Railway Minister Ashwini Vaishnaw confirmed the derailment through a post on X (formerly known as Twitter), revealing that the train’s engine had collided with an unidentified object deliberately placed on the track, which became the reason for derailment. “Sharp impact marks have been observed. The evidence is being secured, and both the Intelligence Bureau (IB) and UP police are actively investigating the incident,” Vaishnaw stated.

Railway officials have indicated that the involvement of miscreants is under investigation. Initial findings suggest the object was intentionally placed to cause the derailment. Additionally, A foreign material was found near the 16th coach.

According to the loco pilot of Sabarmati Express, the engine hit a rock-like object on the tracks, which heavily damaged the cattle guard. Interestingly, prior to the incident, a train travelling from Patna to Indore passed through the same track at 1:20 AM without any issues.

Currently, rescue and relief operations are underway at the location of accidents. Due to the derailment, the railways cancelled seven trains and diverted three other trains. Shashi Kant Tripathi, Chief Public Relation Officer (CPRO) of the North Central Railway Zone, said that they have made arrangements for buses to carry passengers from the accident site to the Kanpur Railway Station.

The investigation into the derailment is ongoing, with both the Intelligence Bureau and Uttar Pradesh Police working to uncover the full details behind the incident.

Railways Cancels  ₹30,000 crore Order of 100 Vande Bharat Trains

New Delhi (Metro Rail News):The Vande Bharat project has encountered a major setback as the Indian Railways has scrapped a tender worth ₹30,000 crore that had been awarded to the French engineering company Alstom. The tender was intended for the manufacturing and maintenance of 100 aluminum-bodied Vande Bharat train sets over the next 35 years.

The tender panel expressed concerns about the abruptness of the company’s initial offer, leading Indian Railways to initiate negotiations to lower the proposed amount to ₹140 crore per train set. In response, the company requested that the final settlement be made at ₹145 crore per train set.

About the tender

  • Alstom was appointed for the manufacturing and maintenance of 100 Aluminium -bodied Vande Bharat train sets for the upcoming 35 years.
  • The bids were invited in June 2022 and were opened in February 2023. Subsequently the tender was awarded to Alstom.
  • Alstom India and a consortium of Swiss Company Stadler Rail and Hyderabad-based Medha Servo Drives were the only bidders that were successful in submitting the bid.
  • Alstom proposed ₹150.9 crore per train while on the other hand Medha proposed ₹169 crore per train.

Sudhanshu Mani’s point of view

Sudhanshu Mani, former General Manager of Integral Coach Factory and creator of the Vande Bharat train expressed his grief by stating that this is the second unsuccessful attempt of employing a manufacturer for aluminium body trains.

“The first attempt was made in 2017-18 when ICF floated a Train20 tender for manufacturing 20 such Vande Bharat train sets. But it did not materialise,” Mr. Mani said as reported by The Hindu.

If the tender had been successful, Alstom would have collaborated with Indian firms to establish a facility for producing the extrusions and profiles necessary for constructing the train bodies. Mr. Mani said that such a substantial tender would have incentivised companies to invest in this plant. As major components became locally manufactured, this move would have ultimately reduced the cost of producing aluminum train.

Mr. Mani said by cancelling this tender, “we are putting the project to manufacture aluminium-bodied trains back by several years”. “It is a retrograde step. The Indian Railways should have negotiated further and settled at a price,” he mentioned.

Vande Bharat Trains:

Vande Bharat express is a semi high speed  with maximum operational speed of 160 km per hour. The main objective of  Vande Bharat is to improve connectivity and reduce travel time for passengers between major cities. Most importantly the energy consumption of Vande Bharat is comparatively less than those local trains which will benefit the environment.

Agra Metro: L&T Becomes L1 for AGCC-07 Civil Contract of Line 2

Update: The contract was awarded to L&T at 1242.79 crores.

Agra (Metro Rail News) On 13 August 2024, Larsen & Toubro (L&T) emerged as the lowest bidder to carry out the civil construction work of package AGCC-07 of Agra Metro Line-2.

Area of work

The AGCC07 contract incorporates  several key components:

  1. Entire Viaduct Construction for Line 2: This includes building a complete elevated viaduct with 14 stations along Line 2 and a 530-meter viaduct leading to the Kalindi Vihar Depot.
  2. 2.61 km Viaduct Extension: This section will extend from the north of the Sadar Bazar Metro station to Line-1’s PAC Depot.
  3. Inclusion of AGCC-06 Scope: The AGCC07 contract also integrates the work initially assigned to the AGCC-06 package. This change happened because UPMRC decided to scrap the AGCC-06 package, so its tasks were added to the AGCC07 contract.

Bidding Process

In December 2023, UPMRC floated the tender to construct Package AGCC-07 with an estimated cost of Rs. 1529.29 crores and a 24-month deadline.
Technical bids for the AGCC07 package were opened in March 2024 to reveal 6 bidders, and bid evaluation was completed last week to reveal 4 bidders that had qualified in the technical round.

Financial Bid Values

FirmBid (Rs. Crore)
Larsen and Toubro Ltd. (L&T)1466.49
Dilip Buildcon (DBL) – Evrascon JV1667.81
NCC Ltd.1695.48
Afcons Infrastructure Ltd. (AIL)1784.51

Funding

The European Investment Bank (EIB) will finance AGCC-07 with a €450 million loan.

L&T’s bid of ₹1,466.49 crore was ₹62.79 crore (4.11%) less than UPMRC’s estimate of ₹1,529.29 crore. Because L&T’s bid came in below the estimate, the contract is expected to be awarded in the coming weeks without a lengthy financial bid evaluation.
