail system since it operates in the urban arena and urban space will have to be leveraged. In fact, Metro rail systems should be driven by city governments and they should be stakeholders, even if it was a minority stake.

The policy emphasizes financial viability and 14% internal rate of return (IRR) for approving a new Metro rail project. This is difficult to achieve without a generous subsidy from the government. At the same time, the policy expects pricing to be competitive so that public transport is encouraged. Therein lies a dilemma. How to draw the balance between competitive pricing and viability? Financial support of state government/city authorities to ensure good financial health of the agency implementing the Metro rail project is essential and will have to be provided within a well-defined framework.

The explicit commitment by the state government to uphold the spirit of transit-oriented-development and adoption of value capture framework is key to the success of a viable Metro rail system. Instructions in this regard must percolate down for this to be part of the master-planning of cities so that land use along the Metro path can be leveraged commercially and even monetized. Even today, there are high value areas in Delhi such as the Vasant Kunj mall complex without Metro connectivity. This lacuna is often exacerbated because the town planning vertical in states does not report to the city government; sometimes not even to the urban development department.

Avenues of mobilizing capital at reasonable cost should be opened for Metro rail projects. State governments should encourage implementing agencies to raise cheaper long-term debt by allowing them to issue corporate debt bonds and earmarking revenue from betterment levies. The provision of state guarantee to support corporate debt bonds issued by Metro rail companies will enable such bonds to be floated successfully.

While there is no harm in asking for the PPP model to be explored for downstream activities, it should not be made mandatory for the construction part. A private agency that is inefficient can practically paralyse the whole city. However, PPP should definitely be explored for ticketing, operations, maintenance and railway estate development. In fact, a well planned and executed PPP will be fundamental to the sustainability of the project and in reducing the life cycle cost.
