Anand Kishore takes charge of Managing Director of Patna Metro Rail Corporation

PATNA (Metro Rail News): State Govt appointed 1977 batch IAS officer Mr Anand Kishore, Secretary, Urban Development Department as the Managing Director (MD) of Patna Metro Rail Corporation Limited (PMRC) to expedite the construction work. 

Due to the lack of departmental responsibility, many decisions related to Patna Metro Project were pending. With this, a list of other boards of directors has also been appointed. 

With the completion of the process of appointing the officers who have been hanging for several months by the department. As per the term of the formation of PMRCL, three officers selected from central government and five from state government. Three officers including Chairman Shivdas Meena on the Board of Directors of Metro have been selected by the Center. At the same time, five officers, including MD Anand Kishore, have been chosen by the Bihar government.

In which the names of Rahul Singh from the Finance Department, Devesh Sehra from Road construction department, Pankaj Kumar from the Transport Department and Sanjay Dayal from the Urban Development Department are selected.

On behalf of the central government. Thara, Mahesh Kumar and Mahendra Kumar have been selected as a Director. One post is still vacant, on which selected officers of the Central Government will be reinstated.

The Special cell formed for land acquisition

Patna Metro Rail Corporation Limited has formed a special cell for land-acquisition work. The in charge of treasure will be a retired officer of the Deputy Collector level of Bihar Administrative Service. Apart from this, three surveyors, three amines and one IT assistant will also be appointed in this cell.

A letter is also being sent by Patna Metro Rail Corporation Limited to the Additional Chief Secretary of the Revenue and Land Reforms Department and Patna DM for land acquisition for the construction of the metro so that the approval for the acquisition of land can be obtained at the earliest. 

This process will be completed by the land acquisition officer of Patna district. For the land survey, two amines should be kept and work taken from them. Their remuneration will be borne by Patna Metro.

Amaravati Metro renamed as Andhra Pradesh Metro Rail Corporation Ltd

VIJAYAWADA (Metro Rail News): On Monday the State govt-issued an order renaming the Amaravati Metro Rail Co (AMRC) as Andhra Pradesh Metro Rail Co Ltd (APMRC).

It would implement metro rail projects in the State. After creating 2 Special Purpose Vehicles for Visakhapatnam Metro Project & Vijayawada Metro Project in August 2014, then govt changed the SPV for Vijayawada Metro Project as AMRC in Sept 2015.

However, the Managing Director of AMRC suggested that it might be appropriate to change the name AMRC as APMRC so as to implement the Metro Projects in other parts of the State. Hence, the govt declared the order accordingly.

Metro trains in every 2.5 min frequency at Nagawara & E-City Lines

BENGALURU (Metro Rail News): The Yellow and Red Lines, two-section of Namma Metro’s Phase II project would be soon able of operating trains at a 2 & half minutes of frequency, due to the adoption Communications-Based Train Control (CBTC) system a relatively new technology.

The rest 4 lines of Phase-II and the current 42 km network of Phase-I are made with a separate signalling solution, trains would only be able to operate at a frequency of not less than 4 & half mins.

The Bangalore Metro Rail Corporation Ltd had opened the bids to implement CBTC system on the 19 km RV Road, Yellow line Bommasandra that operates along with the IT corridor through Central Silk Board & Electronic City.

The tenders for a related technology on the Gottigere, Nagawara section have not been called as the civil works on the 21 km corridor including elected & underground stretches have just started.

As per sources 3 global companies with Indian subsidiaries Alstom Transport, Siemens Mobility along with Hitachi Group associated in the tenders for the Yellow line. With them, the German-based Siemens emerged the lowest bidder but the contract is supposed to be given after evaluating the bids. MD of BMRCL Ajay Seth approved the opening of tenders.

“When the CBTC technology was introduced about 7 yrs back 4 of the 6 lines of Phase-II were already planned. We can still upgrade the Metro lines that are running with a various signalling system whenever the traveller load rises. For all the future lines including Outer Ring Road (ORR) and Airport we would be using the CBTC system,” Seth said.

Now the 42 km Phase-I Metro network is being conducted based on the distance-to-go (DTG) signalling system with trains being operated at a frequency of four and half minutes in the peak hrs and ten minutes in the non-peak hrs.

Alike technology was also planned for the 4 lines between Baiyappanahalli-Whitefield, Mysore road-Kengeri, Yelachenahalli-Anjanapura Township and Nagasandra-Bengaluru International Exhibition Centre as these lines were intended much before the Yellow & Red Lines were added into the Phase-II network.

Hyderabad Metro Rail is all set to resume operations

HYDERABAD (Metro Rail News): Hyderabad Metro may not be operating due to the lockdown but that it does not mean that the Hyderabad Metro officials have taken a break. Trials & checks of the functioning of the system to assure that things are in place to start operations in 25 hrs of notice from the govt are on.

NVS Reddy said that though the services have been stopped we have to assure that the system including the services is working without any glitches. All we want is 24 hrs advance notice to begin the operations.

Very few staff members are being utilised to secure these maintenance works apart from the monitoring the system from the Operations & Command Centre. Besides, the trains and other parts need to be operated and its performance checked to view the break-in operations because of the lockdown, he said.

Besides the technical features, Hyderabad Metro is also making great use of the lockdown in developing various civil works at the ground level. In Sultan Bazaar works pertaining to laying a cement concrete road are being brought up with the brisk pace.

Furthermore, pavement works street furniture works & others are also being performed at various places & efforts are being made to finish as many before the lockdown is lifted.

InnoTrans to take place from 27 to 30 April 2021

On 21 April 2020, in order to contain the spread of SARS-CoV-2 the Senate of Berlin imposed a ban on staging large events, in particular trade fairs with an attendance of more than 5,000, until 24 October 2020. As a result, it will not be possible for Messe Berlin to hold InnoTrans as originally planned from 22 to 25 September 2020.

After consulting with the co-founding associations of InnoTrans and the leading market players Messe Berlin has decided to postpone InnoTrans 2020.

MMRDA continues it’s work across 9 metro lines

MUMBAI (Metro Rail News): Almost a month of post lockdown brought development projects to a grinding halt Mumbai Metropolitan Region Development Authority (MMRDA) has continued development on all the 9 Metro corridors, mainly in non-containment zones in Mumbai.

After the Union govt instructions on the relaxation of lockdown norms, the MMRDA has pointed contractors to start construction after getting permission from the local civic groups.

The Construction has already started on flyovers, the Mumbai Trans-Harbour Link, and on metro lines, & have put in place precautionary steps at project localities. All the workers got safety kits such as face masks, gloves & sanitizers.

Yet the delay is expected to impact project deadlines with lockdown however on across the country, delivery of essential elements may get delayed, MMRDA commissioner RA Rajeev has declared that the organisation has chosen to bear the further cost of maintaining about 11,000 workers besides ensuring sanitation & health check-ups in the camps.

RLDA to conduct the online pre-bid meeting for the Redevelopment of New Delhi Railway Station

NEW DELHI (Metro Rail News): In a first of kind move to carry out work seamlessly amidst the COVID19 pandemic, Rail Land Development Authority (RLDA) an organization under the Ministry of Railways will conduct the online pre-bid meeting for the redevelopment of New Delhi Railways Station. The online pre-bid meeting will be conducted through video conferencing on 30th April 2020.


Indian Railways has entrusted New Delhi Railway Station of Northern Railway to Rail Land Development Authority (RLDA) for its redevelopment with state of the art architecture, facilities and public amenities. This project is to be executed with the private sector partnership by leveraging the real estate development potential in the air space above the station and on Railway Land around the station. The key objective of this project is to provide superior passenger services to Railway passengers at stations and transform these stations into iconic standard-bearers of the cities following the PPP model.

On 11th March 2020, RLDA floated the RFP (request for proposal) inviting bids from suitable bidders for the selection of consultancy firm providing consultancy services for the feasibility study, detailed master planning, urban designing, engineering and preparation of detailed project report (DPR) for Re-development of New Delhi railway station of Northern Railway. The tender as of now is scheduled to be awarded by the first week of June 2020.

“The re-development of the New Delhi Railway Station of Northern Railway is one of our ambitious projects. On 30th April we are conducting an online pre-bid meeting for the tender floated for selection of a consultancy firm for providing services for the feasibility study, planning, designing and preparation of detailed project report for the redevelopment of the New Delhi railway station.  We are witnessing an unprecedented time due to the COVID-19 pandemic. As a responsible organization, we stand with the government and thus will be conducting all Pre-bid Meetings through Video Conferencing to fight this pandemic. All queries of the stakeholders shall be answered on the spot through video conferencing or later by e-mails. We are also committed to ensuring seamless operations by extensive use of digital technology and shall be implementing the e-filing system shortly for smooth functioning,” said Shri Ved Parkash Dudeja, Vice- Chairman, Rail Land Development Authority.

Rail Land Development Authority (RLDA) is a statutory Authority, under the Ministry of Railways, set-up by an Amendment to the Railways Act, 1989. It is responsible for the development of vacant Railway Land for commercial use for the purpose of generating revenue by non-tariff measures and creating assets for Indian Railways. Currently, RLDA is working on four types of projects, commercial projects, Multifunctional Complex, Colony Redevelopment, and station.

A total of 51 Railway Stations PAN India are being re-developed by RLDA on PPP Model, on Self Sustainable Model in synergy with Smart City Projects launched by the Government of India. The entire cost of re-development to be met by leveraging commercial development of spare railway land/airspace in and around the station.

Bengaluru Metro restart construction after govt eases lockdown restrictions

BENGALURU (Metro Rail News): Since the construction projects took a break because of the lockdown the Bangalore Metro Rail Co. Ltd (BMRCL) has renewed construction work of Phase-II. 

The development of the Kengeri and Anjanapura expansion is pending and the Bangalore Metro is now seeing this delay in construction work by above 6 months. BMRCL MD Ajay Seth told that work continued on few metro lines on Saturday & so far Namma Metro has 2,051 workers in 73 sites over the city. 

Bangalore Metro declared in a statement that the agency is assuring that workers maintain social distancing norms. Further BMRCL said that it plans to continue all works that were suspended in several days as over 7,000 people, who were employed for constructing the metro are now waiting for work to restart. 

Now BMRCL is focusing on finishing the extension of the Green & Purple lines that is the extension among Mysuru Road & Kengeri, Yelachenahalli and Anjanapura. As per the report, BMRCL plans to finish constructing the line to Kengeri through August and the one to Anjanapura through Nov this yr as most of the civil work was finished prior to the lockdown. 

The BMRCL also continued the demolition of the Jayadeva Flyover in order to resume the development of the RV Road-Bommasandra metro line. The BMRCL will resume the demolition of the flyover throughout the day time in order to ramp up the speed of construction work. 

The lockdown has hit the supply chain of raw materials for development. The development work of the metro line from Baiyappanahalli-Whitefield like new lines with Bommasandra to Hosa Road and Gottigere-Swagath Road will suffer as the domestic supply of cement and steel has been postponed because of the lockdown.

The Bangalore Metro supposes the international supply chain to be restored in 6-7 months. The circumstances have also developed the project cost. BMRCL has compared the construction cost from Rs 26,000 cr – Rs 32,000 cr. 

NMRC keeps trial trips on Aqua Line regularly to maintain system functional

NOIDA, INDIA (Metro Rail News): During this nationwide lockdown as all the metro services suspended, the Noida Metro Rail Corporation (NMRC) has been operating round trips from Noida-Greater Noida daily to maintain the system operative.

NMRC stated that there are some staff have been said to work from home sanitation workers and other staff involved in the maintenance of the depot, metros & metro stations have to report to its work stations.

NMRC has taken many safety steps for good practices to check trains are in a situation for operation or not. NMRC operate the Aqua Line metro that connects Noida-Greater Noida. Metro operations are now cancelled till 3rd May due to the nationwide lockdown.

However, daily cleanliness & minimum maintenance is being made to assure the metros remains in good condition. Officials told the upkeep of the trains, metro stations and other systems along with the continuous functioning of the metro are made on a regular basis.

NMRC MD Ritu Maheshwari said that limited staff members have been deployed to take care of the upkeep, operating requirement and cleaning services. She further added that the trains make 3 round trips regularly to assure the network is healthy & is able to ferry passengers once the lockdown is lifted.

It has also engaged feeder buses for the food items distribution to those in need of assistance from the society kitchens being operated through the Noida Authority. The NMRC owns nineteen sets of metros out of that thirteen are used to ferry commuters, during 6 are kept on standby at the depot station on several given day in the normal services.

The corporation stated that a single train set makes round trips throughout the day. “Different trainsets are picked up to assure the upkeep and health of all trains. The overhead transmission line is live all day to prevent cable theft or tampering,” declared an official of NMRC.

The metro operations are available from 6-10.45 pm with a frequency of seven minutes, 30 seconds while peak hrs and ten min throughout non-peak hrs. The corporation is also taking other careful steps for safety.

All the vehicles entering the stations & depot are disinfected and sanitised. The guards at the spot check the temperature of the visitors or employees before authorising their entry. NMRC has 650 permanent & contractual staff & a section of them are assembled on duty depending on the roster throughout the lockdown.
