STEC bags Rs 1,126 cr UG Package 4 of Delhi-Meerut RRTS corridor

New Delhi (Metro Rail News): Shanghai Tunnel Engineering Co. Ltd. (STEC) today emerged as the lowest bidder for the construction of 5.6 km underground section between New Ashok Nagar and Sahibabad of Delhi-Meerut RRTS corridor from the National Capital Region Transport Corporation (NCRTC) opened online financial bids submitted by 5 bidders.

A total of five national and multinational bidders participated in the tender process. As per the results of financial bids disclosed by NCRTC, the position of all bidders are as under:-

  • Shanghai Tunnel Engineering Co. Ltd. (STEC): Rs 1,126 crore (L-1)
  • Larsen & Toubro Ltd. (L&T): Rs 1,170 crore (L-2)
  • Gülermak Agir Sanayi Insaat ve Taahhut A.S. (Gulermak): Rs 1,326 crore (L-3)
  • Tata Projects Ltd.- SKEC JV: Rs 1,346 crore (L-4)
  • Afcons Infrastructure Ltd.: Rs 1,400 crore (L-5)
  • NCRTC had invited global bids for the first underground civil construction package (DM/CN/COR-OF/086) in November last year and the Technical bids for this contract package were opened on 16 March 2020.

Scope of work

The scope of work includes Design and Construction of twin tunnels by TBM from near New Ashok Nagar DN Ramp to Sahibabad UP Ramp and One Under Ground Station at Anand Vihar by Cut & Cover Method (including Architectural Finishing and Design, supply, installation, testing and commissioning of Electrical and Mechanical Systems including Fire detection & suppression Systems and Hydraulic systems) on Delhi-Ghaziabad-Meerut RRTS Corridor.

 
The STEC has to perform the tunnelling work between New Ashok Nagar and Sahibabad in 1095 days After issuance of the letter of acceptance (LoA) by NCRTC. As per the contract terms, the tunnelling work will be carried out by TBM through the cut and cover method. This is the first underground contract package issued by the NCRTC.

Global tenders for the construction of the 4.5 km underground section (from Brahampuri DN Ramp to Begumpul UP Ramp and 3 Under Ground Stations at Meerut Central, Bhaisali & Begumpur) has already been invited by NCRTC in February 2020 under contract package-8.

Hyderabad metro suffered a loss of almost Rs 90 crore during the lockdown

HYDERABAD (Metro Rail News): Hyderabad Metro Rail most affected during the COVID-19 crisis, which suffered a loss of revenue amounting to Rs 90 cr in a span of 2 months as almost Rs 45 cr each month.

As per the latest financial audit report published of L&T Metro Rail in May, while the last financial yr the company made a revenue of Rs 590 cr individually from Metro operation.

NVS Reddy, Managing Director of Hyderabad Metro Rail Ltd said that we have forwarded recommendations from our side to the Central govt. However, we cannot go ahead until the Centre gives us approval. Earlier this yr, Reddy announced that L&T was paying close to Rs 1,300 crin interest each yr.

The metro is also acquiring expenditure with the maintenance pay runs throughout the lockdown. The project cost has enhanced up to Rs 21,000 cr.

NCRTC to use hi-tech signalling, marking 100% local manufacturing for Delhi-Ghaziabad-Meerut corridor

NEW DELHI (Metro Rail News): The construction work of the 1st Regional Rapid Transit System which is undertaken by NCRTC at semi-high speed rail Delhi-Ghaziabad-Meerut corridor will be utilising the modern European Train Control System Level-II signalling system, as per officials on Wednesday.

The civil construction for India’s 1st RRTS corridor with a distance of 82 km is underway and is supposed to be finished by 2025, as per the NCRTC officials.

According to the officials, the NCRTC has been leveraging technology for the effective performance of the project and the RRTS will have a state-of-the-art system that would mark various firsts in India. He told that ETCS Level-II Signalling is applied globally for high-speed railway transit.

“The journey by RRTS will be easy and faster and safer”, another official said. He further added in order to ensure safe travelling that ETCS system will control the train speed & direction besides giving operation directives using radio block centre.

“ETCS also helps ATO functionality that manages the train’s traction system, acceleration, braking & ending of trains. It would have LTE as transmission backbone to cater to ETCS data, Mission Critical Voice & On-Board CCTV streaming, as per the NCRTC official.

The platform screen doors (PSDs) will be combined with the ETCS, to assuring that the train doors & PSDs are synchronized & the train begins only after both train doors as well as PSDs are closed.

Apart from enabling train journey at quick frequencies even at a higher speed of 160km/h, the ETCS Level-II signalling system will help inter-operability of all the 3 RRTS Corridors, Looking out at the advantages of the RRTS corridors, the official replied.

Adding that telecom subsystems like CCTV, ACIDS, PIDS, PAS, FOTS, Master Clock, Telephone, CDRS, Telecom SCADA and Train to Ground Wireless Network are also part of the package.

NCRTC, a joint sector company of Central & states Govt of Delhi, Haryana, Rajasthan along with Uttar Pradesh, is mandated to implement the RRTS project across the national capital region (NCR), assuring a sustainable urban development by better connectivity & access.

The corridor will have 24 stations and the train will decrease the travel time from Delhi-Meerut to 55 min and regular supposed ridership is 8 lakh commuters. The RRTS is a 1st-of-its-kind semi-high speed public transport being implemented in India.

In phase one, work on 3 corridors, Delhi-Ghaziabad-Meerut, Delhi-Gurugram-Alwar & Delhi-Panipat is being performed. Bombardier Transportation India Private Limited will manufacture the trainsets for the first corridor. The whole rolling stock for Delhi-Ghaziabad-Meerut RRTS will be manufactured in India, marking 100% local manufacturing.

Kerala Govt approves the ambitious semi-high speed rail project

KERALA (Metro Rail News): The ambitious, semi-high speed rail project named ‘Silver Line’ got approval from the Kerala govt on Wednesday with ₹66,000 cr, that is seen as a game-changer project to recast infrastructure & economic development.

It would decrease the travel time from its northern tip, Kasargod district – the southernmost district Thiruvananthapuram by just 4 hrs from 12 hrs using the current Indian Railway trains.

The communist govt has declared in its term that the project is the biggest one by approaching end next year and is taken to life a decade long discussions about it in the state.

Pinarayi Vijayan, Kerala CM announced by a Facebook post that the cabinet has passed an alignment and DPR for the project. The state will propose financial institutions & the nationalised banks to allocate funds for the project’s land acquisition.

Japan International Corporation Agency (JICA) will also provide loans along with the German state-owned bank KfW Group, Asian Development Bank, Asian Infrastructure Investment Bank, he further added.

“The 531 km long path will be made between Thiruvananthapuram and Kasargod. The trains will operate as faster as 180-200 kmph. One can reach Ernakulam in 1.5 hours as before it took 5 hrs and Kasargod in four hours from Thiruvananthapuram.

The train will have 9 coaches with a capacity of 645 commuters at a time. There will be 2 kinds of classes, business & standard. The project expected deadline will be 2025 including Kochi airport, there will be eleven stations,” said Vijayan.

The implementing agency for the double-line project, Kerala Rail Development Co (KRDCL) had recently received approval for the proposal to the Ministry of Railways for establishing 3rd and 4th lines from Thiruvananthapuram-Kasaragod.

As per the proposal, it will be a JV of the Kerala govt & the Ministry of Railways. While implementation, the project is supposed to create 50,000 jobs & employment for 11,000 on completion.

JMRC extended its services up to Badi Chaupar, all set to start operations

JAIPUR (Metro Rail News): The Commissioner of Metro Rail Safety (CMRS) has accorded the mandatory approval for starting passenger operations as the restrictions are eased in the city. The Jaipur Metro Rail underground corridor in the Walled City area will begin shortly.

The Jaipur Metro Rail will operate a train on the whole stretch from Mansarovar-Badi Chaupar after the metro is re-opened. chairman-cum-managing director (CMD) of JMRC Samit Sharma stated that we are all set to continue services.

It will commence shortly after the Centre provides a nod to operate all the metros. The Phase-I extension is built between Chandpole-Badi Chaupar. The project cost of underground Phase-IB project is Rs 1,126 cr.

Out of that Rs 969 cr has been given by the Asian Development Bank, stated a senior official. The 12.07 km length of the whole Metro Phase 1A & 1B.

After BJP got to power, then CM Vasundhara Raje began the Phase 1A of Jaipur Metro Rail Project in June 2015. This corridor was made operational in 2015 after paying Rs 2,023 cr.

JMRC sources told the Metro Phase 1B avoided its June 2018 deadline because of many issues including Supreme Court ban on sand mining, shifting of 7 temples & design change of 2 underground stations.

According to a senior official, currently, an average 20,000 commuters use Metro every day as against the projected figure of 1 lakh. But Phase-II is supposed to boost the numbers. The JMRC officials think there will be an improvement in ridership with the Phase 1B services.

MMRC received its 1st batch of Rail Tracks from Japan

MUMBAI (Metro Rail News): The Mumbai Metro Rail Co (MMRC) got its 1st batch of rail tracks that were transported to the Mumbai Port by Yawata, Japan. The consignment that was dispatched through M/s. Mitsui & Co. Limited, used about a month to reach the city.

The addition of the Head Hardened rail tracks balancing 3,615 metric tones is a notable milestone as civil work on the Colaba-Bandra-SEEPZ Metro-3 stretch are slowly getting finished in parts & track work can be carried out soon.

The rest 7,125 metric tonnes of rail tracks would reach in 2 batches this year. Ranjit Singh Deol MD of MMRC, said while speaking to mid-day, the rail tracks will be a High Attenuation Low Vibration Track System, only kind technology in India to decrease the noise and vibration levels when the train is in motion.

“We think this a crucial development as we walk closer to creating a faster & more comfortable way to travel, he further added. Just like a normal Metro track does, these tracks are also supposed to decrease vibrations to the extent of 20-22 VDb over and above.

This level of loss would be much mitigation of vibrations. The tracks would be moved from the Mumbai Port to MMRC yard in BKC in the upcoming two days. All precautionary steps related to COVID-19 laid down through the state govt were being followed in the actions.

KMRL officials plan for inspection of Phoolbagan stretch

KOLKATA (Metro Rail News): The Kolkata Metro Rail authorities who are arranging for the much-awaited review of Phoolbagan stretch through the commissioner of railway safety this month from the upcoming week onwards.

Commissioner of Railway Safety (CRS) was done the inspection work Phoolbagan extension, earlier in the month of Feb. However, when the city is limping back to its normal routine and hopes of a continuation of commuters services are high, the metro officials are preparing for the inspection that is supposed to take place this month.

An official stated that if everything goes right as per the plan and the nod from the CRS is taken, the inauguration can be done in August.

The metro railway is also ready for the resumption of commercial operations shortly as it gets a green signal from the central authorities. As per the sources, when the services resume, commuters will be supported to use smart cards.

Commuters influx will also be controlled right at the entrance gates of Kolkata’s metro stations. When the excavation of the tunnel of the Noapara Airport metro expansion project has also been commenced.

The base concrete of grade M-20 for the base slab of the tunnel has been developed newly while the casting of the upper slab is also under progress.

As per the metro railway officials, the implementing agency of the project has made the casting of 5 numbers of PSC 1 girder of 20-22 metre span while the lockdown period.

RLDA conducts a pre-feasibility study for the mass transit system from Mathura-Vrindavan

NEW DELHI (Metro Rail News): The pre-feasibility study on the construction & monetization of a mass transit system among Mathura – Vrindavan is ready to be conducted by Railway Land Development Authority (RLDA).

RLDA also conducted the pre-bidding meeting for the New Delhi, Puducherry & Tirupati railway stations meanwhile the nationwide lockdown to decrease the spread of Covid-19.

Vice-Chairman of RLDA, Ved Parkash Dudeja told that Vrindavan is a famous religious destination & witnesses a high influx of pilgrims each year and situated around 11 km from Mathura.

Dudeja also stated that the intended transport solution will be instrumental in leading in commercial growth, generation of employment opportunities & promoting the tourism potential of the sector.

The vital location with better connectivity will contribute a good return on expense to commercial players. A senior RLDA official said IANS that RLDA will lead a pre-feasibility study on the growth & monetization of mass transit system from 12 km long Mathura to Vrindavan.

Recently RLDA was awarded the contract for directing the pre-feasibility study of the project. The study follows with the vision of the central govt to this mass transit system in meter gauge track from Mathura to Vrindavan.

According to the official, the track is not extensively used and has a right of way of 20 to 22 meters. The purpose of the pre-feasibility study is to evaluate the expansion and monetization of a Mass Transit System to the track this will involve but is not limited to connecting of land banks of the track & monetization potential of operational assets threat.

The RLDA embraced a digital model to assure persistent operations and stated that it was holding pre-bid meetings for leasing many land parcels over the country, during the lockdown.

RLDA is a statutory body following the Railway Ministry seems after the construction of vacant railway land for commercial use in line with the objective to generate revenue by non-tariff areas.

On April 21, it kept pre-bid meetings for railway stations at Tirupati in Andhra Pradesh & Dehradun in Uttarakhand. In the last 2 months, it has asked bids for leasing many land parcels and is carrying pre-bid meetings through video conferencing to sustain the momentum.

Along with that it also held a pre-bid meeting for the redevelopment in which 30 companies with foreign & domestic firms participated in the New Delhi railway station in the month of May. Freshly it has also carried a pre-bid meeting for the re-development of the Puducherry railway station.

EIB approves Rs. 3200 crores loan for Bhopal Metro

BHOPAL (Metro Rail News): A loan of Rs 3200 crores has been approved for the Bhopal Metro from European Investment Bank (EIB). The contract will be signed when the international flight resumed. The remaining loan formalities have been completed by the Government of India, Government of Madhya Pradesh, Metro Rail Company and EIB. A senior official of the Metro Rail Company has confirmed that EIB will provide a loan of 400 million euros (Rs 3200 crore)

According to the officials of the Metro Rail Company, if the lockdown had not happened, the agreement would have been signed by now. The EIB gave an in-principle approval in the last week of November. After this, the Government of India, Government of Madhya Pradesh and Madhya Pradesh Metro Rail Co Limited completed the formalities on their behalf.

In the present case only half a per cent interest .. The interest rate of this loan of EIB is variable. The rate will depend on how much interest is charged by banks in Europe at the time of payment. It is called Euro Bor. In the present case, it is negative. This euro bore would have to pay half a per cent extra interest and the negative would be considered zero. Also, there is no payment to be made during the construction of the metro. All the necessary formalities have been completed for this. There is to be a contract between all parties. JICA had an interest rate of 0.3% but has conditions.


Five years ago, the International Cooperation Association (JICA) of Japan gave an in-principle approval on the loan for the Bhopal Metro. But in October 2016, we got to know that JICA refused to give the loan. The interest rate of the loan was only 0.3 per cent but included terms such as buying 30 per cent of the material from Japanese companies and taking 30 per cent of the additional material from joint companies in Japan and India. For this, the Japanese companies were seeking changes in the track and train and Madhya Pradesh Metro Rail Co Limited where not agree.

6.22 km of civil work on the ground and that too stoped for three months
