Brief Scope of Work: Civil Engineering Works, Electrification Works and Signalling Works of New Single Broad Gauge line in Kamarpara-Hilli Section (Length: 15.187 km) in connection with the construction of Balurghat-Hilli New BG Railway Line Project of Northeast Frontier Railway (Construction on EPC mode ).

Balurghat–Hili Rail Expansion Project: Originally sanctioned in 2010, the Balurghat–Hili railway line project, spanning approximately 29 km, has experienced prolonged delays primarily due to land acquisition challenges. The project remained stalled for several years, which has affected connectivity plans in the region. However, following a directive from the Calcutta High Court, construction activities resumed in September 2022.

Subsequently, the District Land Reforms Department accelerated efforts to acquire the required land parcels to facilitate the long-pending development. The Ministry of Railways allocated ₹244crore in 2023 specifically for land acquisition. Once completed, the Balurghat–Hili rail line is expected to enhance regional connectivity in West Bengal’s Dakshin Dinajpur district, strengthen trade links near the India–Bangladesh border, and support socio-economic development in the region.
