HMR trying to speed up street-level work

Hyderabad, Metro Rail News: The tentative date for Hyderabad metro rail link to Hi-Tec City from Ameerpet interchange station (10 km) to become operational is 15th February 2019, said senior officials of Hyderabad Metro RailLimited (HMRL).

The Sankranti festival break earlier this week and reduced traffic movement in the area has enabled the metro rail engineers to take up more road space for barricading so as to complete the work on overhead viaduct.

The focus is not only on completing the four piers near Hi-Tec City road, but to complete the ‘reversal’ viaduct at Hi-Tec City station to allow trains to reverse and go back to Ameerpet interchange station. For the second part, 13 more piers have to be constructed.

Work has been proceeding somehow, but not at a desired pace considering traffic constraints as barricades on road reduces the space for vehicular movement.

“Traffic police have been cautious in allowing more barricades on road considering the furore it caused earlier, even though we have assured them that it could be done with better planning causing minimum inconvenience to motorists,” said metro rail officials, seeking anonymity.

Trial runs

In the meanwhile, the HMR is trying to speed up street-level work on ground, while L&T Metro Rail Hyderabad (L&TMRH) is involved in doing up entry and exits at seven stations en route. Trial runs and testing of signalling and telecommunications equipment too is under way to make the system fit for inspection by the Commissioner of Metro Rail Safety (CMRS), who gives the final nod.

Missed deadlines

If senior officials are cagey about giving any precise time-table, it is because deadlines (December then and January now) have been missed. It has already been stated that operating the Communication-Based Train Control (CBTC) got complicated owing to the delay in ‘reversal’ viaduct construction.

Hence, metro trains would be running on independent single lines from Ameerpet to Jubilee Hills Check Post station and switch lines towards Hi-Tec City station and vice-versa using a mix of conventional railway signalling and CBTC systems.

Noida, Metro Rail News: The Noida-Greater Noida Metro Rail line formally known as Aqua line will be “likely” inaugurated on January 25 by Uttar Pradesh Chief Minister Yogi Adityanath, the Noida Metro Rail Corporation (NMRC) said on Thursday.

The rail corridor also known as the Aqua Line would run between Sector 71 station in Noida and the Depot Station in Greater Noida, covering 29.7 km.

There are a total of 21 stations on the corridor, 15 of them in Noida and six in Greater Noida.

“The Noida-Greater Noida metro line’s inauguration will held most likely on January 25 by Chief Minister Yogi Adityanath,” NMRC Executive Director P D Upadhyay said.4

He said the inaugural event would be held at the Depot Station from where the chief minister would take a ride on the new metro up to Sector 142 station.

Noida, Metro Rail News: The Noida Metro’s Aqua Line has been touted as the lifeline of Greater Noida residents, including those living on the outer part of Noida. But the metro line hasn’t been made available to the public yet. The line will connect some areas of Greater Noida to the Delhi Metro, improving access to Delhi and Gurugram for Noida residents.

The Noida metro has received all clearances, fares have been announced, and even smart cards are being produced in partnership with State Bank of India. It is safe to say that the Noida metro line is ready for launch, PD Upadhyay, executive director of Noida Metro Rail Corporation, 

“We have sent the proposal to the government seeking a launch date. From our end, all due diligence is complete. We have been given a go-ahead by the safety commissioner as well.” he added.

So what is stopping the Noida metro’s aqua line for public operation? The Aqua Line is awaiting a formal inauguration. It is being speculated that the Prime Minister’s Office is yet to provide an available date. The BJP wants to inaugurate the line as close to the elections as possible, some claim. Others reasons for delay may include the authorities wanting to wait for the extension of the Blue Line. Nevertheless, the NMRC has neither cleared up any of these speculations nor offered a fixed timeline.

The lack of achhe din for NMRC

The Noida Metro’s Aqua Line, expected to be functional in April 2018 for Public operation, was first delayed in 2017, after lack of funds delayed the pick up of its made-in-China coaches from Mumbai. The three-month delay in commencement of its major power supply source—a substation in Sector 148, Noida, further delayed its launch. A victim of departmental and administrative delays, the line costing over Rs 5,500 crore was then targeted to be completed in December 2018—the line had already missed two deadlines in April and October. Finally, it was cleared for operations after three trials and approval from the Commissioner of Metro Rail Safety (CMRS). However, December is the month of Kharmas, an inauspicious period in which people do not initiate any new tasks, the project was delayed further. 

“We were earlier aiming for Christmas 2018 but could not get a date then. We then entered Kharmas and it is unlikely that it [the launch] happens during this period. We’re hoping it’s done after Makar Sakranti with the opening of the new Kalindi Kunj Bridge this month,” a senior Metro official said.

A six-lane bridge across the Yamuna river, near Kalindi Kunj, is also waiting for a final heads up.

Speaking about the delay, local activist Abhisht Gupta told Metro Rail News, “It is a troublesome situation for us. There’s conjecture that PM Modi’s availability for the inauguration was under doubt and since then it keeps getting delayed. I see the metro running all day, all empty; a lot of public money has been invested in the project. If we can’t use it in need, it is a waste of public money.

Any further delay will only add to make to NMRC’s challenges. For example, the metro which is currently running empty under trial can accommodate up to 1,034 riders. The fare for the journey from the first station to the last station is Rs 50. This is to say that the NMRC is losing out on about Rs 51,700 per run. Additionally, if the inauguration doesn’t take place by January 31, NMRC will have to reapply for a CMRS clearance, which would need more trials and thus, further delay Aqua Line’s launch.

GMRC all set to start first trial run for Ahmedabad Metro from February 18

Ahmedabad, Metro Rail News: The Gujarat Metro Rail Corporation (GMRC) is all set to start a trial test run of the first metro train from February 18. A team of Research Designs and Standards Organisation (RDSO) is reaching the Ahmedabad Metro site on February 18 and the metro’s first trial run on tracks will be carried out under the close monitoring the RDSO team.

The RDSO officials will carried out the various function tests of the train in Ahmedabad before issuing the fitness certificate for starting the metro train in passenger service. The trail test will likely to complete in 15 days and the train is expected to start its commercial run from the first week of the March subject to getting safety clearance from the Commissioner for Metro Railway Safety (CMRS).

The first trainset of the Ahmedabad Metro Rail project, which reached in its Rolling Stock depot on January 1, 2019, is undergoing various checks and trials by the technical experts. The second trainset will depart from the Hyundai Rotem’s South Korea factory on 17th January and is expected to arrive in Ahmedabad by February 7 after which tests and trials will be conducted on it as well.

After the completion of statutory trials by the RDSO team, the safety inspection will be carried out by the CMRS and the trial of both trainsets. Once these are completed and getting safety clearance from the CMRS, the trains will be scheduled to start in a commercial run. The GMRC is planning to start a regular run of the metro train on the Apparel Park to Vastral stretch by the first week of March.

Sources said that GMRC had first decided to carry out the trial run by January 15 and then get the inspection done by RDSO and CMRS, after which the train was to make commercial runs. But since the government wanted to have the metro train flagged off by the Prime Minister Narendra Modi, they decided that the run would be conducted only after all safety certificates are received.

Ghaziabad, Metro Rail News: The Uttar Pradesh pollution control board (UPPCB) on Monday told the National Green Tribunal (NGT) that it has levied a fine of Rs 1 lakh on the Delhi Metro Rail Corporation (DMRC) as five restaurants at Kaushambi Metro station run by the agency were allegedly discharging untreated water into the stormwater drains of Kaushambi.

The green court was hearing a petition, filed by the Kaushambi Apartments Residents’ Welfare Association (KARWA) in August 2018, which contended that sewer water from seven drains was flowing into the stormwater drains in the locality.

AK Tiwari, regional manager of the UPPCB, said, “We have imposed a fine of R1 lakh on the DMRC and the matter has been stated before the NGT during Monday’s hearing. A notice on the basis of a report submitted by the Ghaziabad municipal corporation, has also been sent to the DMRC. The inspection was carried out on January 7.”

DMRC sources, however, said UPPCB had tweeted about the issue, tagging DMRC’s officials Twitter account on December 20, 2018. Reacting to this, the complaint cell forwarded the complaint to the DMRC’s property development cell and they started taking corrective measures by ensuring that sewage is treated before dumped in a drain.

Sources in the DMRC said the agency decided to connect the food court’s sewage pipe directly to corporation’s line and also paid a certain amount to the corporation for the purpose.

They added that the legal department did not receive the UPPCB’s notice but it was received by the property development cell only on January 14. The DMRC sources said they have not received any written communication regarding the fine. “Once orders are available we shall take suitable action,” said DMRC spokesperson.

Meanwhile, the Ghaziabad municipal corporation, during inspection, carried out a survey of seven drains in Kaushambi. These include drains from Jaipuria apartment to hotel Samrat, Udaygiri apartment to Panchmadhi apartment, Sumeru apartment to Malaygiri apartment, Dabur to Wave cinema, Kaushambi’s Central Park to Wave cinema, Nanda tower to Shivalik tower and Shivalik tower to Kamadgiri apartment.

The inspection report stated that waste water from the septic tanks and washing of cars, etc at the five restaurants in Kaushambi Metro station was flowing into the drain. This, the corporation said, needs to be corrected by the DMRC.

The report also stated that untreated water from a toilet was flowing into the drain leading from Shivalik tower to Kamadgiri apartment. This, they stated is to be corrected by Ghaziabad development authority.

“After the petition and directions by NGT, the agencies started work and the issues with storm water drains will be resolved in couple of months. The UPPCB fined the DMRC but did not fine GDA,” said VK Mittal, president of KARWA.

The UPPCB officials said the GDA had told them that they have started the work hence no fine was levied

Delhi, Metro Rail News: In a bid to provide commuters with better mobile connectivity in the recently opened Pink and Magenta Lines of the Delhi Metro, mobile network boosters are being installed and the work is currently under progress, said an official of the Delhi Metro Rail Corporation (DMRC). The work is expected to be complete by February, the official added.

The move follows complaints from commuters that mobile connectivity is lost while travelling on certain underground sections of the Shiv Vihar-Majlis Park (Pink Line) and Janakpuri West-Botanical Garden (Magenta Line).

“Work is currently under progress to provide mobile connectivity on the Pink and Magenta Lines of the Delhi Metro. About 300 workers are toiling hard during non-operational hours at night for the same and the work is expected to be completed next month,” said a DMRC official.

The official added that private telecom service providers have undertaken the work, for which tenders had been floated earlier.

Ridership touched mark of 5.2 lakh in a day

Reliance Infrastructure promoted Mumbai Metro One recorded highest weekday ridership of 5.2 Lakh on 11 Jan, 2018. This surge was in the wake of ongoing BEST strike which started from 8th Jan. For four consecutive days 8th,9th,10th & 11th Jan, an average of additional 55,000 commuters took Metro for their travel needs and were accommodated by introducing 12 additional train services.

An incremental increase was witnessed uniformly throughout the day. Morning peak hours between 9:00 a.m. & 10:00 a.m. and evening peak hours between 6:00 p.m. & 8:00 p.m. showed maximum surge contributing around 55,000 commuters.

The major routes which showed growth are:

Crowd Management Measures

In the wake of BEST Strike, we took the following measures:

  1. Train services: We introduced 12 additional train services while ensuring 100% train availability and 99.9% punctuality.
  • Ticketing: We increased the number of ticketing counters at critical stations to cater to additional patronage.
  • Crowd management: Additional manpower was deployed for crowd management and to assist first time users of Metro. In order to ensure safe and secure environment, senior managerial staff were also deputed to the stations.

Staff was assigned at road level, skywalks, FOBs and concourse level to ensure proper queuing and avoid any untoward incident.

  • Security management: Security was strengthened for ensuring smooth movement of commuters from non-secured area to the secured area (concourse level). For the safety of commuters, at times we did hold people at concourse so as to avoid crowding at platform level.

An MMOPL spokesperson said, “Since inception, passenger safety and convenience has been of paramount importance to us. It was heartening to receive overwhelming support of Mumbaikars who were really cooperative and disciplined right from queuing up to boarding the train and exiting from stations.”
