PATNA (Metro Rail News): KEC International Ltd. emerged as the lowest bidder for the supply and commissioning of standard gauge ballasted track for New ISBT Depot of Patna Metro after DMRC (Delhi Metro Rail Corporation) opened financial bids for this contract on July 16.

The New ISBT Depot will be utilized to maintain and stable metro trains for Line-1 (16.86 km) and Line-2 (14.05 km) under Phase-1 of Patna Metro. The contract for its construction was awarded to Quality Buildcon for a value of INR 143.35 Crores in December 2020. However, the construction process for the depot got delayed due to a land acquisition issue and now land acquisition has started with construction activities to begin from September.

DMRC invited tenders for this ballasted track contract in January this year with an approximate cost of work to be INR 17.97 Crores and a completion period of 24 months. Technical bids were opened in March which revealed the names of five bidders. Later, three bidders were disqualified based on technical evaluation and the financial bid values of the remaining two bidders are given below – 

  • KEC International Ltd. – INR 19.36 Crores 
  • S.C. Agarwal – INR 19.64 Crores

Name of Work: Supply, Installation, Testing & commissioning of standard gauge track work (Ballasted, Embedded, and Column lines) at New ISBT Depot for Patna Metro Rail Project for PMRCL.

As the bid value of KEC International is slightly on the higher side in comparison to DMRC’s estimated cost, it is still likely that DMRC will award this contract to KEC International in the coming weeks.

Sudhir Power Projects is the lowest bidder for E&M works at Ajronda and Sarita Vihar Depots

NEW DELHI (Metro Rail News): Delhi Metro Rail Corporation (DMRC) recently opened financial bids for the Electrical & Mechanical works for augmenting Ajronda and Sarita Vihar Depots of Delhi Metro under Phase-4 and Sudhir Power Projects emerged as the lowest bidder for this contract.

Augmentation of Sarita Vihar Depot will enable DMRC to maintain and stable metro trains for the new 23.6 km long Silver Line (Line-10) from Aerocity to Tughlakabad while train servicing capacity will be maintained for the Violet Line through augmentation of Ajronda Depot.

DMRC invited tenders for this work in May this year with an estimated cost of INR 16.57 Crores and completion period of 27 months. Technical bids were opened in June which revealed name of five bidders. Later, two bidders disqualified at the technical evaluation stage. Financial bid values of the remaining three technically qualified bidders are given below –

  • Sudhir Power Projects – INR 20.38 Crores
  • Blue Star – INR 22.20 Crores
  • ETA Engineering – INR 27.11 Crores

Name of Work: Design Verification, Supply, Installation, Testing and Commissioning of E&M works, Fire Detection, Fire Suppression System, EOT Crane, Compressor and VAC for Augmentation works of Ajronda and Sarita Vihar Depots of Phase-IV of Delhi MRTS.

As the bid value of Sudhir Power is slightly on the higher side in comparison to DMRC estimated cost, it will be interesting to know whether DMRC award this contract to Sudhir Power or cancel this tender to re-invite the same.

Chennai Metro invites tender to procure 70 driverless train-sets for Phase-2

CHENNAI (Metro Rail News): Chennai Metro Rail Limited has recently floated tenders to procure 70 driverless train-sets of three coaches each for Phase-2 of Chennai Metro.

Phase-2 of Chennai Metro consist of three lines covering a total of 118.9 km, these lines are – Line-3 from Madhavaram to Siruseri (45.81 km with 48 stations),Line-4 from Light House to Poonamallee (26.1 km, 28 stations) and Line-5 fromMadhavaram to Sholinganallur (47 km, 46 stations).

The scope of work includes design, manufacture, supply, testing, commissioning of standard gauge Metro rolling stock (electric multiple units)(210 cars) and training of personnel. Duration of contract is 1850 days + 730 days (DNP). Date of Pre-bid meeting is 09 September 2021 and Technical bid will open on 23 November 2021.

As per tender notice, the trains must conform to Grade of Automation-4 (GoA4) standards for driverless operations. As per sources, when the Metro starts operation in Phase-2, Unattended Train Operation (UTO) or driverless operation will be the predominant mode of train operation. In case if CMRL does not engage the UTO for any reason, the train operator will be onboard to drive the train under ATO or Manual Mode.

Initially the plan is to have three coach trains and in future, it will be increased to six coach trains as the patronage for the metro train increases. A three coach train will have capacity to carry 980 commuters at a time while a six coach train could carry 1,970 commuters.

These trains can operate at top speed of 90 km per hour but will be allowed to operate at maximum speed of 80 km per hour.

As per tender, these coaches should include ventilation and air conditioning systems, rake’s front & rear end evacuation emergency detrainment doors. The vehicles should also include on board CCTV cameras and external CCTV cameras for security and emergency doorways monitoring.

Line-6 of Mumbai Metro is an under construction line of length 14.47 km with 13 stations on the route. It is a fully elevated line connecting Swami Samarth Nagar (Lokhandwala) in Andheri in the western suburbs to Vikhroli and Kanjurmarg in the eastern suburbs.

The Detailed Project Report (DPR) of Line-6 is prepared by DMRC. The cost of project is INR 6,672 Crores which was approved by the Maharashtra Government in October 2017. The depot and workshop facilities for this line will be located at Kanjurmarg. The first section of Line-6 is expected to become operational by 2025.

The 13 elevated Metro Stations on the line are – Swami Samarth Nagar, Adarsh Nagar, Jogeshwari (West), Jogeshwari-Vikhroli Link Road, Shyam Nagar,Maha Kali Caves, SEEPZ Village, Saki Vihar Road, Rambaug, Powai Lake, IIT Powai, Kanjurmarg (West) and  Vikhroli (EEH).

India’s first PPP Metro Project facing financial crises, seek help of Telangana govt.

HYDERABAD (Metro Rail News): The financial losses for the Hyderabad Metro Rail continues to increase as losses amounting to INR 400 Crores was incurred during the first quarter (between April and June 2021) of the current financial year itself which may further increase to INR 1500 Crores at the end of this year.

Hyderabad Metro is India’s first public-private partnership (PPP) Metro Rail project. It is built and operated by L&T Metro Rail Hyderabad Ltd.(L&TMRH) which has now sought help of the State government to overcome the losses.

According to annual report of L&TMRH, the losses for the financial year 2020-21 have increased to INR 1766.74 Crores as the metro services remain closed for about six months from March 22 to Sept. 8, 2020 due to the COVID-19 pandemic. The losses for the financial year 2019-20 were INR 382.20 Crores.

The revenue from operations and other income for the financial year 2020-21 was INR 227.95 Crores including fare and non-fare revenue as against INR 598.20 Crores for the previous financial year. Revenue from fare collection revenue stood at INR 83.98 Crores and from other segments, it was INR 143.97 Crores.

In the annual report, the losses are mainly attributed to disruption in the metro rail operations due to low ridership and real estate operational activities, due to fall in revenues as a consequence of revenue sharing model of lease rentals in the place of fixed rentals due to fall in footfalls and additional costs required to ensure the health and safety of all employees of the Company.

According to sources, the other reasons for low ridership of Hyderabad Metro are poor last mile connectivity and higher Metro fares in comparison to other public transport like RTC buses.

As per L&T officials, Hyderabad Metro is suffering losses at INR 5 Crores per day while its total daily income is not more than INR 1 Crore. About INR 300 Crores is required yearly to run the service.

Before the Covid-19 pandemic, Hyderabad Metro daily ridership was around 4 lakhs and revenue of INR 40 Crores per month. As the pandemic struck, Metro services remain closed for 169 days. When services resume this year, the footfall was around 2 lakhs in February. As the third wave of the pandemic arrived, the Metro services were again disrupted and then began to operate with limited timings resulting in further decline in daily ridership which at present is around one lakh.

Recently, officials from the L&T Metro Rail had met the chief minister K. Chandrashekar Rao and apprised him of the losses suffered by the company and requested him to extend help to overcome such losses. According to sources, L&T had submitted their financial details to the State government regarding the same.

Viaduct work on Nagpur Metro’s Reach-2 is 91% complete

NAGPUR,(Metro Rail News): The viaduct work on Reach-2 of Nagpur Metro under Phase-1 from Sitabuldi to Automotive Square is progressing at rapid pace and so far 91% of the viaduct work is completed on this route.

According to the press release of Maha Metro (Maharashtra Metro Rail Corporation Limited), all the 1,682 piles, 221 pile caps, 221 piers, and 221 pier caps are complete. The 33 pier arms at flyover level and metro level are also complete. All the 2,320 segments have been casted. 206 out of 222 metro spans have been erected.

The work of railway span foundation and substructure is in progress. The end piers have been casted. Painting and other balance station works are in full swing. Overall progress of the viaduct is 91%. 

Reach-2 is an important stretch of Nagpur Metro. People living in North Nagpur will be able to use the metro when it becomes operational. The important localities catered to by this Reach are – Kamptee Road, Gaddigodam, Kabdi Square, Indora, etc. It will provide connectivity to Zero Mile and Kasturchand Park and feeder services will enable commuters to reach government offices in Civil Lines.

Maha Metro is creating huge commercial space at Zero Mile Free Freedom Park and Kasturchand Park stations. People will be able to reach the commercial establishments in these stations using the metro.

The Union Cabinet is expected to sanction Phase-2 of Nagpur Metro in the coming days. Under Phase-2, the Metro will be extended from Automotive Square to Kanhan (via Kamptee). Once this is complete, lakhs of people commuting to Nagpur from Kamptee and Kanhan will be able to do so in comfort using the metro.

According to sources, the proposed Phase-2 of Nagpur Metro is expected to cost around INR 6717 Crores.

Reach 2 from Sitabuldi to Automotive Square is expected to become operational by December this year. Reach 4 from Sitabuldi to Prajapati Nagar is also expected to become operational by the end of this year. This will mark the completion of Phase-1 of Nagpur Metro.

Mumbai, (Metro Rail News): Bahwan CyberTek (BCT) Group, a global provider of digital transformation solutions, was awarded a contract to build the Common Asset Management System (CAMS) for Mumbai Metro Line-3, by the Mumbai Metro Rail Corporation Limited (MMRCL), the nodal agency responsible for the implementation of the MML-3 project in India. Bahwan CyberTek will provide the end-to-end design, implementation, and support for CAMS, leveraging its expertise in delivering enterprise-class EAM solutions. The project was kicked off in the presence of Mr. Ranjit Singh Deol, IAS, Managing Director, MMRCL, and Mr. V.M. Muralidharan, Chief Operating Officer, Bahwan CyberTek.

Bahwan CyberTek will build an integrated CAMS to optimize processes, perform lifecycle cost monitoring and improve cost efficiency of MMRCL. The CAMS project is scheduled to be completed in 18 months, and BCT will deploy a dedicated team of technology experts, enterprise solution architects, and integration and quality assurance experts for the total project period of 4 years. 

The CAMS solution will help MMRCL manage different types of assets such as rolling stock, tracks, power supply systems, traction systems, signaling and control systems, platform screen doors, telecommunication systems, plants and equipment, automated fare collection systems, escalators, and lifts, tunnel ventilation systems, security systems, infrastructure, and related systems and electro-mechanical systems like fire alarms, domestic water, lightning, etc. through a single-window enterprise application. 

The MML-3 project, a 33.5-kilometer-long corridor running along Colaba-Bandra-SEEPZ, aims to decongest the traffic situation in Greater Mumbai. Apart from better connectivity, it will help reduce travel time, air & noise pollution and provide better safety & security for citizens.

Commenting on the partnership, Muralidharan said, “We’re happy to partner with MMRCL on the prestigious CAMS project. MML-3, which is expected to commute over 16 lakh people daily, is a massive project in terms of scale and application. Having executed large-scale EAM projects across the world, we understand the scale and volume of assets involved here. All Broad Gauge lines of Indian Railway network to be electrified by 2023-24

NEW DELHI (Metro Rail News): Indians Railway (IR) is on a mission mode to electrify all Broad Gauge lines of the Railway network by 2023-24 and a significant progress has already been made in this regard. At present, the total length of entire Indian railways network (all Gauges) is 67,956 Route kilometre.

According to Ministry of Railways, as on 01.04.2021, 484 Railway projects of 51,165 km length, costing approx. Rs. 7.54 lakh crore are in different stages of planning/sanction/execution, out of which 10,638 km length has been commissioned and an expenditure of Rs. 2,13,815 crore has been incurred upto March, 2021. These include:-

  • 187 New line projects of 21,037 km length, costing Rs. 4,04,986 crore, out of which commissioning of 2,621 km length has been achieved and expenditure of Rs. 1,05,591 crore has been incurred upto March, 2021.
  • 46 Gauge Conversion projects of 6,213 km length, costing Rs. 53,171 crore, out of which commissioning of 3,587 km length has been achieved and expenditure of Rs. 22,184 crore has been incurred upto March, 2021.
  • 251 Doubling projects of 23,915 km length, costing Rs. 2,96,186 crore, out of which commissioning of 4,430 km length has been achieved and expenditure of Rs. 86,041 crore has been incurred upto March, 2021.

Completion of a Railway project(s) depends on various factors like expeditious land acquisition by State Government, forest clearance by officials of forest department, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project site, number of working months in a year for particular project site due to climatic conditions etc. and all these factors affect the completion time

About Rs. 21,000 crores are estimated to be incurred on electrification of balance Broad Gauge routes of Indian Railways.

Indian Railways annual consumption of Electricity for traction purpose is about 18.41Billion Units during 2019-20 and 14.1 Billion Units during 2020-21. The estimated electricity consumption after complete electrification of Railway tracks shall be 30.13 Billion Units.

Delhi-Meerut Rapid Rail to be Operational From 2023: Vinay Kumar Singh

The Delhi-Meerut Rapid Rail Transit System (RRTS), a joint venture of the Centre and the Uttar Pradesh government worth Rs 30,274 crore, would begin operations by March 2023. According to the National Capital Region Transport Corporation, preparations are going on to operationalise 17 km stretch of the total 82.15 km long corridor by March 2023.

In a recent media interaction NCRTC MD Vinay Kumar Singh said we expect about 8 lakh passengers are likely to travel daily by Rapid Rail. The architecture and design work for the 17 km long priority section from Sahibabad to Duhai covering five stations Sahibabad, Ghaziabad, Guldhar, Duhai and Duhai depots, have been finalized. The construction work is in advanced stage. Covid-19 put brakes on all activities due to this the work of rapid rail also affected.

The UP government has allocated Rs 1,326 crore for the project in the current financial year. According to the officials of RRTS project, 24 stations will be built along the entire corridor.

Here are the extracts from the interview

Q1: What is the status of construction of Rapid Rail between Delhi and Meerut?

Ans: The construction work is going on in full swing on this route. A large number of pillars have been prepared in the UP part. Tunnel construction work in Delhi’s Anand Vihar will start soon. Our target is that in March 2023, rapid rail will start running on 17 km of this corridor and gradually its sections will be opened. In 2025, passengers of Delhi will be able to reach Meerut in an hour by Rapid Rail. We estimate that in 2025, 8 lakh passengers will travel daily on Rapid Rail.

Q2: Work stopped due to Covid, has it affected the construction? Will the cost also increase?

Ans: The work was stopped during Covid. At that time oxygen was being supplied for Kovid patients, so oxygen supply was stopped for construction works. But now we have time to start this entire line, so it should be expected that if there is no major hurdle, then the rapid rail will run on time. As far as cost escalation is concerned, it will be finalized only when the project is completed.

Q3: Due to Covid, all the metro companies of the country are stuck in financial crisis. The average cost of construction of Rapid Rail is also around Rs 370 crore/km, so what is the preparation for Rapid Rail not to face any crisis?

Ans: We will focus on reducing cost. Many metros are currently handing over some work to private companies, so that the cost can be reduced. To reduce the cost, we will also give the responsibility of running the Rapid Rail operations to a private company so that the expenses can be reduced. For this, we will find good companies and have a detailed agreement with them so that there is no inconvenience to the passengers. Apart from this, we will also keep a backup plan so that if the agency faces any problem, the speed of Rapid Rail does not stop.

Q4: But there will also be safety concerns in this and the fare burden will not increase on the passengers? What is the estimate of how much the Rapid Rail fare will be?

Ans: How will the new system evolve if we do not do any experiments?

Well, for safety, we are making a foolproof plan. Metro Act will be applicable on Rapid Rail also. Just as there are strict rules of safety and security in it, so will it be here too. As far as the fare is concerned, according to the DPR estimate, the fare will be around Rs 2 a km. The private agency will not have the right to increase the rent later. Like the Metro, the fare committee will decide, which is formed under the chairmanship of the judge.

Q5: Will there be any arrangement like feeder bus for Rapid Rail?

Ans: Talks are going on in UP for feeder buses. In Delhi, we are doing integrated planning. Our Meerut line in Delhi will connect with bus stands and metro stations at two places so that the passenger does not face any problem for onward journey by getting off the rapid rail. Similarly, we are making such arrangements for Alwar line also. The Alwar line will also connect to INA, Munirka and Aerocity metro stations in Delhi. Similarly, the station of Panipat line will be connected to the Kashmiri Gate metro station. In the coming times, overall there will be rapid rail connectivity on 7 out of 8 lines of Delhi Metro. Apart from this, passengers will not have to take separate tickets for the fare. With the same card, you will be able to travel in Metro, Rapid Rail.

Q6: What is the status of Alwar and Panipat line of Rapid Rail?

Ans: We have got approval from the Government of Haryana and Delhi for the 106 km route from Sarai Kale Khan to SNB for the Rapid Rail to be built from Sarai Kale Khan to Alwar. It is expected that soon the central government will also give its approval. At present, we are doing pre-construction work so that after getting the approval, it does not take much time to start the construction work. The DPR of Panipat line has also been prepared.

Work on 100 pile capes and 62 pillars completed for Agra Metro

AGRA (Metro Rail News): Despite all the challenges, including the Covid-19 second wave, work is progressing at rapid pace for the Agra Metro as in less than eight months, work on 100 pile capes, 62 piers (pillars) and 550 piles have been completed so far for the elevated section of the Priority Corridor between Taj East Gate to Fatehabad Road by the Uttar Pradesh Metro Rail Corporation Limited (UPMRCL).

According to the Managing Director of UPMRCL, Kumar Keshav, the construction of the station complexes along with the viaduct for the Priority corridor is being carried out at rapid pace with the two stations of the elevated part i.e. Taj East Gate and Basai stations have started taking shape, horizontal beams are being constructed for these two stations. The piling work has also been completed from Taj East Gate to Fatehabad Road. 

A total of 687 piles, 171 pile caps and 171 piers are to be constructed for the elevated portion of the Priority Corridor being built between Taj East Gate to Jama Masjid. The work of casting 17 pier caps and double T-girders has also been completed so far in the casting yard.  

The Priority Corridor of Agra Metro comprises construction of 6 km long section from Taj East Gate to Jama Masjid with six stations. Contract is awarded to Sam India Built Well Pvt. Ltd. for the elevated portion of length 3 km with 3 stations namely – Fatehabad Road, Basai & Taj East Gate. However, tender is still pending for the underground section of length of 3 km that will run from Jama Masjid to Taj Mahal with three underground stations.

Uttar Pradesh Metro Rail Corporation (UPMRC) has set a deadline of March 2024 to start operation of metro trains on the Priority Corridor.

Line-1 (14.24 km) of Agra Metro is partly elevated (6.56 km) and partly underground (7.68 km) with 14 stations. These stations are Sikandra, Guru Ka Taal, ISBT, Shastri Nagar, RBS College, Raja Ki Mandi, Agra University, Medical College, Jama Masjid, Agra Fort, Taj Mahal, Fatehabad Road, Basai & Taj East Gate.
